Analysis of Environmental Samples requires special skills that come from a combination of industry experi-ence and academic credentials, coupled with formal training. The individual training requirements for eachperson is based on the complexity of the test(s) that will be performed by the individual. EMSL will only allowa scientist to independently express results after they have met the requirements of the training program. Ourprograms address both the technical scientific aspects of the analytical process as well Ethics and IntegrityTraining as it pertains to the process of providing data and results to our customers.

Acceptance of WorkOur services are generally offered as unit cost tests which reference documented methodologies.Laboratory services are typically requested by thecustomer as “open order” requests meaning that samples may be delivered to the laboratory at anygiven time, without a firm documented arrangement(contract). EMSL accepts the customer Chain-of-Custody (COC) as the open-order authorizationwhich specifies the analytical test, turn-around-time(TAT), and quantity of tests to be completed. In theabsence of a formal contract agreement, work-order,and/or purchase order, EMSL’s Terms andConditions will apply. Modifications to the standardTerms and Conditions must be documented andagreed upon by both EMSL and the customer.Sample Acceptance CriteriaThe acceptance of custody of the samples at time ofdelivery does not imply that samples are acceptablefor analysis. Since often the condition of samplescannot be determined prior to preparation, final sample acceptance does not occur until samples areprepped or analyzed. At that time, samples areinspected and evaluated to determine if they conformto laboratory acceptance criteria. If they do not, or if the Lab has any questions as to the validity of thesample, then the sample is further scrutinized by the lab manager or designated person who will thendetermine whether the questionable condition is suf-ficient to require rejection of the samples. Samplesmay also be rejected if its condition or contents attime of delivery is unsuitable (e.g., improperly pack-aged) or may pose a risk in handling or processing.Rejections of samples will be followed up by immedi-ate notification to the customer for further direction.Sample Tracking and ControlChain-of-CustodyIn order to ensure the integrity of any sample, records of its custody must be maintained from sam-ple collection in the field until relinquishment of thesamples and acceptance by the laboratory. Since the
customer collects the sample, EMSL does not acceptresponsibility for the validity of the sample collectionand delivery protocols, nor the sample informationreported by the customer. As needed and/or requested, we can recommend sampling media, volumes, sample size, and other items which we havefound to have an effect on the quality of the analysisdue to the sample condition. Once the sample is accepted for analysis by the laboratory, the EMSL “Internal Chain of Custody”is used to document the handling of the samplesthroughout the analytical process. In instances when samples are internally transferred to a different EMSL lab in the network, the samples areaccompanied with a completed “Sample RelinquishForm” which includes internal custody transfer sign-off and customer/project information for tracking purposes. A copy of the completed form isalso maintained in a tracking manual at the initial lab that received the samples. Whenever samples are transferred to another lab, EMSL will requestcustomer approval for the transfer unless a standingagreement is in place. Sample Log-InEMSL’s sample tracking and control starts from thetime the samples arrive at the laboratory at “samplereceiving/log-in”. Log-in of samples is normallydone by the log-in department and/or the adminis-trative coordinator but may also be done by otheremployees trained and familiar with the process.Information is entered for the samples received bythe laboratory into the Laboratory InformationManagement System (LIMS). LIMS is a computerbased management system which serves to track allsamples from receipt through prep, analysis, report-ing, and billing processes. If requested, the LIMSsystem will send an email notification automaticallyto the customer when the samples are received byEMSL. The email notification includes when thesamples were received, sample log-in information(tests, sample numbers, etc) and the scheduled duedate for results.
Instructions and procedures for the activities related to the analytical process are developed by managementand are clearly defined and documented in our Standard Operating Procedure (SOP) Manuals. These techni-cally specific SOP’s are located at each laboratory facility and include the step-by-step procedures for each analytical test method performed inclusive of the initial acceptance and handling of samples, sample controlthroughout the process, sample preparation, analysis, and reporting of the data. EMSL utilizes company widestandard procedures incorporated in each specific SOP which comply with our QAP and adhere to the follow-ing protocols:
7
8
Archival and Disposal of Samples
Samples which are not completely consumed inanalysis are retained as detailed in the area-specificquality assurance modules which specify sampleretention schedules. In accordance with this sched-ule, samples are then disposed of by a licensed con-tractor, where required, and a copy of the wastemanifest is obtained and kept on file.
If requested, samples will be returned to the cus-tomer. If a customer has specific requirements forsample storage or retention times beyond standardEMSL policy, this should be discussed at the time of sample delivery, documented and approved byEMSL and the customer.
Subcontracting
Other than utilizing our internal network of labs,EMSL generally does not subcontract much analyti-cal work to outside laboratories. However, in theevent such services are required, the laboratory man-ager will ensure all procedures are performed by lab-oratories that comply with the quality managementsystem as addressed in the EMSL QA Manual andthe policies of the accreditation program(s) currentlyheld by the original laboratory. Laboratories mustsubcontract to outside laboratories that maintainaccreditations appropriate for that analysis unlessotherwise directed by the customer.
Sample Processing and Procedures
Quality of Materials
The high quality of materials used in the laborato-ries is ensured through specific purchasing and veri-fication procedures and proper handling techniques. Selection of the appropriate grade of reagent(s) isdesignated in the reagent section of each analyticalSOP and in addition may be specified by the labora-tory manager in unusual circumstances. As a generalpractice, reagents will be of at least ACS reagentquality.
Reagents and standards are purchased in accordancewith the analytical needs of the laboratories as deter-mined by the laboratory manager. When receivedby the laboratory, these items’ labels are dated andinitialed with the date received and expiration datesprovided by the manufacturer, or as assigned by thelaboratory. Labels are also dated and initialed whenopened and/or when reagent mixtures are prepared.
Verification of reagents will consist of confirmingthat the priority grade recorded on the reagent labelconforms to the requirements of the SOP unlessanalysis difficulties indicate a possible problem orregulatory agency requirements specify otherwise. In the latter case, the analytical SOP will identify theappropriate reagent.
Equipment/Instrument Maintenance
The quality and maintenance of equipment plays acritical role in providing quality analytical services. The laboratory manager determines whether eachinstrument is maintained and repaired in house or by an outside source following EMSL administrativeprocedures. Additionally, servicing will be per-formed when a need has been identified by calibra-tion or other QC checks. Where regular mainte-nance schedules are necessary, the schedules are doc-umented in the analytical SOPs and tracked by thelaboratory manager to ensure that all maintenanceschedules are met. Maintenance repair/service file ismaintained for all equipment which includes docu-mentation of the scheduled and unscheduled mainte-nance and repair activities.
Contamination Management
Proper observance of laboratory procedures is neces-sary to guarantee accuracy of results and the safetyof laboratory staff members. Contamination of sam-ples, the environment, and reagents used in analysismust be avoided to provide the highest quality, legal-ly defensible data to our customers. In order toachieve this goal, laboratory staff must adhere to various preventative measures and use defined test-ing procedures for contamination detection as estab-lished by the QA manager.
Contamination is prevented through a combinationof good laboratory practice and housekeeping, aswell as analysis of blank samples and ambient air and surface wipe samples taken from the laboratory. Ifcontamination is detected in any situation, thesource of contamination must be traced and theproblem resolved to prevent recurrence. All actionstaken to resolve a contamination circumstance willbe documented properly and completely in the labo-ratory files.

Reporting Results
The customer report is, ultimately, our “final prod-uct”. The quality of our report reflects on our stan-dard of quality. Final customer reports are releasedonly after data has been approved by the laboratorymanager or designated qualified reviewers. This review includes evaluation of quality control results, calibration measurements, and other controls specified by the method, SOP, and our QAM.
Electronic Data Deliverables (Exported Data)
EMSL delivers lab data in several different electron-ic data formats to many different customers in cus-tom and industry standard formats, includingSEDD, custom CSV formats, excel, PDF, word andRTF formats. The electronically delivered data isnot intended to replace hard copy results. Final, signed customer reports are delivered via mail inaddition to delivery by email or diskette. In this way, exported data can be verified. Electronically trans-mitted results must meet the requirements of theQA policies with the export formats implementedand controlled by the corporate IT staff, which hasthe flexibility to implement new export formats asrequired.
Results On-line via LabConnect®
Lab Reports, Chain-of-Custody, and Invoices areavailable 24/7 via the internet on a secure customerwebsite portal. Documents are posted “real-time”which allows remote customers to see their COC assoon as EMSL processes the samples at log-in.Once the report is reviewed and approved by an authorized signatory, the report with electronic signature is posted to the site as well. These PDFdocuments can be printed by the customer and/orinserted in the customer’s reports or on the cus-tomer’s common share sites, if necessary. The cus-tomer can do a search query for a result by the cus-tomer project number or project name, sample sub-mittal date, or the type of analysis. Customer billingstatements are also available on LabConnect® andcredit card payments can be made as well.
Customer Communications
EMSL seeks feedback from our customers regardingLab performance via our Customer Survey(www.emsl.com – customer survey) as well as maintaining an open dialogue policy between thecustomer and the lab manager and/or National
Directors, the corporate team and/or the quality assurance department. The goal of our open dia-logue policy is clear, continuous and open communi-cation between the laboratory and the customerwhich is one of the keys to maintaining a successful, quality operation. Communication should be estab-lished prior to the start of any work so that any spe-cial instructions, precautions, and/or customer spe-cific needs are clearly understood between laborato-ry and the customer.
Customer complaints regarding the quality of datareceived are thoroughly investigated by EMSL laboratory management. Where errors are found, they will be documented as a non-conformity andhandled via EMSL’s corrective action procedures.Typically, if a customer makes a valid complaintabout a test result, the sample in question will be reanalyzed where possible. If the second resultagrees with the original, the laboratory manager shall advise the customer in writing that a qualitycontrol check has confirmed the original analysis.
The laboratory manager or designee will promptlycommunicate with the customer as it relates to theperformance of the analysis and turnaround time. The laboratory must notify the customer if:
• Analysis is to be done at another EMSLnetwork location;
• Analysis cannot be performed on time;• Integrity of the sample has been jeopardized
(either by the laboratory or the customer or customers shipping/delivery carrier);
• A discrepancy in the analysis has been found during QC analysis. If this deficiency directly affects customer results, the customer will be notified immediately of the problem.
Confidentiality
It is understood that confidentiality and proprietaryrights must be respected throughout the perform-ance of services for any customer or for those thatmay include national security concerns. Informationwill not be given to those for whom it is not intend-ed and the proprietary rights of our customer will beprotected. Data reports and/or other related information will not be given out to any person or agency other than the customer unless we have received prior approval from the customer.

QA Oversight of Laboratory Quality -Analytical Performance Criteria
Quality control is performed according to the scope of the laboratories accreditation status and quality control requirements for each type of analysis.Performance criteria are maintained for both individ-ual analysts and for the entire laboratory. The stan-dards for acceptance criteria are documented in theEMSL Standard Operating Procedure Manual andthe QA Manual. EMSL continuously monitors theanalytical performance of each laboratory and analyst.Performance is determined using the following crite-ria:
• Results from intra/inter-analyst,and/or intra/inter laboratory QC results and round robin testing plotted against control/acceptance limits.
• Results from calibration measurements plotted against control/acceptance limits.
• Lab performance in proficiency testing programs.
• Results of internal and external on-site quality audits. These audits will verify compliance with all QA and QC policies as documented in the EMSL Quality Assurance Manual and related SOPs.
Demonstration of Traceability
The quality assurance program is designed to providea method which achieves traceability of data tonational standards. This is accomplished by settingrequirements, which include:
• Use of Standard Reference Materials (SRMs) as certified and traceable to the National Institute of Standards and Technology (NIST). SRMs are used for QC analysis and training for achieving performance evaluations of
analysts and overall laboratory accuracy.• Calibration of instrumentation against NIST
traceable standards• Laboratory participation in independent
(non-EMSL) proficiency testing programs • Analysis of consensus standards
Procedures for Dealing with Non-conforming Work
Whenever a deviation from established requirements(i.e., a non-conformity) is discovered, a corrective action review will be initiated in order to determinethe root cause of the problem and decide on what action can be taken to prevent reoccurrence. This review may include a review of QC data, sample tracking, data transcription, instrument calibration, training documentation and discussion with personnel. If the non-conformity resulted in a deficiency that directly affects customer results, thecustomer will be notified immediately of the problem. After the implementation of corrective actions, thelaboratory will conduct follow-up activities to ensurethe effectiveness of those actions.
Customer Support and Access to QC Information
EMSL provides quality assurance information andtechnical support to the customer to assure continuedquality service. The support and information provid-ed in relation to the work performed includes:
• Availability to Lab Accreditations/Certifications applicable to the analysis provided;
• Availability of pertinent QC records; • Access to the Quality Assurance Department
for technical assistance;• Security of data (confidentiality);• Reasonable access to the relevant areas of the
laboratory for the witnessing of analysis;• Archive and record retention programs.
Quality control is the routine application of procedures for obtaining prescribed standards of performance in theanalytical process. EMSL’s quality control program is established and managed by the QA manager in coopera-tion with the National Directors and ensures our laboratories are producing quality data. This process ensuresfulfillment of our commitment to our customers that our data is legally defensible, and that all personnel per-form their responsibilities properly.
Quality control is performed continuously throughout the course of laboratory sample analysis regardless of lab-oratory workload and is made part of the normal course of laboratory sample analysis. QC data is graphed oncontrol charts designed specifically for each analysis type. Quality control is tracked and reviewed daily by thelab manager as part of the sample process and final report approval process. Additionally, quality control sum-mary reports are reviewed by the corporate Quality Assurance Department on a monthly basis.

EMSL Analytical Inc. provides Microbiology Laboratory Services for testing related to theEnvironment and/or Indoor Air Quality at our network of laboratories in key cities
nationwide. Our qualified staff includes degreed (Ph.D.s, MSc, M.P.H.) microbiologists, mycologists, and bacteriologists. Our bench analysts and technicians have a minimum of a B.S. degree and must complete a rigorous training program before reporting resultsindependently. In addition to offering the traditional direct exams (spore traps and tape lifts) and culture methodologies, we also use state of the art equipment such as GC-FAME and PCR for identifying individual bacterial and fungal species.
Our key microbiology laboratories maintain accreditation under the American IndustrialHygiene Association (AIHA) or the American Association for Laboratory Accreditation
(A2LA) environmental microbiology accreditation program. Additionally, we participate inthe U.S. CDC Environmental Legionella Isolation Techniques Evaluation (ELITE) Program
for Legionella analysis as well as state proficiency programs for bacteriological testing of drinkingwater, wastewater, and sewage sludge. We also offer customized special project design for non-routine analysis utilizing ASTM, USP, EPA, APHA, AATCC, ISO, JIS, NSF, OECD, MIL, ASM as well as internationally developedtest methodologies.
All Microbiology Labs maintain a five business day lab operation schedule. We have emergency response plans in placefor off hours and/or weekend operating hours when needed. Turn-Around-Times (TAT) are tracked by the number of business days from the time samples are received in the lab. Microbiology TATs for direct exams include same day(3 hr. and 6 hr.), 24 hour, 48 hour as well as 3 day, 4 day, 1 week, and 2 week TATs. Culture analyses are provided witha 6-14 day turnaround based on the individual incubation period requirements. Costs/rates are weighted based on theTurn-Around-Time requested with our 2 week TAT rates the most economically cost effective rates for our customers.
Sample control/processing (log-in, results data-entry, reporting) is facilitated by our computer Laboratory InformationManagement System (LIMS) which tracks individual projects to meet our clients’ specified due dates. Additionally, theLIMS includes security controls to ensure that information is controlled and locked once the data has been entered by our analysts. Since all labs utilize the same LIMS, all reports are standardized which allows for network support(intra-lab transfer) for sample overcapacity issues. We offer a variety of reporting formats for our most popular testsincluding our Expanded Fungal Report and ASSESSMENTReport™ for total spore count and direct exam analyses. We can also design customized reporting options for long term and special projects. Reports are delivered dependingupon client preference (email, Lab-Connect®, fax, or all). All clients have 24/7 real time access to their reports, Chainsof Custody, and project invoices via our LabConnect® internet portal. This is a security-enabled extranet feature thatprovides various search options so that our clients can find all project and invoicing information quickly and easily.Key tests include (but not limited to) the following:

Quantitative Polymerase Chain Reaction (qPCR) is cutting edge molecular technolo-gy that analyzes for the genetic material called deoxyribonucleic acid (DNA) that is
found in every cell. DNA is unique for every individual organism. Using qPCR allows for the detection of fungi, bacteria and certain viruses by identifying thepresence of their specific DNA in their genome. qPCR analysis of fungi and certain bacteria is performed at EMSL AnalyticalInc. under a Patent License Agreement with the EPA National Exposure andResearch Laboratory. EMSL is currently developing several methods usingqPCR for the detection of pathogenic bacteria and viruses that are of interest to
the indoor air quality, food, consumer products, and pharmaceutical industries.qPCR can detect the presence of small quantities of organisms whether they are
alive, dead or cannot be cultured. For these reasons, qPCR is a fast, accurate, sensitiveand specific alternative analysis that has many advantages over traditional microbiological
methods that involve microscopic direct examination or culturing. Key tests include (but not limited to) the following:

EMSL Analytical Inc. provides Industrial Hygiene Laboratory Services for air samples employing anextensive list of NIOSH, OSHA, and EPA test methods. Our IH Lab services are provided atour Corporate Lab in New Jersey, as well as at our Indianapolis, Indiana and Garden Grove,California Lab (LA Testing). The IH Lab Division includes qualified and experienced professionals including Certified Industrial Hygienists (CIH’s) that welcome any/all clientinteraction with the lab before, during, as well as after the sampling event. This includessupport with sampling strategies (CIH’s on Staff at our NJ Location) so that we may assistin ensuring that the lab data that we provide will achieve the goal that the customer intendson achieving with the sampling. We also typically provide sampling equipment and themedia for the sampling event at no additional charge as long as the analysis is performed byEMSL Analytical, Inc. The IH Laboratories maintain AIHA accreditation for IndustrialHygiene which includes on-site lab audits, formal document review program, along with staffexperience and education criteria, and Proficiency Testing Program as part of the Accreditationprocess. Additionally, as required, the Labs maintain any applicable state certifications for fields of testing for air samples. Air samples are analyzed for most analytes using GC-ECD, GC-FID, GC-NPD, HPLC, LC/MS and/or GC-MS. The analysis and reporting of the individual sample is part of an overall process that includes analysis of Quality Control samples and programs such as Instrument QC controls, calibration standard checks, spiked media, and reporting limit controls to ensure the confidence limits of thedata are within the acceptable range as specified by the method requirements and our Quality Control Program. Our IH Laboratories maintain normal business day operational hours with weekend scheduling availability as needed for criticalresponse situations. Samples are received during regular business hours and Turn-Around-Times are tracked on business days. LabTATs are offered for same day or next day, as well as for 2 day, 3 day, 4 day, 1 week, and 2 week Standard TATs. Costs/rates are basedon the TAT requested with our 2 week TAT rates being the most economically cost effective for our customers.Sample control/processing (log-in, results data-entry, reporting) is facilitated by our computer Laboratory Information Management System (LIMS) which tracks the sample job (batch) and provides the lab with work log (due dates) to help ensure all the work is organ-ized and processed in accordance with the clients needs. Additionally, the LIMS includes security controls to ensure that information is controlled (locked) once the data is been documented and entered by the bench chemists. Reports are delivered at the choice of the customer which would include email, hard-copy regular mail, or both. Additionally, EMSL can provide Electronic Data Deliverables(EDD), as well as various QC Data Packages if required. Key tests include (but not limited to) the following:

The IAQ Lab Testing Services is an industry reference of key tests that are done as part of characterization of the air quality of an indoor air environment.
The recent program associated with Leadership in Energy and EnvironmentalDesign (LEEDs) is an example of such IAQ programs that it typicallyincludes a group of tests with benchmark results criteria, used to characterizethe quality of the indoor air for a building or space. EMSL has been offeringvarious tests from various lab divisions characterized as IAQ Lab Services in
the same manner as the LEEDs program. The EMSL tests offered under thisIAQ Lab Testing services are performed by our Materials Science Laboratory
(Unknown Dust Particle ID, MMVF, Carbon Black), IH Lab Division (new Rug-Odor, Pepper Spray, Formaldehyde), TO-15 Division (SUMMA canister collection
via TO-15 for VOC's, odor investigations and bulk material off-gassing), Radiochemistry Division (Radon),Environmental Chemistry Division (Acid Fumes, VOC’s, Pesticides), and the Microbiology Division (PCR,Allergens, Mold). We have been able to share the resources, scientific knowledge between divisions, and expertiseand ability within their specific field of testing to provide the analytical experience and capabilities to assist ourcustomers (building science professionals and/or Indoor Air Quality Professionals) to measure, evaluate, andmonitor the Indoor Air Quality of a building or space. Key tests include (but not limited to) the following:

EMSL Analytical Inc. provides Environmental Chemistry Laboratory Services for testing primarily related to sampling for RCRA (Resource Conservation & Recovery Act),
SPDES (State Pollution Discharge Elimination System), NPDES (National PollutionDischarge Elimination System), CWA (Clean Water Act), SDWA (Safe DrinkingWater Act), CAA (Clean Air Act), as well as for Environmental Site Investigations(i.e.: Phase I, Phase II), Remediation Projects, and various Municipal, City, or Stateprograms requiring the testing and analysis of Drinking Water, Waste Water,Surface Water, Ground Water, Bulk Waste, Soil, Solids, Oils, and/or Air Samples.Samples are analyzed by EPA Standard Methods, NIOSH Methods, ASTM or
OSHA ID Methods as well as various state specific methodologies. The EMSL analytical process for the analysis and reporting of the individual sample is part of an
overall program that includes analysis of Quality Control Samples and programs such asInstrument QC controls, calibration standard checks, duplicates, and reporting limit controls
to ensure the confidence limits of the data are within the acceptable range as specified by the method requirementsand our Quality Control Programs.
The Laboratory maintains NELAC certification status from our primary home state certification (NJDEP) as well as multiple state certifications from various states for various parameters (field of tests). As part of the certificationstatus, our Chemistry Lab complies with regular on-site audits from regulatory agencies and participates in a rigorousand extensive proficiency testing program. Field of Testing certification parameters routinely are updated/changed bythe State regulatory agencies so EMSL provides the most current copy of our test parameter certifications on ourweb site. If a new state certification or field of test is requested by a client for our lab, EMSL may update our certification if it makes good business sense.
The laboratory provides testing for Organics (by GC-FID, GC-ECD, GC-NPD, and GC-MS), Metals (GF-AA, CV-AA, ICP, ICP-MS), and Wet-Chemistry (IC, etc.). Most testing is primarily performed at our Corporate Environmental Chemistry Lab in New Jersey with some Metals Testing and limited Wet Chemistry Tests capabilitiesat our some of our other labs supporting local programs and/or projects. Our Environmental Chemistry labs maintainbusiness day operational hours including weekend scheduling availability as needed for critical response situations.Samples are received during regular business hours and Turn-Around-Times are tracked on business days. Lab Turn-Around-Times offered include same day or next day, as well as for 2 day, 3 day, 4 day, 1 week, and 2 weekStandard TATs. Costs/rates are weighted based on the Turn-Around-Time requested with our 2 week TAT ratesbeing the most economically cost effective for our customers.
Sample control/processing (log-in, results data-entry, reporting) is facilitated by our computer LaboratoryInformation Management System (LIMS) which tracks individual samples and Sample Delivery Groups (SDG) to help ensure we meet the clients specified due dates and special instruction directives such as reporting value dataobjectives and/or special QC requirements specific to the SDG. Additionally, the LIMS includes security controls to ensure that information is controlled (locked) once the data has been documented and entered by the BenchChemists. Reports are delivered at the choice of the customer which would include email, hard-copy regular mail, or both. Additionally, EMSL can provide Electronic Data Deliverables (EDD), as well as various QC Data Packages(RDD, ASP, CLP, etc.) if required. Key tests include (but not limited to) the following:
