Crude oil futures were higher during U.S. morning hours on Thursday, after data showing that U.S. jobless claims fell unexpectedly last week added to signs of a strengthening economic recovery. On the New York Mercantile Exchange, light sweet crude futures for delivery in April traded at USD92.72 a barrel during U.S. morning trade, up 0.2% on the day. New York-traded oil prices rose by as much as 0.5% earlier in the day to hit a session high of USD93.02 a barrel. Nymex oil prices rose to USD93.43 a barrel on Tuesday, the strongest level since February 25. The U.S. Department of Labor said the number of individuals filing for initial jobless benefits in the week ending March 10 fell by 10,000 to a seasonally adjusted 332,000, compared to expectations for an increase of 8,000 to 350,000. Separate reports showed that producer price inflation in the U.S. rose in line with expectations in February, while core prices inched up slightly. The Bureau of Labor Statistics said that producer prices rose by a seasonally adjusted 0.7% in February, in line with expectations, after rising 0.2% in January. The core producer price index eased up 0.2% in February, in line with expectations after rising 0.2% in January. The unexpectedly strong data, together with recent upbeat data on non farm payrolls and retail sales fuelled optimism over the strength of the U.S. economic recovery. The U.S. is the world’s biggest oil-consuming country, responsible for almost 22% of global oil demand. Meanwhile, in Europe, European Union leaders were set to begin a two-day economic summit in Brussels later in the day. Oil’s gains were limited as concerns over the global economic outlook remained after Chinese data released over the weekend showed consumer inflation accelerated sharply in February, while industrial production slowed to the lowest level since October 2009. China is the world's second largest oil consumer after the U.S. and has been the engine of strengthening demand. Elsewhere, on the ICE Futures Exchange, Brent oil futures for May delivery rose 0.6% to trade at USD108.88 a barrel, with the spread between the Brent and crude contracts standing at USD16.16 a barrel. The gap between the two contracts narrowed to a seven-week low earlier after U.S. government data showed supplies at Cushing, Oklahoma, the delivery point for Nymex futures, fell the most since May 2011 last week Globally Base Oil prices for Paraffinic & Naphthenic grades is trying to restore it’s lost ground from the current level with sufficient inventories level on fold. Most of the USA refiners have announced their Group I base oil numbers marginally upwards by 10 – 30 cents per gallon during the current month. Group I Base Oils like SN-150/500/600 inventories are at sufficient level. Lighter grades Group II Base Oil N -70/85/110 prices are also holding the ground which can rise marginally in few days. Group III Base Oil numbers have maintained their level and may be hiked in the range of 5 - 10 cents per gallon. USA FOB Naphthenic Base Oil prices for heavy grades like Pale 750/2000 are hovering in the price range of USD 980 -990/975 -985 PMT respectively. Demand for lighter grades Naphthenic base oil N -60 is steady amidst demand from transformer oils manufacturers. Group II Base Oils lighter grades of approximately 7500 MT is also offered by US refiners at a competitive prices and have been loaded for Asian region. US FOB exports prices for Group I Base Oil are quoted for the grades SN -70 (910 - 915), SN -150 (USD 905 - 910), SN -500 (USD 920 - 925), Bright Stock (USD 1015 - 1020) PMT respectively. Group II Base Oil Prices for N -70 (USD 910 - 920), N-110 (USD 935 - 940), N-220 (USD 980 - 990), N-600 (USD 1005 - 1020) PMT respectively. Domestic US prices are marginally ticked upwards and are offered for Group I for SN-70/150/500/Bright Stock in the range of USD 1060 - 1070/1065 - 1075/1065 - 1080/1130 - 1140 per MT. Group II prices have also been marked up marginally and are quoted around USD 1050 - 1060/1060 - 1070/1090 - 1100/1140 - 1150 PMT for N -70/100/220/600. Group III Base Oil prices in the domestic market have inched up and at present are quoted for 4 Cst (USD 1575 – 1585 ), 6 Cst (USD 1640 – 1650 ) 8Cst (USD 1650 – 1670 ) PMT respectively. Another parcel of 2500 MT higher viscosity Naphthenic grades are getting ready to be shipped shortly.

Base Oil domestic prices in European region have started inching up in tandem with the global markets. Prices have braced upwards marginally, though inventories is not a major concern. Demand for grades like heavy neutrals SN - 500 and Bright Stock is received by the refiners and exporters from the end users but at an affordable rate. Prices in the Domestic market at the current level is oscillating in the range of for Group I SN -150 (USD 985 - 1005), SN –500(995 - 1020), Bright Stock (USD 1060 - 1070). Demand for Group II and II plus remains status quo but prices are slowly hardening up. Lighter grades like N -70/150 are being offered in the price range of USD 1030 – 1045, while higher viscosity grades like N -500/600 are quoted around USD 1075 – 1085 PMT in the domestic market. FOB Europe Exports prices are oscillating for Group I SN -150 (USD 960 - 970), SN -500 (970 - 980), Bright Stock (USD 1045 -1055) PMT respectively. Some small parcels of Group I Heavy neutrals are ready for exports to Middle East & Asian region. Approximately, 3500 MT of Bright Stock parcels are also offered to Egyptian buyers and also in the Asian region.

China’s demand for base oil remains steady and domestic refiners’ prices at the current level are competitive. Domestic Lubricants blenders are sourcing their requirements from the refiners rather than importing Reportedly, China CFR prices remains stable for SN 150- N 150 (USD 1040 - 1050) SN -500 - N 500 (USD 1045 - 1060 ),Bright Stock (USD 1080 - 1090 ) PMT respectively. Prices may show resistance at the current level. Some small cargoes of 3000 MT of Group I SN -150/500 of Russian origin are being shipped shortly as prices being competitive to China. Russian base oil availability is in abundant. But it seems that trend is reversing and prices may firm up from this level. Prices offered in Western Europe have started improving in tandem with the global markets. At the current level prices in the region are quoted for SN -150 (USD 955 -975), SN -500 (USD 975 - 990) PMT. While, FOB Russia base oil export prices for SN-150 (USD 920 - 930), SN – 500 (930 – 950) PMT respectively. Base oil prices in Nigeria are oscillating in a narrow band at the current level. On the pricing part at the domestic level prices has moved up marginally and CFR prices at the current level are quoted for grades SN -150 (1060 - 1070), SN -500 (USD 1070 – 1080), Bright Stock (USD 1115 – 1135) per MT. Some medium
sized cargoes are expected shortly of SN -150/500 of approximately 4500 MT from Baltic region. Some small Bright Stock cargoes are expected at Nigeria in the price range of USD 1110 – 1115 PMT. THE nation’s lubricant sub-sector is at the brink of collapse, according to the Lubricant Producers Association of Nigeria (LUPAN), which raised alarm over high tariff on imported raw materials and influx of sub-standard lubricant into the country. The association, some of which members have closed shops or operating at less than installed capacity, said the industry may soon go under; a development, which may cost the nation over N500 billion investments. The Guardian learnt that some of the members had already concluded plans to relocate their factories to neighboring countries to protect their investments. Already, many of the members had halted production due to their inability to compete with imported sub-standard lubricant, which comes cheaper. The association therefore, called on the Federal Government to urgently take steps to protect Nigeria’s lubricant manufacturing industry and safeguard millions of jobs across the country. In an exclusive interview with The Guardian recently, LUPAN Executive Secretary, Emeka Obidike, said that the association was appealing to the Federal Government to as a matter of urgency review downwards to five per cent the import duty tariff on Base Oil, which he said remained a major raw material that is used in the production of lubricant. He lamented the indiscriminate importation of lubricant oil resulting in cheap, poor quality and substandard products, as well as the unwholesome activities of producers of fake and adulterated lubricants in Nigerian market. Obidike said that most lubricants imported into the country do not comply with the local and international regulatory standards, adding that some of them actually import substandard lubricants and sell them at cheaper price than genuine products. He called on the government to impose higher tariff regime for imported lubricants in order to protect local producers as well as remain competitive in the market. “The lubricant sector is doing very well. Our challenges are influx of sub-standard lubricant in the market. Over the years, we have tried to draw government attention to it. The second problem is the issue of high tariff. Government should be able to step up and tackle it. The imported lubricant are enjoying the same 10 per cent duty tariff with our major raw materials, which constitute about 90 per cent of our raw materials in lubricant production. “By the time the imported product arrived at 10 per cent and we are also paying the same 10 per cent on raw materials, we will not be able to compete with the imported lubricant. “We want government to increase tariff on imported finished lubricant to encourage local production of the product. We also want government to reduce import tariff on base oil and other additives use in the production of engine oil in the country. “There is no country that can progress with importation. Lubricant producers employed thousands of Nigerians and if care is not taken, they people may be force out of their jobs. “Already, many of our members have started closing down, while some others are relocating to neighbouring countries to sect up factories. “Another serious issue is the adulteration of members’ products. We want stricter sanction and punishment for adulterator of lubricant. It is very dangerous to use adulterated lubricant because it could result to serious accident. “We want government to look into the issue of raw materials. We want government to rescue this industry with intervention fund as it has been done to the manufacturing and aviation sector. This is necessary because the refineries that are supposed to be supplying raw materials to the lubricant sector are not working optimally. The Kaduna refinery, which is supposed to be a major supplier of the raw materials, is not functioning”. Obidike also stressed the need for the Federal Government to make at least N50 billion available to lubricant manufacturers to save the sub-sector from total collapse. “We want government to give us at least N50 billion as palliative measure to rescue the industry. Nigerian banks are not ready to give you long-term loan. They are interested in trading, in which they will be to recoup their funds in six month”. Speaking on the Standards Organization of Nigeria (SON)’s plan for the lubricant sector, its Director-General, Dr. Joseph Odumodu, had said that the influx of substandard and adulterated finished lubricants into Nigeria has reached an alarming proportion, whilst stressing that the organization would partner the association to combat the menace of substandard lubricants in the Nigerian market. Odumodu said: “In fact, we see this as an indictment that we have not been doing our jobs thoroughly as expected, especially to this sector of our economy. SON will henceforth focus on this sector and we will partner other government agencies as well as LUPAN to make sure that sanity is brought to this industry.” Base Oil Prices in Singapore’s domestic market is also following a global trend and treads cautiously as buyers are expecting that the prices may witness an upward tick shortly. In the domestic market prices for Group I at the current level are hovering in the region of SN -150 (USD 1005 - 1020), SN -500 (USD 1020 - 1040), Bright Stock (USD 1085 - 1095) PMT. Prices for low VI grades are offered at marginally lower prices by USD 10 – 15 per MT. Group II Base oil prices for J-150 (USD 1030 - 1035), J-500 (1065 - 1075) PMT respectively. FOB Singapore Export prices for Group I SN -150 (USD 970 - 975), SN -500 (USD 985 - 995), Bright Stock (USD 1070 - 1080) PMT respectively. Group II Export prices for J -150 (USD 1025 - 1035), J-500 (USD 1040 - 1050) PMT respectively. Approximately another 25500 MT scheduled to be shipped by March 31, 2013.
During the month January 2013, Singapore imported 28924 MT of Base Oil. Compared to last month i.e. December 2012, import of the country has gone up by 57% in the month of January 2013. Singapore import has decreased by 53% in January 2013 as compared to same period last year i.e. January 2012. In January 2013, Singapore imported 28924 MT of Base Oil. The country imported 11065 MT (38%) from Korea, 9980 MT (35%) from Qatar, 5958 MT (21%) from Japan, 742 MT (3%) from Thailand, 437 MT (2%) from Malaysia, 320 MT (1%) from UAE, 301 MT (1%) from Sweden and 121 MT from Others countries. During the month of January 2013, Singapore exported 154518 MT of Base Oil. Compared to last month i.e. December 2012, export of the country has decreased by 20% in the month of January 2013. Singapore export has gone down by 34% in January 2013, as compared to same period last year i.e. January 2012. In January 2013, Singapore exported 154518 MT of Base Oil. The country exported 42930 MT (28%) to China, 34874 MT (23%) to Indonesia, 24562 MT (16%) to Australia, 15807 MT (10%) to Malaysia, 9490 MT (6%) to India, 8554 MT (6%) to Vietnam, 6922 MT (4%) to Thailand, 4101 MT (3%) to Philippines, 1972 MT (1%) to Other Countries, 1901 MT (1%) to Japan, 1494 MT (1%) to Sri Lanka, 1099 MT (1%) to Pakistan and 812 MT (1%) to Myanmar.

Singapore Base Oil Export - Country, MT & % - January 2013
Korean Base stock Prices at present is priced competitively with the global base oil prices. Exports of base oil are catered to by GS - Caltex, S-OIL and SK Energy and are regularly shipped to China, India and Middle East. Due to huge inventories, prices have retraced substantially. But it seems that trend is shifting and prices may be quoted marginally upward shortly. At the current level prices have been marked upwards. FOB export prices are fluctuating in the range of for N -60/70 (USD 955 - 965), N -150 (USD 995 - 1005), N- 500 (USD 1040 – 1050) PMT. A huge quantity of lighter grades will be shipped to India for the manufacture of transformer oils, Liquid Paraffin, Petrolatum, etc. While high viscosity grades, have been shipped to the Middle East and China. Approximately 37000 MT. of base oils are ready to be shipped by March 31, 2013.

Iranian base oil prices at present showing a realistic value rather than speculative as due to payment problems to facilitate a trade in USD, buyers are not keen to go ahead with the deal. Prices for exports of Neutrals SN -150/500 were drastically reduced by the refiners. But now the price seems to be moving upward. FOB Iran exports prices have inched up marginally and at present it is quoted for SN -150 (USD 915 – 920), SN -500/650 (USD 920 - 925) Rubber Process Oil (USD 655 - 665) PMT respectively. Iranian origin cargoes are now routed through UAE for facilitation of the trade and to receive payment in local currency. Approximately 10000 MT of Base Oil is scheduled to be loaded for India in this month.

The Indian base oil market remains steady with inventories at optimum levels with surplus of imported grades. During the month of February 2013, Approximately 1, 193907 MT of base oils of all the grades have been procured at Indian Ports. Major imports are from Korea, Singapore, USA, UAE, Iran, Taiwan, France, UK, Netherlands, Japan, Italy, Belgium, etc. Indian State Oil PSU IOC have marked up their base oil prices for Group I & II approximately by Rs 0.75/0.75/0.75/0.75 per liter on their basic price for their grades SN 70 – H-70/SN 150 –H-150/SN 500 –H-500/Bright Stock effective March 1 2013. BPCL prices for N-65/500 have been marked up by Rs. 2.50/0.25 per liter on their basic prices, while N – 150 is down by Rs. 0.35 per liter. HPCL also increased their numbers by Rs. 0.75 per liter for all their grades. Prices for the second half of this month remains unchanged. Hefty Discounts are offered by refiners which are in the range of Rs. 12.00 - 15 per liter for buyers who commit to lift above 1500 MT. Group I Base Oil prices for neutrals SN -150/500 (Russian and Iranian origin) are offered in the domestic market at Rs. 51-25 – 51.70/51.80 – 51.90 per liter, excise duty and VAT as applicable Ex Silvassa in bulk for one tanker load. At current level availability is not a concern.

The Indian domestic market, Korean origin Group II plus N-60–70/150/500 prices marked up marginally. As per conversation with domestic importers and traders prices have inched up for all the above grades and at the current level are quoted in the range of Rs. 49.50 – 49.75/51.70 – 51.90/52.70- 52.80 per liter in bulk respectively with an additional 14 percent excise duty and VAT as applicable, no Sales tax/Vat if products are offered Ex-Silvassa a tax free zone. The above mentioned prices are offered by a manufacturer who also offers the grades in the domestic market, while another importer trader is offering the grades cheaper by Rs. 0.25 – 0.35 per liter on basic prices. Light Liquid Paraffin (IP) is priced at Rs. 49.80 - 50.15 per liter in bulk and Heavy Liquid paraffin (IP) is Rs. 58.75 – 58.95 per liter in bulk respectively plus taxes extra.

Indian state Oil PSU Chennai Petroleum Corporation Ltd has stopped the supply of aromatic extract (RPO) till further notice as some of the plants are undergoing for modifications. In the domestic market prices for imported grades are moving in a range of Rs. 9175 - 9270 packed in barrels of 205 Kg, plus VAT as applicable. Imports have also been dwindled. Bharat Petroleum Corporation Ltd (BPCL) has launched a specially formulated lubricant - Universal Tractor Transmission Oil - in the Punjab and Haryana market, one of the most promising markets for tractor manufacturers. Further, the company is planning to roll out the product across India in the next six months. Currently, of the total tractor in India, 20 per cent are using wet brake technology. Further, this is likely to contribute 40 per cent of the total sales in the next three years. Considering the evolution in technology, we have launched MAK Trac Magic +, which is a 3-in-1 universal tractor transmission oil that has been specially designed to meet the challenging lubrication requirements of transmission, differential and final drive gears, hydraulic and wet brake systems and it ensures peak performance of a tractor under all operating conditions. Providing one solution to multiple applications in tractors is the USP of the new product." It is worth mentioning that the tractor market in India has been rapidly growing over the last 3 years, with an estimated
sale of over 6 lakh tractors in 2012. Reports indicate that there is an estimated no of 4 million tractors in India with a CAGR of 10 per cent. This offers a huge potential for lubricant sales. The major markets are the states of Punjab, Haryana and Uttar Pradesh, followed by Karnataka, Maharashtra, Tamil Nadu and Gujarat. He further added that the new oil, will be positioned in the appropriate agricultural segment and will be promoted aggressively though mechanics and retailers. Punjab and Haryana being among the major markets, product has been initially launched here, and will be subsequently launched in other markets across India. The product will be available at all BPCL retail outlets and our distribution network in the Bazaar Channel. He said that the new product has been introduced based on feedback received from an internal market survey which indicated that a requirement for such type of a universal tractor transmission oil existed. Subsequently extensive field trials for two years were carried out in 10 farm tractors of different makes, fitted with wet-brake (OIB) system. Trials were carried out in Ambala and Hyderabad. At the end of the field trials, physico-chemical properties and wear metals were well within rejection limits which indicated better over-all performance of the new product in field condition. The poor industrial growth this year has also had a cascading effect on India’s lubricants industry. With the industrial output in the country down over last year, lubricants, too, saw a de-growth of almost 2% in the current fiscal. Though the lubricant manufacturers have managed to retain their net profits by raising the price of lubricants (by Rs 10 per liter), the volume of sales have remained slow throughout the year. The sales volumes have been slow not just because of a fall in demand, but also because of more efficient lubricants now being launched in the market. But the rising prices of lubricants has meant that the industrial consumers of lubricants now have to shell out a much higher amount to purchase these oils, thus hitting their profit margins. On the other hand, the high cost of lubricants supplied by the organized sector to the industry has also led to many consumers shifting loyalties and buying lubricants from the unorganized sector. P.C. Srivastava, head of lubricants business of state-owned Bharat Petroleum Corp Ltd, said one of the main reasons for the de-growth in the lubricant business this year was the massive de-growth in the steel industry, which consumes industrial lubricants in a major way. “Growth in the lubricants industry is expected to be just 4% this year as against 6% last year,,” he said. Srivastava, said the company was now focusing on increasing the sales in the automotive lubricant segment, so as to keep up with the sales volumes. Currently, the Indian lubricants market is estimated at nearly Rs 25,000 core, over Rs 2,000 crore of which is for high quality synthetic and semi synthetic products. Of this, BPCL’s sales from its lubricants business are around Rs 3,000 crore. Srivastava said though last year BPCL has so far netted a profit of Rs 300 crore from its lubricants business, the profit is likely to be marginally lower this fiscal because of sluggish demand. Approximately 6609 MT of Light & Heavy White Oil has been exported in the month of January 2013 from JNPT, Arakkonam, Raxaul LCS, Tondiarpet, Ahmadabad and Chennai port. Compared to last month i.e. December 2012, exports of the country have gone up by 1% in the month of January 2013. It has been exported to Argentina, Algeria, Australia, Bangladesh, Brazil, Bulgaria, Cambodia, Colombia, Djibouti, China, Ecuador, Egypt, Germany, Indonesia, Japan, Israel, Morocco, Malaysia, Lebanon, Jordan, Kenya, Pakistan, Nigeria, Philippines, Poland, Russia, South Africa, Thailand, Saudi, Togo, Tunisia, Srilanka, Taiwan, Tanzania, USA, Turkey, Uruguay, Vietnam, UAE, Ukraine and Zaire. Approximately 883 MT of Transformer Oil has been exported in the month of January 2013 from JNPT and Chennai port. It has been exported to Brazil, Bangladesh, Indonesia, Malaysia, Syria, Saudi, Oman, UAE and Thailand.
