Formaldehyde classes
EN 13986:2004 (E)
Where formaldehyde-containing materials, particularly aminoplastic resins, have been added to the product as a part of the production process, the product shall be tested and classified into one of two classes: E1 or E2.
The test requirements for both initial type testing and factory production control/continuous surveillance are laid down in Table B1 for E1 products and Table B2 for E2 products.
NOTE 1 Boards of class E1 can be used without causing an equilibrium concentration in the air of a test chamber greater than 0,1 ppm HCHO in conditions according to ENV 717-1.
The test requirement does not apply to wood-based panels to which no formaldehyde containing materials were added during production or in post-production processing. These may be classified E1 without testing (see NOTE 2).
NOTE 2 Examples of such panel products are:
• Cement bonded particle boards (unfaced), • Wet process fibreboard (unfaced), when no formaldehyde emitting resin has been added to the process, and • Unfaced, coated or overlaid wood based panels glued with resins emitting either no formaldehyde or negligible
amounts of formaldhyde after production as e.g. isocyanate, or phenolic glue.
The limit values for the formaldehyde class E1 are given in Table B.1 and for class E2 are given in Table B.2.
The EN 120 values for particleboards, OSB and MDF apply to boards conditioned to a moisture content of 6,5 %. In the case of particleboards or MDF with different moisture contents, the EN 120 test result (known as the perforator value) shall be multiplied by the Ffactor given in EN 312 (particleboards), EN 622-1 (MDF) or EN 300 (OSB). The Ffactors in these three standards are only valid for boards within the specified moisture content ranges given in the three standards.
NOTE 3 Experience has shown that to ensure compliance with the limits in Table B.1 the rolling average of the EN 120 values found from the internal factory control over a period of Y, year should not exceed 6,5 mg HCHO/100 g panel mass for particleboards and OSB or 7 mg HCHO/100 g panel mass for MDF.
NOTE 4 The corresponding upper requirement limits for E2-boards are found from the EN 120 or EN 717-2 factory production/external control tests.
NOTE 5 In certain countries only products of class E1 are allowed.

ZA.3 CE marking
ZA.3.1 General
The manufacturer or his authorized representative established in the EEA (European Economic Area) is responsible for the affixing of the CE marking. The CE marking symbol to be affixed shall be in accordance with the Directive 93/68/EC.
The CE marking and the accompanying information (given in the following sub-clauses) shall be placed on the accompanying commercial documents if it does not appear in full on the product itself, on a label attached to the product or on the packaging. The marking may be placed partly on the product itself, on a label attached to it or on the packaging, provided it contains the CE marking symbol.
The CE marking affixed on the panel or on the label shall as a minimum contain the following information:
CE;
identifying mark of the producer;
EN 13986;
type of board (technical class according to Annex A);
nominal thickness;
formaldehyde class;
reaction to fire (if different from Table 8);
PCP if more than 5 ppm;
treatment against biological attack (if relevant).
The "No performance determined" (NPD) may be used when and where the characteristic, for a given intended use, is not subject to regulatory requirement. The NPD shall not be used:
a) In respect to the characteristics which make up the technical class where the producer marks the product according to Table 13 of this document; or
b) where the producer intends his product to be used for specific uses where one or more of the characteristics are subject to regulatory requirements.
The manufacturer may add supplementary information separately from the CE marking provided that it is kept distinct from the CE marking information and in such a way the CE marking cannot be considered to apply to it.
In addition to any specific information relating to dangerous substances shown in the following subclauses, the product should also be accompanied, when and where required and in the appropriate form, by documentation listing any other legislation on dangerous substances for which compliance is claimed, together with any information required by that legislation.
NOTE European legislation without national derogations need not be mentioned.
