OVERVIEW
WHO SHOULD ATTEND
With the proliferation of renewable generation resources and the accelerating participation of other variable energy resources, balancing authorities (BAs) are weighing their options to avail themselves of larger pools of resources to provide “balancing energy”. The most cost-effective way to do this is for several BAs to pool their dispatchable resources together and dynamically schedule them across their respective balancing areas. Each BA remains responsible for its conventional planning reserve and provision of its own conventional ancillary services and regulation.
Two major initiatives in the western U.S. are underway to answer these requirements. The CAISO EIM started parallel operation on October 1, 2014 and full operation on November 1, 2014 with CAISO and PacifiCorp as participating Balancing Areas. NV Energy is the third BA joining the EIM in October 2015 with Puget Sound Energy (PSE) to follow next year (October 1, 2016). Several other BAs are either considering joining or starting a separate EIM-like structure. Meanwhile, the Northwest Power Pool (NWPP) Market Assessment and Coordination Committee is engaged in multiple efforts to understand better how various economic dispatch and related initiatives under consideration could answer that region’s particular balancing needs.
This conference provides an overview of the driving forces behind the formation of an EIM, its impacts on participating balancing areas and their transmission users, the choices for asset owners to be a participating on non-participating EIM resource, and the related financial and operational implications. Also, the program will examine the experiences from the first several months of CAISO EIM operation, as well as provide detailed analysis for entities currently in a separate BA that are/may be considering joining the CAISO EIM. In addition, cost-benefit trade-offs of joining the CAISO EIM will be considered under different scenarios.

Also, this segment will review what monitoring measures and mitigation strategies CAISO market participants have adopted to address these differences. In addition, specific illustrative examples will examine how shadow settlements under EIM for CAISO market participants have tracked with actual charges.

Currently the EIM Tariff does not include pricing, payment, or cost allocation for inter-EIM-Entity transmission. It is based on the premise that unencumbered transmission (transmission not reserved and paid for) between EIM Entities is available to EIM free of charge. This issue may be of concern to future BAs who may be considering joining the CAISO EIM. This segment addresses possible ways such transmission could be priced and paid for, as well as possible cost allocation methods to recover such costs from EIM participants. This segment will examine the important strategic, operational and financial analyses that must be weighed by BAs and load-serving entities (LSEs) as they confront decisions on how to address their energy imbalance issues. A panel of BAs and LSEs will discuss particular issues their shareholders, members and stakeholders want to know more about before committing substantial resources towards potential EIM, security constrained economic dispatch, or other energy imbalance exchanges. Examples of such considerations include, but are certainly not limited to:
• How does aligning with an energy imbalance regime change operational practices at a BA and/or utility?
• Does open entry mean open exit if conditions don’t play out as anticipated?
• Does participation alter any existing contractual commitments with other local, regional or national power organizations?

The CAISO Energy Imbalance Market (EIM) extends CAISO’s sub-hourly (15 minute) and real-time (5 minute) markets to other BAs (EIM Entities) that desire to participate in the EIM on a voluntary basis, starting with PacifiCorp (PAC) as the first EIM Entity. The CAISO/PAC EIM started parallel operation on October 1, 2014 and full operation on November 1, 2014. NV Energy is the next BA joining the EIM in October 2015, with related market trials currently underway; Puget Sound Energy (PSE) has declared its intent to follow suit in October 2016. Other BAs may be exploring the prospect of joining the EIM, as well.
This workshop is intended to help the existing NV Energy and PSE participants understand the impact of joining the EIM as either participating or non-participating resources. It will also help the current CAISO and PAC market participants to understand the impacts on them of the addition of NV Energy and other utilities/BAs as an EIM Entity. It is also intended to help other potential EIM Entity transmission users — both those voluntarily participating in EIM and those that stay out — to understand the EIM impact on them and the tools they need to ensure they 1) mitigate risks and 2) augment their opportunities in the face of the EIM. The course material will provide detailed analysis for entities currently in separate BAs that are or may be considering joining the CAISO EIM. Finally, the course material is useful to those BAs that are evaluating whether to join the CAISO EIM.
Attendees will gain practical skills and insights on how to:• Apply the correct measures to ensure successful participation in the CAISO EIM market trials for NV Energy and its
participants, and help with planning of similar market trials for PSE and its market participants• Identify necessary revisions of bidding and operating practices to reflect additional charges and credits under EIM• Illustrate shadow settlements under EIM for CAISO and PAC market participants with the addition of NV Energy as an

Mehdi Assadian is Principal Market Consultant at OATI. He has more than 30 years of experience as an engineer and software developer for the energy industry. In his current role at OATI, Mr. Assadian has led the design and implemen-tation of the Southwest Power Pool Integrated Market (SPP IM), ERCOT Nodal and CAISO MRTU markets front office and shadow settlement system applications for OATI’s deal capture tool, webTrader. Previously, Mr. Assadian led similar initiatives and was involved in the ERCOT Nodal and CAISO’s MRTU markets’ own applications as technical consultant to such markets. More recently, Mr. Assadian has led the design and implementation of CAISO sub-hourly scheduling (FERC Order 764) and other components of MRTU Spring 2014 Release for OATI applications. Mr. Assadian is also in-volved in OATI’s front office and shadow settlement applications to support CAISO EIM market for CAISO and PAC mar-ket participants. Mr. Assadian’s broad experience includes research, design, development, testing, simulation modeling, case studies, and analytical support for numerous projects within the energy industry.

With over 40 years of experience in the electric power industry, Dr. Rahimi currently holds the position of Senior Vice President, Market Design and Consulting at OATI. Dr. Rahimi is an expert in restructured energy market design and related systems, including operations, settlements, commercial systems, business systems, and market monitoring applications. In addition he contributes extensively to Smart Grid initiatives at Open Access Technology International, Inc. (OATI). He holds many awards and honors and has been published extensively. Before joining OATI in 2006, he collaborated with California ISO for eight years, where he was engaged in market design and monitoring. He was CAISO’s expert witness in front of FERC for CAISO’s MRTU design. His prior experience included eight years with Macro Corporation (subsequently KEMA Consulting), five years with Systems-Europe (Brussels, Belgium); ten years, as a university professor, researcher, and consultant in power and industrial control systems, and two years with Systems Control, Inc. (now ABB Systems Control), where he started his professional career. Dr. Rahimi holds a doctorate in Electrical Engineering from the Massachusetts Institute of Technology.

The purpose for this workshop is to discuss the potential benefits for participating in the new CAISO EIM markets and review the bid-to-bill workflow for market participants. The workshop will help utilities connect the dots between front-office bidding strategies and settlement results, and will provide case studies to illustrate how they can lower their costs for serving loads in the EIM market.

Over the past 39 years, Khai Le has conducted more than 600 seminars on market-based operations, bidding strategies, portfolio optimization, and shadow settlement for utilities and ISOs worldwide. He is currently working with market participants in SPP, MISO, PJM, NYISO, ISO-NE, CAISO, and ERCOT to deploy the PCI Generation Supply Management System to automate their bid-to-bill workflow. Mr. Le has authored some 100 technical papers on unit commitment, hydro-thermal coordination, emission dispatch, optimization of ancillary services, post analysis, and short-term planning; five of his papers received prize awards. He received his BS from Harvey Mudd College and his MS from Carnegie Mellon University. He is a Fellow of the IEEE and a Registered Professional Engineer in Pennsylvania.

Tony Delacluyse is a well-recognized authority on electric markets. He has 30 years of experience in power plant operations, origination, pricing, deregulated retail, settlements, RTO/ISO operations. After joining PCI in 2005, he managed the PCI team to develop back-office software for MISO, SPP, ERCOT, CAISO and PJM markets. Mr. Delacluyse participates in RTO/ISO market meetings, monitors the industry and FERC for market impacts and works with markets participants on planning, software, and strategy. He received his BA and MBA degrees from St Ambrose University.

Written cancellations received after this date will create a credit of the tuition (less processing fee) good toward any other EUCI event or publication. This credit will be good for six months. In case of event cancellation, EUCI’s liability is limited to refund of the event registration fee only.
