OrganizationOverview
Purposeoforganization
ThepurposeoftheForest/TerraceHeightsCommunityLeague(FTHCL)istoprovideabroadly-based,
communityforumthatcollectivelysupportsallresidentsoftheForestandTerraceHeightscommunities
inbuildingeffectiverelationshipsandestablishingafriendly,safe,healthy,andattractive
neighbourhoodofwhichitscitizenscanbeproud.
Servicesprovidedtothecommunity
TheForest/TerraceHeightsCommunityLeagueprovidesrecreationandleisureopportunitiesfor
children,teens,adults,seniors,andpeoplewithdisabilitieslivinginandoutsideofthecommunity.We
alsoofferarepresentativevoiceforForest/TerraceHeightsresidentsonrelevantmattersthataffectthe
communityortheCityatlarge,andfostereffectiverelationshipsamongneighboursandcommunity
stakeholders.
AdditionalservicesprovidedbytheLeagueinclude:
playingaproactiveleadershiproleinlisteningtotheneedsofresidents,identifyingissues,andimplementingpositive,community-basedsolutions;
reachingouttoallresidentsandwelcomingtheirinvolvement; providinganattractive,comfortablebuildingthatallowsforaffordable,diverseusebyallage
groupswithinthecommunity,whileensuringenoughincomeisbeinggeneratedtoupkeepand
maintainthefacilities;
advocatingaccesstohigh-qualitypublicspacesthatmaybeusedforawiderangeofsocialandrecreationalpurposes;
sponsoringcommunity-orientedandeconomicalrecreational,social,andleisurefacilitiesandprogramsthatareidentifiedandsupportedbyresidents;and,
organizingafewselectmajoreventsduringtheyearthatbringthecommunitytogether.
ProjectDescription
A.Useoffunds(issuesandbenefitstothecommunity)
MaryFinlayParkislocatednexttotheForest/TerraceHeightsCommunityLeaguehallat1015081
StreetNWinEdmonton,Alberta.Theparkisafocalpointinthecommunitythroughouttheyear.A
numberofLeague-sponsoredeventsandprogramsareheldattheparkoverduringtheyear,suchasthe
annualHarvestFest.ThesummerGreenShackProgram,ajointventurebytheFTHCLandtheCityof
Edmonton,providesfreeactivitiesthroughoutthesummerandopportunitiesforchildrenandteensto
makenewfriends.Duringthehotsummermonths,thewadingpoolhasbeenapopulardestinationfor
GreenShackparticipantsandfamilieswithyoungchildren,especiallylow-incomefamilieswhobenefit
fromfreerecreationopportunities.TheMaryFinlayRevitalizationProjectdevelopedastheresultofa

numberofissuesfacingtheForestandTerraceHeightscommunities.Theseissueswereidentifiedina
numberofways:
1) FTHCLmembersandBoardofDirectors2) Door-to-doorNeedsAssessmentconductedinthecommunitybytheMaryFinlayPark
RevitalizationCommittee
3) FocusgroupsconductedwithschoolchildrenattendingForestHeightsSchool4) CommunityRecreationCoordinator,CityofEdmonton5) ParksandDesignConstruction,CityofEdmonton
TheMaryFinlayParkRevitalizationProjectwillbecompletedintwophases,withPhase1slatedfor
constructionbytheCityofEdmontoninSpring2011.TherearethreemajoraspectsofPhase1:1)
converttheexistingwadingpoolintoaspraydeckwithnumerouswaterfeatures,2)rebuildand
improvethelandscapingsurroundingthespraydeck,and3)installnewseatingareasaroundthedeck
(e.g.,memorialbench,parkbenchesandtables,ashelter,wastereceptacles).CFEPfundswillbeput
towardsspraydeckwaterfeaturesinForesttheme(i.e.,animals,trees),thelargelightedshelter
housingapicnictable,andthesiteworkandconcreterequiredtoinstalltheshelterandmemorial
bench.Phase2oftheprojectwillincludetheinstallationofanewplaystructurewithrubberizedsurfacing,outdoorfitnessequipmentonawalkingcircuit,completelandscaping,andoutdoorseating
areas.WeanticipatethatPhase2willbegininSpring2012.
Weareveryexcitedattheprospectofcreatinganew,accessible,andattractivespraydeckandseating
areathatwillappealtoForestandTerraceHeightsresidentsofallages,aswellasbeautifyandgreen
theneighbourhood.Theparkrevitalizationwillprovidenewopportunitiesforrecreationandleisure,as
wellaspromotephysicalactivityamongcommunityresidents.Inaddition,thebenefitsoftheproposed
projectcorrelatewiththepurposeoftheFTHCLandits2010-2011strategicplan.
Issue#1Health&Safety
TheCityofEdmontonhasnotifieditsstakeholdersthatallexistingwadingpoolslocatedonCity
parklandmustbeconvertedtospraydecksordecommissionedby2012.Thisisadirectresultof
changesmadebyAlbertaHealthandWellnesstoprovincialpoolstandards.In2006,theAlberta
GovernmentestablishedPoolStandardswithinitstheSwimmingPool,WadingPool,andWaterSpray
ParkRegulations(seetheCityofEdmontonsOutdoorAquaticStrategy2008-2017formore
information),whichincludesnewstandardsoffiltrationanddisinfectionofwadingpoolsinorderto
provideasafeswimmingenvironment.Thecostofinstallingamonitoredfiltrationsystemintheexisting
wadingpoolatMaryFinlayParkisfargreaterthanconstructingaspraydeck.Forthisreason,theCityof
Edmontonhasestablishedagrantingprogramtoassistcommunitieswithretrofittingwadingpoolsinto
spraydecks.FTHCLhasreceivedconfirmationofthisfundingintheamountof$195,000.
BenefittothecommunityThewadingpoolatMaryFinlayParkisextremelypopularwithfamilies,
especiallylow-incomeandsingle-parentfamiliesintheneighbourhood,duringthesummermonths.
BasedontheNeedsAssessmentandfocusgroupresults,theMaryFinlayParkRevitalizationCommittee
andFTHCLBoardofDirectorsdecidedthatitwouldbeinthebestinterestofresidentsifaspraydeck

wereconstructedratherthandecommissioningthewadingpoolduetothenewregulations.Thespray
deckwillprovidefreerecreationforresidentsaswellascomplywiththenewAlbertaHealthand
Wellnessregulations.Itwouldalsobemorecost-effectivethaninstallingafiltrationsystemandwould
eliminatestandingwater,therebyprovidingasafeswimmingenvironment.
Issue#2Accessibility
TheNeedsAssessmentsurveyidentifiedaccessibilityasanimportantissueforresidents.Residentswith
mobilityimpairments,suchasparaplegia,orwhouseofmobilityaids(e.g.,walkers,canes,wheelchairs)
wantedaspraydeckthatcouldbeusedbychildrenandadultsofallabilities.
BenefittothecommunityAPourInPlacerubberizedsurfacewillformthedeckofthesprayarea.This
surfaceisrecommendedbySafeKidsCanada,thenationalinjurypreventionprogramoftheHospitalfor
SickChildren,sinceitdecreasesinjuryfromfallsandincreasesaccessibilitycomparedtosandorrubber
chipsurfaces.Childrenwhousewheelchairsorothermobilityaidswouldbeabletoenjoythespraydeck
withtheirfriends.Also,parentsandgrandparents,forwhomaccessibilityisanissue,willbeableto
enjoythespraydeckandsupervisetheirchildrenandgrandchildren.
Issue#3RecreationOpportunitiesforLow-IncomeFamilies
Thereisanexpressedneedforfree,funoutdoorrecreationopportunitiesforresidentsoftheForestand
TerraceHeightscommunities.ThisneedwasidentifiedbytheNeedsAssessment,bytheFTHCLBoardof
Directors,andCityofEdmontonCommunityRecreationCoordinator.Thecurrentwadingpoolisheavily
subscribedduringthesummerandshouldwenotbeabletorevitalizethepool,manyresidentswillnot
haveaccesstoaplacetocooloffandrelaxthatiswithinwalkingdistance.
Accordingtothe2006censusbyStatisticsCanadaand2009CityofEdmontonneighbourhoodreport,
ForestHeightsishometo1845households:220aresingle-parenthouseholds(comparedtoanaverage
of149fortheCityofEdmonton),95havebeenidentifiedaslow-income,and34%haveacombined
householdincomeoflessthan$40,000.TheTerraceHeightscommunityhas1055households:110are
singleparentfamilies,50arelow-income,and39%ofhouseholdshaveacombinedincomeoflessthan
$40,000.Inaddition,thereare1175childrenundertheageof19livinginbothcommunities.Almosthalf
ofallhouseholdsinbothcommunitiesliveinrentalunits.Forthesehouseholds,accesstoagreenspace
andsprayparkisessential,especiallyduringthehotsummermonths.
BenefittothecommunityAllresidentsoftheForestandTerraceHeightscommunitieswillbenefit
fromfreeaccesstothenewspraydeckandproposedrecreationareassurroundingthedeck.Thefree
summerGreenShackProgramwillbeabletoincludethespraydeckandsiteamenities(e.g.,largeshelterandtables)intheiractivityplanning.TheFTHCLwillusethespraydeck,shelter,benches,and
picnictablesinitsfreesummerprogramplanning.

Issue#4BringingCommunityTogether
Residentsareeagertoparticipateincommunity-basedeventsatMaryFinlayPark,meettheir
neighbours,andsocializewithfriends.
BenefittothecommunityAnewspraydeckwithalargeshelter,benches,andtableswillbecomethe
go-toplaceforchildrenandfamiliesintheForestandTerraceHeightscommunities.Becausethepark
iswithinwalkingdistanceforthemajorityofresidents,itiseasilyaccessibleandwillencouragepeople
towalkratherthantakingtransitordriving.Weenvisionaplacewheremomandtotgroupscanmeet
up,childrencanmakenewfriends,andfamiliescanenjoyleisuretimetogether.Weknowthatan
attractivespraydeck,incombinationwiththenewparkthatwillbebuiltinPhase2,willencourage
communityprideandinvolvementandcreateaplacewherepeoplecanmeettheirneighbours.
B.Whowillbenefitfromthegrant?
WehaveidentifiedfivedifferentgroupswhowillbenefitdirectlyfromtheCFEPgrant.Firstly,weexpect
thatapproximately75%ofForest/TerraceHeightsresidents4,500children,adultsandseniorswill
accesstheparkonaregularbasis,withincreasedattendanceduringthesummermonthsduetothe
newspraydeck.Secondly,theresultsofourNeedsAssessmentsurveyindicatedthatalargenumberof
cousins,friends,andgrandchildrenofForest/TerraceHeightsresidentslivingoutsidethecommunity
wouldaccessthepark.Thirdly,weanticipatethatresidentsofnearbycommunities;includingRiverdale,
Ottewell,BonnieDoon,Capilano,andGoldBar;willbenefitfromaccesstotheproposedfacilities.
Fourthly,childrenattendingForestHeightsSchoolwillbeabletousetheparksspraydeckforfieldtrips.
Therefore,weanticipatethatourproposedparkwillbenefitawidevarietyofpeoplefromthe
Forest/TerraceHeightscommunityandotherEdmontoncommunities.
C.Projecttimeline
TheMaryFinlayParkRevitalizationprojecthasbeenslatedbytheCityofEdmontonforconstruction
duringtheSpring2011season.ShouldwebesuccessfulinobtainingtheCFEPgrant,constructionwillbe
completedbyFall2011.Thistimelinewillminimizetheadverseimpactonthecommunitywithregardto
programmingandaccesstothepark,spraydeck,andcommunityhall.
IfwedonotreceivetheamountrequestedfromCFEP,wewillonlybeabletoinstallabasicspraydeck
withafewundergroundheadandwillnotbeabletopurchaseandinstalltheshelterandbenches.
Buildingabasicspraydeckwouldpreventusfromaddinganyabovegroundenhancementssuchasthe
WaterWeave,TallSqwertsMoose,MushroomMaze,orAquaArch(seepage12forSprayDeckPlan
View)inthefuturebecauseofthewaytheundergroundheadswouldbeinstalled.
