PUBLIC EXHIBITION Draft Delivery Program 2017/18 – 2020/21
Notice is given, that in accordance with section 404 of the Local Government
Act 1993, Council has developed its Draft Delivery Program 2017/18 – 2020/21.
The Draft Delivery Program details the activities to be undertaken in the next
financial year, including the detailed financial projections for 2017-2021.
Residents are encouraged to inspect the program which will be available at the

CARRATHOOL SHIRE COUNCIL
NAMED FINALIST IN THE
2017 SAM SAMRA AWARD The General Manager, Joanne Treacy is proud to
announce that Carrathool Shire Council have been named
a finalist in the 2017 inaugural Sam Samra Award in the
category of Water Supply Services - Small Local Water
Utilities (LWU).
This award recognises improvements in best practice
service delivery by LWUs, finalists are selected
following an assessment of performance data from the
NSW Water Supply and Sewerage Performance
Monitoring Report and the NSW Water Supply and
Sewerage Benchmarking Report.
SUCCESSFUL FUNDING Council have been successful for funding under the NSW
Government’s Innovation Program - Round 2.
Better Customer Service by Better Communication
Systems (BCSxBCS) ~ $17,808 Implementing new technology to improve connectivity
and staff capacity to deliver services.
Western Riverina Regional Information Technology
Strategy ~ $261,600 Mapping and modelling of IT needs across five Councils
(Carrathool, Murrumbidgee, Narrandera, Griffith &
Leeton) to support the development and implementation
of a collaborative model for Delivery of IT services
across the region.

Implementation of Speed Zones At the August Council meeting a report was presented to Council regarding the implementation of two speed zone
changes. As there were no public submissions received, Council resolved to make submissions to the RMS to have
the following Speed Zone changes made:
a) Implementing a Speed Zone change on the Kidman Way south of Hillston from the current 50kph zone to the
southern end Truck Stop from 100kph to 80kph
b) Implementing a Speed Zone change on Mossgiel Road from the intersection of Oxley Avenue to the west of the
Golf club entrance from 100kph to 70 kph.

Oxley Expedition 200th Anniversary Council considered a request from the Rankins Springs Progress Association to provide inkind support and officiate
the Oxley Expedition 200th Anniversary plaque unveiling ceremony (see page 7).
The Rankin Spring’s Progress Association have been working with the local community for the past two months on
developing an appropriate event to commemorate the 200th Anniversary of the Oxley, Evans and Cunningham
Lachlan Expedition which passed through the area adjacent to the current site of Rankins Springs.
The Progress Association plans to place a large rock with an information plaque attached, at the John Oxley Rest
Area on the Mid Western Highway 8 km west of Rankin Springs. The Association also plans to place a marker post
and smaller plaque at the actual traverse point of the Mid Western Highway, on the southern fence line. The marker
post and plaque will be linked to the main information plaque site via a roughly cleared foot track along the fence
line to allow visitors to view both sites.
Community Grants Scheme 2017-18 The 2017-18 round of the Community Grants Scheme was discussed at length. Council received 21 applications
from various community groups with a total value of $29,192.16. This exceeded the budgeted value of $21,500 by
$7,692.16 making the final process for Council challenging.
Council is pleased to announce that applications totalling $20,245 were successful and all applicants will be notified
of the outcome shortly.
Hillston Caravan Park Council resolved to go to open tender for the Management of the Hillston Caravan Park.
Council Meeting Venue Due to a booking error it was resolved to move the September Council Meeting from the Hillston District Office to
the Goolgowi Council Chambers commencing as normal at 10.00 am on Tuesday 19 September 2017.
MEETING MATTERS
RANKINS SPRINGS WATER SUPPLY Water Treatment Plant
Council will be contacting residents of Rankins Springs as a reminder regarding connecting to the new water supply
system. If residents wish to change their connection, from dual to single or single to dual supply, please contact Sam
Chaudhari Manager Water & Sewer on 02 6961 7600.
Council encourages residents to contact the Water & Sewer Operators in Rankins Springs on 0428 661 305 if they
have any questions regarding any issues they may have with the onsite works.
Raw Water Supply System Rankins Springs is currently experiencing dirty water due to the very low storage level at the Billings Road water
storage dam. This dam is the only source for the Rankins Springs system while Murrumbidgee Irrigation close their
channel for annual maintenance. This year Murrumbidgee Irrigation have significant asset replacement works
scheduled which are running longer than expected. Council has been advised, that channel water will resume at the
end of this month.

COMMUNITY TRANSPORT DRIVERS
Council is seeking suitably qualified and motivated individuals
for Casual Aged Care Field Officer/Community Transport
positions.
The positions key functions will be to provide care and
assistance to aged care clients and clients with a disability.
This position is based at Hillston and will be offered on a
casual basis. A minimum of 10 hours will be offered and up to
30 hours per week dependent upon requirements.
Interested people are asked to submit an application including
a resume detailing any experience and/or qualifications, a
cover letter that addresses the selection criteria and include
details of a current First Aid Certificate and a Class C driver’s
licence. Preferred applicants will need to consent to a National
Police History Check.

COMMUNITY LIAISON CORNER Stronger Country Communities Fund
The State Government has advised that
Carrathool Shire Council has been
allocated $763,517 from the Stronger
Country Communities Fund for
community infrastructure projects in the
Shire. Applications for the first round
close 13 September 2017. All applications
will need a project plan, supplier quotes
and a detailed project budget. The
Community Liaison Officer (CLO) has
commenced initial scoping works to
identify projects which will both meet the
funding guidelines, and also be able to be
confirmed as “shovel ready” at the time
applications close.
Details of the three identified projects are
included below. Community members are
encouraged to participate in the
consultation phase to support the projects.
Regional Development Australia
Committee Meeting – Carrathool Shire
Council is pleased to be hosting Regional
Development Australia Riverina’s Board
Meeting at the Council offices in Hillston
on 24 August. The Mayor and General
Manager have been invited to address the
RDA Meeting on economic development
matters relative to Carrathool Shire. It is
hoped that the Committee will undertake
some key industry visits whilst they are in
the Shire.
Tourism Audio Visual Display
The Audio Visual Display highlighting
tourism sights of interest within the Shire
has been purchased and will be installed
shortly in the Hillston office. Finalisation
of the visual content from Council’s
image library will also be completed in the
coming weeks.
THRIVE (previously Riverina Regional
Tourism) Strategic Planning Workshop
The CLO will attend and participate in
THRIVE’s upcoming Strategic Planning
Working in Leeton on 30 August 2017. A
major focus of the workshop will be to
map out a plan for the new direction of the
organisation, given THRIVE will no
longer operate solely as a regional tourism
organisation in the future, but has the
opportunity to become involved in
regional economic development initiatives
as well.
Central Riverina Regional Development
Strategy
The NSW Government has commissioned
the Central Riverina Regional
Development Strategy which will include
Carrathool Shire, in conjunction with
other surrounding LGAs.
The General Manager and CLO
participated in the inaugural Planning
Workshop in Griffith recently to confirm
the details and directions of the project.
Targeted stakeholder consultation is now
underway across the region, and the CLO
is assisting with this activity.
Community Groups Capacity Building
Workshop
The CLO attended and assisted with the
next stage of the Small Town Big Ideas
project, which was a follow up and future
directions workshop on Friday 14 July at
Council’s Hillston office. Participants at
the workshop fielded a wide range of
ideas and initiatives regarding both
community and economic development
for the Hillston area.
Four key projects were identified by the
group. The projects are:
Walking trail in Hillston
Digital connectivity and promotion for
Hillston
Food, culture and work promotions
within the area
Inter-generational links in the Hillston
community
The CLO has since attended a planning
meeting for the Food, Culture and Work
working group, and various options are
being scoped as to how the working group
can achieve their aspirations. The other
working groups will be meeting in the
near future.
Regional Rail Freight – Fixing Country
Rail Program
A decision is expected shortly on a
funding application made to the Fixing
Country Rail Program for a planning
study to support the reinstatement of the
Narrandera-Tocumwal Rail Line. As
logistics is an important element of our
rural economy, Council is pleased to be
part of a cross-regional Rail Freight Users
Group working on this Project.
NSWBC Agribusiness Information
Forum.
The CLO is working with the NSW
Business Chamber regarding holding an
Information Forum for the agribusiness
sector in the Shire. NSWBC have held
similar events in the Riverina which have
been well attended and received.
The Information Forum will be a half day
session, and will cover a wide range of
relevant on-farm business management
topics include WHS, HR, risk
management, superannuation, succession
planning etc. The date is yet to be
confirmed depending on agri production
cycles and speakers’ availability.
PROPOSED COMMUNITY INFRASTRUCTURE UPGRADES
Carrathool Shire Council is submitting funding applications to the NSW Government for the above exciting local projects.
