A. INTRODUCTIONThis technical specification is intended to cover in sufficient detail therequirements for the construction and supply of an Oil Pollution Treatment
& Work , Steel Hull working barge for the Israeli ElectricCorporation(hereinafter "IEC" or the "Owner").
Participating parties/shipyards/suppliers are invited to offer a proven designof such a barge and to provide a full and complete specification to IEC, inorder to be qualified for the Tender. All details of this specification should be regarded as basic and obligatingguidelines for the full and complete technical specification of a provendesign barge – offered by the participants in this bid.All illustraions and drawings are for reference purposes only.The printed final specification will form an integral part of the
building/purchase contract signed by the owner and builder/supplier.
IEC has the right at all times to supervise the building/outfitting/preparationof the barge to be supplied, by his representatives (or others nominated byhim).
GENERAL DESCRIPTION1. The barge is intended for service as a costal work/diving and anti -
pollution platform for IEC's Marine Department on the east coast of theMediterranean Sea.
2. The barge will be towed by a small tug/working boat.3. The main tasks are:
a. Carrying anti-pollution equipment , deployment & retrieving thatequipment.
b. Divers platform for underwater maintenance and repairs. c. Maintenance of mooring equipment such as, chains, anchors &
hoses. d. Maintenance of mooring bouys, (lifting and pulling bouys) in water and on
board the barge.
e.Receipt of 100 cubic meters of oily water into holding tanks on board thebarge .
4. Main dimentions:Length - over all (LOA): ABT 20-24 meter.Length water line (lwl):ABT 16-19 meter.Beam (BOA) : ABT 8.5 meterDraft max (full loaded) :ABT 1.8- 2 meterFree board: ABT 1.5- 1.1 meter.Oily water tanks : ABT 4X25 cubic meters (no less than a total of 100cubic meters)

5. Stabilitya.The barge will be stable and safe under all normal operatingconditions and will comply with class & IMOT Regulations for stabilityand safety for "crane working platforms" .b.Stability calculations booklet including:Hydrostatic-calculations,damage stability calculations, transverse and longitudinal stability, G-Zcurves and/or any other stability related requirements by IMOT, shall beprepared for IMOT approval.c. GM height will be sufficient at "light ship" condition.
d. the calculations will take into account the use of a marine crane withS.W.L of 10 tons at 10 meters boom over board.e. under maintaining towing course : special care will be made toimprove maintaining course under towage by adding fixed rudders/skegs.
6. Ambient ConditionsBarge and equipment must be capable of operation at ambienttemperatures of up to 45ºC, relative humidity of 100%, sea watertemperature up to 32ºC, sea water specific gravity 1.025 grm/cu.cm.Sea worthiness –barge should be capable of safe operation up to waveheight of 6 ft. and wind of 25 knots.
7. REGULATIONSThe barge will be built in accordance with the latest regulations andrequirements in force at the time of signing the contract and as issuedby IMOT.Stability will be reported by the builder/supplier as soon as possible.Inclining test shall be carried out by the builder/supplier in the presenceof the Owner’s representative. Israeli builder will obtain the required building license from the Israel
Ministry of Transportation. Non-Israeli builders will obtain their owncountry's valid license, subject to the approval of IMOT .Design, materials and workmanship of the entire barge (hull, machinery,fittings, etc.) to be in accordance with the Rules and Regulations of aclassification society.

8. CLASSIFICATIONThe Barge shall comply with a classification society's Rules andRegulations, or its equivalent where applicable. The barge shall alsocomply with the Israeli MOT (Ministry Of Transportation) regulations.
The barge should be able to obtain Class:
Specified Coastal Waters or Route Service LMC (without cross)
Service along a coast or between two or more ports, the geographicallimits of which will be indicated in the Register Book, and for a distanceout to sea generally not exceeding 7 nautical miles.
The classification society will be chosen by IEC, and a supervisioncontract will be signed between IEC and the classification society.
9. APPROVALThe Owner or its representatives shall approve all main barge drawings,in order to confirm conformity to the specification and contract. All main purchased equipment, including machinery, shall be subject toIEC approval prior to purchase. Any substitution or change to equivalent equipment – must get IECconfirmation and approval. As required, data and drawings shall be delivered for approval andconfirmation to the Israeli Ministry of Transport (IMOT), MarineEngineering department, to the attention of:

10.DOCUMENTSFollowing documents are required to be delivered to IEC with the bargedelivery:a) Builder’s certificate to meet Lloyd’s Register of Shipping Rules andRegulations
b) Class Specified Coastal Waters or Route Service LMCc) Stability booklet and General Arrangement drawing (approved byIMOT).
d) Safety plan drawing (Laminated).e) Electrical, electronic and hydraulic Drawingsf) Cooling Water system drawingg) Detailed Weight bookh) Inventory list including all shipyard orders and supplier's detailsi) "As made" Drawings, Diagrams, Manufactures equipment manuals, j) Operation and Maintenance manuals, list of agents for the equipment,k) Spare parts manuals (according to the contract requirement).
All documents and drawings to be provided in four (4) duplicates. And two (2) magnetic media (C.D.) or equal – for I.S.L. drawings.

11. WARRANTYSee contract for Terms and Conditions.
ALL Warranty times are from the delivery date to the owner.10.1 Steel work, hull, deck, 24 (twenty four) month builder's warranty at
the Owner's premises10.2 Dry docking : a 24 month warranty dry -docking and repairs at
Owner's premises will be provided by the builder at his cost10.3 Machinery : (main engines, generator, pumps, crane, winch,
etc.…) - 24 months.10.4 Electric main switchboard – 24 months.10.5 Electronic equipment- 24 months.The builder will have the capability to repair and maintain the barge atits regular location in Israel, and will supply all the necessary spareparts and/or tooling required during the warranty period.See also contract for Terms and Conditions.
12.DELIVERYThe barge will be delivered no later than 12 month from signingorder/Contract, to the Owner in Israel to "Eshkol" Power Station in Ashdod. The Bidder or his representative has to arrange all the permitsand tests required by the Israel M.O.T.
13. WORKMANSHIP AND QUALITY OF MATERIALS The workmanship of the hull and fittings throughout shall be of goodmarine practice. Care shall be taken to ensure fair lines, smoothsurfaces and neat welding. All materials and equipment installed ordelivered with the barge shall be new and of good marine quality.Hull steel plates to be approved by IEC representative according toclass standard.
14. Hull Construction.Hull material to be of steel plates, frame and girders, certified by class.Water tight bulkheads, to divide the hull into water tight compartmentsto allow for damaged stability condition. All scantlings and structural dimensions are IEC recommendation andshould comply with class Rules and Regulations.
15. Main Scantlings Side shell no less than _8_mm.Splash zone (50cm above water line and 50 cm under water line) will bereinforced no less than 12 mm steel plate.Bottom plates no less than _10__mm.Deck plating no less than _12__mm.Bulkhead plates no less than _8__mm.Stern plates no less than _8__mm.Bow plates no less then _8__ mm All frames and bulkheads (longtudinals & transverse) to be constructed
according to the class regulation of cargo tanks to pervent "free surfaceeffect " and maintain structural strength.

Vertical corners to be round and reinforced by half bar /pipe to allowgood seamanship.Horizintal corner on deck where anchors winches and towing bitts arelocated will be round for reducing ropes chafing
16. Tank Configuration All tanks to be provided with bolted manhole covers, to ensure easyaccess and inspection.Drain plugs (docking plugs), filling, discharge, vent and sounding pipesto be provided for all tanks and installed in compliance with LRSregulations.Gauge glass, calibrated by liters, to be provided for all fuel tanks.Remote Shut off valve manualy operating from deck to be provided forfuel tanks.Steel ladder will be installed in all tanks for safe entry.
16.1 All ventilation pipes (air vents) of the tanks will be on deck on thesides of the barge,in order to keep the deck working area clearfrom obstacles.
17. Fuel Oil Tank 0ne (1) diesel fuel tank to be provided.(see paragraph 3 above)The F.O. tank forms an integral part of the hull construction.Total fuel oil tank capacity to be in excess of 2000 liters.
18. Fresh Water Tank Tank to be provided with a hydrophore system, to supply FWTo wash basin, toilets & shower on deck, and to a basin and 2 valves inengine room.
Total net capacity of tank to be 5000 liters.
19. Oily Water System & Tanks (cargo)Oily water tanks (cargo) will be in the center of the barge. The tanks willbe with separated floors (double bottom).The filling/discharging of the oily water tanks will be through mainmanifold from the lower part of the tanks. Manifold to beinstalled in "engine room" and will be connected to ballast
manifold through double isolation valve.Filling /discharging pipes will be installed on deck in each utility box/ pillar/pedestal (see Paragraph 46 below).
20. Deck& Deck EquipmentThe deck surface will be free from obstacles and coated/plated with anti-slip material according to American Safety 440 G.Deck structure to be constructed to carry loads of 6.00 tons per squaremeter and a total of 140 tons of different cargo.Openings to be covered by watertight flash plates bolted by stainless steel
bolts.Eye bolts to be fitted on engine room ceiling for engines maintenance

service.Working ports on deck to be reinforced and protected for chain handling. A horizontal "rolling drum" 600 mm in diameter to be installed in center of"bow side" .
20.1 Cranes20.1.1 1X 10 ton S.W.L Crane
Hydraulically operated marine grade crane to be installed on deck.Crane’s capacity to be10.00 tons to radius of 10 meters – max.radius: 20 meters.Palfinger PTM 1200 or equivlant. Remotely controlled (two controlunits) to be supplied.Deck plating and structure under the crane pedestal and thesupporting structure, to be reinforced accordingly.
Crane should be of marine type equipped with steel rope winch.Length of steel wire/rope no less then 50 meters.
20.1.2 1 X12 t/m foldable knuckle boom crane , Palfinger PK18500M orequivalent to be installed on deck on the bow side of the bargeopposite the main crane.Remotly controled (two control units to be supplied).Deck plating and structure under the crane pedestal and thesupporting structure, to be reinforced accordingly.Crane should be of marine type equipped with steel rope winch.Length of steel wire/rope no less than 40 meters.
20.1.3 Each of the cranes to be supplied with its own hydraulic powerunit. Electric power will be supplied from main generator
20.2 Capstan . Hydraulic Capstan of 5 ton pull (s.w.l) to be installed on starboard sideand foreword of the main Towing winch.The capstan, winch and crane can be operated in parallel
20.3 Towing Winch. (Main Winch)Electrical- Hydraulic marine top quality towing winch with 20 ton S.W.Lto be installed on deck in the longitudal center line of the barge at a
distance of 14 meters from the roller drum end . The winch drum will besuitable for 1.5" steel wire with a length of 100 meters.On the side of the winch will be an open drum for ropes of up to 10". Theopen drum can be operated seperatly from the wire drum.
20.4 Lashing Arrangement. 20.4.1 Lashing pad eyes/ D rings with 5 ton S.W.L to be installed
(welded) on both sides of the deck. Distance between rings to be ABT 1 meter.
20.4.2 D rings with 5 ton S.W.L to be installed ondeck,
Two (2) rows of rings, one on the starboard side and the other onthe port side of the barge center line.

Distance between the rows to the side of the barge - 2.5 meters.Distance between rings (at the tow) - 1 meter.The rings are to be fitted in a way that keeps the deck "flash"/plain.
20.5 Anchors Five (5) 150 Kg steel anchors to be provided, four (4) of the anchors tobe installed on the barge deck at four corners.The anchors will be operated with 380 V AC electric winches, each onewith a 80 meter steel wire rope on a drum, the winch will be locallyoperated by one man.While under tow, the anchors will be secured to the barge sides in a waythat will not interfere with the towing and will enable fast operating of theanchors if needed.
The fifth anchor will be a spare.
20.6 Rolling Drum. A 2.5 meter long and 600 mm in diameter heavy duty steel rolling drumto be installed on the bow side of the barge. The drum is intended forhandling anchor chains and bouys ,ends of the drum will be in "conicalshape" (larger at end sides) in order to center the chains and cables.the strength of the drum should meet the winch capacity.Main bearings to be greased via greasing nipples and pipes. Specialcare for easy access from deck to the greasing nipples,
20.7 Accomodation & Storage Containers Converted marine containers on the barge stern side.
20.7.1 Two (2) 20 f marine containers on board. The containerswill be lashed to the deck by standard marine "twislocks".The containers will face each other.The containers will be connected to an electric supply by marine typeconnectors.
20.7.2 One (1) 20 f marine containers shall be converted for acommodation,(see appendix C). Tthe interior of the container will be divided into:living space with galley and mess /resting place and shower+toilet +lockers.
20.7.3 one (1) 20 f marine container shall be converted for storage. (seeappendix C1)20.8 Set Mooring Lines To be provided by Builder :

All hatch covers to be watertight by means of gaskets. All hinges to be adjustable and provided with grease nipples.

21. Manholes All tanks to be accessible for inspection, service and cleaning viamanholes.Manholes to be closed by watertight plate covers, secured by bolts.
22. Stairs, Ladders ,Climbing steps & Diver's Ladder All interior stairs to be made of stainless steelDiver's detachable aluminum ladder to allow the diver (with all divingEquipment) easy and safe climbing from the water to deck. All ladders to have non-slip steps.Tanks to be provided with stairs.
23. Air GratingsGalvanized air gratings to be fitted in the inlet/outlet of engine roomventilation ducts.
24. Air Duct Covers
For fire fighting purposes, steel covers or flaps are to be fitted to the airgratings for engine room ventilation (on deck).Covers to be closed manually.
25. Inspection Welds to be checked occasionally as required by IEC and classificationsociety requirements.Only approved and certified welders to carry out work on barge’s hull. X-Ray tests of welds, to be carried out at least 10% by IECrepresentative or surveyor.
26. Rubber Fenders. Air craft tyres used/expired second hand (747 size 26" or 32") to be usedon both sides of the barge for fendering. All fenders (tyres) to be secured to the hull by steel studs, shackles andchain, the steel rings to be welded to the barge sides .
27. Bollards Four (4) Steel welded double Bollards (bitts) are to be fitted on forecorners of deck.
Four (4) steel welded Bollards are to be fitted amidship on both sides. All Bollards to be made of 6” diameter pipe – SCH.80.
28. Mast 5 meter high steel mast for navigation lights and antennas, to be fitted onthe aft of the barge.The mast to be of a foldable type with locking arrangement.
29 Barge Particulars The barge name shall apear in welded letters on the bow and the name ofthe port of registration shall appear in welded letters on the stern.
A Company name or logo on sides to be fixed if required.

29.1 Draft Marks Draft marks to be provided at both sides of the bow and stern. Additional margin lines in aft and forward to be provided as required.
29.2 Draft marks to be marked by welding on port and starboard sides ofthe hull.at bow, stern & center of the barge.
30. Equipment and System Name Plates Brass nameplates to be provided in all inside compartments, equipment,pipes, valves ,weather deck, and all systems. All inscriptions to be in English language.
31. Engine Room. Access to engine room will be from the deck through a100X100 cm hatch. A stair with hand rail made from stainless steel will allow for easy access.Maintenance hatch of 200 X 200 cm to be installed in engine roomceilling.
The top side of the hatch to be "flush" /plain to keep the deck free ofobstacles. See paragraph 19 above.The engine room will be illuminated by 220V AC marine type fluoresentbulbs complying with class. & 24 v emergency lights.Engine room to contain the following equipment:a) 3 ph 380 V AC marine type generator.b) 24 V DC batteries,c) Battery charger .d) 10 bar air compressor with 200 CFMe) Hydraulic power pack.f) bilge pump and manifoldg) fire / blast pump and manifoldh) cargo/oily water pump and cargo manifoldi) fresh water hydrophoreor j) main & secondery electric distribution/ switchboard boards.k) Ventilation.
32 Alarms Alarms to be visual and audible at the same time. Acknowledgement of audible alarm to be separated from visual alarm.
32.1 The alarms in engine room to be individually displayed.
In addition, two (2)rotating yellow red flashlight to be installed. One onthe deck mast , the second in engine room and connected in parallel tothe visual alarms. An outside horn/siren to be activated when the rotatingflashlight is working. Alarm indication on panel to be as follows:• Flashing light for incoming alarm• Steady light for acknowledged alarm• No signal for disappearance of alarm condition after
acknowledgement.Following alarms to be provided for generator, pumps, hydraulic powerpacks.
• Engine - High cooling water temperature• Engine - Low lubricating oil pressure

33. Emergency Stop Manual emergency engine stop, to be provided on deck.Manual emergency stop for the engine room blowers, to be provided ondeck if air blowers are installed.
34. Hydraulic piping Seamless steel precision pipes to be installed between the hydraulicequipment and pumps.High pressure hydraulic hoses to be applied where necessary.
35. Floors In the engine room, and store room floor plates to be provided over thecomplete area. Made of 5-6 mm raised pattern (anti-slip) aluminumplates. Where necessary the floor plates will bedismountable. Dismountable panels are clearly marked by brassnameplate.
36. Pumps Pumps to be marine top quality makes.Pressure gauges to be installed in all pumps.Piping systems design, layout, on board installation and test procedures,to comply with builder’s standards and with relevant rules of theclassification society.
All outlets/inlets through the hull to be connected by means of boltedflanges.Sea water system pipes to be of Galvanized steel material.Seamless steel precision pipes and steel valves to be used for thehydraulic system.Sanitary Salt Water and Fresh Water system piping to be - Seamless steelpipes for large bore and Cu pipes for small bore.
Seawater pipelines to be bolted by stainless steel bolts.
37. Bilge System 37.1 General description
A central bilge system to be installed providing bilge suction for allbarge’s compartments. The system to enable also seawater inlet/suction to a fire hydrant onthe deck. A bilge manifold, enabling suction control through bronze globevalves, to be installed in the engine room. The manifold will enable
suction from each compartment separately or jointly and in additionsuction of seawater through the hull for fire fighting/deck wash

purposes.Each compartment to be provided with a suction point and a strainerin its lower most point, as per classification rule requirements.Strainers to be easily accessible.Each bilge suction and each separate pump suction, to have a non-
return valve installed.The manifold to be connected to the main bilge pumps through non-return bronze globe valves.The bilge system to discharge overboard, via bronze overboard valve,and to the deck wash hydrant.
37.2 Bilge pumps Two bilge pumps of the self-priming type to be installed.One electric pump 24 v DC driven with automatic operating device.One electric pump 380 V AC driven
Pumps to be top quality make. Capacity as per LRS requirements.
38. Firefighting and Deck Wash The bilge system to be designed for providing sea water to a firefighting/deck wash hydrant.Sea water suction to be through a seawater inlet valve flanged or moonpulls to the bottom hull, and directed through the bilge pumps andmanifold to the deck hydrant.One (1) deck hydrant with a 2” Storz hose quick coupling to be provided. Two (2) fire hose of 10 m length, equipped with a nozzle and 2” Storzcoupling, to be stored on deck in a red box.One (1) hydrant with a 2” Storz coupling to be provided in the engineroom.One (1) fire hose of 10 m length, equipped with a nozzle and 2” Storzcoupling, to be stored in the engine room.Portable fire extinguishers to be installed as follows:Portable extinguishers of 6 Kg. each - four (4) on deckPortable extinguishers of 6 Kg. each - Two (2) in engine room A central CO2 fire fighting extinguishing system, approved marine type, tobe installed in the engine room. System to be manual.
39. Fuel Oil System One (1) fuel oil storage tank to be provided.Total capacity of tank to exceed 2,000 liters.Manually operated quick closing valves to be installed on the fuel oil supplylines of all tanks. Operation to be manual, by stainless steel cables frommain deck.Fuel oil to be supplied to the generator as per the builder’s specific design.Duplex oil filters to be installed in the fuel oil supply lines to the generator. All tanks to be provided with filling, sounding and air venting pipes to classrules and regulations. Air vent pipes to be equipped with de-aeration capswith closing device and flame arrestors.
All filling pipes to be provided with bronze caps secured by chains. All sounding pipes to be routed to the bottom of their respective tanks.
