DELHI INSTITUTE OF TOOL ENGINEERING
Annual Report for the year 2013-14
Tool Room & Training Centre (TRTC) at Wazirpur Industrial Area, Delhi and Hi-Tech
Vocational Training Centre (HTVTC) at Okhla Industrial Area New Delhi were established,
with technical and financial assistance of Government of Denmark and Government of Italy
respectively, with the objective of contributing towards the development of industries in
and around Delhi through supply of trained manpower, undertaking job work of machining
and manufacturing of sophisticated tools. These centers were functioning as independent
societies, registered under the societies registration act, 1860 each having separate
Governing council and General body of the society.
The societies of TRTC and HTVTC have been amalgamated and renamed as Delhi
Institute of Tool Engineering (DITE). DITE has come into existence w.e.f. 28th Nov. 2007 and
is functioning from Wazirpur Industrial area and Okhla Industrial area as Campus – I and
Campus – II respectively.
DITE has been playing a vital role in the development of micro, small and medium
industries through supply of trained manpower in the field of tool making and tool designing
and supply of sophisticated tools such as dies, moulds, press tools, jigs, fixtures etc. for the
past over thirty years. The Institute runs post- ITI courses in machine operations and die
fitting, Diploma course in Tool & Die Making, B.Tech (Tool Engineering), B.Tech
(Mechatronics) and M.Tech (Tool Engineering) to cater to ever challenging needs of
technical excellence in the area of Tool Engineering and Mechatronics.
The trainees are given on the job training by well qualified faculty of the Institute.
The Courses offered by Institute are approved by various agencies such as four years
Diploma Course in Tool & Die Making by Board of Technical Education, Govt. Of NCT Delhi,
B.Tech and M.Tech Course by AICTE and affiliated to GGSIP university. The Institute also

conducts various short term courses in the field of Tool Engineering, operation &
maintenance of CNC machines.
The Governing Council of Delhi Institute of Tool Engineering, Delhi, have the pleasure
in presenting the 6th Annual Report with the audited Income & Expenditure Account and
Balance sheet for the year ended 31st March, 2013.
The major objectives of DITE are:
DITE is conceived with the objective of developing professional expertise and skilled
manpower in the field of Tool Engineering (TE) and allied disciplines. Such type of a
centralized institution in Delhi is an enabler for the country to exploit efficiently the
emerging opportunities and technologies to meet the economic challenges being thrown up
by the rapid global revolution in Tool and Allied Engineering, which also influences virtually
various areas of development and advancement in manufacturing industries. The brief
objectives are:
i) Development of MSME sectors through supply of trained manpower in the
field of Tool designing, Tool making & supplies of sophisticated Tools such as
dies, moulds, jigs etc.
ii) To meet the skill deficit in the area of Tool Engineering and allied trades
include skill up-gradation of existing manpower.
iii) To enhance skill of the trainees from the weaker section of society for
improving employment potential.
6. The various Verticals of DITE:
DITE, a name which was hitherto a brand name in the field of Tool
Manufacturing has diversified into many allied activities besides producing Tools, Dies in the
recent past. Leveraging the advantage of being the Industry linked Engineering Institution in
Delhi; more emphasis is contemplated on long and short term training courses to generate
more skilled manpower in the field of Tool Engineering. The various Verticals of DITE are
shown below:

A. Academics
1. Certificates courses, Diploma Courses, Graduate (B. Tech.) and Post Graduate (M.
Tech.) courses.
The brief details about various courses are enumerated as below:
i) Post ITI course in Machine Operation & Die Fitter as Advance Technician
Course.
ii) The Diploma course in Tool & Die Making is a 4-years programme recognized
by AICTE .The Diploma course has an intake of 60 students per year and is
affiliated to Board of Technical Education Govt. of NCT of Delhi.
iii) The Diploma in Mechanical Engineering to start from 2014-15 approvals
sought from AICTE and the BTE team is visiting DITE for final approval.
iv) The Institute is running B.Tech course in Tool Engineering and Mechatronics
at Campus-II, affiliated to GGISIPU (60 seats /course.)
v) M.Tech in Tool Engineering with an intake of 17 students and University has
initiated the admission process for 2014-15.

**The proposal for increasing the Fee from Rs 40000/- to Rs 60000/- is at an advance stage.
DITE is endeavoring to add new academic courses on a regular basis and accordingly
applied for Diploma in Mechanical Engineering and Electronics to commence from the
academic year 2014-15 from Campus I and II respectively. The AICTE has approved the
Diploma in Mechanical Engineering with an intake of 60 seats from the academic year 2014-
15.
Placement:
DITE has two campuses and has a well established Centralized Training and
Placement. The Campus recruitment programme starts at the beginning of 5 th Semester
and continue till the end of both the Diploma and Degree courses. We have a strong policy
not to allow any company doing Education & Training activities to attract the students in
name of placement.
At DITE we undertake:
1. Pre-placement training & Seminars for students to make them well prepared
for current market demands.

2. A close liaison with the Industry for placement of students.
3. Industry‐Institute Interaction by conducting real time projects for Govt.,
Public & Private industries.
4. Organizes lectures of professionals and industry experts to improve overall
core competency of the students.
5. Organize personality development programs, Seminars, Workshops
6. Improve upon the feedbacks collected from the companies conducting
campus placement.
7. Organize the entrepreneurship development Programmes and Workshops
8. Programmes for guiding the students to write a standard format of Resume
and honing their communication Skills.
9. Campus Interviews were organized for the final year i.e. VIII th Semester for
both the batches during the year 2013-14 and good placement was achieved
for both the courses .The average salary package during the year2013-14 was
Rs.16.000/- p.m.

INSTITUTIONAL ACCREDITATION AND SIGNIFICANT ACHIEVEMENTS:
The 4 year Diploma in Tool and Die Making has been granted Accreditation by the
‘’National Board of Accreditation (NBA)’’.
LIBRARY FACILITY
DITE has libraries at both the Campuses. The Library at Campus-II is having a collection of
approx. 5000 books. The Library collection is managed into five Sections namely Book Bank-
cum-Textbooks Section, General Section, Reference Section, Periodical Section and CD's
Section. The Library also subscribes printed National and International Journals for student
and faculty of DITE. DITE Library is member of DELNET and subscribed 1152 E-Journals. It
provide services such as Xeroxing, Circulation of books Access to online database IESTC (E-
Journals) and access to internet with WI-FI facility , new arrivals etc.
The Library at Campus-I has good and valuable collection of books on Tool Engineering. The
total numbers of books are approx. 3500. The Library collection is divided into Text Books
Section, Periodical Section and Reference Section. It also provides services such as Xeroxing
and Circulation of books. The DITE Libraries are managed by Librarian Mrs. Uma Rani
(M.LIB & M.Phil in Library Science.) and Sh. Rajesh Kumar (M.Tech) a technocrat.

B. Short Term Training Courses:
The Short Term Training Courses of DITE are aimed to full fill the growing need for
Skilled man power and narrow the existing gap between demand and supply of skilled
manpower mainly in the filled of Tool Engineering and Hi-Tech areas like CNC Machines and
allied Technologies. DITE has Identified STTC as one of its focus areas with an aim of "Hunar
Se Rozgar". DITE has trained around 309 students have been trained under various Short-
Term Training Courses (STTC) during the year 2013-14 and thereby generating revenue of
Rs.29.0 lakh. DITE has identified the STTC as one of its focus area to garner more revenue
by reaching out to various engineering colleges in and around NCR for providing vocational
training to their students with a sound ad campaign. The full details of training courses are

Facilities available for Training:
Well equipped workshop, Labs (for practical) & Class rooms for theory classes as per
different modules designed for various courses to suit the trainees.
C. Production of Tools:
The Institute has a Production Wing which is manufacturing tools, dies, moulds, jigs
and fixtures die casting dies, press tools etc. for industries. Over the years, DITE
(Formerly known as TRTC) manufactures Tools, Dies, jigs, fixtures, gauging tools; as well
as machine parts and provides comprehensive and integrated facilities for Design,
Development and Production of precision Tools, Moulds and Dies. Manufacturing of
precision components on CNC machines & heat treatment of precisions parts and
tooling. Today, DITE has state-of-the-art CNC lathes, vertical machine centers, horizontal
boring mills, wire EDM and plasma cutting equipment. These manufacturing systems are
controlled by CAM (Computer-aided manufacturing) systems.
The tooling facilities and services provided by the Centre have contributed in a
significant way in the product improvement especially for small scale sector. While
there is a lot of generic potential in Tool Room Industry, DITE visualizes it from two
segments.
i) Tool manufacturing and competing with private players with the old
resources both in term of Men and Machinery.
ii) Institutional deliveries to cater R&D, looking for bigger orders to match our
procedural profile, internal requirements and scarce resources so that there
is comparatively less pressure in terms of time and delivery management.

R&D PROJECTS
In fulfilling these objectives DITE has come a long way & has a lot to offer in
education & consultancy. The advantage of in-house facilities, world class machines
like Fanuc wire cut machine , Blohm Grinder, Deckel milling, Catmur Jig Grinder,
Studer Cylindrical Grinder, EDM , Hauser Profile Projector, Nikon Microscope,
Digimahr Height Master etc. is taken by the Industries in Delhi
The Institute has been playing a leading role in import substitution. A
considerable amount of import substitution has been made possible by consistently
manufacturing high quality tools with an emphasis to cater to the needs of small
scale industries in particular.
The various raw materials for the on-going TBRL (DRDO) project have been
procured and the assembly work has begun. The other orders received from M/s.
Yamaha, NIVH, SSPL and IIT Delhi is at advance stage of delivery.
While the machines in the production shop particularly at Wazirpur Campus
are obsolete and majority of the machines are nonfunctional being fit for
condemnation. The workshop /Production shop ceiling is also leaking and while it
rains the water pours inside the workshop that poses a potential hazard for short
circuiting, therefore it is very imperative that the civil work must precede any capital
expenditure in replenishing the old machinery, though in phased manner.
Necessary steps are being taken during the FY 2014-15 to prepare a DPR for
release of Rs 300 lakh provided in the BE 2014-15 for Civil work. Further MSME is
being approached to release of Rs 25 crore as Grant –in-aid for upgradation of Tool
Room.
DITE’s association in R&D projects with major R&D Institutions like IIT, DRDO,
CSIR, NPL etc. The undergoing R& D Projects are as follows:

ORGANIZATION: NATIONAL INSTITUTE FOR VISUALLY HANDICAPPED (NIVH)
PROJECT: PROCESSING OF BRAILLE SLATES FOR VISUALLY HANDICAPPED.
DITE takes pride in associating itself with National Institute for Visually
Handicapped, Dehradun. The project involves complete design and development of
injection mold for processing of Braille slates and its supply on regular basis. These
components are specially designed brail slates for script writing of visually handicapped
persons. The slate consists of frame & base being processed in the material called ABS
(Absolac-300) in various colors.

ORGANIZATION: TERMINAL BALLISTICS RESEARCH LABORATORY (TBRL):
PROJECT: DEVELOPMENT OF SLEDS FOR PROPELLING PROJECTILES:
Terminal Ballistics Research Laboratory (TBRL) a Defence Research &Development
Organization (DRDO),Min. of Defence, Govt. o India, Chandigarh, is using Rail Track Rocket
Sled facility for propelling projectiles and objects at a very high velocity (approx. 1.5 mach).
TBRL further wanted to enhance the speed of the testing up to 3 mach speed by reduction
in the weight of present sled being used on mild steel material.
DITE has received Orders worth Rs.1.30 crores from TBRL for this project of national
importance. Procurement of raw material is over and the first delivery is expected from the
month of September, 2014 onwards.

There are 163 employees (27 officers & 136 other staff members) on the strength of
DITE as on 1st April, 2014 with an establishment cost of approximately Rs.10.5 Crore.
A new website of DITE (http://dite.delhigovt.nic.in) has been launched during this
year and it is also being upgraded on dynamic basis. Links of important departments
are available on the website and the Industries department has been requested to
provide a reciprocal link of DITE on its website and also to recommend to the IT
department of GNCT of Delhi to include the name of DITE under the head of
Universities /Technical Institutions on the portal of Delhi Government.

The post of Director-cum-Principal is still hold on additional charge by the incumbent
Principal of G. B. Pant Engineering College. It is proposed to fill up this post on
regular basis.
There is a proposal for filling up of two posts of Administrative Officer on
contractual basis in erstwhile pay scale of RS.6500-200-10500/-, as approved by the
Governing Council in its 11th meeting .
PURCHASE DEPARTMENT:
DITE has received a grant-in-aid for Rs. 200 Lakh during the FY 2013-14 for purchase
of computers, furniture, machines, library books and strengthening of laboratory etc.
The procurements are at advance stage, e-tendering has been done, approval from
TEC of IT department, Government of NCT of Delhi for purchase of computers has
been obtained and ICSIL being one of the designated agencies has been requested to
provide the quotations and the file has been sent to obtain approval of Finance
Department. The purchase order for procuring the furniture has been placed after
observing all the codal formalities post e-tendering process.
The proposals for setting up of labs purchase of machines and for both the campus
are also at advance stage. It is being followed up and is expected to be completed in
the F.Y. 2014-15.
DITE has already adopted the E-tendering process.
ACCOUNTS/FINANCE:
• M/s. Rajesh Seema & Associates, Chartered Accountants and Statutory
Auditors have audited the accounts for the financial year 2012-13 and the
balance sheet is ready and is being placed in the Annual General Meeting for
adoption of accounts.

• The process of inviting quotations to finalise the Chartered Accountants and
Statutory Auditor for the year 2013-14 has been completed and the award
for work order for auditing the DITE accounts for two financial years is being
issued.
• DITE has applied for registration under section 12A of the Income Tax for
seeking exemption of Income Tax as provided for educational institutions
and it has been approved by the Income Tax Department. The certificate in
this regard has also been received.
• The AGCR and ELFA audit has been completed up to 2011-12 and the audit
objections received are under reply. A separate communication has been
received from AGCR regarding loss of interest opportunity by DITE for not
keeping the additional/ surplus funds received as Grants-in-aid under Fixed
Deposits. The reply has been sent to AGCR with due clarifications and
presently DITE has introduced the scheme of parking any of the funds not
required immediately under fixed deposit with the Punjab National Bank,
Ashok Vihar Branch, where the DITE saving bank is operated.
• The Income-tax Returns for the year 2011-12 and 2012-13 have been filed
during the year.
• Annual accounts for the financial year 2012-13 in respect of Delhi Institute of

MODERNIZATION PLAN/ACTIVITIES IN PROGRESS
§ To improve the quality of education imparted and compliances of the regulatory
mechanism hitherto followed as per the AICTE/UGC norms and the prescribed
students / teachers’ cadre ratio, the GC of DITE in its 12th meeting approved creation
of new posts for Diploma, Degree and Post graduate level courses based on the
students cadre ratio as prescribed by AICTE /UGC and taking into consideration the
optimum work-load of the existing faculty ( AICTE compliant) and the in-house faculty

who has wide experience and is being used for Teaching both at Diploma and Degree

§ To develop infrastructure for the Diploma in Mechanical Engineering being started from
the AY 2014-15 from Campus –I and equally to plan for B.Tech in Mechanical Engineering
from Campus-II from the AY 2015-16.
§ The Governing Council of DITE in its 11th meeting has approved the three cadre approach
as a base viz; Cadre ‘X’ for erstwhile TRTC employees, Cadre ‘Y’ for erstwhile HTVTC
employees and Cadre ‘Z’ for new recruitment as per the AICTE norms .Recruitment Rules
for various posts under DITE are being re-framed and the GC has approved engaging a
consultant .
§ A Detailed DPR duly prepared by the Architect who was short-listed based on the
quotations invited amongst the Architects on the penal of DSIIDC was prepared to
accommodate the space requirement for on-going academic expansion. The present DPR
is for retrofitting and renovation of the existing buildings and is not a green field project
where a new building on vacant land had to be planned. The land and building exists and

both the campuses are situated in the industrial areas viz. Wazirpur Industrial Area and
Okhla Industrial Area, New Delhi. The architect has prepared the DPR based on the FAR
and other rules and regulations applicable for the buildings situated in the
aforementioned industrial areas.
§ Both the Campuses of DITE are at prime areas and can become Centre of Excellence in the
field of engineering, tool production and skill development centre that will require
infusion of capital expenditure both in buildings and equipments. It is obvious that
further capital investment in equipments, machines etc. must be preceded by
undertaking the civil work for retrofitting and renovation etc. in the first phase since most
of the building roof in Wazirpur campus housing the production and training workshop is
leaking and water pours directly on the machines and inundates
§ During the year 2014-15 it is proposed to renovate the buildings for both the campuses
and the Planning Department has kept a provision for Rs 300 lakhs for civil maintenance
and retrofitting work.
