Historical Background The barangay was named as Nursery because of the project that was established by the Bureau of Agricultural Extension (BAEX) under Republic 680 in 1950. This is a law that obliged the Provincial Government to provide a land as a demo farm for growing fruits, rootcrops, and trees. The lot was bought from Herbert L. Heath and company during the administration of Governor Mateo Pecson. They called this land as Provincial Nursery. During its first operation, it was managed by Ceferino Fernandez the Provincial Agriculturist. When he was transferred to Sorsogon, his position was given to Mr. Romeo Escuadra. During his term, he donated one hectare of the land for the school and also one hectare for the cemetery. In mid 1980’s, the Provincial Nursery was transferred to Matipuron, Milagros and the original Nursery was transformed into a Provincial Subdivision. It was aimed to be sold at a reasonable price so that the people can afford the lot and also to give space or area to some government offices to construct their own permanent office. From then on, the Nursery which was filled with crops, fruit trees and trees was transformed into Barangay Nursery with houses, offices and subdivisions. Aside from the residential lots, private lots were also sold to rich individuals which was later on developed into Subdivisions like Celestina Subdivision, Palmas Verdes Village and Navarro Subdivision. The first barangay captain in 1953 was Magno Nogas. His successor were Ramon Estrella, Jaime Duran, Mila Butalid and Wenceslao Asilum.

Barangay Nursery is bounded by Masbate Pass in the North and East, Barangays Tugbo in the South, and Barangay Centro in the west and Brgy. F. Magallanes in the Southwest part.

Land Use
Barangay Nursery is an urban barangay composed of seven (7) puroks.
Most of its land areas are utilized mainly for government use, it occupies 88.5 % of its total land area. Compared to coastal and rural barangays the land area of barangay Nursery is inadequate for agricultural and pasture land. Areas used for residential purposes are the second largest in terms of its land use. Fishpond and commercial use followed.

Generally the soil types of the
poblacion barangay of Masbate city is classified as Hydrosol (1) and Bolinao Clay (153)
Bolinao clay (153) has a strongly sloping to rolling hilly topography with good surface and fair internal drainage. The solumn of Bolinao clay provides a good foothold for crops. The surface soil, being friable and fine granular clay loam, contains a fair amount of organic matter. It is easily prepared to good tilt under optimum moisture condition. The soil is sufficiently deep for planting any crop.
Hydrosols ate generally characterized by a brackish aqueous horizon or surface water ranging in depth from 5 to 100 centimeters or more depending on the rise and fall of the tide.
Natural Resources Barangay Nursery is strategically located adjacent to Masbate Pass, it is a rich fishing ground for its residents and the nearby poblacion barangay. Mangroves are also present in its coastline. Land Use Potentials The trend for commercialization of Masbate City is slowly gaining its momentum as evidently manifested by growing number of vital establishments such as banks, department stores, fast - food chains and others.
Practically considering the above mentioned factors, the land use potential for barangay Nursery should be gearing towards augmentation of land areas devoted for commercial use, so as to harness the areas potential for commerce and trade.
Residential use is projected to increase because among urban barangays,

Roads
Roads are critical to development since it facilitate the mobility of products and people in the area and specifically promotes economic activity.
In Barangay Nursery, roads are generally concreted and in good
condition. There are also concrete pathways that connect different puroks and interior part of the barangay. However, roads inside the Provincial subdivision are still rough.
Drainage and Sewerage
Drainage and sewerage are practically non-existent. Natural drains from rain and household consumption flow directly to the open canals which is unsanitary. Rainy days can cause waterflow displacement resulting canals to overflow. Other Infrastructures

Water
The population of the Barangay
Nursery is largely dependent on deep well , community water system shared and bottled water in. The waters from deep well areas are, in general, of good quality. Care must be exercised, however, in limestone formations where calcium carbonates are the major content. The aquifers are generally susceptible to pollution caused by the activities of man and animals.
There are 363 or 29% of the total number of household who have no access to safe drinking water. Residents are largely dependent to Masbate Mobo Water District (MMWD) to provide them with water supply. Some residents are dependent water peddlers for their access to safe drinking water.

Transportation
Tricycles are the main mode of transportation of the residents of the barangay to . There are also motorcycles and cars which are privately owned and that also serves the residents to and from their destination.

The barangays’ telecommunication is served by Globe and Smart and PILTEL.There are internet providers in the barangay and some households have internet connection from Smart Bro. The wastes of the barangay are primarily composed of biodegradable, non biodegradable and agricultural wastes. There are no establishments such as factories that could produce hazardous wastes. Biodegradable wastes mainly came from domestic garbage such as food wastes and papers. This is dumped through burning in their backyard pits and composting. Dumping of garbage to the sea is very rampant especially from households situated near the sea.
Non biodegradable wastes such as plast ics, cans and bottles also came
from household consumption. The residents usually reuse the plastics from mineral water and bottles. These are being used as water containers or other useful materials. Cans are used as flower pots or other decorative and functional materials.
Some households still practice burning and recycling. Dumping of garbage to the sea is very rampant especially from households situated near the sea. Waste segregation is minimally practiced by the residents.
Storage and Collection
The garbage from the barangay is
being collected by the garbage collector from the City Environment Office three times a week. Composting and recycling is commonly practiced by the residents. Initiatives are also being taken by the people on how to manage their garbage especially from the households near the sea.

As of 2005, the total population of Barangay Nursery stands at 8,459 with 1,657 total number of households. Female population which is 4,352 dominates the male which is 4,107. The barangay has the highest number of households and population in all the 30 barangays of the city. Purok 3 has the highest number of households, it being the center of the barangay where almost all of the facilities are located. Average annual population growth rate is 0.994% in 2000-2005 (CDS, 2002) and 0.926% in 2010.

The result of CBMS showed the top five area of concern for the Minimum Basic Needs of Barangay Nursery comprising of: 1) 333 or 39.8% of the children aged 13-16 years old are not in high school. 2.) 623 or 37.5% of the households have income below poverty threshold level 3) 385 or 23.7% of the children aged 6-12 years old are not in elementary. 4) 363 or 21.9% of the households have no access to safe water 5) 315 or 19% of the households have no sanitary toilet
The summary of CBMS Indicators in barangay Nursery showed the top
five priority issues that urgently needs to be addressed. It implies that the core problem of urban and rural areas are the same.
In line with the national governments “Millennium Development Goal” and
Programs to intensify access to education, local government’s development projects and programs should be implemented vies – a – vis the national development plan in order to genuinely address the needs of its constituents. The summary of CBMS indicator reflected in the above mentioned table should be the basis in the crafting of this development plan in order to properly identify the basic and priority needs of the people.
1. Proportion of children aged 13-16 years old not in high school.
There were a total of 835 children aged 13-16 years old in the
barangay, 333 or 39.8% % among them are not attending high school. This is composed of 169 male and 164 female. Poverty is the major reason why they are not attending high school. Children choose to help their parents in raising money rather than attending high school in order to satisfy their daily basic needs. In line with the City Governments intensified campaign on Literacy Program, the “Alternative Learning System” of the City Dep Ed has been created. Under this program, the city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city Dep Ed provides the manpower and technical assistance from teachers to conduct literacy class.
Provide livelihood programs so that parents can afford to send their children to school.
Encourage out of school youths to participate in the ALS.

2. Proportion of households with income below poverty threshold
level
Of 1,657 households, 623 or 37.5 % income below poverty threshold level. Most of them are situated in Purok 3 where 44% are living below this poverty threshold. Insufficient livelih ood opportunities and attitude problem limits the residents in improving the quality of their lives. Thus, better economic alternatives are being introduced through the program of cooperative development, livelihood assistance, pre and post harvest facilities distribution and skills training development.

There are 1,657 households in the barangay. Of these households, 363 or 21.9% have no access to safe drinking water. Majority of households are dependent to Masbate Mobo Water District (MMWD) for their water supply, which is considered to be in level III water.

5. Proportion of households who have no sanitary toilet
Out of 1,657 households,315 or 19% have no sanitary toilet. This posts a critical concern in the barangay as this may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.
The Barangay council together with the midwife and health workers must intensify the monitoring of the constru ction of sanitary toilet to the recipients of the materials from the city government.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being implemented to provide quality education, better health care, security, and empowering all sectors of the society. Education The greatest challenge of the Department of Education with the LGU is to provide quality education among children in elementary and secondary levels. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.
Nursery Elementary school is the only elementary school present in the barangay with a teaching force of 25 permanent teachers and 2 Local School Board. In school year 2006-2007, the enrollment totaled to 908 comprising of 450 male and 458 female. Teacher-Pupil Ratio is 1:33 and Cohort-Survival Rate is 51%.
Although there is an elementary school in the barangay, there are children
who are also enrolled in other schools located in nearby barangays like Jose Zurbito Sr. Elementary School situated at Barangay Centro and Sacro Costato at Cagba in barangay Tugbo. There are also children who are not in school, in fact of 1,621 total number of 6-12 years old, 385 are not in school which comprises 23.7% of its total number.
Being an urban barangay, access to secondary school is not a problem of the residents. There are 4 schools located in urban barangays. Three is a private school while Masbate National Comprehensive is the only public school. Where most of them are enrolled. However, accessibility is not a guarantee of a high enrollment rate in the barangay. In fact the result of the CBMS showed that it is the top 1 main concern of the barangay. Out 333 or 39.8% of the children aged 13-16 years old are not in high school.

them from continuing or attending the school that’s why even the cohort survival rate is low.
That’s why, the City Government has intensified its campaign on Literacy

The facilities of the school in terms of its classrooms are basically good with some buildings that needs immediate repair. Laboratory and school clinic which are deemed necessary for the total educational development are lacking. Absence of these facilities are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

Literacy
“The traditional definition of literacy
is considered to be the ability to read and write, or the ability to use language to read, write, listen, and speak. In modern contexts, the word refers to reading and writing at a level adequate for communication, or at a level that lets one understand and communicate ideas in a literate society, so as to take part in that society”(wikipedia).In the CBMS, simple literacy was made to gauge the literacy rate of the barangay.
Literacy Program is spearheaded by the City Government in partnership with the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. Barangay Nursery has a high literacy rate of 97.3% as compared to other barangays. Of its 6,021 population of 10 years old above, 163 of these are not literate or don’t have the ability to read and write. They are composed of 77 male and 86 female. To address this concern, Literacy Program is conducted in all barangays which is spearheaded by the City Government in partnership with the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city Dep Ed provides the manpower and technical assistance from teachers to conduct literacy class.

Health Barangay Nursery has one (1) concrete Barangay Health Station located at the first floor of the Barangay Hall in Purok 3. It is manned by one (1) midwife and ___ (__) barangay health workers assigned to monitor and conduct health services. Barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health station/center is equipped with medicines, table and weighing scale.
With the existing facilities, some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being brought to any government or private hospitals where there are adequate facilities and equipment. One of the problems encountered by the barangay is the insufficiency of medical supplies and other basic health equipment and facilities such as examination table, sphygmanometer, etc.

Malnutrition rate in Barangay Nursery is 4.7%. Of 1,501 population of 0-5 years old, 72 are considered malnourished. Though the barangay is not included in the top 3 malnutrition incidence in the city, feeding program is conducted by the barangay nutrition council to promote health and nutrition of the children. It is usually conducted through mothers class and feeding spearheaded by the midwife and barangay council.

Health is likewise concerned with the use of contraceptive among couples The barangay has approximately 1,655 couples. Of the said number only 283 couples are practicing family planning methods. Among the enumerated methods below majority or 145 of the couples are using pills.
The need of advocacy for responsible parenthood, proper care for children, etc are necessary to help parents realize their important roles to their families.

Sanitary Toilet Facilities
Out of 1,657 households , 315 or 19% of the households have no sanitary toilet facilities. Most of the households in Purok 5 have no access to this facility. This posts a critical concern in the barangay as this may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.

Social Welfare
Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children’s welfare, three (3) day care centers present in the barangay with two (3) day care workers. At present, there are __ day care enrolles in the three centers. For adults, there are three community
organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders.
There are 97 identified physically challenged individuals in Barangay Nursery. There are 23 identified types of disabilities present in the barangay.

Housing Based on Community Based Monitoring System, the actual count of household that belongs to squatter areas for this barangay is only 3.5% or only fifty nine (59) of the total 1,657 households. It shows that most of the residents owned their lot and others are tenants to families who owned the lot and have permission to construct houses.

Protective Services A Barangay Police Outpost is located within the center of the barangay. There are ___ barangay police personnel (tanods) who are assigned to maintain the peace and order situation in the area. Five (5) Barangay Unified Force (BUF) are also deployed for additional security against petty crimes especially at night. These police personnel are equipped with paraphernalia like nightstick and flashlights to effectively implement the peace and order within the barangay. Barangay Nursery has an organized barangay justice system represented by their corresponding Lupon. The table below also showed that most victims of the crime are male and located in Purok 4. Petty crimes such as physical injury are the usual crimes committed in the area.The presence of barangay justice system shows that crimes committed by certain individuals the can be easily settled within barangay level. This is mirrored in 0.31% crime rate of the barangay.

Sports and Recreation
One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will veer them away from vices.
The most common form of sports and
recreation is basketball. Thus, there are two basketball courts in the barangay, one in Purok 1 where the barangay site. Plaza and basketball court is also present in Purok 1. It is not only used by teenagers but also other ages that are inclined to this sports. Barangay Plaza is also being used for significant events of the barangay like fiesta activities and sportsfest.

Religion and Culture
The people of barangay Nursery are predominantly catholic. The barangay has 4 fiesta. Sitio San Roque in Purok ____ celebrate their fiesta every ___ th day of ____.Purok 7 celebrates their fiesta every _____. In Sitio Manggahan located in Purok 5, they celebrate their purok fiesta on the __th day of ____. However, the most awaited is the fiesta of Barangay Nursery as a whole. It is commemorated
every June 24 to 26 in honor of Sacred Heart of Jesus.It is celebrated with a festivity that includes a week long celebration through different activities such as sports competition, coronation nights for beauty queen and barayle or dance ball which is popular among the residents as well as the nearby barangays. A cockfight is commonly practiced and being joined by other barangays which makes the fiesta more enjoyable.

Fishery
As an urban barangay, Nursery has no area l for agricultural use unlike upland and coastal barangays. However, because of its proximity in Masbate Pass, few still practice fishing. At present, there are 37 households who are engaged in fishing as their major source of income. Of the 37 fishermen, 33 of them have a boat used for fishing and 25 of this are motorized. Masbate Pass is no doubt a rich fishing ground of barangay Nursery as well as other nearby barangays such as Tugbo and as far as Mobo. The presence of the Marine Sanctuary in Brgy. Tugbo which faces barangay Nursery, allows marine resources to increase and grow. Thus, increase in fish catch is continuously experienced by the fishermen.
Fish species includes _____,_______,______The fishermen usually peddles their fishcatch in the barangay alone. The city government has provided materials and equipment such as fishing net and banca for fishing. Some residents are also engaged in fishpond as laborers. are considered to be dynamic in barangay Nursery. The presence of flea market, hotels, resorts and restaurants are major contributory factors of the barangays active economy. Vegetables, fruits, meat products and fish are the available products sold in the flea market. Class A hotels like MG and Rendezvous are located here.
There are 43 small business establishments within the barangay usually
small variety stores mostly located at Purok 3.There are 319 households who have members engaged in wholesale and retail. There are also 25 households who are engaged in manufacturing.

Tourism
The barangay’s tourism potential as compared to other urban barangays is much attainable. Its geographical location serves as a great advantage in promoting the tourism industry and a promising factor in improving the economic sector of the city. Aside from hotels and resorts located here, the barangay serves as the nearest entry point in going to Buntod Reef Marine Sanctuary and
experience the paradise it offers 10 minutes away. Rendezvous and Westwind resorts are the two favorite recreational destinations by the locals as
well as the visitors because anyone can enjoy the white sand beach without going to other far resorts.
Employment
Majority of the residents or 319 of the total households have members
engaged in wholesale and retail business or considered as self employed usually venturing in a small scale business entrepreneurship. There are 40 household with members who are working as laborers doing skilled masonry workers and other physical jobs. Others are government and private firm employees. Out of 2,645 total labor force of the barangay, 263 or 9.9% comprises the number of unemployed.
