PURPOSE O THE ANNUAL REPORTON ANTI-SEMITISM SYMPTOMS
IN THE CZECH REPUBLIC IN 2012
The annual report on anti-Semitisms symptoms in 2012 (the Report) has been
prepared by the Security Department o the Jewish Community o Prague (SD)
or the internal needs o the Jewish community o Prague (JCP) and other Jewish
communities in the Czech Republic (CR), but also or the needs o other institu-
tions processing aterwards the data on anti-Semitism. The Report aims to provide
a comprehensive picture o the state o anti-Semitism, related maniestations o
extremism and the overall atmosphere in the society concerning the anti-Semitic
maniestations and to deliver both the necessary data and their analyses which
may explain trends o 2012 and to predict uture developments. The Report also
compares the current trends in anti-Semitism to previous years.
METHODOLOGY
1. The Report consists o several parts. The rst one is a list o anti-Semitic
incidents. SD considers such an act as anti-Semitic incident that is directed
against members o the Jewish community, Jewish organizations or Jew-
ish possessions, or which it is clear that the incident has anti-Semitic mo-
tivation or the victim o the incident was intentionally selected or his/her
Jewishness (including alleged one). Anti-Semitic incidents can take various
orms: attacks on possessions or physical or verbal attacks. More detailed
categorization o individual anti-Semitic acts or articles are described be-low. All incidents and maniestations listed below and described as anti-
Semitic meet the denition o anti-Semitism given urther in the text.
2. The Report contains only a list o general anti-Semitic incidents and arti-
cles and with regard to victims and their saety it does not give details o
such anti-Semitic incidents. Lists o individual incidents, articles and mani-
estations on the Internet are attached at the end o the Report.
3. The data used in the annual report come rom several sources: rom those
that were subjects to anti-Semitic incidents, rom Czech Jewish organi-zations and communities, published documents and analyses o other
organizations and state institutions, rom open sources both rom the
mainstream media and websites and nally rom orums o the monitored

organizations themselves. The SD monitors anti-Semitic incidents based
on available inormation, so it may occur that some incidents are neither
reported to the Police nor to the SD or various reasons and that is why
they are not mentioned in the Report. All the analyses included in the Re-port come rom the collected data.
4. Besides the lists o anti-Semitic acts and articles, the Report also contains
analyses o individual phenomena and groups relevant to the topic o anti-
Semitism and Jewish communities in the CR. These analyses do not only
deal with purely anti-Semitic incidents, but also describe other maniesta-
tions o extremism, hatred against minorities, and the overall atmosphere
in society related to these topics. The analyses are made on the basis o
the same inormation as the data on antisemitic incidents
DEINITION O ANTI-SEMITISM
Denition o anti-Semitism is a guideline according to which the incidents de-
scribed in the Report are assessed as anti-Semitic. Denition published by the
European Agency or Fundamental Rights (FRA) plays a decisive role. The Coor-
dinating Forum or Combating Anti-Semitism (CFCA)1, which SD cooperates with,
operates with a very similar denition.
According to this denition, such a perception o Jews can be considered
anti-Semitism which may be expressed as hatred towards them. Rhetorical and
physical maniestations o anti-Semitism can be aimed at Jewish and non-Jewish
individuals or their possesions, at Jewish community institutions and religious a-
cilities. Similar maniestations could also target the State o Israel they are o
antiSemitic character i the State o Israel is attacked as a representative o Jew-
ish collectivity as specied by the FRA bellow. Anti-Semitism requently accuseJews o conspiring to harm humanity and it is oten used to blame Jews o actual
problems. Anti-Semitism is expressed in speech, writing, visual orms and other
activities, and employs sinister stereotypes and alleged negative character traits
o the Jews.
The FRA denition also describes specic individual maniestations o anti-
Semitism: Contemporary examples o anti-Semitism in public lie, in the media,

at schools, in the workplace and in the religious sphere, taking into account the
overall context, can include but are not limited to:
1. Calling or, aiding or justiying the killing o Jews or serious harm to Jews in
the name o a radical ideology or an extremist view o religious attitude.2. Making mendacious, dehumanizating, demonizating or stereotypical alle-
gations about Jews as such or the power o Jews as a collective such as
but not exclusively, the myth about the world Jewish conspiracy or o Jews
controlling the media, economy, government and other social institutions.
3. Accusing Jews as a people o being responsible or real or imagined
wrongdoing committed by a Jewish person or a group o Jews or even or
acts commited by non-Jews.
4. Denying the act, scope, mechanism (eg., gas chambers) or intentionality
o the genocide o Jews at the hands o National Socialist Germany and its
supporters and accomplices during World War II (the Holocaust).
5. Accusing Jews as a people or Israel as a state o inventing or exaggerating
the Holocaust.
6. Accusing Jewish citizens to be more loyal to the State o Israel, or to the
alleged priorities o Jews worldwide, than to the interests o their own na-
tions.
Examples o anti-Semitism maniestations related to the State o Israel, taking
into account the overall context, include:
1. Denying the Jewish people their right to sel-determination, eg. by claim-
ing that the existence o the State o Israel is a racist endeavor.
2. Applying double standards by requiring o it a behavior not expected or
not demanded by any other democratic state.
3. Using the symbols and images associated with classic anti-Semitism
(eg. claims o Jews o killing Jesus or ritual murder) to characterize Israel
or Israelis.4. Drawing comparisons o contemporary Israeli policy to that o Nazis.
5. Holding Jews collectively responsible or actions o the State o Israel.
However, criticism o Israel, similar to that leveled against any other country, can-
not be regarded as anti-Semitic.2

3D TEST3
While determining the new maniestations o anti-Semitism concerning the ille-
gitimate criticism o Israel and a clearer distinction o Israel rom criticism o the
new anti-Semitism, SD obeys the 3D test, written by N. Sharansky.4 According to
this test, such a statement containing at least one o the so-called 3D, is regarded
as anti-Semitic.
The rst D stands or demonization o Israel labeling Israel as a materialized
evil, aggression, or example, i the policy o the State o Israel is compared to
Nazi Germany or i the Palestinian reugee camps are compared to concentration
camps, etc.
N. Sharansky describes the second D as a double standard, which is selec-
tively applied or the State o Israel. This is especially the case o the United Na-
tions where Israel is oten a target o many condemnation statements and resolu-
tions, while other, oten undemocratic, authoritarian and totalitarian states are not
obliged to ace adequate criticism and they even act very oten as an arbitrator
against the State o Israel.
The third D stands or delegitimization o the State o Israel. Statements that
deny the right o the State o Israel to its existence can be evaluated as anti-Semitic.
CATEGORIES O ANTI-SEMITIC INCIDENTS
The chapter Categories o anti-Semitic Incidents contains various types o anti-
Semitic acts categorized or the purpose o urther processing o the available data.
Each category contains a brie description and corresponding types o incidents:
1. Physical attacks on people and possessions
Physical attacks on people this category includes any attack on a
person that leads to injury, respectively such an attack on a person in-
tended to harm the health even i the object o attack can manage to
escape or injury does not occur, although it was intended.

Attack on Jewish possessions, which is not intended to make any bod-
ily harm this category includes oences such as destruction o Jewish
cemeteries, painting Nazi symbols on Jewish buildings, etc.
This category includes only those incidents where it is obvious thatthey were committed with anti-Semitic motivation other attacks on
Jewish property are not included in this category.
2. Threats and harassment
This category o anti-Semitic incidents includes any written or verbal
threats to the Jewish community or to individual Jews (personal, tele-
phone, e-mail or regular mail).
As a threat is considered such a statement or written text, that threat-
ens to a particular person by an act o violence because o her/his (also
alleged) Jewishness.
The incident is registered in the category o harassment, i the state-
ment is not clearly articulated or addressed to a specic person.
As harassment is considered any verbal, written or personal hateul
maniestation against Jews, which is not addressed to a specic person
(or a specic group o people).
Harassment in the contrast to threats does not include the threat o ur-
ther violence
3. Anti-Semitic texts and pictures
Articles and other texts in which there are such hateul expressions
against Jews, which can be evaluated as anti-Semitism as dened
above.
The resulting number o monitored anti-Semitic articles may be par-
tially distorted due to the trend to place such pieces o inormation on
closed servers etc.
4. Anti-Semitic websites and discussion orums
This category contains a list o websites which in 2012 provided space
or publishing anti-Semitic articles. This category also includes such
sites that publish anti-Semitic comments in the discussions bellow the
main articles

Physical maniestations o anti-Semitism (physical incidents with persons or pos-
sessions) were in 2012 on the same level as in previous years. SD monitored
6 physical attacks on property and registered no attack on a person (in 2011 SD
monitored 5 physical attacks on possessions and 1 attack on a person). Even the
numbers showing threats and harassment do not exceed the previous years sta-
tistics. It was registered 10 cases o harassment and no cases o threats (there
were 7 cases o harassment and 4 cases o threats in 2011). The character o
these incidents is similar as in previous years. SD has only monitored an increas-
ing number o hateul harassing (disturbing) e-mails and letters. These numbers
are slightly dierent rom the ocial statistics o other institutions (eg. the Police
Presidium) that register only incidents qualied within the Czech legislation5 as
criminal oenses, while SD regards as anti-Semitic incidents such phenomena
that can be included into the category o anti-Semitism according to the FRA de-
inition described above. The data rom all the above mentioned sources provide
a complex overview about state o anti-Semitism in CR.
In 2012 SD recorded a signicant increase o anti-Semitic maniestations ex-
pressed in words and images. In comparison to 2011 when 26 anti-Semitic arti-
cles, videos and images were monitored, 82 maniestations o the same category
were ound out in 2012. It represents more than tripled increase o these manies-
tations, most o them monitored on the Internet. It is obvious that even through
regular monitoring it is not possible to receive all the malignant expressions on
the Internet and it is necessary to take this absolute number just as an indicative
gure. Due to the act that mechanism o monitoring and the team are similar as in
previous years, we can assume that this number points to a signicant trend that
could be caused by several reasons. Among them belong: decrease in the numbero demonstrations and actions organized by right-wing extremists and transer o
their activities to the Internet; the presidential candidacy o J. Fisher; escalation
o the Israeli-Palestinian confict and an Israeli war operations in connection with
Czech or-Israeli policy o the Czech government; and at last but not at least per-

ception o social and economical problems by our majority society. In this context,
restitutions o church possessions, which were the reason or maniestations o ha-
tred towards various denominations and to some extent also towards Jewish com-
munity, also played a certain role.
In the European context CR appears to be one o the countries with the lowliest
number o anti-Semitic incidents. In contrast, maniestations o anti-Semitism in the
world increased roughly by one third6. According to an organization, which moni-
tors anti-Semitism in France7, a rapid increase occurred ater two terrorist attacks
at Jewish targets in the territory o France in 2012, i.e. ater the attack on Otzar
HaTora School in Toulouse8 and urthermore during the attack on the synagogue
where Sukot was being celebrated in the suburb o Sarcelles9 in Paris. Both the
two attacks aroused a wave o hatred towards Jews in part o the French popula-
tion and number o anti-Semitic incidents rose nearly by 60 %. Due to their violent
physical character these incidents come under quite dierent category than anti-
Semitism monitored presently in CR. An Increased number o anti-Semitic attacks
was not registered only in France in 2012 but in other countries too. Germany also
recorded higher number o anti-Semitic incidents and repeated physical attackson Jews in public space10. In contrast the other European countries, nonviolent
character o incidents still prevails in CR.

RIGHT-WING ExTREMISTS11
Long term eorts o the right-wing extremists scene to approach the majority so-
ciety in CR still went on in 2012. Itsanti-Semitic character was demonstrated par-
ticularly in connection with the presidential campaign o Jan Fischer12. Another
moment that worked as a starter or anti-Semitic maniestations was acute impair-
ment o the Middle East confict13. Right-wing extremists (REX14) were tradition-
ally interested in spreading o anti-Ciganism together with social or ecological
issues. Big eorts were evidently devoted to restoration o the server National
Educational Institute (NEI) where a lot o anti-Semitic historical texts appeared
likewise in the past, either by Czech or by oreign authors translated to Czech15.
NEI took over a big number o its texts rom the ultra-catholic server Conspiracy

against the Church and Humanity16, which have traditionally anti-Judaistic charac-
ter17. The hard corn o ootball ans18 was acting also in 2012 in an agressive way.
Though several anti-Roma demonstrations19 were held in 2012 likewise in
previous years, REX started to be aimed more at social issues and went on theirght against the System. In March 2012 even 9 members o the right-wing scene
were detained and accused or support and propagation o the movement orien-
tated to suppression o human rights and reedoms. These extremists were alleg-
edly planning an attack on high representatives o the System20.
Ater attemptsto address the majority society through a malignant approach
towards the Roma minority, REX21 tried to get nearer to Czech citizens through
their joining protests against the political representation, eg. REX joined so-called
Holeov Challenge22 in April 2012. The extremists exploited both the economical
stagnation and eelings o dissatisaction o part o the population with the gov-
ernment to point out to their activities, but they ailed to get desirable support o
the majority society23.
The ght against the System represents a permanent eort o REX and it is
one o their main objectives. At rs sight this ght hasnt got much to do with an-
ti-Semitism. But when observing the ideological base o the extremists scene24 in
the long term, it is obvious that according to REX the System is represented in
particular by Jews, or by Zionists or by Israel. In general Jews are blamed to con-

trol the media and politics on the high level and in accordance with notorious
conspiracy theories Jews are responsible or wrong decisions o the System25.
Practice o 2012 demonstrated that the Czech REX have not probably been
able up to the present day to misuse the sensitive situation within the society
or mass spreading o promoted conspiracy theories. SD does not suppose the
Czech society would move towards the REX anti-Semitic rhetoric, but it is neces-
sary to pay an increased attention to this phenomena just because o the histori-
cal and oreign experience.
In some European countries the anti-Semitic theory inltrated, due to the an-
avourable social, economical or political situation, not only into the majority soci-
ety, but it was also exploited in the political practice26.
As a ormer member o the Communist Party, a man claiming to be Jewish
and also associated with repressive actions against REX in the past27, Jan Fischer
became or almost all year a symbol o conspiracy and disloyalty to the Czech
nation28.

In 2012, REX dedicated many eorts expanding archive o historical anti-Se-
mitic texts, in particular on the server NEI29. Many o them come rom the period
o the biggest social development o conspiracy theories (the 18th and 19th cen-
tury). The texts also involve denying the Holocaust30
and they are aterwards tak-en over and published by other Czech right-wing extremistsservers. According
to the volume o data saved on the server it is obvious how much this activity is
important or REX. It can be explained by the necessity to consolidate their own
idelogical cadre within historical links, but some aspiration to become more pro-
essional is also evident. More over, activities shared in such a broad way have
potential to uniy the scattered scene. According to low activity in other aspects
(demonstrations, concerts etc.) compared with the previous years, it can also be
regarded as eorts to develop at least some activities without a signicant risk to
be persecuted.
In November 2012 eight right-wing extremists accused in 2010 or criminal
delicts concerning propagation o neo-Nazism and organizing o related events
were released rom detention. In 2012 it was not amiliar yet, whether the release
would motivate them to an increased activity or on the contrary it would make
them divert rom the scene. Ater some time we can say that the release got some
positive response with the other members o the scene, but it has not become
signicant motivation. However the two yearsdetention itsel represents a prece-
dent that may have deterrent consequences or other active REX. It is possible to
state that REX have neither enough unding yet, support o political/social elites
nor charismatic personalities who could enable them to establish themselves in
the society as an infuential power31.
Currently, SD does not consider the right-wing extremists scene a direct threat
or the saety o Jewish communities. SD perceives the hard core o ootball ans
the Hooligans as a potential risk particularly due to anti-Semitic conviction o
some ans and32 also due to the high level o aggressiveness o members o this
group33. Despite many anti-Semitic expressions registered on the Internet SD didnot monitored any anti-Semitic maniestations within demonstrations or other
public actions in 2012. It can imply either lower relevancy o these maniestations

or the organizers during similar occasions and tendency to maniest anti-Sem-
itism exclusively on the Internet, or eorts to plan these anti-Semitic maniesta-
tions in a way that could not be sued.
According to analyses o the maniestations the target o physical violence
became again Roma34, but or REX Jews still stay their ideological arch-enemy.
The reason or reduced physical violence on Jews may be both the act that rep-
resentatives o the Jewish community are dicult to be recognized and to some
extent also ears rom potential consequences o such an attack. Because o all
the reasons described above or the Jewish community it is still necessary to con-
tinuosly monitor urther developments o REX.

THE WORkERS PARTY O SOCIAL JUSTICE
For the Workers Party o Social Justice (DSSS) the year 2012 was marked in par-
ticular by its participation in regional elections and the presidential candidacy o
its chairman T. Vanadas35. There was evident eort to proessionalize the party
and its leadership and eorts to recruit new members. To become a parliamen-
tary party remains its long-term goal. This makes the selection o topics and their
presentation DSSS is thus more and more inclining to populism. As in past years
Jews or Israel are not publicly discussed topics o DSSS.
Regional elections36 showed that Czech voters rather than to right-wing ex-
tremism tend to letist radicalism. Though the leaders o DSSS did not get above
5 % needed to enter the oce in any region, in many communities37 they gainedan average o about 7 %. The biggest success was, not surprisingly, registered
in the st nad Labem38, Karlovy Vary39 and Moravia40 regions. However, some
researches among students41, as in 2010, show that DSSS youth may represent an

acceptable alternative, especially in regions where remain cumulative unresolved
social and economic problems. Though these studies show an increasing seduc-
tiveness o populism within young people, they are to be taken with caution, due
to the act that it was not refected in the election results o DSSS.
Vandas motivation or his presidential candidacy remains rather unclear42, the
same may be true o some other candidates. Vandas resigned rom the presi-
dential contest (he did not receive a sucient number o signatures required by
the law, and probably also or nancial reasons43) and he complained about the
unairness o the election using DSSS typical argument (handicap o opponents
o the regime). DSSS always blame someone else and presents itsel as a victim
but this strategy is rather unattractive or potential voters and the party is then
basicly passive and only reactive, which is in direct confict with its policy declared
by the party itsel. At the end the party recommended to vote the let-wing politi-
cian, which was rather surprising due to the act that in mendacious campaign the
right-wing candidate was marked as an alien.
Eorts to proessionalize the party lies in some personal development ochairman Vandas44 and in attempts to increase proessionalism in the party45. SD
does not have access to inormation about a potential increase in members. Until
DSSS Bureau is not replaced, the chances to succeed with the Czech public will

remain low. In addition, SD does not monitor new signicant and politically gited
members o the DSSS. Vandas did not gain support o the right-wing extremist
scene46, he has no leadership skills or sucient charisma and intelligence. But it
seems that the party is, in promotion o the presidency uniorm, although DSSShas not shown or several years any shit towards an appointed goal, which is
to become a parliamentary party. It is possible that attempts to reorm the party
internally and bring it near to the company o majority parties justiy the limita-
tion o an activist component o the party, which is refected in less attention (and
attendance) devoted to demonstrations. Just as in 2011 or in 2012, none o the
demonstrations organized by DSSS took place near Jewish objects or themes did
not include Jews or Israel.
Strategy or combating unadaptive liestyle does not have a ormal strategy
eatures, and it is thus to be understood rather as a political maniesto. Rhetoric
o the Strategy, the selection o topics and approach to their solution is purely
populist. Through an inconsistent approach DSSS is creating the contrast in its
negotiations. On one hand it is trying to reach the widest strata o the population,
on the other hand, continues personal links with extremist right-wing activists47.
This is an example o Petr Kalinovsk known neo-Nazi National Resistance an,
active in anti-Semitic provocations48. DSSS helps Kalinovsk to publish malignant
texts on the server DSSS Sever (North) www.radnicelitvinov.cz, which are aimed
at the address o the Czech Jewish community. Cooperation with Kalinovsk is
thus one o the ew lines indicating anti-Semitism o DSSS. Except or a statement
o J. tpnek, vice chairman, and E. Lamprecht, chairman o the Workers Youth
concerning alleged world domination o Israel and the related lack o suverenity
o the Czech Republic, SD missed any other signs o anti-Semitism, even in the
case o presidential candidate J. Fischer, or in the case o the State o Israel.
Populism o DSSS is expressed primarily in the ongoing perormances against
Roma. However DSSS also uses a dicult situation in some regions o the country

trying to gain popularity by participating in anti-government demonstrations or-
ganized by trade unions or by joining the Holeov Challenge49.
In the short term, SD does not believe that DSSS can succeed in parliamentary
elections, as it happened or example in Hungary. Question remains in what waythe critical deterioration o the economic situation in the country would change
the relationship o the electorate to DSSS. DSSS is likely to continue its ocus on
regional issues, where its chances (or example, to get to the regional council)
are certainly better. I state policy does not begin to actively and eectively solve
problems o social exclusion, it is probable that in the next regional elections
DSSS candidates will succeed in problematic regions. Also in 2012 DSSS did not
represent a threat to Czech Jews.

Objectives o the current Holeov populist challenge is ocused on corruption and in act the
content o the call is not dierent rom the anti-corruption DSSS program. Assemblies held on
15th 04th were carried out without any signicant interest.

PRESIDENTIAL ELECTION
SD regarded the rst-ever direct presidential election primarily as a test o tol-
erance towards publicly declared ethnic/religious otherness o candidate John
Fischer. Pre-election campaign and the election itsel proved that the majority
society is sensitive more than to the Jewish ancestry o Mr. Fischer to his mem-
bership in the Communist Party beore 1989 or to a lack o his charisma. At the
same time, however, part o the society expressed skepticism bordering on hate
towards candidate Karel Schwarzenberg who was alsely labeled as an alien
with amily ties to Nazi Germany50.
As expected, the nomination o Jan Fischer aroused strong opposition among
right-wing extremists and also evoked maniestations o anti-Semitism wherethere had previously been rather a latent phenomenon. The most discussed as-
pect o Fischers candidacy or these individuals is still a question o his loyalty to
the country. Fischer was accused o being not a real Czech, and that was why,
he could not be suciently loyal to the country. Among extremists dominated
conviction that i Fischer had won the presidential election he would have been
closer to politics and the interests o the State o Israel than to politics and the
interests o CR.

The question o right Czechness did not sound only in connection with Fischer,
but also with Karel Schwarzenberg. In particular Milo Zemans team or the amily
o outgoing President Vaclav Klaus, in an eort to promote just Zeman, resorted
to the rhetoric on the national theme. Questioning Schwarzenberg Czechness
then became a widely discussed topic or the majority, whereas the Fischer Ju-
daism represented a problem actually mostly or right-wing radicals, which was
not widely accepted as an incentive to argumentation or nationwide debate53.
Accusations o candidate with Jewish identity o disloyalty to his own country by
extremists is close to conspiracy theories that have become an integral part o
the response to the presidential campaign (see below). Such accusations are one
example o anti-Semitism, which reers to the denition o FRA.
Within conspiracy theories, in articles by right-wing extremists, was men-
tioned in particular the infuence o Israels internal policy on the Czech Republic.
It should have been applied by persons o Jewish origin in high positions, or sup-
porters o Zionism, such as Milo Zeman, Ji Dienstbier or Karel Schwarzenberg54.
The authors o these articles propagated opinion that the Czech Republic is thus

controlled by the World Jewry and Israel. Presidential candidate who should
have been according to right-wing extremists clearly involved in the conspiracy
through the Bilderberg55, was Karel Schwarzenberg56.
In the case o Fischer, however, there were very oensive personal attacks.He was labeled as a Jew-Bolshevik and puppet who would be used by Israel
and the U. S. to assert their national interests in the country. Classic anti-Semitic
cliches, using stereotypical negative images o Jews, which include everything
rom physiognomy o a classic Jew to the plot and world domination through
the media and nance, also appeared. Anti-Semitic attacks by extremists did not
even appeased Fischers electorial ailure immediately ater the election ex-
tremists ocused on his problem o nancing the campaign.
Another topic o right-wing extremists in relation to Jan Fischer was the police
operation Action Power57, which took place at a time when Fischer was a caretaker
Prime Minister. During the election campaign Patrik Vondrk58 as one o the ac-
cused used the possibility to conront Fischer publicly. He phoned to Hyde Park,
a show o the Czech television, participating in public debates with Fischer. Vid-
eos o these debates where Vondrk was putting questions to Fischer appeared
on websites o right-wing extremists. Vondrk is probably returning to his role o
the leading gure o the neo-Nazi scene, which caused his several months stay in
custody.
In general we can say that all the candidates were seen by right-wing extrem-
ists as a greater or lesser evil. Despite this beore the second option on right-wing
extremists sites appeared recommendation to vote (i at all) Milo Zeman. The

main reason or this recommendation was probably Zemans statement on the
national theme.
Presidential campaign and its response has provided, inter alia, evidence that
within the Czech society still exists latent intolerance in various orms. It turnedout that the intolerant rhetoric as well as a link to amily background o candi-
dates may serve to disqualiy the opponent. Although the presidential election
revealed a certain degree o latent anti-Semitism in some groups, it denitely did
not reveal anti-Semitism within the majority society or as generally accepted po-
litical expression. Open anti-Semitism appeared only among right-wing extrem-
ists and simultaneously also in abundance in anonymous discussions on the In-
ternet. This is a phenomenon which is analytically very dicult to grasp because
anti-Semitism was possible to register, albeit to a lesser extent, on social networks
outside the presidential campaign. The actual extent o latent anti-Semitism with-
in the Czech society is o course only a speculative question.

CONSPIRACY THEORIES
In 2012, SD registered an escalated growth in the popularity o conspiracy
theories against Jews, both traditionally in making mainly right-wing extremist
groups60 and in texts o variety o individuals. Conspiracy theories built on the
idea o a Jewish world domination are historically one o the most sustaining
maniestations o anti-Semitism. In accordance with this vision o world aairs
Jews are accused o infuencing politics, media and social lie in order to assert
their alleged own group intention at the expense o the majority. Conspiracy
theories, oten reer explicitly, or at least in the way o their arguments, to the
pamphlet Protocols o the Elders o Zion, proclaiming Jewish conspiracy that
aims to bring a non-Jewish society into the position o slaves o the Jews. This
maniestation o anti-Semitism, which has in various orms signicantly strength-
ened with advancing emancipation o Jews since the late 18th century and great-

used even today by against-Jews activists. Their use is in todays social and po-
litical context in a sharp contradiction with the principles o a democratic society.According to the denition o FRA, to which SD is submitted, such maniestations
are assessed as anti-Semitism.
The Jewish Conspiracy remains a consistently live issue or anti-Semitists.
2012, compared with the earlier observed years, marked a signicant increase in

responds to the overall higher number o anti-Semitic expressions on the Inter-
net. Although biased Barto attitude to Jews and conspiracy theories are soaking
through some o his other, in this report not mentioned, texts, only part o hispublished articles corresponds to the ormulation o the denition o anti-Semi-
tism by FRA. These texts are mentioned in the summary on anti-Semitic incidents
in the introduction o the Report.
Barto in his articles particularly in the context o the presidential election62
oers conspiracy theories and develops his xed idea that the Czech Republic
is in act controlled rom Israel, the Czech government is only a puppet govern-
ment o Israel and all the presidential candidates are in act Jews, hence the Zi-
onists63. For this reason he also devotes his energy to compile a list o Jews and
pravdolska (truth-lovers). Compared with the previous year there is not only
an increased number o articles by Barto with anti-Semitic overtones, but their
more radical rhetoric is also quite evident. Unlike in previous years SD monitored
smaller activity on Barto own blog, but he is active on the other servers64. Barto
is a constant source o ever new constructions with anti-Semitic overtones that
discredit the values o democracy and may aect some individuals.
Another example o an event that evoked a wave o conspiracy theories is
a case o the Olympic Games 2012 in London. Even at this sporting event REX
wanted to demonstrate their aith in the Jewish world domination and hatred o
an idea o multiculturalism. Thereore, at the time o the Olympics games, whose
main aim, in the opinion o many REX, was an articial application o multi-culti
rules, articles and pictures warning against this allegedly conspiratorial action
quite oten appeared65. The whole phenomenon o Olympics controlled by the
Jews was built largely on the presumed idea that the Olympic logo and the num-
ber 2012 is in act a word Zion (Sion) in Hebrew66.
Conspiracy theories represented in 2012 the most signicant kind o anti-
Semitic maniestations at all, along with the new anti-Semitism67, which can be

o public with politicians. These actors were airly predictable, but in 2012, less
requent topics, such as above mentioned Olympic Games or Jewry o deputyDavid Rath held in custody on suspicion o serious economic crime, were mis-
used to prove the alleged anti-Semitic conspiracy.

In February 2012, a controversial Islamic scholar, living in the UK, known or his
anti-Semitic statements, Sheikh Haitham al-Haddad69 visited Prague at the invi-
tation o the Islam community in Prague and the Islamic Foundation in Prague.
His presence in CR70 aroused in particular outrage o Muslim communities oppo-
nents in the country. Invitation o such a publicly controversial gure can be thus
regarded as the promotion o contemporary radical Islam by the Muslim commu-
nity in Prague. It is no longer about actions o radical individuals (see below), but
about the ocial endorsement by the leadership o Muslims living in the country.

For this reason, the invitation o al-Haddad is important news (plus one o the ew
available peaces o inormation) o the current Prague Muslim community.
In 2011, attention o SD and the general public (see Annual Report 2011) paid to
the case o anti-Semitic sermon in the Brno mosque that was to take place in 200972.
Recordings rom the mosque with passages containing malignant expressions
against Jews were published on the website o Luk Lhoan73. The investigation,
which took place in 2012, brought the rst precedent or similar cases in the Czech
Republic. Detectives ound the sermon as a violation o the law74, but due to the time
lag this deed has been recognized as time-barred75.
Yet outcome o the case brought a certain guidance or assessing which state-
ments can be qualied as legitimate and which are already punishable. However
this does not change the act, as it i tis visible also in other parts o this Report,
that interpretation, o which deed is anti-Semitism maniestation, is rather unclear
and depends on personality o specic prosecutors and judges.
The Muslim community in Brno called attention in 2012 through another case,
which drew great media attention. In November 2012 Lhoan published photo-graphs o the Brno mosque where directly in its interior Luk Vtrovec together with

other persons were practising with airsot guns77. Doing so in an area designated or
religious cult can be considered highly disturbing, as it directly reers to the manies-
tations o radicalized Islamism abroad, which is known or its connection to terrorism.
Although the circumstances o the publication o the two cases related to disputes
among Czech Muslims, they clearly showed that there was an individual with extrem-
ist attitudes acting just in the environment o the Brno Muslim community. There is
also a question ashow many such individuals the Czech Muslim community knows
and how it may aect them. The occurrence o radical converts (and not only to Islam
but also to other religions) is not a unique phenomenon, it is happening all over the
world.

RESPONSE TO THE MIDDLE EAST CONLICT IN CR78
In March occured an attack on a Jewish school in Toulouse, France, where they
were murdered our members o the local community, including children79.
A young Muslim, M. Merah, who was responsible or the attack, reportedly stated
beore his death that the motive or the crime was, inter alia, violence perpetrat-
ed against Muslims by Jews in Palestine80. His distorted perspective brought him
thus to a retaliation towards Israel, to an attack on a Jewish school thousands o
miles away rom the Middle East confict. Globalization o the confict and hatred
towards the very existence o Israel expressed in the orm o attacks on Jewish
communities in the Diaspora have historically led to many terrorist attacks, which
still remain a contemporary warning or the Czech Jewish community.In CR, linkage Israel Jewish home community with some anti-Semitic over-
tones appears only verbally. Jews are in this context presented as ambassadors
o Israel (see chapter on conspiracy theories and the presidential election), but
no threats or physical violence against Jews meant as revenge or the confict
in the Middle East were recorded. However, SD registered the increased number

o texts with anti-Semitic overtones in CR during escalating situations connected
with Israel even in 2012.
The requency o such contributions increased specically in three cases: Dur-
ing the May visit o Israeli Prime Minister B. Netanyahu in Prague, armed confict
between Israel and the Palestinian terrorist organization Hamas in Gaza in No-
vember and Decembers CR vote, as a non-member observer state, against rec-
ognition o Palestine at the UN and subsequent visits o B. Netanyahu in Prague.
Especially in electronic media immediately appeared contributions in the spir-
it o the new anti-Semitism possibly reerring to the theory o a Jewish conspiracy.
It is worth noting that as or Israel both right-wing82 and let-wing83 radical and ex-
tremist websites and groups agree in detail, including interpretations o the same
events, although in other subjects they occupy quite opposing positions. Themes
and diction o the radical right and the let are sometimes so intertwined that it is
almost impossible to say rom which side o the political spectrum the texts come
rom.
Radical letist movements represented by such groupings as ISM or Friends o
Palestine stand against Israel traditionally critically and without compromise, butSD did not monitor such symptoms, which could be evaluated as anti-Semitism as
dened by FRA. On the contrary, or example Hal noviny (Hello Newspaper) or
blog o Ji Hrebenr84 published the text that coul be qualied as the so-called

new anti-Semitism. They include comparisons o State Israel politics to the ac-
tions o Nazi Germany or they call it apartheid.
It is still possible to notice a dierence between the radical let and right. The
radical let does not equate Israel and the home Jewish community. Although weare not able to recognize the exact interpretation and belies o the individual
members o the scene, their negative or malignant expressions are directed ex-
clusively at Israel and not at the home address o the Jewish community. How-
ever right-wing extremists, who use hateul rhetoric towards Israel similarly as the
let, go in their interpretation o the situation even urther building particularly
on conspiracy theories. Their reaction to those events then include ideas like: the
Czech government is a Jewish government, then controlled by Jews, and there-
ore oten invites Israeli representatives to CR, the Czech government is Jewish,
and thereore uncritically supporting Israel, Czech society in general is controlled
by Jews, and thereore it is cultivating ties to Israel. From there it is only a small
step to another interpretative ormula, also very popular among right-wing ex-
tremists, namely: i the Czech government is only a vassal o Israel, then political
representatives do not take care so much o matters o the Czechs, but rather o
the recognition by Israel, respectively by USA. All o these attributes are (rom the
point o view o right-wing extremists) are considered as weakness and inability
to maintain national identity.
Israeli military operation Iron Arch/ Pillar o Deence85, which took place in
November 2012, pointed out to one more dierence between maniestations o
right-wing and let-wing radical groups in the Czech environment. While the let
managed to organize two small but visible demonstrations and marches to sup-
port Gaza86, right-wing extremists are only monitoring certain activities o Israel
ollowers87. This conrms the inability o right-wing extremists to perorm publicly,
even though Israel and the Middle East confict are rom the perspective o these
groups certainly a topic that would be worth maniestation o disagreement.

Despite all the similarities regarding dismissive attitudes towards Israel in CR
active or passive cooperation between right-wing and let-wing extremists can
not be expected in the uture. That is a signicant dierence between the Czech
environment and the other Western European countries, where in addition Mus-lim radicals are engaged in common actions.

As or anti-Semitism the year 2012 did not bring a big surprise in the Czech Re-
public. In the category o physical attacks and threats or harassment numbers re-
main very similar to previous years. A signicant trend is the increase in manies-
tations o anti-Semitism on the Internet. These expressions are based mainly on
conspiracy theories and the new anti-Semitism and mostly related to the presi-
dential campaign and the escalation o the Israeli-Palestinian confict.
The presidential campaign has increased the incidence o anonymous anti-
Semitic maniestations on the Internet. However despite the act that Jan Fischer
revealed his Jewish origin, no openly anti-Semitic campaign was organized against
him, respectively, nor the majority nor the media publicly stigmatized him. This just

ly and ormally in the Czech society as illegitimate.
Activities o the right-wing extremist scene were seen especially on the In-
ternet. In the case o a response to the escalation o the Middle East confict SD
watched the great similarity between the right-wing and let-wing extremist scene.
SD considers the increase in maniestations o anti-Semitism on the Internet
alarming. These symptoms, however, in the vast majority appeared on anony-
mous servers, extremist websites or social networks. SD believes that extrem-
ist groups in the Czech Republic or any other part o organized groups do not
represent a real saety problem or the Jewish community in present. But it is
clear that neither the Jewish community in the Czech Republic nor other Jew-
ish communities in the world, due to the overall social situation o globalization
and interconnection, can avoid the increasing level o xenophobia, respectively
anti-Semitism or the phenomenon o so-called lone wolves, whose attacks aredicult to prevent.
