Phase 2: Combined NCCC and AEPCOMM codes • Current model: brokers need to determine the NCCC and
AEPCOMM codes and combine them. For example: • RNPNT + D = RNPNTD • New model: brokers enter NCCC Concern Type, then enters
appropriate outcome (for example ‘Release’).

• AQIS Entity Identifier (AEI) number not being entered in the AEI field in the ICS: 1/3 of non-conformities
• AEI number must be declared for all Full Import Declarations that have an AFAS treatment certificate
• Reminder: If a phytosanitary certificate is required for clearance, the number must be recorded against the goods description field in the ICS

COLS enhancements:
• Incoming assessments will be routed to staff with the appropriate skills and experience to handle them
• Information will be integrated from AIMS entries to pre-populate the COLS coversheet where possible
• The project team is planning to have Industry testing involved to ensure the system is fit for business
• Real time dashboard reporting for Queue Managers will be developed to support the department meeting its published service levels

• Currently piloting PEQ and ASG improved call resolution at first point

Service delivery update
• The department undertakes activities to assess and manage
biosecurity risks arising from people, goods and vessels (sea and
aircraft) entering Australia
• Charges are set to recover the full cost of providing regulatory
activities. Activities include:
• Program Management and Administration
• Assurance
• Incident Management
• Intervention
• The forecast cost of delivering cost recovered biosecurity
activities in 2016-17 is $237m

• In December 2015, the department undertook a comprehensive review of its charges
• The review sought to:
• Where possible, align charges for like activities • Reduce cross-subsidisation or activities • Support efficiency • Ensure appropriate funding for activities

• An outcome of the review was a direct annual charge applied to each
approved arrangement participant
• i.e. brokers / AA sites / FICA operators
• The annual charge of $2,900 per business (ABN) has been in force since 1
July 2016
• The department has received substantial feedback regarding the impact of
this charge on businesses – particularly the impact on small to medium
sized enterprises
• Charges applied to AA participants are currently under review
