Restrictingcommongenericstringsfortheexclusiveuseofasingleentitycouldhaveunintended
consequences,includinganegativeimpactoncompetition.
Earlywarningsprovideamechanismtoinitiateadiscussionbetweenagovernmentandanapplicanton
particularissuesorquestions.Itisintendedthataconstructivedialoguethroughthisprocesswillassist
applicantstobetterunderstandtheconcernsofgovernments,andhelpgovernmentstobetterunderstandtheplannedoperationofproposedgTLDs.
PossibleRemediationstepsforApplicantThiswillbepostedpublicly:
SymantecCorporationshouldspecifytransparentcriteriaforthirdpartyaccesstotheTLD.Thesecriteria
shouldbeappropriateforthetypesofriskassociatedwiththeTLD,andshouldnotsetanti-competitive
ordiscriminatoryconditionsrelatingtoaccessbythirdparties.
ThesecriteriashouldformpartofanybindingcontractwithICANN,andbesubjecttoclearcompliance
oversightbyICANN.
