Enabling CommunitiesThe Climate Challenge Fund has made 461 awards to 345 communities totalling more that £32,000,000. These awards empowered communities to take action in the following areas:
increase home energy efficiency 54%the production and consumption of local foods 36%encourage the use of low carbon transport 27%community consultation 26%reducing waste 24%carry out renewable energy feasibility studies 15%eco-refurbishments of community owned buildings 13%Supporting the construction of low carbon new builds 3%
Many communities addressed more than one of these issues.

• Balancing usability, workload and accuracy
• Community estimates of 125,000 tonnes CO2 reduced for 2008-11

CCF Carbon Monitoring and Evaluation
• Baseline
• Indicators
• Project monitoring
• Conversion factors
• Estimated impact
• Arithmetic………………
Estimated impact = (Indicatorbaseline- Indicatorvalue at project end)* conversion factor

Monitoring versus engagement
How useful is it to expect communities account for their carbon impact?
?
![Page 9: Climate Challenge Fund Carbon Monitoring and Evaluation | David Gunn](https://reader036.vdocuments.us/reader036/viewer/2022062616/54b3dbbc4a79595a568b45dc/html5/thumbnails/9.jpg)
Linking reported carbon savings by communities to regional and national carbon accounts
Great idea but…….
No single model has been created that is useable at both community and strategic level
Are communities influencers rather wholly responsible for change?
