• No change in CNES organization.
• Resource allocation between CCSDS and ECSS : CNES contributed to the discussions initiated between agencies and ECSS. Proposal formulated and to be presented to ECSS Executive and CMC…
• Some internal actions conducted to clarify applicability of Norms (CCSDS, ECSS, ISO) to CNES projects.
• France position on a Space TC in ISO (under BNAE responsibility) was made and is:
– No for a Space TC separated from TC-20– Yes for an optimization of SC13-SC14 organization within TC-20 .

• Potential involved– CNES manpower involved in the last 6 months was
around 3.5 EFT men effort
– Present participation covers all areas except Spacecraft On Board Interfaces Services (SOIS)
– This should be maintained for the next coming months• Likely with same distribution (question on SEA IA and SIS) • depending on operating plan presented by CESG and AD’s

Spacecraft
– All CNES satellites under development are CCSDS compliant (at least partially)
– Just launched : Parasol and Essaim (Myriades, Dec 05)
– Summary of future satellites• Proteus family : Calipso (2005), Corot, Smos, Jason-2• Myriades family : Microscope, Picard• Dual satellites : Pleïades
– New project : ArgoµSat (Myriades phase A)

Operations• Remote Management System (qualification tests in progress)
Ground Stations• Project on a global harmonization of CNES ground segments, from
multi-mission thru product lines for a progressive implementation in the longer term (2007–2010).
• Implementation of RF&M, OPM, Packet TM/TC, etc… in progress• SLE gateway on Provider side for SLE transfer services with CNES
multi-mission facilities (end 2004).• SLE transfer services on the User side for Pleiades project
(development initiated : end 2005).• SLE transfer services at ground stations level under study for a
later phase (2006).• SLE Service Mngt anticipated as an external interface.

• What is the status of Procedures Manual and Operating Plan ? Which approved versions apply ?• Up-to-date versions are required before any change in
organization or working method.
• Agency reviews– Some agency reviews in Q1-2005 relate to F03 & S04
meetings; Reasons for such delays must be clarified– Poll Alerts messages should refer to CMC resolution number.– Could CESG verify beforehand if documents are ready for
Agency Review ?– Could we have a resolution that some Reviews are by-
passed when only minor changes are involved (editorial)?

• What is the rule for new / revised charters ?• Changes in the Operating Plan only or other methods ?• SANA BOF in Operating plan <-> CSS Generic Services via poll
<-> NAV via poll (not announced in Toulouse F04 meeting)• Which processes for resource allocation in each case ?• How comments received during reviews are to be passed to
CESG and WG’s should be addressed in the procedures.
• Shall we change the order of the meetings from WG->CESG->CMC to CESG->CMC->WG?• How long will polls take if CESG resolutions and actions are
submitted when CMC meeting is over ?• How to improve the CMC efficiency in between the meetings?

• SEA/IA position• CNES supports the IOAG idea that priority should be given to
Service Architecture• CNES considers that the Work Packages of the Information
Architecture WG could be distributed:– WP1 (language/model from Information point of view): to SEA/SA– WP2 (generic management and access to information): to MOIMS
in order to avoid discrepancies with OAIS– WP3 (best current practice): very low priority
• MOIMS/NAV • A 2-year extension of the NAV WG appears in the New
Charter• This is related to a request from ISO/SC-14 to analyze the
exchanges of vectors and errors for collision avoidance• Shouldn’t this be discussed first at CESG and CMC levels ?

• SLS/RFM• CNES asks that agencies determine if they agree to
support the SFCG Draft recommendation 14-3R6 • If all agencies say « Yes », then the extension of
the WG has a meaning and CNES will change his vote.
• SLS / RFM and Coding• Those WG should have joint meetings and
discussions • The bandwidth / power / enveloppe efficiency
cannot be treated independently.

• CSS/Generic Services • The WG takes into account Unframed TLM but not the CMD
counterpart.• The WG considers exchanges of TRK data while IOAG has
indicated a low priority requirement on this activity.• The CMC should discuss those aspects of the WG Charter.
• XML• CNES identifies a need for an harmonized approach across
the WG’s (MOIMS-NAV, CSS-SM, etc…)
• SIS• Only very long term objectives in the Strategic Plan and no
short term action in the Operating plan.
