Commission Delegated Regulation (EU) No 1396/2014of 20 October 2014
establishing a discard plan in the Baltic Sea
Multiannual Plan for Baltic Sea
Main objectives
1. Contributing to the objectives of the CFP, and in particular:
Achieving and maintaining MSY for cod, herring and sprat stocks, Ensuring conservation of the stocks of plaice, brill, flounder and turbot
2. Contributing to the implementation of Landing Obligation for cod, herring,sprat and plaice
Tools
For each stock concerned:
setting the target fishing mortality
setting the minimum spawning biomass levels

Multiannual Plan for Baltic Sea
Multiannual Plan for Baltic fish stocks - SUMMARY
June 2015 - Failure of the Trilogue negotiations !!!
Landing Obligation vs legal and structural environment
ProblemsLO implemented in the Baltic from 1.01.2015
No Multiannual Plan
no flexibility
no tools forsmooth adaptation
Contradictory measures(Reg. 2187/2005)until June 2015
i.a.- discards of fish under MCRS,- catch composition limits
Landing Obligation vs legal and structural environment
„Omnibus” Regulation(2015/812 of 20 May 2015)
Eliminates direct conflictsbetween LO and Technical &
Conservation Measures
Does not eliminate anumber of redundant
provisions
Problems
Landing Obligation vs legal and structural environment
Problems
Missing infrastructureand logistics
in ports / vessels
sorting on board (not always possible)
who is in charge of landed „discards”?
whose cost?
what about small quantities (few boxes)?

Supporting Activities
EFCA - European Fisheries Control AgencySeries of activities to promote :
compliance with implementation of landing obligation,
a level playing field between MS,
efficiency and the proportionality of control measures, basedon regional risk assessment.
Acting in close cooperation with MS, BALTFISH and the Industry

Project to improve the accurate recording of discards (March 2014)
Campaign for raising awarness on the obligation to record discards (June2014)
Meeting beetween EFCA / BALTFISH / INDUSTRY on Implementation of theLanding Obligation (Copenhagen, 2 June 2015),
Seminar fo Monitoring the Landing Obligation (Roskilde, 24-25 June 2015)
MS / EFCA cooperation - program : “Last haul inspection”
an uniform report form,
used by control authorities in the Baltic Sea region,
launched late 2014,
reports sent to EFCA
purpose - to get detailed information on the catch composition inthe last haul of randomly selected fishing vessels during at seainspection

Technical Measures
Regulation (EC) 2187/2005 on technical measures in the Baltic
With Landing Obligation in placeRedundant and inappropriate
A set of complex and very detailed measures, including:
Detailed specification of fishing gear construction
Required catch composition (in %) in relation to mesh sizes,target species and fishing areas
Technical Measures
With Landing Obligation in force:
Need for thorough revision of Reg. 2187/2005 on technical measures
Redundant and inappropriate measures shall be deleted, in particular: restrictions in fishing gear design and construction, provisions on catch composition;
Technical & Conservation Measures – decided at the regional level;
More freedom to fisherman in construction of fishing gears;
Full documentation of catch required;
