PMO, FinMin, DoT inparleys over AGR solutions
New Delhi, The Prime Minister’s Of-
fice and Finance Ministryhave held separate meet-ings with Department ofTelecom over working out asolution on the AGR deci-sions of the Supreme Courtwhere the telecom opera-tors have to pay a heftyamount of Rs 1.3 lakh croreoverall to the governmentas dues.
AGR is Adjusted GrossRevenues which includes alllicensed revenues of atelecom firm not necessar-ily originating only frommobile or landline services.
It now includes all in-comes likes towers, ISP li-censes, rentals as per theapex court order which hassupported the DoT compu-tation and this is now a 14-year-old dues amountwhich has jacked up thepayout by telcos like Airteland Vodafone Idea.
Highly placed sourcessaid the PMO and FinanceMinistry have held meetingswith DoT but no possibleway or solution for givingany relief to the telcos overthe payment has emerged.
The Telecom Secretaryattended the meeting withthe PMO last week. SeniorDoT officials were there inthe Finance Ministry meet-ing. The newly appointedpanel-led by Cabinet Secre-tary also met last week forthe first time for looking atsectoral levies relief andthey too discussed the AGRissue though its terms of ref-erence is not on the AGR is-sue discussion.
Sources said as the Sec-retary panel starts meetingmore, there is expected tobe some direction whichcan be followed and onlyPMO will take that decisionafter inputs from the secre-tary panel, Finance Ministry,Law Ministry and Depart-ment of Telecom.
Telecom Ministry has,however, made it clear tothese ministries, PMO thatinsistence on payment bythese telcos could landthem in NCLTs where recov-ery of government dues
would drag again for yearsand these telcos have takenhuge loans of over Rs 3 lakhcrore from banks for previ-ous spectrum auctionwhich they would not beable to return to the banksand NPAs would rise as aresult.
There would be ex-treme difficulties for 70subscribers of these telcosif they shut down. Otherthan that, Indian telecomsector would get an ex-tremely rough image in theglobal map.
Sources also added thattelcos individually and rep-resented by industry havemet telecom secretary re-cently over this. In the in-dustry meeting, Jio wasnot present. As on possi-bilities of a direction, offi-cials said waiving of pen-alties and interest is noteasy as it directly inter-venes the Supreme Courtorder and the whole courtcase was over that.

‘Holdings of gold-backed ETFs hit all-time high’Mumbai,
The Wor ld G oldCouncil ( WGC) on Tues-day said that the hold-ings of gold-backed ETFshit a new all-time high of2,855.3 tonne in Q3 andthe global gold demandalso rose by 3 per cent onthe same period last year.
Growth was driven bya 10 per cent increase inrecycling, to its highestlevel since Q1 2016, asthe ongoing price rallycontinued to encourageselling back by consum-ers.
The inf low in gold-backed ETFs according tothe council was at thehighest level of quarterlyinflows since Q1 2016,signalling that investorsowing to r is ing uncer-tainty are focusing onGold as a safe-haven as-set.
The council said thata surge in exchange-traded fund (ETF) inflowsoutweighed softer de-mand elsewhere in themarket.
“Although centra lbank demand remainedhealthy, i t was s ignif i -cant ly lower than therecord levels of pur-chases in Q3 2018.
Jewellery demand, how-ever, was hampered bythe continued strengthin the gold price, whichhit a new multi-year high,as well as consumers be-ing downbeat on thehealth of the globaleconomy,” WGC said.
Fur ther the repor tnoted that central banksadded 156.2 tonne to re-serves in Q3, falling 38per cent in comparisonto the record Q3 last year.
Jewellery demand ac-cording to the councilwas down 16 per cent inQ3 to 460.9 tonne owingto weak consumer senti-ment , and cont inuedgeopol i t ic a l and eco-nomic uncer ta int y,coupled with substan-tially higher gold prices.
“...an economic slow-down in India and Chinacoupled with the sharpincrease in the gold
price, mean many con-sumers have held of fbuying gold jewellery,”the report stated.
Alistair Hewitt, Headof Market Intelligence atthe World Gold Council,
