2017 marked the beginning of the first ever District 1
Participatory Budget Process which opened the door to creative ideas
from our residents on how to spend $50,000 in District 1. All projects
have been submitted and residents will determine which projects will
be funded.
Councilmember Esmeralda Soria also hosted the Tower District
Neighborhood Clean-up in which over one-hundred volunteers came
out to pick up trash, clean up graffiti, and steam-clean sidewalks. This
event would not have been possible without the support of the
neighborhood, local organizations, and business owners.
We welcome the new 2018 year and thank all District 1 resi-
dents and stakeholders for their invaluable support.

5th Annual Holiday Toy Drive
Councilmember Soria introduced the Participatory Budget Process to her constituents in
District 1 by holding three Participatory Budget Meetings throughout District 1 at Slater,
Heaton, and Steinbeck Elementary Schools. Participatory Budgeting is a different way to
manage public money. It's a process in which you decide how to spend part of our City's
budget. The process which has not been used at the Fresno City Level before, allows
residents and businesses to decide where tax payer funds allocated to their district should
be invested. This was a chance for residents to weigh in on which community projects
should be funded. Projects selected by the Delegation Committee will be up for a vote by
District 1 residents.
A big thank you to all of our friends who helped make District 1’s 5th Annu-
al Holiday Toy Drive a success. As a result, we were able to place a gift in
the hands of over 700 children at Heaton Elementary School.

Councilmember Soria brought to Council a Pedicabs Ordinance that will al-
low beer-bikes to operate within the City of Fresno. We are excited about the
economic boost that it will bring to business districts and connectivity be-
tween neighborhoods like Tower District and Downtown.

State Champions. We are proud of all
your coaching staff. Go Rams!
Councilmember Soria has been working to bring this development to Fres-
no for over 2 years and is proud of what this investment will bring to our
city. Not only will it provide affordable housing for low-income work-
ing families, it will include a community health clinic, and space for a poten-
tial senior center. Additionally, 400 jobs will be created, $15million will be
invested directly into our local economy through the purchase of building
materials from local businesses, and we will receive $2.5-$4million for side-
walks, bike lanes, trails and other infrastructure upgrades in the neighbor-
hood. This is a huge win for Fresno and District 1.
Quigley Park Tree Planting
Successful morning at Quigley Park planting 100 trees. Thank you to the 120 volunteers
from Tree Fresno, BMOC, Jakara Movement, Fresno High ROTC, Gazebo Gardens,
FCC Women’s Soccer, MidValley Disposal, Sheet Metal Workers, Girl Scouts, Fresno
EOC Sanctuary, and local neighbors for the great work.
