CETL Facilitator Training at the National Level
April 2, 2016
Frankie Jackson was invited to participate in the National Certified Education
Technology Leadership (CETL) Facilitator training program on April 2, 2016 in
Washington DC, prior to the Consortium of School Networking (CoSN) conference.
The CETL training and certification has doubled in the past year. CoSN needs
additional trainers, mentors, and facilitators to help support the effort.
As part of the Texas K-12 CTO Council, serving as the
Chair of the Professional Learning committee, the
Council paid for her training fees. After the completion
of the course, she is now one of twelve in the Nation
that can serve as a CETL facilitator, helping and
mentoring future Chief Technology Officers in their
training for the CETL designation.

Consortium of School Networking (CoSN) State
Chapter Leaders Meeting
April 3, 2016
Frankie Jackson participated in the CoSN state
chapter leaders meeting on Sunday, April 3, 2016.
The meeting is a professional development
opportunity for state chapter leaders to enhance their
leadership skills and improve advocacy efforts made
by their chapter. Meeting topics included mentorship,
funding, professional development opportunities, and
membership recruitment.
CoSN state chapters function at the grassroots level
to effect change in the field of educational technology.
The national office of CoSN works closely with state
chapters to develop and deliver professional
development, build capacity among members, provide
leadership and policy recommendations, and
advocate on behalf of technology officers.
After the meeting, chapter leaders were invited to tour
some of the Washington DC sites and have dinner
with state chapter leaders from around the nation.
This provided a great opportunity to network with
other technology leaders across the nation.

CoSN 2016 Conference Presentation: Infrastructure
Highways to Support Transformed Learning Environments
April 4, 2016
As the mission criticality increases, districts are looking for high availability networks, often in the 4-5 “nines”
availability range. And districts that are supporting Bring Your Own Device (BYOD) networks are finding that in
many schools they need to support multiple devices per student leading to an increase of an order in magnitude of
devices in the district from the times when they were merely supporting devices for staff and computer labs. These
higher performance expectations lead to changes in the way leading districts are designing and implementing their
network infrastructure. In this workshop, participants learned and discussed the steps and considerations districts
are going through to design these “New Networks” and learn about CoSN resources and tools to support this
work. Frankie was proud to be part of the panel and represent CFISD!
On Monday, April 4, 2016, at the CoSN 2016
conference, Frankie Jackson participated in a
comprehensive design workshop on the topic of
building future-resilient SMART networks. She was
invited to serve on the panel with other leaders in
the nation and industry. A copy of the presentation
used to guide conversations during the workshop is
here.
Once districts commit to digital transformation, the
requirements on district networks become nonlinear.
With 1:1 implementations, several factors combine
to drive growth in capacity demand to become
exponential with many districts experiencing 60%
year-over-year growth – something akin to a
Moore’s law of demand, doubling every 18 months.

CoSN 2016 Conference Presentation: Enabling 21st
Century Instruction and Learning: A CFISD Case Study
April 6, 2016
The presentation included information about our herculean challenge: how to
implement a network that reliably, securely and cost-effectively meets student
learning needs and helps prepare them to be 21st Century global leaders. The
team reviewed in detail how CFISD is planning for and deploying state-of-the-
art, always-on, district-wide high-speed wireless access infrastructure, which
supports BYOT and guest access and provides 1-to-many connections. The
following shows the main points that were discussed in the presentation.

CoSN Volunteer Hall of Fame
Third Year in A Row
April 4, 2016
Frankie Jackson was recognized into the CoSN Volunteer Hall of
Fame, on Monday, April 4, 2016 for her work on CoSN’s Smart
Education Network Design (SEND) working group, serving as the
Professional Development chair for the Texas K-12 CTO Council,
and working on the National Level Certified Education Technology
Leader (CETL) Governance committee. Jennifer was also
recognized for passing the CETL exam and for serving on the
CETL examination writing committee.
As part of the recognition, she (and Jennifer Miller) were invited to
hear Daniel H. Pink, author of five books about the changing world
of work, including the long-running New York Times best seller, A
Whole New Mind, and the #1 New York Times best seller, Drive.
Daniel Pink’s main focus was on what motivates students and how we should be
changing our education system. He believes that most people think that the best way to
motivate is with rewards like money—the carrot-and-stick approach. He asserts that the
secret to high performance and satisfaction-at work, at school, and at home—is the deep
human need to direct our own lives, to learn and create new things, and to do better by
ourselves and our world.
He examined three elements of true motivation—autonomy, mastery, and purpose-and
offered techniques for putting these into action in a book that will change how we think
and transform how we live.

On Wednesday, April 6, 2016, Frankie participated on a panel called Beyond the Homework Gap: Infrastructure
for Equitable Access. The panel participants talked about the inequities created by unequal access to the
Internet at home ("Homework Gap“), that leads to a disparity in student outcomes. Technology leaders from
CoSN's Smart Education Networks by Design initiative led the discussion about how these equity gaps are being
addressed. Others participating on the panel are shown on the list in the following.
Panel Discussion Ideas:
• Partner with local businesses on Wi-Fi access for learning;
• Maximize the use of existing assets, e.g. infrastructure available at the campuses;
• Seek mobile hotspot and/or affordable LTE (Long Term Evolution) programs;
• Leverage special broadband offerings;
• Repurpose the educational spectrum; and
• Create a mesh network.

Frankie Jackson participated in a work group session on Tuesday, April 5, 2016 to discuss
Future Ready Learning: Reimagining the Role of Technology in Education. The working
group was facilitated by Joseph South, Acting Director – Office of Educational Technology,
U.S. Department of Education.
The session provided highlights of the just released 2016 National
Education Technology Plan (NETP). It also included a list of newly
developed resources that are available to help leaders implement a
transformational vision of learning powered by technology.
The NETP serves as the flagship educational technology policy
document for the United States. Updated every five years, the new
plan articulates a vision of equity, active use, and collaborative
leadership to make everywhere, all-the-time learning possible. This
plan can be used as a basis for strategic planning in districts across
the nation.
Topics included collaborative leadership, personalized student
learning, robust infrastructure, and personalized professional
learning. CTOs in the forum worked in groups to discuss inventing
the future by listing new technologies and their impact on student
learning.

over 1,000 students at the 2016 Technology
Festival. Becky Cook asked for help and
boy did she get it. Not only did everyone
provide outstanding support, they showed

Frankie Jackson met at the Police Department with Chief Bragg, Juan Cruz, and
Dillon Brady on April 7, 2016 to discuss Senate Bill 507 (installing video cameras in
special education classrooms and providing archived data on a 6-month retention
cycle). Juan shared his cost estimates, based on our current video management
system, Exacqvision. His costs are shown in the following graph, boxed in green.
Frankie prepared alternative cost options based on several draft proposals from
other video management solution providers (shown boxed in blue). Juan’s
estimates are based on current bid offerings and are assumed more accurate.

On Thursday I had the pleasure of going to the
technology festival at the Berry Center. Seeing
teachers, parents, and students setup and
get ready to show off their projects was
incredible. More than 1100 students and several thousand
guests were TechNSpried! Equally as exciting was to see
our staff from technology support and device imaging and
integration there to provide just-in-time service. They setup
a service desk so anyone needing support while at the
festival would know where to go. Our staff’s smiles,
hastiness while walking, and enthusiastic attitude was over
the top! Thank you for all that you do - Frankie Jackson
