COLQUITT COUNTY BOARD OF EDUCATION MOULTRIE, GEORGIA

REGULAR BOARD MEETING – June 25, 2012 The Colquitt County Board of Education met in a Regular Session on Monday, June 25, 2012 at 7:00 p.m. in the Central Office of the Colquitt County Board of Education. Members of the Board present were Mr. Roy Reeves, Mrs. Patricia Anderson, Mrs. Jerry Meister, Mrs. Trudie Hill, Mr. Jimmy Taylor and Mrs. Hampton, chairman. The meeting was called to order by Mrs. Hampton. The invocation was given by Mrs. Hampton. The Pledge of Allegiance was led by Mrs. Hampton. Mrs. Hampton presented the revised proposed agenda for approval. It was approved by unanimous consent. Mrs. Hampton asked if there were any items from the audience. There were none. Mrs. Hampton requested Board consensus for the paying of the bills and of the following minutes: Regular Board Meeting - May 21, 2012 Insurance Committee Meeting – June 19, 2012 Special Called Board Meeting – June 20, 2012 Approval was given by Board consensus. The motion to approve the personnel was made by Mrs. Hill, seconded by Mrs. Anderson and carried unanimously. Mr. McCoy recommended Board approval of the two year lease agreement with Moultrie Technical College. Previous lease agreements were for one year. The motion to approve was made by Mrs. Meister, seconded by Mr. Taylor and carried unanimously. Mr. McCoy recommended Board approval of computer bids for fiscal year 2012/2013. Four bids were received with Ace Computers ($895.29) being recommended. Dell Computers was the lowest bidder ($859.00) but did not meet all criteria required. The motion to approve Ace Computers was made by Mrs. Meister, seconded by Mrs. Anderson and carried unanimously. Mr. McCoy recommended Board approval of the following 2011-2012 scholarships: The trustees approve granting the following students the Ellen Payne Odom Award of Excellence and the Jim Mack Odom Award of Excellence. These students will receive a $100.00 savings bond from the Odom Trust Fund. This year’s winners are Turner Bradley Castleberry and Joylinn Del Abgel. The motion to approve was made by Mrs. Hill, seconded by Mrs. Anderson and carried unanimously. Mr. McCoy recommended Board approval of Fiscal Year 2013 System Allocation Grants for Colquitt County’s Career Technical and Agriculture Education local plan. The motion to approve was made by Mrs. Meister, seconded by Mrs. Anderson and carried unanimously. Mr. McCoy recommended Board approval of the Georgia School Board Association’s bid for property and liability insurance for the Colquitt County School system. Four agencies, Montgomery Insurance, WRM America, Zurich and Georgia School Board Association, presented bids with Georgia School Board Association being the lowest bidder with $207,923. The motion to approve was made by Mrs. Hill, seconded by Mr. Taylor and carried unanimously. Mr. McCoy recommended Board approval to advertise the tentative Fiscal Year 2012-2013 budget. The motion to approve was made by Mr. Reeves, seconded by Mr. Taylor and carried unanimously. Mr. McCoy recommended Board approval of the budget adjustments for fiscal year 2012. The motion to approve was made by Mrs. Hill, seconded by Mrs. Meister and carried unanimously. Mr. McCoy recommended Board approval of the Spending Resolution which is necessary when the Fiscal Year 2012-2013 budget has not been approved. Colquitt County Board of Education Resolution

WHEREAS, the State Board of Education recognizes that Georgia continues to experience an unprecedented downturn in the economy; and WHEREAS, this downturn will continue to cause declines in local revenue collected to fund public education at the local school district; and WHEREAS, the State Board of Education has granted an exemption from all statutory and regulatory class size maximums for the 2012-2013 school year; and WHEREAS, the Colquitt County Board of Education understands that the local board of education is responsible for meeting all federal and state accountability rules; and WHEREAS, the Colquitt County Board of Education understands that the local board of education is responsible for meeting all federal and state health and safety requirements; and

WHEREAS, the Colquitt County Board of Education understands that the local board of education is responsible for all federal and state reporting requirements; and now THEREFORE, BE IT RESOLVED that effective for the 2012-2013 school year only, the Colquitt County Board of Education authorizes the Superintendent of Schools to increase the class size maximums to exceed the current requirements by: 1 to 5 students in grades K-12 in Regular Education, Adopted this the __25__ day of June 2012. Mr. McCoy gave information on items from the Superintendent: Drop-Out Report Monthly Attendance Report School Nutrition Financial Reports Financial Reports Policy JAA amendments to lay on the table for thirty days School Council Minutes, School Profiles and Annual Reports of: Colquitt County High, Cox Elementary, Doerun Elementary, Gray Jr. High, Hamilton Elementary, Norman Park Elementary, Odom Elementary, Okapilco Elementary, Stringfellow Elementary, Sunset Elementary, Williams Middle and Wright Elementary Mrs. Hampton called for an executive session for: 1) to consider a matter involving the disclosure of personally identifiable information from a student’s educational records and 2) to discuss or deliberate upon the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a public officer or employee. The motion to go into the executive session was made by Mrs. Hill, seconded by Mrs. Meister and carried unanimously. The motion to come out of executive session was made by Mrs. Hill, seconded by Mr. Taylor and carried unanimously.
