Expanding DARTNet to conduct a comparative effectiveness study on major depression
Curriculum Vitae

6
The specific aims of this proposal are:
Aim 1: Expand the Distributed Ambulatory Research in Therapeutics Network by including more primary
care practices with a focus on adding general pediatrics practices, as well as expanding the breadth and
number of non-primary care specialists in the network.
Aim 2: Evaluate alternative data extraction and data sharing arrangements when adding large group
practices, members through regional health information organizations and members through independent
practice associations.
Aim 3: Conduct an observational comparative effectiveness and safety study of different therapies for
major depression. As part of this study evaluate the ability to track episodes of depression care and relate
patient specific outcomes to these episodes.
Aim 4: Develop a robust management and governance structure that will support the potential rapid growth
of the network and be responsive to various stakeholders with interest in working with the network.
Aim 5: Exchange knowledge and data with the diabetes consortium as appropriate.

concerning the effectiveness of collaborative care;
3. To inform AHRQ about the identified research goals to assist the development of future contract task orders;
4. To inform investigators outside of the existing PBRN community about areas to serve as the focus for investigator
initiated research.

Collaborative National Network Examining Comparative effectiveness Trials (CoNNECT)
The combined intersection between two national networks, the Distributed Ambulatory Research and Therapeutics
Network (DARTNet) and the Collaborative Care research Network (CCRN) — creates the Collaborative National
Network Examining Comparative effectiveness Trials (CoNNECT) with the aim to use comparative effectiveness
research to answer the myriad of questions that have been raised around mental health in primary care.
CoNNECT will create the capacity to build a base for mental health in primary care comparative effectiveness
research using electronic connectivity to generate retrospective and in time prospective clinical data. As a
standalone, both the CCRN and DARTNet are capable of researching mental health and primary care; however, the
combination of the two networks creates a distinct opportunity to include new practices, new providers, and an
expanded focus on the impact of mental health conditions and treatment to patients with multiple comorbidities.

Financially Sustaining Integrated Behavioral Health and Primary Care: Testing a Global Payment Model
This project, SHAPE (Sustaining Healthcare Across Integrated Primary Care Efforts), examines what happens when
we change the payment rules for behavioral health and primary care and look to offer a way to globally pay for
sustaining the cost of the integration intervention. Since it is well established that primary care practices who have
integrated behavioral health have a difficult time financially sustaining their efforts, this project will evaluate if a
global payment model can support comprehensive primary care that includes behavioral health.

Integrated Care Workforce Competencies Project
The purpose of this proposal is to assist the field of integrated primary care (behavioral health and primary care) to
identify core competencies for workforce development. It is well documented in numerous research studies that
workforce issues are one of the most significant barriers to effective and efficient behavioral health care in a primary
care setting. To address this, our project team will develop a targeted effort focusing on a number of different issues
related to primary care and behavioral health workforce. The ultimate goal is to define the competencies needed for
workforce development to meet the needs of integrated care settings, thus improving the future of how behavioral
health is delivered in primary care setting. To date, there has not been a comprehensive set of competencies that
address integrated behavioral health and primary care. With more of an emphasis being placed on integration in
policy circles, it appears that this is a unique time in the field’s history to create comprehensive competencies for
providers and practices interested in integration.

An Evaluation of the Mental Health Parity and Addiction Equity Act and the Provision of Integrated
Behavioral Health and Primary Care Services
Historically, mental health services have been delivered in distinct health care silos providing fragmented care,
which leads to poorer outcomes, increased cost, and an unsatisfying patient response. Policies at the federal and state
levels have been undertaken to help defragment mental health and physical health services. This study will develop
state policy-relevant analyses and insight into temporal trends in access to integrated care, utilization patterns, cost
of care, comorbid mental and physical health conditions, and health care disparities.
