ADVERTISEMENT FOR SPECIAL RECRUITMENT DRIVE FOR THE POST OF TEMPORARY CONSTABLE
(EXECUTIVE) MALE/FEMALE IN DELHI POLICE – 2015
Applications are invited from eligible male/female candidates who are Indian Nationals and who are
domiciled in the state of Manipur, for the post of Constable (Executive) in Delhi Police in the pay scale of PB-1 Rs.
5200-20200/- + Grade Pay Rs. 2000/- and other allowances as admissible. Recruitment will be conducted at Imphal
only and will include a Physical Endurance & Measurement Test (PE&MT) followed by a Written Test for those who
qualify in the PE&MT.

03% vacancies are reserved for Ex-Servicemen in each category as per rules. 05% vacancies are
reserved for sportspersons of distinction who have represented a state at the national level or the country
at the international level in sports during the preceding three years from the date of advertisement of
vacancies.
There is no vacancy for SC category in Constable (Exe)- Male. However, Male applicants
belonging to SC category can apply but they will be considered under ‘General’ category
provided they fulfill the eligibility criteria of ‘General’ category.

(Age, Educational Qualification and Physical standard)
NOTE :
i) Age for the post of Constable (Exe.) Male is from 18 to 21 years as on 01.07.2015 i.e. those
born not earlier than 02.07.1994 and not later than 01.07.1997 will be eligible. Upper age limit
is relaxable for OBC/ST etc. as per rules.
ii) Candidates seeking reservation benefits for OBC/ST must ensure that they are entitled to such
reservation as per eligibility prescribed in the advertisement. They should also be in possession
of the certificates in the government prescribed format in support of their claim at the time of
submitting application form. No other certificate will be accepted as sufficient proof.

iii) The sportsmen of distinction means those who have represented a State at the national level
and the country at the international level in sports during preceding three years from the date of
advertisement of vacancies. The Sports Certificate should have been issued in the proforma
attached at Annexure - B & C having photograph of the candidate duly attested by the
Secretary of the issuing State/National Sports Federation. The issuing federation/Association
conducting State/National championship should be affiliated with State/Indian Olympic
Association. The relaxation for the post of Constable (Exe.)Male is admissible to the sportsmen
who participated in Athletics, Swimming, Shooting, Boxing, Cycling, Wrestling,
Gymnastics, Judo, Weightlifting, Karate, Equestrian, Archery, Table Tennis, Tennis,
Badminton, Triathlon, Volleyball, Kho-Kho, Basketball, Football, Kabaddi (circle/beach),
Hockey and Cricket.
iv) Age concession to Ex-Servicemen will be allowed in accordance with the orders issued by the
Government of India from time to time. They will be permitted to deduct the period served in the
armed forces from their actual age. The resultant age, so derived, should not exceed the
prescribed age limit by more than three years.
v) For all candidates minimum chest expansion has to be 4 cm, failing which he will be
disqualified.
vi) All candidates must submit a Domicile Certificate in the proforma as prescribed in
Annexure - D from the competent authorities of the District where they ordinarily reside.
Application Form without Domicile Certificate will be rejected.
vii) Those candidates who are declared not qualified in Physical Standards, i.e. height and chest,
may prefer an appeal, if they so desire, to the appellate authority present on the PE&MT ground
on the same day. The decision of the appellate authority will be final and no further appeal or
representation in this regard will be entertained.

IV. The PE & MT will be qualifying in nature. Candidates who do not meet the minimum
qualifying standard in any of the above events/parameters will be treated as
disqualified for the Written Test.
A-3) BONUS MARKS FOR THE POST OF CONSTABLE (EXE.) MALE
(a) A candidate whose height is 178 Cms or more will be given 1(one) bonus mark.
(b) Candidates possessing NCC 'C' certificate will be given 1(one) bonus mark (Not meant for Ex-
servicemen).
A-4) DEFINITION OF EX-SERVICEMEN MEANT FOR THE POST OF CONSTABLES (EXE) MALE
The definition of Ex-servicemen as defined in Govt. of India. Ministry of Personnel,
Public Grievances & Pensions, Department of Personnel & Training, New Delhi’s O.M. No.
36034/5/85-Estt.(SCT) dated 14-4-1987 is given as under:
“An ex-serviceman” means a person, who has served in any rank whether as a
Combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and
who retired from such service after earning his/her pension; or
(i) whose discharge book has the endorsement of Ex-servicemen; or
(ii) who has been released from such service on medical grounds attributable to military
service or circumstances beyond his control and awarded medical or other disability
pension; or
(iii) who has been released, otherwise than on his own request, from such service as a
result of reduction in establishment; or
(iv) who has been released from such service after completing the specific period of
engagements, otherwise than at his own request or by way of dismissal or discharge on
account of misconduct or inefficiency, and has been given a gratuity; and includes
personnel of the Territorial Army of the following categories, namely:-
a) Pension holders for continuous embodied service
b) Persons with disability attributable to military service; and
c) Gallantry award winners.”
The Territorial Army personnel will however be treated as ex-servicemen w.e.f. 15-11-86.
“Ex-Servicemen who are paid from the Central revenues may be re-enlisted as Constable
at the discretion of the appointing authority if their discharge certificates shows previous service
as good or of higher classification/grading, provided that :
i) They present themselves within two years of their previous discharge.
ii) They conform to the educational standards laid down for recruits from open market, and
such endurance/efficiency as prescribed by the Commissioner of Police, from time to
time by issuing necessary Standing Orders.
iii) They are medically fit for police service according to standards prescribed for recruits,
and
iv) Age concession shall be allowed to them in accordance with the orders/instructions on
the subject issued by the Central Government from time to time.”
Ex-Servicemen who have already secured employment under Central Government in Group
‘C’ & ‘D’ posts on regular basis after availing of the benefits of reservation given to ex-
Servicemen for their re-employment are NOT eligible for fee concession or for claiming
benefits of reservation under Ex-Servicemen category. However, they are eligible for the age
relaxation only.
The period of “Call up Service” of an Ex-Serviceman in the Armed Forces shall also be treated
as service rendered in the Armed Forces for purpose of age relaxation.
For any serviceman of the three Armed Forces of the Union to be treated as Ex-Serviceman for
the purpose of securing the benefits of reservation, he must have already acquired, at the
relevant time of submitting his application for the Post/Service, the status of ex-serviceman and
/or is in a position to establish his acquired entitlement by documentary evidence from the
competent authority that he would complete specified term of engagement from the Armed
Forces within the stipulated period of one year from the closing date of the application form.
EXPLANATION
The persons serving in the Armed Forces of the Union, who on retirement from service, would
come under the category of “ex-serviceman” may be permitted to apply for re-employment one
year before the completion of the specified terms of engagement and avail themselves of all
concessions available to Ex-Servicemen but shall not be permitted to leave the uniform until
they complete the specified term of engagement in the Armed Forces of Union.
Note-1 : Break between Army service and re-employment should not exceed 2 years.
Note-2 : All such candidates who are serving in the Armed Forces and intend to apply under Ex-
Servicemen category will be required to submit NOC from the department which shall clearly
mention their date of discharge from the Armed Forces. NOC having no mention the date of
discharge from the Armed forces will not be entertained and their Application forms will be
rejected without assigning any further reasons.

4. WRITTEN TEST FOR THE POST OF CONSTABLE(EXE) MALE/FEMALE
All candidates, who qualify the Physical Endurance & Measurement Tests, shall be put through
a written test of one and a half hour (11/2) duration which will carry 100 marks. The question paper will
have 100 questions and will be of objective type and will include questions on Reasoning [35 Marks],
General Knowledge/ Current Affairs [50 Marks] and Numerical Ability [15 Marks]. The question paper
will be bilingual (English and Hindi).
5. MEDICAL STANDARD FOR CONSTABLE(EXE.) MALE/FEMALE
i) The minimum distant vision should be 6/12 of two eyes (without glasses) and shall be free from
colour blindness.
ii) Candidates who have undergone Lasik surgery for improvement of their vision (Eye Sight) will
be eligible if their vision (Eye Sight) is found normal after the conduct of the following Tests at
the Govt. Hospital:-
1. Contrast sensitivity.
2. Dim light vision(Mesopic vision)
3. Glare acuity
(iii) The candidate must not have knock knees, flat foot, varicose vein, loss or deformity of fingers &
chest and joints, Halux valgus, halux rigidus, squint in eyes, bow legs and other deformity
including loss of any part of body.
(iv) The candidates should be of sound state of health, free from defect, deformity or disease likely
to interfere with the efficient performance of the duties. No relaxation is allowed to any category
of candidates on this count.
6. CHECKING OF ORIGINAL DOCUMENTS/CERTIFICATES FOR ELIGIBILITY CRITERIA
i) All the candidates are required to bring their original documents/certificates at the time of PE &
MT, pertaining to domicile, age, education, caste, NOC/discharge certificate (in case of Ex-
Serviceman), NCC (if any) and sports certificate for the candidates seeking sports quota
benefits alongwith self attested photocopies of all the documents/certificates. The candidates
already in Govt. service will also submit NOC at the time of PE&MT.
ii) The Original certificate would also be checked at the time of bio-metrics of all the candidates
declared successful in PE&MT and before the issuance of Admission Card for written test. The
candidates will also be required to submit self attested photo copies of all the
documents/certificates.
7. AVAILABILITY OF APPLICATION FORMS

8. MODE OF FILLING UP OF APPLICATION FORMS
i) Application Form as per format given in the Advertisement will only be accepted. Annexure A
and D are to be mandatorily filled and submitted by all candidates. Filled up Forms are to be
deposited in proper envelope at the concerned employment Exchange or at the office of the
concerned Superintendent of Police or SDPO, Jiribam, in case of Jiribam, during working hours
on working days till the last date of submission.
ii) Candidate to write on the top of the envelope for the posts namely:
“Application for the Post of Constable (Exe.)-Male/Female in Delhi Police”
“Category: Gen./ST/OBC/Sportsperson/Ex-Servicemen”
iii) Recent colored passport size (35 mm x 45mm) photographs, in red background, with name
plate of the applicant in capital letters with date should be written on the body of the photograph
much below the face, should be firmly affixed at the appropriate places in the Application Form
and Annexure-A. The photograph must have been taken on or after 01.01.2015 in red
background. Three (3) identical passport size (35 mm x 45mm) photographs should also be
separately enclosed with the Application Form.
iv) A Demand/Bank Draft/Banker's cheque of Rs. 300/- shall be attached as fee in favor of
DCP/Recruitment Cell, New Police Lines, Delhi (payable at Delhi) which should be valid for
6 months. The candidate must also write his name, date of birth and address at the back of
Demand/Bank Draft/Banker’s cheque drawn in favor of DCP/Recruitment Cell, NPL, Delhi,
otherwise application form are liable to be rejected. There is NO application fee for female
applicants. Application fee for Male ST applicants and Ex-Servicemen applicants is also
exempted, however they will have to attach photocopy of caste certificate or discharge
certificate/NOC (in case of Ex-servicemen candidates) along with the application form, duly
attested by a serving Gazetted Officer.
v) Before filling up the Application Form, the candidates are advised to carefully go through the
instructions given in the advertisement/website.
vi) Under the Recruitment Scheme, no documents, except those desired, are required to be
enclosed along with the filled up application form and the information given by the applicant will
be presumed to be correct.
vii) The candidates, seeking benefits on sports basis must note that the Sports certificate should be
of preceding three years and the issuing sports federation conducting the National/International
Championship should be affiliated with State/Indian Olympic Association. The candidates will
be required to produce original copy of Sports Certificate at the time of PE&MT and will also
attach self attested photocopy of the same with Application Form. Candidates must note that
Sports Certificate must be as per proforma at Annexure - B & C.
viii) The candidates, seeking bonus mark for having NCC ‘C’ certificate need to attach self attested
photocopy of the NCC ‘C’ Certificate with the Application Form.

10. INFORMATION CENTRE
An Information Centre has been set up at the address given below to answers the queries of the
applicants regarding filling up of the application form. It shall function on working days during working

11. GENERAL INSTRUCTIONS
i) Application forms will be rejected if they are:
a) Incomplete
b) Without Annexure A & D.
c) Without Fee of Rs. 300/- Demand/Bank Draft /banker's cheque (except in case of
women and male ST and Ex. Servicemen candidates)
d) Received in duplicate.
e) Without self attested copy of certificates of categories for which the candidate is
seeking benefit.
f) Without latest photographs.
g) Application form is not signed by the candidate.
(ii) Candidates already employed with Govt. can apply after intimating their Head of
Office/Department and need not send another copy through proper channel. An undertaking to
this effect should be enclosed with the application form. They will have to provide N.O.C. from
their department at the time of checking of documents.
(iii) If in-eligibility of a candidate is detected at any stage, his candidature will be cancelled without
any prior notice.
(iv) The candidate must be sure of his height, chest (for male) and educational qualification, which
should conform to the minimum standards laid down.
(v) Any change in the schedule already announced would be displayed on the Notice Board of the
offices of the Superintendent of Police of the concerned District and office of SDPO Jiribam in
respect of Jiribam Sub-Division and announced through print/electronic media and other
suitable means of communication.
(vi) Candidate should mention his Roll No. on the application while making any future
correspondence with the DCP/Recruitment Cell. It should be addressed to: “DCP/Recruitment

(vii) Candidates shall bring their original documents/certificates alongwith their self attested copies
at the time of PE&MT/Bio-metrics. Candidates are advised to keep with themselves photocopies
of application form, admit card and admission card (at the time of written examination) for ready
reference.
(viii) Medium of instruction in Police Training School is Hindi.
(ix) All the candidates will be sent Admit Card for PE & MT by post. Besides, a duplicate copy
of the Admit Card will also be made available for District-wise distribution (including for
Jiribam Sub-Division) at the office of the concerned District Superintendent of Police
(and SDPO Jiribam office) from 23/11/2015 to 30/11/2015 for Imphal East (excluding
Jiribam sub-division), Imphal West, Bishnupur and Thoubal District) and from 27/11/2015
to 30/11/2015 for Chandel, Churachandpur, Tamenglong, Senapati and Ukrul District and
Jiribam Sub-Division). Admission Card for the written test will be issued to the
successful candidates immediately after the Physical Endurance and Measurement Test
at the ground itself.
(NOTE : Applicants must also enclose a self addressed envelope (in English only) along
with the filled up application form).
(x) No TA /DA will be paid for appearing in PE&MT/Written Test.
