Report
1. Naval Surface Warfare Center-Port Hueneme Division (NSWC-
PHD) hosted the 2017 NAVSEA Nondestructive Testing (NDT) Working
Group meeting during the period 18 - 20 April 2017. The Working
Group objectives were to resolve common NDT quality issues,
revise NAVSEA NDT standards, and focus on NDT improvements. The
participation of NAVSEA, Naval Shipyards, Supervisors of
Shipbuilding, Regional Maintenance Centers, Naval Warfare
Centers, Fleet maintenance activities, and private industry
representatives was integral to the Working Group’s success.
2. The Working Group report, enclosure (1), is forwarded for
information. Distribution of the report to those who were not
in attendance is encouraged. The report and other NAVSEA NDT
Working Group information is also located on the Amee Bay web
site [www.ameebay.com].
3. The 2018 NAVSEA NDT Working Group will be hosted by Surface
Warfare Officer School Unit-Great Lakes. Specific details will be
promulgated in future correspondence.
4. The NAVSEA NDT Working Group report addresses the
shipbuilding and ship repair community as a whole. Information,
positions, and policies from the Working Group should not be
considered determinate of specific questions, issues, or cases;
and shall not be considered to authorize any change in
Government contracts.

I. NDT WORKING GROUP CHARTER
1. Foreword. Nondestructive Testing (NDT) is an integral part of quality control and quality assurance in procurement, construction, overhaul, and maintenance of ships of the United States Navy. The Naval Sea Systems Command (NAVSEA) recognizes the value of an NDT Working Group dedicated to improving NDT processes as they apply to Naval ships’ systems and components, and it is considered an essential part of the NAVSEA initiative to improve cost, schedule, quality, and technical excellence.
2. Vision. The NDT Working Group will be the catalyst and instrument for improving
or recommending improvements to NDT processes specified in NAVSEA Technical
Publications, Standards or Specifications associated with NDT.
3. Purpose
The group will address and resolve, or recommend resolution to the proper technical authority, those NDT issues associated with building, maintaining and operating Naval ships.
The group will work as a team to share ideas, information, successes, best practices, and failures.
The group will strive to make improvements through effective integration of all stakeholders.
The group will receive guidance, approval, support, and/or limitations from NAVSEA 04X6.
The group will determine applicable action items from inputs received from stakeholders and/or NAVSEA 04X6.
The group will address improvement of NDT processes from an industry-wide perspective thereby soliciting participation by all stakeholders.

The NDT Working Group will be disbanded upon consensus of the Working Group or NAVSEA 04X6.

II. EXECUTIVE SUMMARY
Naval Surface Warfare Center-Port Hueneme Division (NSWC-PHD) hosted the 15th NAVSEA NDT Working Group meeting during the period 18 - 20 April 2017 on Naval Base Ventura County in Oxnard, California. Mr. Tim Tenopir (Surface Warfare Command Systems Materials Laboratory Manager) hosted the meeting, and Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT) attended as the NAVSEA NDT Working Group Chairperson. Mr. Tenopir opened the Working Group meeting. He detailed the NSWC-PHD mission and briefed the attendees on the special NDT applications at NSWC-PHD related to combat systems hardware.
Mr. Paul Colahan (NAVSEA Director of Oversight and Assessment; SEA 04X6) stated that the reason for this Working Group meeting is to rapidly exchange ideas and reiterated the NAVSEA Commander’s guiding principles as they relate to NDT: delivering ships on time with first-time quality and as affordably as possible. Mr. Hence welcomed the group. He emphasized the critical nature of performing NDT and how NDT directly affects the men and women serving aboard our Navy ships and their safe return home to their families. Mr. Hence then invited each participant to introduce themselves, state what activity they represented, and why each attendee chose to pursue NDT as a career. Mr. Hence presented two topics to the group: 2016 NDT Working Group Action Item Updates and NDT Audit Lessons Learned. Presentation details are described in Section III. Working Group attendees discussed several breakout session topics that were previously submitted, and the attendees divided up into the groups based on breakout session topic applicability. The Working Group meeting concluded with the assembly having successfully established a Plan of Actions and Milestones for each of several breakout sessions including aligning the draft non-nuclear NAVSEA Technical Publication of Computed Radiography (CR) requirements with the nuclear CR requirements under final consideration by NAVSEA 08S for incorporation into NAVSEA 250-1500-1. Surface Warfare Officer School Unit-Great Lakes in Great Lakes, Illinois volunteered and will host the 2018 NAVSEA NDT Working Group meeting. More information on that meeting will be provided in the coming weeks and months. Copies of presentations may be obtained by contacting Mr. Hence.

III. PRESENTATIONS
A. Previous NAVSEA NDT Working Group Action Items Update – Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT) 1. Eddy Current Testing (ET) of Heat Exchanger Tubing Issues: NAVSEA 05P has established an ET Tubing audit that is accomplished concurrent with the NAVSEA 04/07/08 NDT Functional Evaluations. The audit is to provide a baseline for comparing ET Tubing inspection at all four Naval Shipyards. Mr. Larry Wedel (HII-Newport News Shipbuilding), the NAVSEA In-Service Engineering Agent (ISEA) for ET, has completed audits of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Norfolk Naval Shipyard (NNSY), and Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The Portsmouth
Naval Shipyard (PNS) ET audit is still to be accomplished. 2. Phased Array Ultrasonic Testing/Time of Flight Diffraction (PAUT/ToFD) for Structural Applications: PSNS & IMF hosted a PAUT/ToFD training session in December 2016 to ensure alignment with all activities and to share lessons learned. PHNSY & IMF hosted a training session in April 2017 establishing the computer-based PhaseX training as the formal PAUT/ToFD classroom training. The structural PAUT/ToFD procedure final draft is due to the NAVSEA NDT Technical Warrant Holder (Dr. Pranaam Haldipur) by June 2017. 3. NDT Examiner Development: The NAVSEA NDT Working Group compiled a list of NDT Examiner core competencies for establishing a training and development program for NDT Examiners. A breakout session scheduled for this meeting is intended to continue discussing the NDT Examiner development process. 4. Hiring from NDT Colleges: All actions are complete. PSNS & IMF has established an oversight plan to validate/re-evaluate the training given at each college, and Work Time Experience credit allowed will be adjusted as necessary. PSNS & IMF also is planning recruiting trips with other activities at each college. 5. NSTM Chapter 074, Volume 2 Draft Revision: Mr. Hence (NAVSEA 04X6NDT) completed a draft revision in August 2016. The draft revision is ready for the NAVSEA 05P standards revision process. 6. Computed Radiography (CR) Requirements Draft NAVSEA Technical Publication: The 2016 NAVSEA NDT Working Group attendees reached resolution on issues discussed at the meeting. The draft NAVSEA Technical Publication was submitted to NAVSEA 05P. A breakout session is scheduled during this meeting to discuss the final remaining issues with the document. 7. Naval Shipyard Visual Testing (VT) Community of Practice (CoP) Follow-Up: All actions are complete from the VT CoP including standardizing the VT procedure, lesson plans, training tests, and certification examinations. The Naval Shipyard NDT CoP is now focused on Liquid Penetrant Testing (PT) with a PT CoP meeting scheduled for July 2017 at PHNSY & IMF.

8. 2011 NDT Working Group Action – Piping Socket Weld Scribe Line: The current NAVSEA Technical Publication 278 wording has led to incorrect interpretation that a scribe line to verify weld size is required only for Class P-1 piping socket welds. Ms. Theresa Lopez (SWRMC) re-submitted the change request to NAVSEA 05P, and the change was incorporated into the latest draft revision of NAVSEA Tech Pub 278. The draft document, Table 9-1, Footnote 16 now reads “For class P-2 piping, the reference mark of table 9-1 footnote 7 shall be applied to verify fillet weld size for P-13 and P-80 joints and any other fillet weld that extends to the top of the fitting, unless otherwise approved by NAVSEA.” 9. 2012 NDT Working Group Action – Blue Light for Fluorescent MT: NAVSEA 05P will consider including the use of blue lights for fluorescent MT in NAVSEA Technical Publication 271, Revision 2. In the meantime, anyone wishing to use blue lights for fluorescent MT is encouraged to submit a request for approval along with supporting technical rationale to NAVSEA 05P2 (Dr. Haldipur). The NDT Working Group will continue to track this action until approval is granted (or denied) or NAVSEA Tech Pub 271 is revised, whichever occurs first. 10. 2011 NDT Working Group Action – Use of Quantitative Quality Indicators (QQI) for MT: Similar to the use of blue lights for fluorescent MT, NAVSEA 05P will evaluate including QQI requirements into NAVSEA Tech Pub 271, Revision 2. In the meantime, anyone wishing to use QQIs is encouraged to submit a request for approval along with supporting technical rationale to SEA 05P2 (Dr. Haldipur). The NDT Working Group will continue to track this action until approval is granted (or denied) or NAVSEA Tech Pub 271 is revised, whichever occurs first. 11. 2009 NDT Working Group Action – MIL-STD-2035 Revision: The 2016 NAVSEA NDT Working Group resolved what were thought to be the final outstanding issues and submitted the draft document to NAVSEA 05P to format the Mil Standard into a NAVSEA Technical Publication. NAVSEA 05P distributed the draft NAVSEA Technical Publication for Industry Review (IR) which resulted in the NDT community submitting many comments because the document did not resemble what the NAVSEA NDT Working Group had produced. Most notably, the MT/PT indication figures at the back of the document remained in the document contrary to the draft that the NDT Working Group submitted. An open discussion is scheduled during this NDT Working Group meeting to resolve the disconnect. C. NDT Audit Lessons Learned (2016-2017) – Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT)
1. Mr. Hence performs NDT audits of several activities including Naval Shipyards, Nuclear Shipbuilders, Regional Maintenance Centers, Supervisors of Shipbuilding, Trident Refit Facility-Kings Bay (TRF-KB), and Ship Repair Facility-Japan Regional Maintenance Center (SRF-JRMC). 2. This presentation should not be viewed as a tell-all about other activities. No activity is named in this presentation. This should be seen by everyone as an opportunity to take some lessons learned back to their own activity and to fix similar issues that may exist.

3. Program Management findings: a. NDT Examiner Lack of Ownership. All instances where Examiner lack of ownership was noted were at one activity. Indicators exist at other activities where NDT Examiner lack of ownership could manifest. These indicators include but are not limited to when the activity’s management does not see written NDT Examiner delegation as necessary. (This incorrect management view has recently been resolved by NAVSEA issuing Revision C of NAVSEAINST 4355.7). NDT Examiner ownership is an element to stress during the NDT Examiner development breakout session. b. The current NDT Examiner did not approve NDT examinations. Some activities make no changes to and do not re-approve NDT examinations when another Examiner is delegated responsibility for that method, sometimes for many years. ASNT SNT-TC-1A (2011 edition), paragraph 8.7.1.1, requires that all questions used for NDT Level I and Level II examinations be approved by the responsible NDT Examiner. If an Examiner retires or is assigned to be cognizant over another method, that Examiner is no longer the “responsible NDT Examiner”, and the new Examiner must either re-approve the existing examinations or approve newly-developed examinations. Similarly, ASNT SNT-TC-1A (2016 edition), paragraph 8.1.1, requires that all qualification examination questions be approved by the NDT Examiner responsible for the applicable method. If an Examiner retires, that person is no longer the Examiner responsible for the applicable method. c. No NDT examination question and answer references. Some examples of this finding include questions and answer references of “Common Sense” or “General Knowledge”, or not including references at all. The ASNT SNT-TC-1A (2011 and 2016 editions) Appendix A note requires all questions and answers to be referenced to a recognized source. d. Inadequate or improper Radiographic Testing (RT) film storage. Examples include: 1) storing radiographs in an area with no fire protection 2) loss of air conditioning in the unexposed film storage room during a NAVSEA NDT Functional Evaluation. The activity immediately notified the proper Shipyard facilities organization but did not install temporary air conditioning in the meantime. 3) storing radiographs in wood crates under a wet sprinkler system. This could be a problem if the sprinkler system leaks or is activated. ASTM E1254 is not referenced in NAVSEA NDT standards but provides industry recognized radiographic film storage guidelines including maintaining storage temperature between 40°F and 75°F at a relative humidity range of 30% to 60%. ASTM E1254 states that using the standard’s guidelines will normally result in archival preservation for more than 100 years.

4. NDT Performance findings: a. The normal NDT inspector findings encountered include inspectors missing indications/conditions (e.g., not checking both legs of a fillet weld during VT), inspectors applying incorrect acceptance criteria (e.g., calculating incorrect PT maximum allowable indication area), and inspectors not achieving 100% inspection area coverage (e.g., not applying the magnetic field in two directions during MT). b. Other findings of interest include contaminating the inspection surface while performing the inspection. A PT inspector contaminated the inspection surface by using a wipe containing residual penetrant to remove excess penetrant from the inspection surface. A PT inspector circled indications during the evaluation time. Another PT inspector draped a dampened cloth over a dirty cart handle and did not cover wipes or the open penetrant container in a dusty industrial area. Another PT inspector placed the handle of a penetrant-soaked applicator handle in the spray tube of an alcohol bottle. c. Mr. Hence then introduced the Working Group attendees to the NAVSEA NDT website that is currently behind the NMCI firewall. One portion of the website is devoted to answering interesting or obscure NDT questions. Examples of question topics Mr. Hence has answered on the site are ACCP NDT certification and how it relates to NAVSEA NDT certification, RT penetrameter selection, NDT oversight and certification maintenance, and NDT examination time limits.

IV. BREAKOUT SESSIONS (NOTE: Each Team Leader is responsible

A. MIL-STD-2035A REVISION/CONVERSION TO NAVSEA TECHNICAL PUBLICATION. 1. Team Leader: Jon Fallick, Gryphon LC
2. Team Members: All Working Group attendees. 3. Purpose/Objective: To have an open discussion with Mr. Fallick about the document circulated in 2016 for Industry Review. 4. Breakout Synopsis: The group had a spirited discussion with Mr. Fallick that centered mainly on removing the MT/PT indication figures (i.e., Figures 6-23 and Figures 31-48) from the draft document. Mr. Fallick stated he made the technical decision to not remove the figures because he claimed that there are some vendors that continue to use the figures for MT/PT evaluation. Every attendee present attested to the fact that neither their activity nor any vendor or subcontractor used by their activity uses the figures. The decision was made by the group to once again provide technical justification to NAVSEA 05P for the final decision to either remove the figures or keep them in the document. 3. Purpose/Objective: To review the comments that remain outstanding from the 2016 NAVSEA NDT Working Group and to finalize the document for submission to NAVSEA 05P for Industry Review. 4. Breakout Synopsis: The group began reviewing the comments from 2016 in addition to Mr. Mohr’s (BMPC) comments from the week following the 2016 NDT Working Group. After Mr. Mohr briefed the group on his comments and compared them to the nearly complete nuclear CR requirements under review by NAVSEA 08S, the group decided to align the non-nuclear requirements to the nuclear requirements as much as possible.

Purpose/Objective: To discuss the need for a tool that activities can use to help develop newly certified NDT Examiners and those NDT personnel who wish to be NDT Examiners at some point. 4. Breakout Synopsis: Mr. Hence briefed the group on the widening knowledge/experience gap between “seasoned” veteran NDT Examiners and those NDT Examiners that are newly certified and/or inexperienced. It normally takes years of
routine NDT program management including experiencing audits, critiques, making difficult technical decisions, etc. for an NDT Examiner to become “seasoned”. The goal is to define desired core competencies of a seasoned NDT Examiner and to develop a toolbox with a variety of tools that activities can use to bolster those core competencies. The group discussed a wide array of ideas ranging from a formal mentoring program among NDT Examiners to something similar to a Navy PQS system of core competency sign-offs. 5. 2012-03 VALIDATION OF BLUE LIGHT TECHNOLOGY AS A
SUBSTITUTE FOR MERCURY VAPOR BLACK LIGHTS
IN FLUORESCENT MAGNETIC PARTICLE TESTING
Purpose/Objective:
Ms. Lopez, SWRMC, provided an update at the 2011
NDT Working Group on what inspection attributes need
to be standardized to improve this inspection technique.
The current wording of T9074-AS-GIB-010/271 calls for
the use of “black lights”, providing users with a single
option for illuminating fluorescent magnetic particles.
The development of new inspection light technologies,
such as blue light and LED-A lamps, provide NDT
communities with secondary options that are safer,
more versatile, and highly reliable in comparison to
traditional mercury vapor lamps. This study looks at
the feasibility of using blue lights as a suitable alternate
light source to the currently required black lights.
Breakout Synopsis:
This study compared the performance of a mercury
vapor black light against a blue light on the same
flawed test specimen. The test specimen selected for
this evaluation was a flawed weld sample displaying a
½” linear indication adjacent to the toe of the weld.
Basis for comparison was made solely by
visual/photographic comparison.
Action: Ms. Lopez, provide recommended lighting
evaluation wording to be submitted for the Draft TP-271
Revision.

2011-03 TP-278 Scribe Line to Determine Insertion and Weld Size
Discussion took place to determine if TP-278 footnotes that
address the applicability of scribe lines as it applies to
determining proper pipe insertion and weld size. Are the
requirements clear with regard to whether or not scribe lines
are required in all cases for the evaluation of end gap and
weld size (e.g., how do welders and inspectors prove weld
size end gap and weld size without a benchmark?). Dr.
Green suggested the Working Group solicit input for Mr.
Gene Mitchell the TP-278 TWH.

2009-02 MIL-STD 2035 CHANGE PROPOSALS: In September
2009, Mr. Bob Ossmann, PSNS&IMF, submitted to
NAVSEA 05P24 a draft rewrite of MS-2035A (MS-2035),
which represented a collective effort of various Naval
and Private Sector NDT activities. Recommended
changes and proposals were submitted with the
objective of making MS-2035 not only easier to navigate
but also to provide further detail in areas where the
NDT community felt it was needed. The proposals are
documented in a Change Proposal Topic List (CPTL)
that accompanied the document. The CPTL is a
running list of 102 recommendations and/or proposals
that has served as an ongoing discussion between the
NDT activities involved in this project. The draft rewrite
reflects a majority consensus, for the most part, as to
how the NDT community would like to see these
sections rewritten in the next revision of MS-2035.

SEQUENCING
Mr. Hence led an informational discussion regarding
the NDT inspection requirements and sequencing as
specified in the 5XXX CG-47 Class Welding Manuals.
The issue is primarily to minimize heat input to the
aluminum base material in order to mitigate the risk of
sensitization and cracking. It seems that the inspection
requirements and sequencing in the manual can be
improved.
Action: Mr. Hence - Review and chop the document
and forward it to the CG-47 class manual change
group.

2012-02 (COMPLETE) LIMITED SCOPE UT THICKNESS QUALIFICATIONS
Mr. Perreault led an informational discussion regarding
the MRC-003 requirement for digital UT hull thickness
measurements. The MRC used to require
qualification/certification in accordance with TP-271.
The engineering group considered the requirement too
burdensome so the requirement was changed to be a
training and qualification program approved by the
Chief Engineer. The group agreed to a model program
for Dr. Green to take back to the PMS and SEA 07
groups as an example of an appropriate program to
control the quality of the thickness readings.

program requirements back to the PMS and SEA 07

heat affect zone (HAZ)
Mr. Flaherty led an informational discussion regarding
the evaluation of non-linear indications in the 1/2”
base material/HAZ adjacent to the subject weld being
PT inspected. The fundamental issue is the acceptance
criteria is silent and past correspondence with NAVSEA
clarified that the silence was intentional and non-linear
indications did not require evaluation. There is
currently NAVSEA concern with not evaluating non-
linear indications in the HAZ. Public Naval Shipyards
and NDT Working Group are standing by for NAVSEA
05 guidance.

ASSURANCE PROGRAM (CAQAP) - TRAINING OF
GOVERNMENT PERSONNEL PERFORMING
OVERSIGHT OF CONTRACT PERFORMED NDT
Discussed the training of CAQAP personnel who provide
oversight of contractor performed non-traditional NDT
(i.e., PAUT & TOFD). This issue presented itself as a
result of NAVSEA 05P24 conditional approval of Bath
Iron Works (BIW) to perform PAUT & TOFD. It was
reported that the approval was based on the condition
that government oversight be in place. Currently
NSWC-CD, Mr. Collins, is performing PAUT and TOFD
oversight. Mr. Collins was concerned with when he is
not available to provide the required/necessary
oversight, and the SUPSHIP Bath long-term plan of
action to provide oversight of BIW as required by the
SUPSHIP Operations Manual (SOM).
Discussion took place on:
How do SUPSHIP Bath personnel qualify and certify in PAUT?
Where the training would be conducted (PNS, Puget, etc.) and who would pay for the training?
Zetec spoke on how they get their inspectors/Examiners trained and that a good UT Examiner can pick up PAUT fairly easily.
Ms. Green mentioned that we do not have any props or a test plan.
What does it take for a NAVSEA certified Examiner to become considered qualified in PAUT and TOFD?
Action: Mr. Flaherty agreed to inform NAVSEA 04Z,
Mr. John “Mike” Adams, of the long-term actions
necessary to address the oversight of PAUT and TOFD,
potential trainers and training sites, and funding.
