Title: Involvement in teen student-to-student programs
Scope: The existing student-to-student program lacks participation, enthusiasm andinvolvement. This presents a problem specifically during the high PCS season in the summer. This hinders assimilation Army-wide.
Recommendations:
1. Use local advertising channels to recruit sponsors and inform new
teens.
2. Add teen sponsorship registration to in-processing procedure.
3. Improve training of potential sponsors.
4. Create clubs within school and youth facilities to advocate sponsorship.
5. Establish surveys to poll the interests of teens to ensure the best possible match between sponsors and the new arrivals.

Title: Availability of after-school activities for teens
Scope:
There is a limited amount of established teen activities after school. Themajority of activities available draw inadequate participation due toconflicting time frames. As teenagers, this shortage of options leads us to
create our own entertainment, which, at times, leads to destructive
behaviors.
Recommendations:
1. Establish more teen-friendly activities such as teen-only dance clubs and sight seeing trips.
2. Lengthen the hours of teen-friendly facilities, such as the teen center, pool and skate parks.

Title: Housing Standards for Families with Multiple Dependants.
Scope:
Housing regulations are not meeting the needs of Army Families with multiple dependants. Currently families are being issued housing that requires multiple dependants to share a room. The quality of life of everyone with dependants living on the installation is impacted negatively (family dynamics, lack of sleep, education, social interaction, additional unneeded stress).
Recommendations:
Change Army Housing Regulation to accommodate the Family needs. Change Army Housing Regulation so that every child be issued their own bedroom. If needs cannot be met, allow the option of off-post housing.

Title: Non-Active Duty In-Processing Procedure
Scope:
Non-active Duty personnel have an underdeveloped non-standardized in-processing plan when arriving at a duty station Outside the Continental United States. A proper in-processing procedure is essential for the Non-active duty personnel to assimilate to their current post and local national culture. This lack of information creates undue stress.
Recommendations:
1) Create a standardized in-processing procedure for the Non-active duty personnel outside the continental United States. 2) Establish a checklist for Non-Active Duty personnel in-processing. 3) Expand the In-Processing Training Center class you have for the soldiers, for the Non-active duty personnel. 4) This procedure should include familiarizing individuals with the installation and governing laws and regulations, ie. Status of Forces Agreement.

Title: Child, Youth and School Services Fee Schedule for separate domiciles.
Scope:
Families separated due to military obligations are assessed child care fees based on joint residence. Currently there is a limited Army standard regarding dual domiciles when calculating fees for Child, Youth and School Services. Families who maintain two homes are financially overburdened because fees are calculated by total family income regardless of separation.
Recommendations:
1) Establish an accepted Army wide protocol taking into account dual residences when assessing Child, Youth and School Services fees. 2) When dual residences occurs, consider only the income of the parent where the children reside.

Title: R&R (Rest and Recuperation) in lieu of Emergency Leave
Scope: Soldiers who use Emergency Leave (EL) during deployment are onlyauthorized 10 days (chargeable) and are highly unlikely to receive their R&Rupon return. Soldiers should be able to use their R&R in lieu of EL so that(1) they are not charged for those days and (2) they have more days withtheir family (15-18 days depending on length of deployment).
Recommendations:
(1) Allow Emergency Leave to be used in place of R&R for a total of fifteen to eighteen days of non-chargeable leave depending on the length of deployment.

Title: Financial Hardships due to Unauthorized PCS Expenses
Scope: Soldiers and Civilians who PCS do not always utilize all authorizedexpenses but incur some unauthorized expenses (i.e. shipping of a pet) as aresult of the move. This can cause financial hardship by requiring familiesand/or individuals to cover essential PCS expenses out-of-pocket.
Recommendations:
(1)Allow moving expenses to be utilized for anything related to the move up to the total entitlement amount ten days prior to the final out date.
(2) Provide full entitlement to cover all unauthorized moving expenses (i.e. pet shipping, car rental, excess baggage, extended stays in hotel due to unavailability of housing, and/or storage cost)

Title: Equal Housing Allowance Benefits/Payout for CONUS/OCONUS
Scope: If a Civilian employee or Soldier receive BAH or Locality Pay in CONUSthey are able to get their entire entitlement even if they do not spend it all.OCONUS OHA or LQA the individual only receives the amount they areactually spending up to the full entitlement rather than their entitlement.
Recommendations:
(1) Utilize the same system OCONUS and CONUS so that the individual can spend as much or as little as he/she wants of the entitlement and can keep the rest if they choose.

Title: Intra-post Transportation for Dependents
Scope: No adequate system exists to provide intra-post, non-official transportation. This presents a problem for non-driving or low-income families who areunable to obtain transportation to essential services such as; health care,Family and Morale, Welfare & Recreation, and general daily activities. Thelack of transportation limits accessibility to on-post agencies whichNegatively impacts the five pillars of Comprehensive Soldier Fitness(Family, Social, Spiritual, Emotional and Physical).
Recommendations:
1. Establish a free intra-post transportation system to include unofficial business, military dependents and Department of Defense civilians.

Title: Common Access Cards for Military Dependents
Scope:
Mission is hindered by the acquisition process of a Common Access Card(CAC). Delays occur when a newly hired military dependent is restrictedfrom conducting their mission due to the delay of issuing a CAC. Thisresults in poor utilization of human resources and reduced productivity.
Recommendations:
1. Issue inactive Common Access Cards to adult military dependents, replacing the standard identification card.
2. Phase out all current adult military dependent identification cards based on expiration date.
3. Streamline and expedite the CAC activation process.

Title: Home-based Businesses for Military Dependents
Scope:
Inconsistencies exist regarding standardized procedures for establishingAnd maintaining a home-based business. Between each militaryinstallation there is no established position specifically for guiding thisprocedure. This lack of information results in loss of income and possiblepunitive actions for the military family for noncompliance of procedures.
Recommendations:
1. Establish and fund a position that is specifically dedicated to educating home-based entrepreneurs at every installation.

Title: Insufficient access to timely medical care for children
Scope: Dependent children do not have adequate access to certified pediatriciansin a Military treatment facility. Some Army installations have as few as onepediatrician for the entire community. This delay in access to specializedcare negatively impacts severity of illness, emergency rooms, schools andSoldier readiness.
Recommendations:
1. Adjust the access to care standards
2. Increase the number of pediatricians based on the number of children
3. Authorize additional funding

Title : Medical Care options for Service Members
Scope: Many Service members are unaware of their treatment options and theprocess to seek medical attention. The misconceptions of the treatmentprocess often results in delays in care or no treatment at all. This negativelyimpacts the Soldier’s health, morale, retention and mission readiness.
Recommendations:
1. Create and require units to publicly display flow chart of the process to seek medical treatment options.
2. Require installation to brief incoming personnel on the medical treatment options available.
3. Require Commanders to receive annual training on medical treatment options.

Title: Insufficient access to emergency Veterinarian services on post
Scope: There are no Army Installations that provide twenty-four hour access toemergency Veterinary Services. After-hour care is left up to Servicemembers at higher commercial rates. Implementing emergency veterinarianservices reduces unnecessary financial burden.
Recommendations:
1. Establish twenty-four hour or on-call Veterinarian on post.
2. Authorize local Veterinarians to come on post to provide care.
