Call to Order Board President Addie Daniels-Lane called the meeting to order at 5:37 p.m. Pledge of Allegiance President Daniels-Lane led the salute to the flag. On the rules of this act, the Trenton Board of Education has caused notice of this meeting by publicizing the date, time and place, therefore posted in the Central Services Building, 108 North Clinton Avenue, City Clerk’s Office, City Hall, the Times and the Star Ledger. Anyone whose name is on the mailing list should receive a notice. Formal action will take place at this meeting.

Adoption Of Agenda President Daniels-Lane advised there is a Human Resources Addendum to tonight’s agenda. She asked for a motion to adopt the agenda and addendum.
Motion was made by Mr. Bouie and seconded by Ms. Weakliem to adopt the agenda and addendum. With seven (7) Yes votes and one (1) Abstention, the agenda with addendum was adopted.

STUDENT PERFORMANCE Students from the Hedgepeth Williams Middle School of the Arts performed for the Board and the public. Ms. Daniels-Lane advised the public of the upcoming Band Day at 5:00 p.m. on April 29 at TCHS, and she asked everyone to come out and support the District’s school bands. At this time, President Daniels-Lane stated the agenda would move to this evening’s Presentations, followed by comments from the committee chairs. PRESENTATIONS TO THE BOARD An introduction to the WIN (What I Need) app was given by Ms. Jeannie Davis – Program Development Specialist, Community Development, City of Trenton. WIN is a free app aimed at ages 16-24 and provides direct access to resources for young people dealing with homelessness and related issues. Ms. Denise Kreiss, Parent Coordinator and Homeless Liaison for the District, spoke about apps she uses in identifying homeless youth and directing them to available services. Mr. Michael McCormick from The Kiwanis Club of Trenton gave an update on Vision Trenton, an emerging project at Trenton Central High School (TCHS), wherein Students will be asked to participate in shaping a vision for the future of Trenton.

SUPERINTENDENT’S REMARKS Superintendent Lee commended all the schools and staff for their work in celebrating Black History Month. He stated that in this second quarter of the school year, colleagues and Principals are performing walk-throughs at the schools with an eye towards commonality and development of staff training programs. Data review will also be conducted at the end of the current week. The Superintendent announced that Celebrity Reads will be held in the schools in March, and he encouraged anyone invited to participate. On February 6, Governor Murphy was at TCHS to present the District with the P-TECH Grant, which will assist in building an early college model. Mr. Lee stated that he has also met recently with local trade union leaders regarding training programs for our Students. Mr. Lee discussed the services which will be provided by the demographer who is being awarded a contract on tonight’s Finance Recommendations. He also discussed the latest news on the Budget and State Aid in advance of the Governor’s address to the State. The District’s areas of focus (dependent on the amount of State Aid), are overcrowding in the South Ward, Literacy, a Gifted & Talented program, adding Bilingual classrooms, aligning Special Ed and adding classrooms, early college, expanding Summer School opportunities for our Students, expanding Summer Professional Development, and our process for registration. COMMENTS BY BOARD COMMITTEE CHAIRS Mr. Bouie reported on the Operations Committee Meeting. He stated the Committee reviewed the financial reports, bill list and staff travel. A significant amount of time was spent discussing the 2020-2021 Budget. Mr. Bouie stated some items stood out for him personally: an increase in Math and Literacy support, funding Reading Specialists in all elementary schools, and implementing early college. At this time, the three unknown budget factors are 1) what the Governor will do regarding State Aid, 2) increases in healthcare benefits, and 3) negotiations with the bargaining units. Mr. Bouie thanked the Superintendent and his Leadership Team on the Weekly Updates, stating they provide the Board with valuable information for their decision making. Ms. Marrero-Lopez, Chair of the Human Resources Committee, wished to clarify what is occurring with the position of Executive Director for Human Resources. She said that was Board approved for the 2020-2021 School year, but the hiring will occur this year due to a vacancy. She also stated that the staff vacancy number changes from month to month. The current number is 32, with 16 Leaves of Absence and 16 open positions. She said Leaves of Absence are for varying terms of time. The fluctuating number of open positions is caused by Retirements, Resignations, and Rescission of New Hires. Mr. Truehart gave the reports on the FACE and Policy Committees. He encouraged everyone to listen to the District radio program on air every Tuesday at 4:30 p.m. on 1300 WIMG. The early college program/dual credit program was discussed at the last FACE meeting. Mr. Truehart encouraged everyone to download the District’s smartphone app

and to check the website for the latest District news. He said there is opportunity for Parent engagement through the Strategic Planning meetings. The next FACE meeting will be at Mott School at 5:00 p.m. on March 12. The Policy Committee has on tonight’s agenda the 2000 Series for a Second Reading and final approval. Two policies from the January 27 agenda are not included in this set because they are under continuing review by the committee in collaboration with community partners and the Trenton Education Association (TEA). These policies are 2411 Guidance Counseling, and 2431 Athletic Competition. The plan is for these policies to be on the March agenda for a Second Reading. Mr. Truehart said a minor change in tonight’s policies is discontinuing use of the term “PARCC”, which is now NJSLS (New Jersey Student Learning Standards). There was also an addition to Policy 2260 to reflect a reference to New Jersey Amistad Act, P.L. 2002 Chapter 75 in collaboration with our TEA partners to ensure this is included. Mr. Truehart said the committee reviewed the 1000 Series Regulations and Policies for a First Reading on March 23. The 3000 and 4000 Series will be reviewed through the month of March. Lastly, Mr. Truehart stated that Mr. Bernard McMullen addressed the committee on the Wellness Policy at its last meeting; hopefully this will be on the April agenda for a First Reading. Ms. Daniels-Lane stated the Curriculum Committee reviewed staff travel and were happy to see that school-based Administrators will be attending college job fairs in the surrounding area. Under Student Study Trips, the committee noted that some students will be traveling to the Burlington County Institute of Technology to take the cosmetology practicum for licensing. There are also a variety of STEM-based trips to college campuses to enrich the learning experience. The committee reviewed the Curriculum Recommendations, inquiring about any changes in cost of proposals. There are upcoming Professional Development opportunities for staff to be trained in various techniques for serving our Special Needs Students. The Gifted & Talented program was discussed, along with the K-8 Language Arts adoption. Curriculum will be revised to address Life Skills and programs for Students with Autism and/or Behavioral Disabilities. Lastly, the Comprehensive Equity Plan was reviewed at a follow-up committee meeting. At this time, Superintendent Lee reported that he had a meeting with Source4Teachers to improve the level of filling absences. The pay rate was discussed, specifically the need for a competitive pay rate. Mr. Lee asked Source4Teachers to do local recruiting in Trenton. Mr. Lee also spoke about the position of Executive Director for Human Resources. He stated that it is already February, and the advertising and hiring process will most likely run until April. If a 60-day notice is required, a selected candidate would not be able to start until July. Mr. Lee said there is a strong present need for an individual to fill the position. STATE MONITOR’S REPORT Ms. Bertha Williams-Pullen reported on her recent activities as follows: monthly meeting at NJ Department of Education, monthly meeting with County Superintendent, meeting with the Legislative Auditors, weekly meetings with the Superintendent, weekly meetings with

the Leadership Team, monthly agenda review, budget meetings with the Business Administrator, budget meetings with school administration, and attendance at the P-TECH Grant announcement by Governor Murphy and Commissioner Repollet. PUBLIC PARTICIPATION Mr. Keith Waldman, Esq. spoke about a proposed agreement between the National Education Association (NEA) and the Board regarding Christine Sampson-Clark. Ms. Marizol Tirado, Vice President of the Trenton Educational Secretaries Association (TESA), thanked the Board Members who met the previous week with TESA. She stated it was a positive meeting, and TESA leadership looks forward to resolving outstanding contractual issues. She also said that TESA leadership is ready to work with the Superintendent in modifying the registration procedures to improve customer service for our families. Ms. Tirado stated that TESA is happy to work with the Board and leadership on improving Trenton, and that any concerns being brought have been researched for veracity. She discussed the importance of ethics and proactive actions. The Superintendent advised Ms. Tirado that he will speak to all the Secretaries during the Professional Development session on March 4. TESA President Ms. Judy Martinez spoke about a recent posting for District-wide Secretaries, and she said TESA had asked that it be pulled until it complies with contractual specifications. She stated any posting for Secretaries must list the location of the position and the administrative title to which the employee will be reporting. She also stated that she has requested overtime information for her members, and administration has not complied. She again requested the information in accordance with N.J.S.A. 34:13A. She also expressed concern about job titles in Human Resources, and she said that TESA Administrative II Secretaries performed this work in the past. She said the duties of newly created Program Manager positions were also previously performed by TESA Secretaries. Ms. Martinez said more Secretaries are needed to provide quality service to Trenton families, and she looked forward to working on this with the Superintendent and Board. Ms. Zachrya Rodriguez from the Anthony’s Legacy of Love Foundation spoke about her organization’s mission to provide college scholarships to the community, to bring awareness to autoimmune illnesses and to provide charitable donations. Ms. Estella Harris, TESA Secretary, spoke about the increased workload of Secretaries and the difficulties this brings. She stated that District elementary schools need two Secretaries. Ms. Mariel Perez-Baker, TESA Secretary, stated that the former titles (which are still in the TESA bargaining agreement) need to be considered because Secretaries are still being paid under the old salary scales for Senior Secretary, Administrative I Secretary and

Administrative II Secretary. She also said that TESA members have differing skill levels, and there are no opportunities for promotion with the single job title. City Councilman Mr. Santiago Rodriguez presented the Board with a resolution passed by Trenton City Council, requesting the expansion of the vocational trades program. He said there is a great need for tradespeople, and that there should be a true vocational program located in Trenton. President Daniels-Lane said that the Board looks forward to having a conversation on this. Superintendent Lee advised that he will be meeting again with the trades on March 3 to create a pathway to careers, and the Mayor will be having a meeting to discuss internships for automotive as well. Ms. Talithea Duncan, TEA President, asked that any proposed policy changes be displayed on a screen in the auditorium so that the public can view them prior to Board action. She also expressed concern about enrollment and a plan that was to be implemented to address the huge influx of immigrant students into the District. She said that many classrooms still do not have partner Teachers, and she expressed concern about the time elapsed since the plan was devised. Ms. Duncan said there are Teachers who have Newcomers in their classes that have not been receiving Bilingual or ESL services, and that these Teachers have been instructed to give these Students passing grades. She asked why this is, and she feared a repeat of the Sherman Avenue situation. She asked the Board to address these matters expeditiously. Ms. Naomi Johnson-Lafleur, TEA, spoke about leadership in both labor and managerial titles. She said that all leaders should be respected and have their voices heard. She asked that administration familiarize itself with the Public Employment Relations Act and treat union leaders as equal partners. TEA Grievance Chair Ms. Janice Williams said that the State Monitor’s contract requires her to address District issues and that this is not being done. She also stated that she will always represent her members, and that sometimes this will involve difficult issues. Ms. Williams expressed concern with the reception from administration to some of the things that TEA brings up in meetings. She requested collaboration with administration at all times. She also called the Board’s attention to the Job Description for the Executive Director for Human Resources, and she stated there are some items that must be negotiated with certain units in the District. She asked the Board to discuss the Job Description thoroughly prior to voting on it. Ms. Williams discussed recruitment procedures, and she felt that Teachers should be involved in the process. Lastly, she spoke about the possibility of an elected board rather than an appointed one. Ms. Crystal Smith, Counselor at Dunn Middle School, discussed the Trenton Free Public Library and all it has to offer. Ms. Smith is a Board Member at the Library.

BOARD MEMBER COMMENTS Mr. Bouie asked for an update on the job posting. He also thanked the TESA members who met with Board Members the prior week, and he appreciated the candor and respect shown at the meeting. Mr. Truehart advised that all work on policy review is done in the Policy Committee. He stated that the Policies are in final form when they are presented to the full Board for approval. He said any members of the public wishing to be involved in policy work should reach out to Mr. Rolle, with the approval of the Superintendent. Ms. McKnight recalled Ms. Duncan’s earlier public comment regarding instructions to give passing grades. She stated this is very disturbing, and she asked that an inquiry be made regarding the allegation. She also asked for an inquiry into the statement about students not receiving Bilingual and ESL supports in the classroom. President Daniels-Lane stated that the Board has taken notes on areas of concern raised at tonight’s meeting, and there will be follow-up on the issues reported. She also stated that collaboration is very important and that hopefully the District can build on that in moving forward. She agreed with Mr. Bouie’s comments regarding TESA, and she looked forward to working with a full negotiations team in the near future. Mr. Bouie wished for clarity on the Budget action recommended for this evening. He asked if the amounts are still tentative, and if the Board is merely voting this evening on the submission of the Budget to the County. The response from administration was Yes.
Mr. Truehart said he is happy to see the 2019-2020 Organization Charts on tonight’s Finance recommendations for approval. He looked forward to receiving the 2020-2021 Charts. Mr. Truehart also expressed gratitude for the Superintendent working diligently with Source4Teachers and Aramark. Mr. Truehart said he has the reports, and he will share them with the Superintendent. Ms. McKnight stated her concerns regarding the Job Description for the Executive Director of Human Resources. She felt that the language in Qualification #1 is limiting. She felt that the requirement for a Master’s Degree should be a minimum, with higher level degrees

considered also. She stated this will expand the scope of the search and the pool of applicants. Ms. McKnight also discussed Qualification #2, asking whether a setting other than public education could be equally appropriate. Mr. Bouie felt that experience in dealing with labor associations is critical. After a concentrated discussion, a motion was made by Ms. McKnight to table the Job Description for the Executive Director of Human Resources. The motion was seconded by Ms. Weakliem and approved on a Roll Call vote as follows:

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools to Approve the Trenton Arts Fellowship Project - Trenton Central High School. The mission of the Trenton Arts Fellowship is to enable a select cohort of Princeton students to design and implement art services projects in collaboration with Trenton Public Schools. BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools to Approve Choreographer Laura Gonzalez with Marafanyi Dance, Drum and Song Guest Artist Residency - Trenton Central High School. Marafanyi Dance, Drum and Song will provide a series of master classes for the TCHS-VPA dance department students. Students will be equipped with the fundamentals of visual and performing arts and be prepared for higher education and professional careers. D. Proposal to Approve the Trenton Soccer Program BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools to Approve the Trenton Soccer Program. The program operates an instructional and competitive soccer program for students in grades 7 - 11. The program engages students in the sport of soccer to promote and develop positive interaction conducive to learning sportsmanship while having fun. April 4, 2020 through June 4, 2020; no cost to the Board.
E. Proposal to Approve the Young Audiences Arts For Learning: Ssuuna, Eda Ne Kakati (From Past to Present) - Mott Elementary School
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools to Approve the Young Audiences Arts For Learning: Ssuuna, Eda Ne Kakati (From Past to Present) - Mott Elementary School. Students grade K-5 will observe and discuss a professional assembly that inspires them to compare cultures and learn the importance of respecting cultural differences. WHEREAS: the District authorized the Affirmative Action Team to conduct the Needs Assessment and develop a
Comprehensive Equity Plan; and
WHEREAS: a three-year Comprehensive Equity Plan has been formulated by a group of stakeholders consisting
of staff members from the district; now therefore
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of
Schools, approves the Three-year Comprehensive Equity Plan for 2019-2022 and authorizes the submission of the
proposed Comprehensive Equity Plan (Attachment) to the County Office upon approval.

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and; WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)
b. A-148 Secretary’s Report – December 2019
WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for December 2019, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. (Attachment 3-B)
c. A-149 Treasurer’s Report – December 2019
WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending December 31, 2019, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)

BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, ratified staff attendance/participation in the following professional conferences, workshops, seminars or trainings with the requirements, that staff turn-key as required by administration those issues addressed at the approved professional development events which have relevance to improving instruction and/or operation of the school district.

Resolution Supporting the Promotion of Safe Routes to School WHEREAS, childhood safety is a priority when traveling to school; and WHEREAS, a collaboration with the City of Trenton Planning, Greater Mercer TMA and Trenton Health Team will conduct anonymous tally for the purpose of planning and implementing interventions aimed at safe routes to school in the community in particular Martin Luther King Elementary; WHEREAS, an evaluation of the impact will include asking students the following questions “How did you arrive at school today?” and “How do you plan to leave for home after school?” Answers will be tallied by show of raised hands and will be counted for each travel mode: walk, bike, school bus, and carpool, take a family vehicle, transit or other. The survey will be conducted mid-March 2020 to June 2020; now therefore, be it RESOLVED: by the Trenton Board of Education approval of the aforementioned sharing of anonymous student survey tallies by members of the District Wellness Committee; during the period of mid-March 2020 to June 2020; and MAY IT FURTHER BE RESOLVED: that there is NO COST TO THE BOARD
