While the rules of many sports have not changed
for a number of years, the way spectators consume
the match experience in a modern stadium has
changed significantly in recent years and will
continue to do so over the next decade.
Understanding these changing needs and
requirements is of paramount importance for
developing a venue capable of maximising fan
engagement, the commercial opportunities deriving
from a modern stadium and, consequently, project
stakeholders’ returns. Stadiums are also often
built as iconic landmarks and are sometimes
implemented to provide impetus to urban renewal
and regeneration. This makes stadiums high
capital intensive projects to deliver.
It is therefore important to maximise all and any
opportunities to generate revenue through the
delivery of corporate suites and boxes, function
rooms, lounges, advertising, food and beverage
offerings and retail / merchandising outlets.
However, opportunities to generate revenue
through these facilities are often limited to game
day events that may only occur between 20
and 50 days over the year – depending on how
many teams / tenants the stadium has. The ideal
solution in order to maximise value is for stadium
developments to generate additional revenue
outside of game day events through the provision
of conference / function rooms and retail spaces.
In order to make stadium developments viable, it
is critical to have an understanding of the stadium
development costs and how these align with the
stakeholders vision, and looking further forward to
how these will impact the financial viability of the
design.

Client: Oil Search (PNG) Limited
CAPEX: PGK 183M
Location: Port Moresby, PNG
Services: Cost planning and audit, quantity
surveying, contract administration.
Project: The new National Football Stadium for PNG
comprising the redevelopment of Lloyd Robson
Oval into a multi-purpose, world class sporting
and entertainment stadium. The stadium was
constructed over a two-year period and includes
seating for 15,000 spectators (Stage 1) with
expansion to 25,000 seats in a final configuration.
Designed as the home of rugby league, and also
suitable for all rectangular field sports including
soccer, and rugby union, the stadium includes 10
corporate suites, 250 person club lounge, corporate
deck, food and beverage outlets as well as
management offices and associated facilities.
Our involvement: Aquenta was engaged to
provide an independent review on the original
project concept scheme. The team was responsible
for reviewing and providing recommendations of
managing contractor submissions and undertaking
negotiations of a guaranteed contract sum with
the managing contractor. During the construction
phase, the team provided contract administration
services and was engaged in an audit quantity
surveyor role.
The outcome: Aquenta provided advice on a
suitable contracting methodology (managing
contractor design and construct) enabling fast
tracked design and construct solution which
provided an upper end cap on costs through the
agreement of a guaranteed construction sum, with
a share of savings arrangement with the majority
of savings returning to the client. This procurement
option also enabled the reinvestment of savings
back into the project.
To achieve the required scope within the budget,
we recommended the use of light weight modular
seating stands, amenities blocks and food and
beverage outlets.
NATIONAL FOOTBALL STADIUM

Client: Netball SA
CAPEX: AUD 2M
Location: Adelaide, SA
Services: Estimating Services.
Project: The Netball SA Stadium is South Australia’s
premier netball venue and home to both the
Adelaide Thunderbirds and Netball SA. The stadium
is the main facility for both indoor and outdoor
netball competition and is regularly used by both
community and elite players. Recent developments
included upgrades to outdoor courts and facilities,
various indoor improvements and upgrades to the
car park and external areas.
Our involvement: Aquenta was engaged to
prepare estimates for various works to assist
Netball SA with a grant application for maintenance/
upgrade funding. Working closely with Netball
SA and Department for Planning, Transport &
Infrastructure (Office for Recreation & Sport), we
were able to identify the required scope of service
and recommend the most appropriate method for
subdividing estimated costs to ensure the best
outcome from the grant application process.
The work was completed within a very tight
timeframe to maximise the opportunity to
guarantee funding during the months leading up to
the last state election.
The outcome: The process proved very successful
resulting in guaranteed commitment for elements
of the work from the Special Purpose Grants
budget in place at the time. This enabled Netball SA
to progress with key components of work and to
continue developing a budget bid for the remaining
scope. Without the collective ability to identify and
work towards the key opportunities/outcomes the
project may not have been able to gain funding
support.
NETBALL SA STADIUM

Client: Major Projects Victoria

Location: Melbourne, VIC
Services: Cost Planning, Value Engineering, Risk
Consulting, Contract & Dispute Services
Project: This project formed part of Melbourne
& Olympic Park Trust’s 12-year master plan
for the redevelopment of the site. The aim of
which was to secure the Grand Slam status of
the Australian Open as well as provide a major
events venue that sat comfortably within the
current array of stadia in Melbourne. Importantly,
the project not only had to convert the existing
Margaret Court open-bowl into a fully enclosed
multi-mode stadium with operable roof, but the
construction works phasing had to facilitate the
on-going delivery of the Australian Open Grand
Slam Tennis tournament in 2013 and 2014.
Our involvement: Aquenta was engaged to
provide cost management services from design
concept through to construction phase including
careful management and negotiation of a Warranted
Maximum Price under a Management Contracting
arrangement with builder Lend Lease Project
Management & Construction.
The outcome: With the help of the Aquenta team
and the services provided, Margaret Court Arena
successfully opened in time for 2015 Australian
Open and importantly, within the agreed budget.
Savings were realised on the construction contract
and also on the selection of the food and beverage
equipment supplier without compromising quality.
MELBOURNE PARK - MARGARET COURT ARENA

Client: Stadiums Queensland

Location: Brisbane, QLD
Services: Cost Planning, Bills of Quantities,
Contract Administration.
Project: The Brisbane Cricket Ground, better known
as ‘The Gabba’, is home to the Queensland Bulls
and the Brisbane Heat cricket teams and to the
Brisbane Lions, AFL team. The redevelopment of
‘The Gabba’ was undertaken in multiple stages,
commencing in 1995. Stage 3 incorporated
a new 15 bay Northern Grandstand, Stage 4
comprising 18-bay Eastern Grandstand, 5-bay
Western Grandstand, Stage 5 the 15-bay Southern
Grandstand, and the final section of the grandstand
(Stage 6) comprised the final 9-bays. At completion
of Stage 6, the world class stadium holds
approximately 42,000 seats.
Our involvement: Aquenta was engaged in post-
contract cost management services during the first
major stage of the re-development to Stadiums
Queensland. Cost Planning services to the Trust
were provided in subsequent phases. Assistance
was provided in the negotiation of the Guaranteed
Construction Cost for each stage and cost
management services through to the completion of
each individual stage.
The outcome: The project was successfully
completed on schedule and within budget in 2005.
THE GABBA REDEVELOPMENT

Client: Stadiums Queensland

Location: Robina, Gold Coast, QLD
Services: Audit Quantity Surveying, Cost Planning,
Contract Administration
Project: Skilled Park was officially opened in March
2008 and is the home ground of the Gold Coast
Titans Rugby League Football Club. This multi-
purpose, world-class sporting and entertainment
stadium was constructed over a two-year period
and includes seating for 27,400 spectators.
Designed to be suitable for all rectangular field
sports including soccer, rugby union and rugby
league, the stadium includes 100 open corporate
boxes, 25 closed corporate suites, two 450 seat
function rooms, 16 food and beverage outlets
as well as management offices and associated
facilities.
Our involvement: Aquenta was engaged as
the Audit Quantity Surveyor, providing full
cost planning services from original feasibility
estimating to review and negotiation of the
Guarantee Construction Sum and ongoing Contract
Administration and Audit Quantity Surveying
services.
The outcome: The project was completed on time
and within budget.
CBUS SUPER STADIUM (FORMERLY SKILLED PARK)

Client: Stadiums Queensland

Location: Gold Coast, QLD
Services: Cost Planning and Audit, Quantity
Surveying, Contract Administration.
Project: The advent of the Gold Coast SUNS AFL
football club brought with it an opportunity to build
a new 25,000 person capacity home ground for the
team, whilst also creating an all-purpose stadium
that could host other professional sporting events
in South East Queensland. The project involved the
re-development of the existing stadium located in
the Carrara Sports Complex on the Gold Coast.
Our involvement: Aquenta was engaged as the
Audit Quantity Surveyor with responsibility for
Cost Planning, Contract Administration and Audit
Quantity Surveying services throughout the project.
The outcome: The project was completed on time
and within budget. With Aquenta providing separate
cost reports that addressed the individual needs of
the four key funding entities involved: Federal, State
and Local Government and the Australian Football
League.
METRICON STADIUM

Location: Brisbane, QLD
Services: Independent audit review of Contractor’s
and Insurer’s estimate of rectification costs,
including independent opinion of cost where
discrepancies were identified. Provision of cost
planning services for enhancement works.
Provision of cost management services during
construction including review and recommendation
of subcontract packages, and assessment and
recommendation of progress claims.
Project: In January 2011 the Brisbane floods
severely damaged the Ground Level of the Western
Stand, resulting in the “gutting” and re-building of
the internal fit out. Given the extent of damage,
it presented Stadiums Queensland with the
opportunity to replan the Team Accommodation
and Back of House service spaces, including some
enhanced facilities not previous accommodated.
Our involvement: Independent audit review of
Contractor’s and Insurer’s estimate of rectification
costs, including independent opinion of cost
where discrepancies were identified. Provision of
cost planning services for enhancement works.
Provision of cost management services during
construction including review and recommendation
of subcontract packages, and assessment and
recommendation of progress claims.
The outcome: Provided the expert independent
opinion/advice to negotiate value of insurance
works (separated from enhancement works)
between the Contractor, Insurer, and Stadiums
Queensland.

Services: Provision of cost planning services and
life cycle maintenances costings.
Project: State tennis centre containing centre court
with 3000 seat permanent covered seat stadium,
with additional space in major event mode to
increase up to 7000 seat capacity. Also included
2 No. external show courts, 14 No. external
match courts, 4 No. external clay courts, and 2
No. external double sized grass courts, as well as
administration facilities for Tennis Queensland.
TENNYSON STATE TENNIS CENTRE
Our involvement: Provided independent cost
planning services to Mirvac to assist them with
their business case for the redevelopment of the
Tennyson Site (formerly a power station) into the
Tennyson Reach Riverside Apartments and the
State Tennis Centre. Our involvement was focused
on the tennis centre.
The outcome: Provided expert independent
opinion/advice for Stadiums works, which was not
part of Mirvac’s core business.
