councilors and officers of MC and representatives of resident welfare associations
and residents of area were present.
The 24x7 water supply scheme having an estimated cost of 219 lacs has an
underground storage reservoir of one lac gallon capacity. The water is pumped
from this UGSR to OHSR (two lac gallon capacity) through four pumping sets.
Then water is supplied through the OHSR by gravity to the area by regulating the
pressure as per requirement through sluice valve.
The 24x7 water supply scheme will help in providing best quality water by
reducing the risk of contaminations by eliminating the need to store water and also
leads to saving of water with reduce wastages and provide better services by
providing high pressure and that too at lower cost then the intermittent water
supply scheme in the long run.
After success of the scheme in Vikas Nagar area, the Municipal Corporation
would implement 24x7 water supply in whole of the city in phased manner.
The Municipal Corporation Chandigarh has started 24x7 water supply in Vikas
Nagar, Mauli Jagran as a pilot project. The area of Vikas Nagar uses ground water
from four deep bore tubewells to meet with its water demand. Due to construction
of multi storey houses in place of single storey houses, the infrastructure that was
built to cater to the needs of single storey houses is now catering to at least three
times the population as a result of which the water supply pipe lines were not able
to fulfill the needs of the people.
The water supplied to the people was at low pressure and thus water could not
reach the upper levels, leading to installation of water boosters directly on the
supply lines. Thus, in order to provide water at required pressure and to improve
upon the quality of water, the area of Vikas Nagar was selected as a pilot project
for 24x7 water supply.
Vikas Nagar having approximate population of 27 thousand and the total daily
water requirement for the colony comes out to be 8 lac gallons (taking
consumption of 135 litters per capita per day as per norms). The present
availability of water from the four tubewells is approximate 8 lac gallons. Thus the
water requirement of the area for present population to be supplied with 24x7
water supply is sufficient.
MC handed over cheques to kin of firemen who
sacrificed their lives during fire fighting incidents

account of compensation to the
families of three firemen, who
had sacrificed their lives during
the fire fighting operations in
Chandigarh.
Sh. Vijay Kumar Dev, IAS, Adviser to the Administrator, UT, Chandigarh,
Mrs. Poonam Sharma, Mayor, Mrs. Bhawna Garg, IAS, Commissioner and Sh.
M.P. Kohli, Chairman, Fire & Emergency Services Committee, MC handed over
the Cheque of Rs. 20 lakhs to Smt. Gurmeet Kaur, mother of late Sh. Amandeep
Singh, fireman and cheque of Rs. 6,99,837/- has been given to Smt. Savita Rani,
wife of late Sh. Ravinder Kumar Sharma, leading hand fireman.
They both were on the posted strength of Fire and Emergency service of
Municipal Corporation, Chandigarh and 3 BRD Air Force, respectively. Both the
firemen sacrificed their lives while dousing the fire at National Institute of
Electronics and Information Technology (NIELIT) in Sector 17, Chandigarh on 8th
June, 2014.
Besides payment of compensation of Rs. 3 lakhs already paid, a cheque of
Rs. 17 lakhs has been given to Smt. Manjit Kaur, wife of late Sh. Amarjit Singh
Mavi, who lost his life while fighting fire valiantly which had broke out in Sector
22 house, Chandigarh on 14th
October, 2008. His bravery saved many precious
lives and property.
According to the approved Insurance policy premium will be paid by the
Municipal department insurance cover in case of death is Rs. 20 lakhs, disability
from 75 per cent to 100 percent is Rs. 10 lakhs, 50 percent to 75 percent is Rs. 7.5
lakh, 20 percent to 50 percent is Rs. 5 lakhs.
MC launched monthly e-Newsletter
The Municipal Corporation Chandigarh formally launched the monthly
e-Newsletter of MCC on 10th
of July.
This e-Newsletter will be a medium of
interaction between the general public and
Municipal Corporation. This will give all
details regarding the ongoing works of MC
besides highlighting the activities of MC.
Further any suggestions and views are also invited from the general public
for any kind of upgradation of this e-Newsletter.

Mango Mela in
Chandigarh
The Municipal Corporation Chandigarh has organized first two-day Mango
Mela, at Fragrance Garden, Sector 36, on July 18. Mrs. Kirron Kher, Member
Parliament, Chandigarh has inaugurated the Mela.

The 1st
Mango Mela had got 202 entries from mango growers and the new
attractions introduced for the edition have been well received by visitors. Total 32
varieties were on display during the Mela.
During the event, colourful performances were also organised by school
students followed by melodious orchestra performances. The mango display area
was packed the whole day with hundreds of visitors catching a glimpse of various
varieties of mango and enjoying the taste free of cost. All the varieties of mango
displayed in the Mela were chemical free.

Green Park inaugurated in sector 29-B

developed park in sector 29-B on 18th
July, 2015 in presence of dignitaries of
Chandigarh, Sh. Satish Kainth, area councilor, other councilors, officers of MC
and representatives of resident welfare associations and residents of area.

of the Green park having
total area 2.23 acre. He said
that children play
equipment, 1.7 kilometer walking track, benches, huts, plantation of ornamental
trees, grassing and boundary etc. will be provided in the Green belt at a cost of Rs.
24.20 lacs. Different flower beds have been developed in this park having Zinia,
Ficaus and Chandni flowers etc.
Earlier, the chief guest and others planted saplings of various flowering and
medicinal plants in the park.
MC constitutes flood control team
The Municipal Corporation has set up the Flood Control Centre in
Municipal Corporation, Building, Sector 17, Chandigarh with Telephone No.
5009333 in view of the coming monsoon season. The control centre will operate
round the clock in three shifts upto 30.9.2015. Following teams are constituted to
attend the water logging problem in any part of the city as under:-

any blockage removed at any point of the road due to depression including road

Roads Committee meeting
A meeting of Roads Committee, Municipal Corporation Chandigarh was
held on 1st
July in the committee room of MC under the Chairpersonship of Dr.
Shagufta Parveen and attended by other members of the committee including Sh.
Mukesh Bassi, Smt. Sh. M.P. Kohli, Smt. Rajbala Malik, Sh. Rajesh Gupta, special
invitee councillors Sh. Surinder Bahga, Sh. Satinder Singh and concerned officers
of Municipal Corporation.
The committee members have discussed the policy at large regarding paving
the areas and accorded approval to pave areas wherever required in the city.
During the meeting the members discussed about four types of pavement patterns.
After detailed discussion and deliberation it was unanimously decided &
recommended that providing of paved pathway along road berms of V-4, V-5 & V-
6 roads, in commercial areas, around parks, in front of religious
places/schools/bhawans etc. is necessarily required for pedestrian movement and to
take care of parking of vehicles in congested areas, for which paver blocks or PCC
tiles may be used to get with the adjoining areas as per earlier practice. Other
materials like pervious concrete/stamped concrete etc. may also be used on
experimental basis.
Sanitation Committee meeting
A meeting of Sanitation committee of Municipal Corporation was held on
15th
July under the Chairmanship of Sh. Darshan Kumar Garg and attended by Sh.
Satish Kainth, Sh. H.C. Kalyan, Smt. Sheela Devi, Sh. Babu Lal, Dr. Amrit
Tewari, Sh. Davesh Moudgil, Sh. Rajiv Gupta, Joint Commissioner, Dr. P.S.
Bhatti, Medical Officer of Health and concerned senior officers of Municipal
Corporation.
During the meeting the councilors discussed and recommended following
agenda items:
1 The Committee members decided that concrete base will be
constructed around the Garbage bins provided in various locations in
City.
2 The committee members were of the view that proper air-conditioning
of Slaughter house be done as early as possible.
3 The issue regarding provision of Sehaj Safai Kendras in various
sectors including sector 47, 48 discussed at large and it was resolved
that suggestions from all councilors will be invited for the provision
of SSKs in their respective areas.
4 During the meeting the issue regarding horticulture waste from the
green belts and road sides has been discussed and the committee
members resolved to put an agenda in the General House meeting in
this regard.
5 The committee members also approved the agenda item regarding
hiring of tractor trolleys for the sanitation wing.
Water Supply & Sewerage Disposal
Committee meeting
A meeting of Water Supply & Sewerage Disposal Committee, Municipal
Corporation Chandigarh was held in the Water Works, Sector 39, on 14th
July under the
Chairmanship of Maj. (Retd.) D.S. Sandhu and attended by other members of the
committee including Sh. Darshan Kumar Garg, Sh. Pardeep Chhabra, Sh. Surinder
Bahga, Sh. Satinder Singh, Prof. Aruna Goel, Sh. Mukesh Anand, Chief Engineer and
concerned officers of Municipal Corporation.
A presentation on Water supply system in Chandigarh was given by Chief
Engineer during the meeting. It was observed that monitoring system of water supply
distribution will be strengthened. The committee members were also apprised about the
water distribution system in grid system but all the grids are interlinked causing low
pressure in 3rd
floor of houses, which are in maximum distance from the water works. It
was also observed that the pipeline of water supply in the whole city is very old and is
leakage prone.
The committee members were of the view that total maping of water supply
system will be done and GIS system is essentially required to get all the data on one
platform. The committee members were also apprised about introduction of Automatic
Meter Reading (AMR) system replacing faulty meters and volumetric tariff policy,
consumer meter policy and water management, creation of pilot district metered area etc.
During the presentation, Hydraulic Modeling was discussed having features
including compiling of consumer data for calculating present and future demand, ground
verification of data and pipeline interconnections, updating of water supply network map
on GIS, rehabilitation and installation of water supply pipes and valves etc.

Women Empowerment Committee meeting

Deputy Mayor, Smt. Rajbala Malik, Smt. Asha Kumari Jaiswal, Smt. Sheela Devi,
Smt. Rajinder Kaur Rattu and concerned officers of MC.
The committee has decided to organize post Independence Teej Mela in
Fragrance Garden, Sector 36, Chandigarh in the month of August. The members
were of the view that handicraft; eating and other stalls will be showcased by the
women entrepreneurs during the mela.
The motive behind organizing the mela will be to involve women from all
walks of the life such as literature, visual art, performing art etc. During the mela
competitions of folk items will be organized and teams from various colleges from
trycity will be invited. The committee also decided to invite folk singers from
trycity and they will be honoured.
The committee members also decided to organize a health and hygiene
awareness camp at Mauli Jagran in the first week of August.
Environment & City beautification
committee meeting held
A meeting of Environment & City beautification Committee of Municipal
Corporation was held on 7th
July under the Chairpersonship of Smt. Rajbala Malik,
and attended by other members of the committee namely Sh. Arun Sood, Smt.
Sheela Devi, Sh. M.P. Kohli, Smt. Heera Negi, Smt. Jannat Jahan, Sh. Sat Parkash
Aggarwal and concerned officers of Municipal Corporation.
The committee passed various agenda items of development and policy. The
following agenda have been discussed and approved during the meeting:
The committee has decided to celebrate Mango Mela at fragrance garden,
sector 36 during the second week of July. The members also accorded approval of
Rs. 5 lakhs to organize the Mela first time in Chandigarh.
The committee members asked the concerned officers to maintain the parks
in colonies and villages at par with the sectors.
The committee also discussed and recommended that the fruit trees like
mango, jamun and Bale etc. infront of the houses of city residents should not be
auctioned to the contractors.
The committee also accorded approval to following agenda items:
1. Providing and fixing of fiber glass dustbin in various parks/green belts of
sector 37, 38 and 38 west at an estimated cost of Rs. 2.58 laks.
2. Providing and fixing of multiplay system and PCC benches in various
parks of sector 42 at an estimated cost of Rs. 11.87 lacs.
3. Providing of children play equipments and PCC benches in various parks
of sector 41 at an estimated cost of Rs. 11.73 lacs.
4. Construction of toewall for providing and fixing of MS flat iron railing in
various parks of sector 44-C at an estimated cost of Rs. 5.14 lacs.
5. Providing and fixing multiplay equipments and PCC benches in various
parks of Dhanas at an estimated cost of Rs. 4.73 lacs.
6. Providing and fixing of MS flat iron railing 4’-0”high in open space near
house no. 716 sector 33-A at an estimated cost of Rs. 3.88 lacs.
7. Providing and fixing of multiplay system in various parks in sector 20 at
an estimated cost of Rs. 11.33 lacs.
8. Providing and fixing of MS flat iron railing on toewall in various parks in
Attawa in sector 42 at an estimated cost of Rs. 8.83 lacs.
MC Teams inspect pet shops
A team of the Municipal Corporation Chandigarh conducted a surprise
checks at various pet shops in the city and found unregistered dogs on 14th
July.
A joint team constituted by MC Joint Commissioner Rajiv Gupta, under the
Supervision of Dr. M.S. Kamboj, Dr. Rajinder Singh Bajwa and Harpreet Singh
inspected eight pet shops falling within the MC limits and found unregistered pet
dogs at two shops in sectors 7 and 20.
During the checking, a total of 10 challans were issued for possessing
unregistered pet dogs under the Chandigarh Registeration of Pet Dogs bylaws
2010.
Meanwhile, MC Commissioner Mrs. Bhawna Garg, IAS stated that strict
action would be taken against the owners of pet dogs who violated the bylaws
under Clause 14 of the Chandigarh Registration of pet Dogs bylaws 2010.
The owners of dogs who had not yet registered them, should get them
registered from the Registering Authority, office of the Medical Officer of Health,
Municipal Corporation Chandigarh, within 15 days, failing which strict action
would be initiated.

Existing Clause:-
The corporation shall ordinarily purchase and
replace the water meters of ½” or 15 mm size
itself provided that the meter has not been
damaged or rendered defective by the
consumer intentionally. In case, the meter has
been damaged or rendered defective by the
consumer intentionally, the same shall be
replaced by the Corporation at the cost of the
consumer. However subject to the provision of
Bye-Law 5(v) in general, the meters of the
higher sizes shall be purchased and replaced at
the cost of consumer.
The Estate Officer, U.T. and Estate Officer,
Municipal Corporation, Chandigarh Housing
Board will have to obtain No Due Certificate
from the Municipal Corporation in respect of
water charges and sewerage cess before
granting NOC for sale of property. Transfer
ownership fee of Rs. 500/- per connection will
be charged by the Municipal Corporation to
change the name of the consumer.
The release of water connection will be made
within the Red Line of villages with the
following documents:-
1. Verification by Patwari and Tehsildar
or NOC issued by Municipal
Corporation.
2. Proof of ownership.
3. Building Plan dully approved by the
competent authority, if newly
constructed.
4. Sanction of sewerage connection (in
case of regular water connection).
5. The Area Councillor will certify the
ownership of the houses situated inside
the Lal Dora, extended abadi & baray.
Whereas, in case of houses situated
outside of Lal Dora the ownership will

Independent Water Connection can however,
be allowed by the Commissioner, for each
floor of the house or premises provided that
independent plumbing system stands laid for
each floor.

The owner can apply for separate water meter
connection floor wise, if he has separate electricity
meter installed in the house or premises for each
floor and also independent plumbing system stands
laid for the same.
7 45 New insertion in main clause 45 45 (iv) Shallow tubewells for vehicle service
stations:-
All vehicle service Stations are required to install
shallow tubewells in their premises at their own cost.
However, necessary permission will be sought from
the M.C. Chandigarh within three months and
tubewells will be installed within next six months
