    Dear Manufacturers,

    We would like to inform you that the UCI will more rigorously enforce Article 1.3.033concerning apparel during the next Olympic Games in London. The current article stipulates:

    It is forbidden to wear non-essential items of clothing or items designed to influencethe performances of a rider such as reducing air resistance or modifying the body ofthe rider (compression, stretching, support).

    Items of clothing or equipment may be considered essential where weatherconditions make them appropriate for the safety or the health of the rider. In this case,the nature and texture of the clothing or equipment must be clearly and solely justifiedby the need to protect the rider from bad weather conditions. Discretion in this respect

    is left to the race commissaires.

    Equipment (helmets, shoes, jerseys, shorts, etc.) worn by the rider may not beadapted to serve any other purpose apart from that of clothing or safety by theaddition or incorporation of mechanical or electronic systems which are not approvedas technical innovations under article 1.3.004.

    The UCI and the UCI Equipment Commission have clarified Article 1.3.033 as follows:

    Apparel (jerseys, shorts, suits, etc.):- The apparel can not be adapted to serve any other purpose apart from that ofclothing and all non-essential add-on items or devices are forbidden.

    - Only plain textile material can be used for the apparel, with textile defined as amaterial made up of yarns and fibres which has an open mesh fabric structure. Nomesh-closing surface treatments or coatings are permitted, except for logos andlabels.

    - It is not permitted to use clothing or skinsuits to which non-essential parts have beenadded in order to improve the aerodynamic properties, such as, for example, wingsunder the arms or an extension between the helmet and jersey. The clothing has tofollow the curve of the body in all cases.

    Helmets:- Adding a removable cover is not allowed, as mentioned in Article 1.3.033. There isno regulation about the surface condition, or composition of the material used for thehelmet, but it is not possible to add anything to it. Article 1.3.031 says: Each ridershall be responsible for using only a helmet that has not been altered or had anyelement added or removed in terms of design or form.

    - It is forbidden to incorporate mechanical or electronic systems inside the apparel orhelmet.

    Shoes:- All shoes that are given an aerodynamic shape by means of a non-essential additionor adaptation, whether to the heel or front of the shoe will be prohibited.

    Controls will be reinforced in every discipline and systematic checks will be conducted beforethe start of all races.

    We would also like to remind you to consider the IOCs Guidelines Regarding AuthorizedIdentifications for the next Olympic Games in London. This document is available from theIOC and UCI websites.

    We strongly recommend that any manufacturer who has a doubt about the interpretation ofthe regulations submit their apparel for approval before the Olympic Games to avoid any riskof disqualification or start refusal.
