ENTRY STANDARDS
SECTION 1 - MEDICAL AND PHYSICAL STANDARDS
0501. Medical Standards - General
a. All candidates have to be medically fit to serve world-wide. In general, physicaldefects of the body, impediment of speech, defect of sight or hearing, and pre-disposition to constitutional or hereditary disease or weakness will cause rejection ifthese conditions are considered to be of such a nature as to render the candidateincapable of performing general duties in the Naval Service ashore or afloat.
b. Automatic rejection will apply to those suffering from: asthma, epilepsy, diabetes,the majority of childhood cancers (even if successfully treated), colitis, CrohnsDisease or any other long standing bowel disorder or removal of spleen, rheumatoidarthritis, or any other major bone or joint disorders. An application may be rejecteddue to other medical conditions which are not listed but which are subject to thediscretion of the examining doctor or Service Medical Authorities. All medical appealswill be examined by a board chaired by SMO SE and should be forwarded to CNR PCCA1.
0502. Not Finally Approved Med
a. Ratings and other ranks who, during phase 1 training, are found to be unfit forservice due to a medical condition which existed prior to entry and has so materiallyworsened as to render the recruit unfit to continue training, will be discharged from theservice on medical grounds. This period is interpreted as the first 8 weeks of trainingfor RN recruits, and phase 1 for RM recruits. For any individual this method ofdischarge period may therefore cover periods of back-classing, rehabilitation andleave, but with an absolute upper limit of 12 months. The following administrativeaction will be taken by the NETE:
(1) A letter will be sent to the recruit (or parents if underage) explaining thereasons underlying the decision and indicating whether they can re-apply in thefuture, and, if so, what conditions will have to be met prior to this re-application.
(2) A discharge letter will be forwarded to the recruit's GP as part of transferringprimary care. The FMed 133 will normally suffice but PMOs may provide anyadditional information they may wish to the GP.
(3) A letter will be forwarded to the appropriate AFCO indicating that the recruithas been discharged under the scheme and whether they may re-apply in thefuture.
(4) A letter will be forwarded to SMO SE providing full medical details of thecondition leading to the discharge and indicating whether this was pre-existingand could reasonably have been expected to have been picked up at the initialmedical. Information on any prior treatment or specialist assessment should alsobe provided.
b. Candidates who, prior to entry, deliberately withhold information of a pre-existingmedical condition will be discharged Fraudulent Entry.

0503. Breathing Problems
a. Asthma. Candidates who currently suffer from asthma, or have requiredtreatment for asthma during the last four years, should not be accepted into theservice. Individuals who have suffered from asthma as a child may be considered butonly if they have been treatment and symptom free for at least four years.
b. Hay Fever. Mild attacks which would not affect the efficient performance of dutymay be ignored. Severe hay fever is likely to be a bar to entry, the severity beingjudged by the need for prolonged medication. Hay fever in Aircrew has the potentialto cause incapacitation in flight. Aircrew candidates with a declared history of hayfever may be considered for selection if they have had no treatment and no symptomsin the 4 years preceding their appearance at the selection Medical Board.
c. In cases where there is doubt as to the individual's fitness, they must be referredby the AFCO ME to CAAMB with the RN Respiratory Questionnaire completed by thecandidate’s general practitioner.
0504. Dental Standards
a. Candidates are not normally rejected for dental decay or other oral conditions thatare treatable by a general dental practitioner – see JSP 346 Chapter 4.
b. However due to the proven difficulties of continuing orthodontic treatment duringthe initial training period, recruits who are undergoing active orthodontic treatment withfixed or removable appliances are to be strongly encouraged to complete the courseof treatment prior to entry. If orthodontic treatment cannot be completed prior to entrythe orthodontic appliance is to be stabilised as much as possible. AFCO MEs discussthis with SMO SE who wil liaise with the appropriate authorities.
c. Referrals should be forwarded to SMO SE with a comprehensive history (usingthe approved proforma) to:

d. In the first instance in cases of doubt, the opinion of PMO RALEIGH or CTCRMshould be sought as appropriate, who can seek the views of the Senior DentalSurgeon at the Training Establishment.
0505. Eyesight
a. Eyesight standards are promulgated in JSP 346 and BR 1750A. Individual branchstandards are shown in the Summary of Entry Standards.
b. There are a large number of abnormalities of the eye or visual system (congenital,traumatic or pathological) which may be a cause of rejection regardless of visualacuity. These are detailed in JSP 346 Chapter 3 Article 0302 but include thosecandidates who have monocular or uniocular vision or who have suffered a detachedretina or undergone lens implantation or corneal grafting.

c. Candidates who have undergone certain types of surgery for correction ofrefractive errors may be acceptable for Service subject to certain criteria and followingspecialist assessment. Acceptable forms of surgery include PhotorefractiveKeratectomy (PRK), Photorefractive Astigmatic Keratectomy (PARK), Laser In-SituKeratomileusis (LASIK) and Intrastromal Corneal Rings (ICRs), otherwise known asIntrastromal Corneal Ring Segments (ICRSs). Candidates who have undergoneIncisional Keratectomy ie Radial Keratectomy (RK), Astigmatic Keratectomy (AK) or acombination of both, will be rejected. It should be noted however that any form ofsurgical correction of myopia or hypermetropia is an absolute bar to entry as aircrew,Pilot or Observer. Careers Advisers are not in any circumstances to comment on,advise or guide candidates on their medical suitability for entry. Candidates seekingadvice on corrective laser surgery should be given a copy of the letter in TAFMIS whichdeals with eye surgery.
d. There is no general restriction to the wearing of spectacles or contact lenses toimprove visual efficiency provided the eyesight standards, aided and unaided, aremet. However, candidates must not wear contact lenses for a minimum of 48 hoursprior to the eyesight test.
e. If a candidate, who does not possess spectacles or other visual aids, fails theeyesight test, but the AFCO ME considers that their visual acuity could be correctablewithin the prescribed limits for entry to the Service, then the candidate should normallybe referred to an optician to confirm this. Candidates are to be advised thatreimbursement for such an examination may be made on their return to the AFCO forfurther medical examination.
f. It is a PJHQ mandate that all personnel deploying to an operational theatre musthave passed the Annual Personal Weapon Test (APWT). To fire an SA80 rifleeffectively the user must be able to independently close the LEFT eye As part of theEntry Medical AFCO MEs are to test for the ability to close the LEFT eyeindependently. Those unable to do so are unfit for entry.
0506. Colour Perception (CP)
a. Candidates who are below CP3 will be required to undertake a further CP testusing the Colour Perception Trade Test Board.
b. The test will be conducted by the AFCO ME as follows:
(1) The test is to be conducted in a well-lit area. Fluorescent lighting isacceptable.
(2) All wires are to be correctly matched by colour and connected to the wire onthe opposite side of the board. The candidate is to complete the test in 3 minutes.
(3) The candidate may wear glasses if necessary.
(4) Results are to be recorded as follows:
(a) All wires correct - CP4
(b) Any wire incorrect - CP5.

c. There is currently a limitation to the number of test boards available and there areno replacements. AFCOs are to loan the test boards to the AFCO ME under signature.
0507. Food Allergies and Related ConditionsAs a general rule a history of gluten enteropathy or gluten sensitivity, serious food
allergy (e.g. peanuts), lactose intolerance and inborn errors of metabolism are incompatiblewith military service. Exceptions to this general guidance may be permitted under certaincircumstances and will be determined by the AFCO ME.
0508. Pregnant Candidates
a. To refuse or defer an offer of employment to a woman solely on the grounds thatshe is pregnant constitutes unlawful sexual discrimination. Careers Staff are not toask candidates if they are, or intend to become, pregnant.
b. If during the recruiting process, but before being given a provisional entry date, acandidate reveals that she is pregnant, her application may be deferred on thegrounds of protecting the health and safety of the candidate and her unborn child sincethere are genuine health and safety risks in allowing her to undertake initial training.Following the birth however, the candidate is free to continue her application andshould be referred to the AFCO ME as part of the normal recruiting process. Therequirement for the provision of child care should be explained at the update interviewstage.
c. If a candidate declares herself to be pregnant after she has received a provisionalentry date, her entry into the Service must be allowed to proceed. If the candidategives birth whilst awaiting entry, the candidate is free to continue her application afterchildbirth and should be referred to the AFCO ME as part of the recruiting process.The requirement for the provision of child care should be explained at the updateinterview stage.
d. Should a pregnant candidate wish to defer or cancel her entry to the Service, thecandidate must formally request deferral or cancellation in writing. This letter must beretained in the candidate's S1605. The candidate should not, however, be forced todo so.
e. A candidate who requests advice on possible health and safety risks should bereferred to her own GP or the AFCO ME. Careers Staff must not offer medical advice.AFCO MEs may seek advice from PMOs of NETEs or SMO SE.
0509. Weight
a. General. The standards for entry regarding weight are contained in JSP 346. Acandidate's weight should not normally vary from the average by more than 25%(Aircrew by no more than 15%). No underweight limit is set, but doubts may beexpressed if a candidate is considered to be suffering from anorexia.
b. Royal Marines Other Ranks (General Service). Candidates must weigh at least60Kg before undertaking the PRMC or commencing New Entry Training.
0510. Body Piercing and Wearing Of Jewellery

a. Current fashion has encouraged the practice of body piercing and the wearing ofbody jewellery. The risk of injury, infection and the requirement for an individual’sbearing to be neat, discreet and have a restrained personal appearance when inuniform, combine to make body piercing inappropriate within a Service environment.
b. No jewellery is to be visible with uniform other than the following items:
(1) Signet and wedding rings for men.
(2) Signet, engagement, wedding rings and small plain gold sleeper or studearrings for female ratings.
(3) Wedding rings only for QARNNS ratings.
c. No other form of jewellery will be allowed to be worn on the body even where apart of the body has been pierced or prepared, whether for any ring, stud or sleeper.Body piercing does not include a piercing of the ear lobe for the wearing of a stud orsleeper.
0511. Height
a. Minimum height standards for Officers and Ratings/Other ranks are as follows:
(1) Royal Navy and QARNNS 151.5 cm. (Except Aircraft Handlers: Min 166cmsand Maximum height of 193 cm).
(2) Royal Marines (General Service and Band Service) 151.5 cm.
b. Potential candidates who measure less than 151.5cm are to be offered theopportunity to take the RN Reach Test. The test requires candidates to reach the topclip of a standard RN bulkhead door. The test rigs are based at the Institute of NavalMedicine (Gosport), Rosyth, London and Manchester. Potential candidates will berequired to travel to undertake the test, and will be provided with a return rail warrantby CNR. Candidates less that 151.5cm should however be advised that theirlikelihood of success in the reach test is extremely low. AFCOs are to refer candidateswho wish to carry out the reach test to CNR PC CA1 (PNB 27747).

0512. Tattoos.
a. Individuals applying for entry into the Naval Service are to be rejected if they haveany tattoo, whether visible or not, which is obscene or offensive (e.g racist, anti-religious, crude, overtly sexist, drugs related or of an extreme political nature). TheAFCO ME is to bring to the attention of Careers Staff any applicant with a tattoo, whichis considered unacceptable. RROs, ACLOs, ARMs and CAs are reminded that theinterpretation of whether a tattoo is offensive, or not, is an executive function. It is notthe responsibility of the AFCO(ME) to make such a decision but instead he/she is tohighlight the existence and description of any tattoos to the recruiter who isempowered to make a judgement as to whether it is offensive. If there is doubt, adviceshould be sought using the normal command chain (ARM/RRO). CNR HQ (SO2 Ops)may be consulted if there remains doubt. Candidates are to be issued with a tattooproforma in order to identify any tattoos, and which is to be signed prior to entry, tostate that there have been no changes since the AFCO ME. A copy of the proforma isbelow.
b. Tattoos which are visible in "parade" uniform e.g. on the face, neck, ears, handsand wrists are not permitted and are a bar to entry. Advice is to be sought from CNRin cases of doubt.
c. When rejecting candidates it must be explained that the Naval Service, as adisciplined service, requires an individual's bearing to be neat, discreet and have arestrained personal appearance when in uniform. On no account are Careers Staff toadvise candidates to have tattoos removed.

SECTION 2 - EDUCATIONAL REQUIREMENTS FOR ENTRY
0513. General
a. Candidates applying for any form of entry requiring educational qualifications areto produce certificates at the application stage. Careers Staff are to verify academicqualifications by sighting original certificates and signing `certificates sighted' in para2.6.b of AFCO Form 4.
b. Candidates may be processed whilst awaiting results of examinations but are notto be entered until fully qualified. If any doubt exists about the acceptability ofeducational qualifications guidance is to be sought from CNR RR SO2C or AIB.
0514. Ratings/Other Ranks
a. Entry into most Rating/Other Rank branches in the Naval Service does not requireany formal educational qualifications.
b. All candidates must however complete the Recruiting Test (RT). There areminimum Test scores required by individual branches and these are shown in theSummary of Entry Standards. See also Bursaries.
c. In addition to the RT requirement shown in the Summary of Entry Standards,GCSEs or equivalent are required by the following branches:
(1) Communications Technician.
(2) Medical Technician.
(3) Dental Nurse.
(4) QARNNS (and 200 UCAS points).
0515. Officer - GeneralAll Officer candidates are required to pass the RT with a score of at least 20 marks
RT2(Literacy) and 18 marks RT3 (Numeracy). A discretionary mark of one point below theminimum requirement for either RT2 (Literacy) and RT3 (Numeracy), but not both, can be usedbut only if supported by evidence. Welbeck candidates, 2 year scholars, Chaplains, Doctors,Dentists and Nurses are exempt.
0516. Officer (Non Graduate)
a. The educational standard for non-graduate Officer entry is as follows:
(1) 5 GCSEs at grade A-C to include Mathematics and English Language (orequivalent from Para 0520.
Plus
(2) 180 UCAS points, based on the current UCAS tariff found atwww.ucas.ac.uk. The points may be made up of any units subject to the followingconstraints:
(a) The total must include at least 2 non-overlapping subject areas.

(b) Each subject must be allocated at least 45 UCAS points (shaded areaof APR 2003 tariff).
(c) If unsure of overlapping subject areas AIB or DNTE should becontacted.
0517. Officer (Graduate)All graduate candidates will be required to hold a suitable UK degree, or equivalent,
and they must satisfy the non-graduate standard above. In exceptional cases this conditionmay be waived, but only at the discretion of CDR (E) AIB (If a waiver is granted ACLOs are toannotate the TAFMIS journal to this effect). Quality of Degree. There is no specified criteriawhich states that the degree must be of honours standard; an ordinary pass degree isacceptable.
a. Non Engineer. The Direct Graduate Entry (DGE) standard is for a UK firstdegree, or equivalent. For candidates interested in Graduate Entry for Warfare,Aircrew, Supply or Royal Marine Officer, the course content or class of their degree isof no real relevance to their eligibility. See also Bursaries.
b. Engineer
(1) All degrees which are accredited by the Engineering Council at CEng orIEng level, are acceptable for entry into the Royal Navy as an Engineer Officer.Notwithstanding this, the following preferences exist for subject matter:
(a) WE/ WESM. UK recognised first degree in Electrical/ElectronicEngineering accredited to CEng or IEng level.
(b) ME/ MESM. UK recognised first degree in Mechanical or MarineEngineering accredited to CEng or IEng level.
(c) AE. UK recognised first degree accredited to CEng or IEng level inElectrical, Electronic or Mechanical Engineering or an Aeronautically relateddegree similarly accredited. However, if the number of applicants exceedsthe places available, primacy would normally be afforded to those holdingaeronautically related qualifications.
(d) E(TM). Engineering, Mathematical, Information Systems or a physicsbased discipline. Candidates with degrees in related disciplines may beconsidered provided they produce evidence that they have studiedmathematics / physics to at least university first year level. Occasionally, theneed may arise for a limited number of graduates in international relations,international politics, defence studies or related subjects.
(e) E(IS). UK recognised first degree in Computer Science, Software,Network or Systems Architecture. Alternatively, an Engineering,Mathematical or Science related discipline may also be acceptable.
(2) For WE/WESM, ME/MESM and AE the route to Incorporated or Chartedstatus is clearly defined. Provided that the degree studied is recognised by theEngineering Council, the Royal Navy’s training package for Engineer Officersmeets their requirements for corporate membership.

0518. Thirteen Month RuleQualifying subjects must normally have been obtained within a maximum spread of
time of 13 months. Discretion may be given to candidates with exceptional qualities or thosewith exceptional circumstances (e.g. family break-up) which may have affected examinationresults. In cases of doubt advice must be sought from AIB.
0519. Educational EquivalencyEducational equivalency is a complex area, and the GCSE and UCAS tables below
provide only limited guidance. Any qualification which is not covered by these tables shouldbe referred to the AIB, who will in turn refer to DNTE in complex cases.

0523. Ratings/Other Ranks General
a. Minimum Height.
(1) RN, RM (General Service), RM (Musician/Bugler), QARNNS and RNR:151.5 cm.
(2) NA(AH): minimum 166 cm, maximum 193 cm.
b. RT Score. Minimum RT Parts 2(L) and 3(N) scores are 10 marks unlessotherwise stated.
c. Age Limits.
(1) RN - Age on entry (unless otherwise stated) 16 years to 36 years (including37th birthday) (32 years for Divers including 33rd birthday).
(2) RM - Age on entry (unless otherwise stated) 16 years to 32 years (including33rd birthday).
d. Branch Sub Selection
(1) WS (HM) sub specialisation selection is carried out at HMS RALEIGH.
(2) Royal Marines (General Service), Submarine Service and RN Diver areMALE only entries.
e. Standard Initial Training Period (SITP). The Standard Initial Training Period(SITP) is laid down in BR 8748 Chapter 2 Annex A. The figures given below are drawnfrom this reference, which CNR staff should consult for full details concerning thiscomplex area.
f. Due to restrictions on service at sea for those under the age of 17 and therequirement to be 16 years and 6 months to undertake SETT, some younger recruitscan experience training holdovers. In order to address this issue, all candidates whowill be younger than the ages shown in the tables on entry, are to be specificallywarned that they may experience a period of holdover in training or before beingallowed to join their first complement draft. Any entrant who wishes to delay their entrydate to avoid the potential for holdover is to be allowed to do so.

SECTION 4 - AGE REGULATIONS
0536. Enquirer
a. An enquiry for entry to the Naval Service may be accepted from an individualprovided that:
(1) Ratings/other ranks entry. The candidate is aged at least 15 yrs and 9 mthsand will reach the laid down minimum age for entry to the selected Branch ofPreference before entry. Exception: candidates are not to be forwarded to thePRMC under the age of 16 years.
(2) Officer entry. The candidate is aged at least 15 years and will reach theminimum age for entry to their chosen specialisation before entry. Exception:Potential Welbexians may become enquirers at age 14 years.
(3) The candidate will be eligible to leave school under the Local EducationAuthority rules.
b. Conditions of Service and Reserve liability are to be fully explained to allcandidates at the Enquiry stage. It is essential that candidates under the age of 18 yrsunderstand the full implications of the undertaking they are entering into.
0537. Statutory School Leaving Ages
a. It is illegal to employ a child full time until the laid down statutory school leavingage is reached. This requirement is binding on all children, their parents andguardians, whether or not the child is enrolled in a school. Children educatedotherwise than at school, whether under arrangements made by the parent or by alocal authority, are also debarred from taking full-time employment until the relevantdate.
b. The specific limitations are:
(1) Schools in England and Wales. Pupils may leave school on the last Fridayin June in the school year in which they reach the age of 16 years. The schoolyear normally ends on 31st August.
(2) Schools in Northern Ireland. Pupils who reach the age of 16 years on orbefore the 1st July may leave on the last day of the school year.
(3) Schools in Scotland.
(a) Pupils whose 16th birthday falls between 1st October and the last dayof February inclusive, may leave school at the Christmas holiday.
(b) Pupils whose 16th birthday falls between 1st March and 30thSeptember may leave school after the 31st May.

0538. Parental Consent
a. Parental consent must be obtained for those under the age of 18 years before anyprocessing can take place. This should be asked for at the Application stage on theAFCO
b. The provisions regarding parental consent for entry into the Naval Service arecontained in MoD form 486.
0539. UN Convention on the Rights of the Child (Under 18s)
a. The purpose of this complex legislation is to strengthen the rights of children byprohibiting their participation in armed conflict.
b. The legislation has no direct impact on CNR, but should a query be raised by acandidate, parent or member of the general public concerning this subject, thefollowing points may be made:
(1) Those under 17 years old will not be drafted to HM Ships or an RMOperational Unit until they have attained 17 years of age.
(2) Those few personnel under the age of 18 years serving in HM Ships or withan RM Operational Unit, will, wherever feasible, be removed from situations inwhich their Commander in Chief and Chief of Joint Operations deem there to bea "greater than low risk of direct involvement in hostilities".
0540. Rating/Other Ranks Entry
a. Minimum Age. Ratings/Other Rank individual Branch age limits are shown in theSummary of Entry Standards. However, for most branches, the minimum age is 16years. b. Maximum Age.
(1) RN rating. 36 years (including day of 37th birthday) (32 years for Diversincluding the 33rd birthday).
(2) RM other rank. 32 years (including day of 33rd birthday).
(3) QARNNS (S) & (Q). Under the age of 33 years.
c. Careers Staff must use discretion when considering processing candidates whoare approaching the upper age limit. Consideration must be given to the requirementto complete the Basic Check, obtain security clearance and enter the candidate beforethe upper age limit is reached.
0541. Direct Entry Officer
a. Minimum Age. Officer Entrants must be over 17 years old on the first day of themonth of entry to BRNC or CTCRM.

b. Maximum Age. Upper age limits for Officer Entrants are dependant onspecialisation:
(1) Warfare and Aircrew. Must be under the age of 26 on the first day of themonth of entry to BRNC.
(2) Logistics Officers. Must be under the age of 32 on the first day of the monthof entry to BRNC.
(3) Royal Marine Officers. Must be under the age of 26 on the first day of themonth of entry to CTCRM.
(4) Engineer Officers (AE, ME, WE). Must be under the age of 30 on the first dayof the month of entry to BRNC. Exceptionally, entrants up to the age of 34 may beaccepted into Service provided they have gained relevant industrial engineeringexperience that would enhance their Naval engineering skills.
(5) Engineer (Information Systems) Officers. Should normally be under the ageof 30 on the first day of the month of entry to BRNC.
(6) Engineer (Training Management) Officers. Should normally be under theage of 30 on the first day of the month of entry to BRNC.
(7) Medical, Dental and Nursing Officers and Chaplains. As directed by relevantSpecialist Recruiter, however the following guidelines apply:
(a) Medical and Dental. Under 46 years of age if entrant requires CareerProfessional Training. Under 55 if candidate holds Independent FullyAccredited Practitioner status.
(b) Nursing. Under 39 years of age on entry.
(c) Chaplains. Under 39 years of age on entry.
c. Ineligible Candidates. Given the length of the Officer recruiting pipeline, it mayhappen that a candidate is ineligible, or a may become ineligible over time, due to ageor medical fitness. If the reasons for ineligibility are only temporary then contact withthe candidate is continue, albeit at a slower pace, to maintain the candidate’senthusiasm. If the reasons result, or will result, in permanent ineligibility then thecandidate is to be counselled sensitively but firmly and the candidate withdrawn.
0542. Officer Entry - Bursary/Sponsorship/Welbeck
a. Notwithstanding the general regulations above, special age restrictions apply tocertain Officer entry types.
b. Sixth Form Scholars. As there must be no formal break in education betweenacademic Years 11, 12 and 13 candidates will normally be 16, 17 or 18 years of age.Advice is to be sought from AIB for any candidate outside this range.
c. Welbeck. Candidates must be aged between 15 years 9 months and 17 years 6months on 1 September immediately preceding the day they intend to entry theCollege. Entry takes place once per annum, in September.

d. Defence Technical Undergraduate Scheme (and non DTUS bursars). Candidatesmust be under 23 at the commencement of their degree course and under the age of26 on entry. Candidates are usually accepted for a 3 year course but can be selectedfor a 4 year course. Non DTUS Bursars must be under the age of 26 on the first dayof entry to BRNC or CTCRM. Their age on commencement of the degree course willtherefore be dependant upon the length of the course.
e. University Cadet Entry. Candidates must be must be under the age of 22 on thefirst day of the month of entry to BRNC. Candidates are usually accepted for a 3 yearcourse but can be selected for a 4 year course.
