CHAPTER-1
UNIVERSITY AT A GLANCE
Established on 2nd
April, 2003, Chaudhary Devi Lal University, Sirsa is named after Jan
Nayak Chaudhary Devi Lal, the former Deputy Prime Minister of India and the former Chief
Minister of Haryana. The University had been recognized by the University Grants
Commission and declared eligible for Central Assistance under Section 12 (B) of UGC Act
vide UGC letter No. F.9-17/2003 (CPP-1) dated 17.02.2009.
This University, set up by the Government of Haryana under an Act 9 of 2003 passed by the
State Legislature, has a sprawling campus of 213 Acres 4 Kanal 12 Marlas at Barnala Road,
Sirsa. The main objective of the University is to facilitate, promote and excel in Higher
Education, Research and Consultancy in the contemporary as well as emerging areas of
knowledge. The inception of high-tech culture involving computer-based facilities, internet
connectivity and modern administrative techniques are integral characteristics of this
University. To enhance the standard of higher education and increase the research activities,
the University is connected to National Knowledge Network (NKN). This connectivity has
been provided through One Gbps (optical fiber) dedicated line under NMEICT project of
Ministry of HRD India. Wi-Fi facility has also been provided in the University campus.
There are 16 Teaching Departments offering 38 courses in the University. Well-known,
reputed and experienced academicians and professionals have been associated in preparing the
academic curriculum of different courses. It is important to mention here that special attention
has been given to follow the guidelines of the UGC and other regulatory bodies in preparing
the course curriculum. The university also offers various courses through the University
Centre for Distance Learning. The emphasis is to impart quality education by providing
congenial and liberal atmosphere in the campus through the promotion of extracurricular
activities. Sports events of North Zone and All India Intervarsity level and University Youth
Festival were successfully organized in addition to encouraging students to participate in such
activities and events outside the campus to enable them achieve overall growth of their
personality.
The University has two Teaching Blocks, Guest House, Vice Chancellors residence and 91 houses for the teaching and non-teaching staff and four well-furnished hostels for boys and
girls. Majestic building of Science Block is occupied by the Departments of Physics,
Chemistry, Biotechnology, Food Science & Technology, Energy & Environmental Sciences
and Mathematics. The University has its own Media Centre equipped with hi-tech gadget. The
University has well-equipped laboratories. The University has an impressive building
housing Vivekanand Library. There is a good stock of books and study material of high
standard in the University library. Research journals of National and International repute are
being subscribed. The construction of Administrative Block is in the full swing. Proposals for
the construction of more residential quarters for Faculty and Staff, Children Park, Teaching
Block No. 3 and the building for University Centre for Distance Learning are in pipeline.
The University has ATM facility of State Bank of India. A branch of Oriental Bank of
Commerce with ATM facility is also located in the University Shopping Complex, which also
houses the University Health Centre. Medical facilities have been made available to the
students and staff through a regular Medical Officer and technical staff.

The University has adopted innovative methods for conducting University examinations. The
University has also made a distinction in timely declaration of results. The students of this
university have shown commendable results in academics as well as co-curricular activities.
With the present pace of progress already acquired, the university looks forward to having a
promising future.

designed in consultation with luminous academicians especially taking into consideration the

COLLEGES BRANCH 44 Colleges of Sirsa and Fatehabad districts and 1 Sanskrit Mahavidyalya have been affiliated
to Chaudhary Devi Lal University, Sirsa. Two more colleges (Govt. College for Women,
Ratia & Jan Nayak Ch. Devi Lal Memorial College, Sirsa) were affiliated with this University
during the year 2012. Now, total 46 colleges (18 Degree Colleges, 27 Education Colleges and
01 Law College) are affiliated with this University. The Colleges Branch, headed by the
Dean of Colleges constantly works in coordination with the affiliated Colleges/Institutes for
promotion and raising the standards of education being imparted by them. More specifically,
the Colleges Branch constituted various Selection Committees for the purpose of selection in
the colleges. Till date approximately 13 Principals, 115 Lecturers, 48 Instructors and 60 Non-
Teaching Staff have been appointed in the colleges affiliated with this University. New
courses have been introduced in Shah Satnam Ji Boys College Sirsa, Shah Satnam Ji Girls College Sirsa (B.Sc. Non-Medical & B.Sc. Non-Medical with Computer Science (vocational))
& M.M. College, Fatehabad (M.A. Punjabi & Hindi). Guidelines for admissions have been
prepared (under the Chairmanship of Dean of Colleges) for the affiliated colleges and
circulated to all the concerned colleges. The committees have been constituted for Periodical
Inspection and inspection for grant of extension in provisional affiliations and most of the

REGISTRATION & SCHOLARSHIP BRANCH 46 colleges of District Sirsa & Fatehabad affiliated and one Sanskrit Mahavidyala is
associated with this University, approximately 25,200 students of UG/PG Courses have been
enrolled with a unique Registration-cum-Roll Number for all purposes in this University on
the pattern of IGNOU, New Delhi.
The University ensures proper implementation of various schemes of the UGC/Government of
India/State Government concerning admissions, scholarships etc. for the welfare of the
students of reserved categories. The guidelines as revised from time to time by the Central
and State Government are circulated to the depts./colleges. For the convenience of students
the scholarship application form is provided in Handbook of Information for the benefit of the
students belonging to SC/BC/other community. The students of the University are also
benefited with the State Merit Scholarship Scheme. Cash Prize to topper girl students is
provided by the Department of Technical Education Panchkula. Besides, the Department of
Social Justice & Empowerment, Haryana is also providing Scholarships to the MCA, M.Tech
and MBA students. A special scholarship for SC girls namely Grant of Scholarship to
Scheduled Castes Girl students under Anushchit Jati Chhatra Uchh Shiksha Protsahan
Yogna has been introduced by the District Social Welfare Department from the year 2011.
The Director General, Higher Education, Haryana has introduced more scholarships for lower
income groups students, for grand children of Freedom Fighters pursuing higher education
besides State Welfare Scheme award of stipend and reimbursement of tuition fees,
examination fees to denotified (Vimukat Jaties), and tapriwas students. The UGC has also
awarded Rajiv Gandhi National Fellowships to the students this year.
GENERAL BRANCH The General Branch handles various purchases Security Section and outsourcing for the
University. A large number of articles have to be purchased to keep pace with the fast
growing demands for creating sound infrastructure. The purchases in the University are being
made through the recommendation of Central Purchase Committee constituted by the Honble Vice-Chancellor as per guideline given in University Accounts Code Volume-I.
Central Purchase Committee (CPC) is constituted for making purchase costing more than Rs.
10000/-. A Departmental Purchase Committee is constituted by the Central Purchases
Committee to make purchase up to Rs. 10000/-.
The jurisdiction of the Central Purchase Committee (CPC) is for making purchases costing
more than Rs. 10000/- and Departmental Purchase upto Rs. 10000/-. The purchase (s) upto

Rs. 3000/- are made by the respective Departments/Branches without involving the Central
Purchase Committees and without inviting quotations for making the system more flexible.

In addition to above, the following other agency grants has been received during the year

1) The grant of Rs. 1,40,00,000/- was received from the FC&PS to Govt. Haryana, Welfare of Scheduled Castes and Backward Classes Department, Haryana, Chandigarh
for Construction of Hostels for OBC girls in CDLU, Sirsa.
2) The grant of Rs. 118000/- was received from the Sub-Divisional Engineer, Public Health Engg., S/Division No. 5, Sirsa for Survey of Indira Gandhi Drinking Water
Scheme.
3) The grant of Rs. 858000/- was received from the Director General, Scheduled Caste &
Backward Class, Welfare Department, Haryana for purchase of Book Set/Furniture.
CONSTRUCTION BRANCH Kurukshetra University Chaudhary Devi Lal Post Graduate Regional Centre Sirsa was set up
during the year 2000. Later on in April 2003 it was declared a full-fledged University named
Chaudhary Devi Lal University, Sirsa. The University had been recognized by the University
Grants Commission and declared eligible for Central Assistance under Section 12 (B) of UGC
Act vide UGC letter No. F.9-17/2003 (CPP-1) dated 17.02.2009.
The work of Administrative Block and Multipurpose Hall are in progress. Proposal of more
residential houses such as C, D, H & F-type houses for teaching and non-teaching staffs,
Children Park, Solar Water Heater Systems for Hostels and Recycling of effluent of STP
Water are in pipeline. Further as per availability of funds, Teaching Blocks and hostels will be
constructed in the campus. CCTV Cameras have been provided on both the Girls Hostels &
Main Gates of the University to strengthen the security system. Further, the work of
installation of CCTV Cameras in Teaching Block & Boys Hostels is being executed. The
laboratories of Science blocks have been furnished by providing lab tables. The facility of lift

has also been provided in the Teaching Block-II (Science Block). To provide the electricity in
the university campus around the clock, Silent DG set has been provided.
UNIVERSITY CENTRE FOR DISTANCE LEARNING (UCDL)
The University Centre for Distance Learning was established in the year 2006 with the
objective to take University based education beyond the four walls of the University and to
provide education at the door step to those who are deprived of privilege of education. Since
its inception during the academic session 2006-07, the University Centre for Distance
Learning has geared itself to impart quality and need-based courses. The UCDL envisioned
and devised employment-oriented courses like MCA, MBA, M.A. Education, M.Sc Computer
Science, M.A. Mass Communication etc. Besides, these courses, the UCDL also offers Post
Graduate Diplomas and programmes like M.A. English along with UG course. Of late to
meet the urgent demand, it also introduced graduation courses i.e. B.A and B. Com during
year 2010-11. The Distance Education Council has sanctioned Development Grant for the
year 2010-11. One day national workshop was organized by University Centre for Distance
Learning on the themes like Development of course material in SLM form, Multi-media
Material Development Methodology in Distance Education, Online Distance Education,
Student Support Services and Library Support and other related aspects of Distance
Education. University Centre for Distance Learning is planning to establish a well-equipped
Library and a computer-equipped information Cell for the convenience of the students. For
seeking day-to-day information of the University Centre for Distance Learning, University
Website www.cdlu.in is updated regularly.
VIVEKANAND LIBRARY
Libraries are an integral part of almost all educational institutes in India. The Library of
Chaudhary Devi Lal University Sirsa was established in the year 2003 with a small
infrastructure, handful of staff, books and other equipments. It was housed in Tagore Bhavan
till the year 2009. On 03 April, 2010, Sh. Bhupinder Singh Hooda, the Honble Chief Minister of Haryana inaugurated the New Library Building. And in the middle of the year 2010, the
Library was shifted in the New Building in the centre of the University and is presently called
Vivekananda Library, Chaudhary Devi Lal University, Sirsa.
The library of Chaudhary Devi Lal University, Sirsa truly is an outstanding library with the
modern infrastructures and a huge collection of books, journals, research papers, dissertations,
CDS which are of immense use for the research scholars, teachers, students, etc.
The University has provided budgetary provisions of Rs. 33 lacs. to the Library out of which
Rs. 15 lacs. for books and Rs. 18 lacs. for journals has been spent during the year 2012. The
Library, at present not only allows the members to borrow books or other resources, but also
provides reading rooms where the readers can study peacefully. The library opens from 9.00
AM to 5.00 P.M. but the reading hall remains open for the readers for reading upto 2.00 A.M.
in the night, six days in a week. The University library recorded about 65000 users and 2051
members this year.
During this year many reference books, multivolume books and other useful books quantity of
which is about 2353, have been purchased so far. As far as Indian and Foreign Journals are
concerned, the Library is subscribing 130 Indian and foreign journals at present, besides 15
newspapers and 18 magazines. The University Library set up a thesis and dissertation section
last year. The work of subject-wise classification of thesis and dissertation section has been
started during this year.
The process of computerization of library is going on with a membership of INFLIBNET,
Ahmedbad. Consequently the library is availing the facility of access of e-journals through the

consortium. The library has taken membership of DELNET also and accordingly the ILL
(Inter-Library Loan) facility has become available in this year and accordingly about 2500
national and international libraries have become accessible and the opportunities of
consultation of books, journals articles and thesis/dissertations etc can be availed from these
libraries. The library is in the process of entering into MOU of Shodh Ganga and Shodh
Gangotri under which the problem of Plagiarism of research will be brought under control.
To keep in touch with the updates in library profession, the professional staff is being
provided full support and opportunities by the University administration and accordingly Dr.
Rajiv Vij, Assistant Librarian has attended National Conference on Librarianship in Digital
Era held in January 2012 at Guru Nanak Dev University, Amritsar and presented a paper. He
also attended UGC sponsored refresher course in Social Sciences in September, 2012 at Guru
Jambeshwar Universty of Science and Technology, Hisar. He is also member of Indian
Library Association, Life member of Haryana Library Association and District President of
Sirsa District. Besides the above participations and presentations he has a credit of following

Besides, she has attended orientation programme organized by UGC Academic Staff
College, Lucknow University Lucknow in Dec, 2012 and has completed her Ph.D in
Library and Information Science, from Banaras Hindu University, Varanasi, UP
HOSTELS There are four hostels-two for girls and two for boys, namely, Harki Devi Bhawan (Girls Hostel-I), Kalpana Chawla Bhawan (Girls Hostel-II), Lajpat Rai Bhawan (Boys Hostel-I) and Sardar Patel Bhawan (Boys Hostel-II) accommodating 905 (566 Girls and 339 Boys) students. The hostels have been provided with electronic gadgets including electric geysers, 32 Plasma TVs alongwith Dish/DTH facility and water cooler with RO system. The hostels subscribe to
several national and regional dailies and magazines for enabling the students to know what is
happening around the world. Sport facilities for girls include table tennis and badminton
courts, while the boys have an additional facility for volley ball. Medical facilities to all hostel
residents are provided through the university Health Centre located in the University premises.

The Chief Warden along with Wardens makes every possible effort to see that the students get
hygienic food and cleaner surrounding within and outside the hostel premises. They always
respond to the complaints of hostel residents in a positive manner.

DIRECTORATE OF YOUTH WELFARE Co-curricular activities go a long way in developing the overall personality of the students and
foster among them positive feeling of patience and perseverance, a sense of cooperation as
well as competitiveness and for this purpose cultural activities are regularly organized in and
outside the University. The students show keen interest in these activities and have brought
laurels to the university. The activities of the directorate in this year are as under:
1. On January18, 2012 First convocation was organized by Directorate of Youth Welfare. 2. On January 26, 2012, Republic Day was celebrated by organizing a cultural function. 3. On June 11 to 22, 2012 organized Adventure camp in Shimla. 4. On August 15, 2012 Independence Day was celebrated by organizing a cultural

5. To promote the communal harmony a Sarva Dharma Prarthna Sabha was organized on August 17, 2012.
6. On August 19, 2012 organized a Sufi Sangeet Programme. 7. Talent Show Competition was organized in the University from October 20, 2012 in
the item namely speech, singing, dance, mono-acting, painting, quiz, poetical
symposium, mimicry and playing musical instrument etc.
8. Talent Search Competitions were held in the month of October and November , 2012 in all affiliated colleges.

YOUTH RED CROSS Youth are pillars and future leaders of the country. The Youth Red Cross became functional
with the constitution of an Executive Committee at University Campus Level to look after the
Youth Red Cross Activities. Meeting of Executive Committee at University Level and of
students volunteers was called from time to time to decide about the YRC issues. Youth Red
Cross of University Campus organized First Aid and Home Nursing Training Course of 85
students from various departments from 29/3/2012 to 5/04/2012. Youth Red Cross
Committee at University Level has been constituted during the year to control and coordinate
the YRC activities for all colleges/institutions under the jurisdiction of the University. The
meeting of the YRC committee of CDLU, Sirsa was held on 18/4/2012 and decided about the
YRC issues. Youth Red Cross fee share for the session 2011-12 has been collected from all
the affiliated colleges/institutions. Dr. Vishnu Bhagwan has been appointed Programme
Coordinator of Youth Red Cross of CDLU, Sirsa. Name of Dr. Vishnu Bhagwan has been
included as a Member of the Committee to frame criteria of Merit Certificate for Youth Red
Cross activities.
UNIVERSITY HEALTH CENTRE The University Health Centre located in the shopping complex on the 1
st floor has sufficient
place for running OPD, Dispensary and Inward. The Centre has a regular medical officer,
pharmacist, staff nurse and a labortary technician and the team provides medical
consultaion, basic lab testing and medicines free of cost to all the students and staff
members and their families. The Health Centre also provides 1st line of treatment in
emergency cases. The process for the full-fledged development of university health centre is
in process and will be accomplished very soon.
NATIONAL SERVICE SCHEME National Service Scheme (NSS) is a noble experiment in academic expansion. It inculcates
the spirit of voluntary work among the students and teachers through sustained community
interactions. It brings out academic institutions closer to society. It shows how to combine
knowledge and action to achieve results, which are desirable for community development.
NSS at Chaudhary Devi Lal University was established with the objective of providing
student youth with an opportunity to develop their overall personality by taking part in various
Social Service Schemes. An Eleven member NSS Committee under the Chairmanship of the
Vice-Chancellor is there for smooth functioning of NSS. Meeting of NSS committee of
CDLU, Sirsa was held on 8th
August, 2012 and various decisions relating to NSS were taken.
One day training/orientation programme of various NSS functionaries in the shape of
Principals, Programme Officers, Convenor/members of college/institutes NSS advisory
committee and group leaders of NSS from each unit of NSS was organized at single platform
on 28th
March, 2012 for strengthening of NSS in the University as well as in its affiliated
colleges and for better and effective implementation of NSS activities. In this programme the
NSS Volunteers of UTDs also participated. During the programme various NSS functionaries
also shared their experiences and learnt from each other.
Various units of NSS organized regular and special camping activities during the period and
all the units under CDLU, Sirsa organized seven day special activity camp upto 31st March,
2012 for the year 2011-12. During 2011-12 in total 253 NSS Merit Certificates were given to
NSS Volunteers of various affiliated colleges and University Teaching Departments on the
basis of recommendations from the concerned institutions. Registrar as well as Programme
Coordinator, NSS attended the meeting of State Advisory Committee on 17th
May, 2012.

NSS Volunteers from affiliated Colleges/UTD participated in the State Level NSS Camp

selected for NSS Pre-Republic Day Parade Camp, 2012 held at Deen Bandhu Chottu Ram
University of Science & Technology, Murthal, from 10th

Besides above NSS Unit of University Campus Organized three One- day camps to perform
the regular activities related to community work like campus cleanliness, eradication of wild
grass, anti polythene drive and national voter day etc. One special camp of seven-days was
organized from March 21-27, 2012 at Chattergarh Patti and Adjoining Area & 50 NSS
volunteers participated in the camp. During the camp volunteers performed different project
activity like tree plantation, general cleanliness and personal hygiene, blood donation, AIDS,
women welfare Programme, female feticide, literacy activity etc. Painting and slogan writing
competition on 14-08-2012 on the theme My earth, My Duty was organised. One NSS volunteer Mr. Rinku Khanna participated in the seven day state level camp at GJUS&T, Hisar
from October 23-29, 2012.
DIRECTORATE OF PUBLIC RELATIONS The directorate prepared and distributed news about various events, activities and
achievements of the university. It also aims to further highlight the achievements of the
University and to bring out the news letter of the University on the pattern of the sister
Universities.
IT Cell IT Cell of CDLU has been officiating on the top floor of the Vivekanand Library. Various
projects being handled under IT Cell are as under:
1. Fiber-based Local Area Network (LAN) The process of lying the optical fiber for the High Speed LAN has been completed All
important buildings have been connected through optical fiber. Moreover, the
provision for connecting 400 nodes has also been completed. Practical implementation
of LAN is under process.
2. Establishment of Computer Centre With the efforts of the IT Cell, the UGC has sanctioned the establishment of Computer
Centre in the University. The principal objective of the University Computer Centre
(UGC) is to provide readily available facilities of computer milieu to students,
research scholars, teachers and staff of the University. Its associated objective is also
to automate administrative and secretarial wings of the University with an aim to cater
to the needs of the entire University.
3. University Website I.T. Cell has been successful in maintaining and updating University Website
efficiently, effectively & promptly. Being very descriptive and useful, the number of
global visitors on website is increasing rapidly.

4. Wireless Network (Wi-Fi) Campus Wide W-LAN/Wi-Fi is being maintained by the I.T. Cell. Various steps have
been taken by IT cell to strengthen and expand the coverage of wi-fi, which has been
proved very useful to cater to the need of high speed internet facilities in the
university.
SC/ST Cell This SC/ST Cell has been established to provide facilities to the SC/ST students of the
University as per the instructions of the UGC/State Government from time to time. SC/ST
Cell functions as a Grievances Redressal Cell for the grievances of the SC/ST students and
employees of the University and renders them necessary help in solving their academic as
well as administrative problems. The Cell also performs any other work assigned from time
to time to promote higher education among these two communities suffering from economic,
social and educational deprivations. UGC Cell for coaching facilities for SC/ST, Minorities
and OBC (non-creamy layer) students has been established and a Computer Lab with internet
facility has been made available to SC/ST students. The main objective of the SC/ST Cell is
to ensure proper implementation of various schemes of University Grants
Commission/Government of India/State Government introduced from time to time.
UGC CELL FOR COACHING SCHEMES To implement the objective of UGCs Merged Schemes of the General Development Assistance under XI plan period, and to prepare students to enter into varied professional
fields, the University has established the UGC Cell for Coaching Schemes for SCs, STs, OBC
(Non Creamy Layer) and Minorities. The Cell has implemented three schemes viz. (i)
Schemes of Remedial Coaching at Undergraduate and Postgraduate Level for Scheduled
Castes, Scheduled Tribes and Minority Communities students (ii) Coaching Schemes for
Entry Into Services for Scheduled Castes, Scheduled Tribes and Minority Communities
Students (iii) Scheme for Coaching for Scheduled Castes, Scheduled Tribes and Minority
Communities Candidates to prepare for National Eligibility Test or State Eligibility Test
(NET) or State Eligibility Test (SET) for Lectureship. The enrolled students are divided into
various groups.
In addition to the UGC schemes, the above Group in Charges also look after the other
schemes (State or any other) for SC/BC/OBC and Minorities candidates.
Besides faculty members, research scholars and PG students, teachers from other universities
are also invited to deliver special lectures to the enrolled students.

INTERNAL QUALITY ASSURANCE CELL The University has constituted the Internal Quality Assurance Cell (IQAC) to instil the
momentum of Quality consciousness and continuous improvement. The cell works to develop
a quality system of conscious, consistent and catalytically programmed action for improving
the academic and administrative performance of the HEIs and to promote measures for
institutional functioning towards quality enhancement through internalization of quality
culture and institutionalization of best practices.
The IQAC has started its efforts for achievement of the above said goals by gearing itself
towards preparing the University for the National Assessment and Accreditation Council
(NAAC) inspection. Grade from NAAC is considered Hall Mark of the quality of any HEI.
Seven key areas have been identified and University is progressing fast in the all key areas.
The results of the efforts put in by the Cell will be visible with the Inspection from the NAAC
team.
Performance Based Appraisal System (PBAS) has been made mandatory in the light of the
latest UGC guidelines for recruitment & Career Advancement of teachers and other academic
posts. The Cell is at advanced stage of finalizing the PBAS proforma with all its minute
details and the same will be used for future recruitment and Career Progression of teachers
and other academic posts.

First Convocation of the University The 1
st Convocation of the University was held on 20
th January, 2012. Honble Chief Minister,
Haryana, Chaudhary Bhupinder Singh Hooda was the Chief Guest of the Convovation. His
Excellency Governor-Chancellor, Sh. Jagannath Pahadia conferred 44 Ph.D. Degrees to the
Ph.D. Scholars of different Faculties of the University. The students who obtained 1st Division
in their respective courses/steam in May 2011 examinations through Regular Mode were
invited in the Convocation. The Honble Chief Guest Sh. Bhupinder Singh Hooda awarded Gold Medal alongwith certificate to 17 students of May-2011 examination of Regular Mode,
who stood first with 1st Division in the said examination in the first attempt. While total 625
degrees, which includes PG/UG of different course/steam, were awarded by the
Vice-Chancellor. Gold Medals alongwith certificates of remainig eligible students have been
given to the students through their respective Department (Regular mode) and University
Centre for Distance Learning (Distance Education mode). The degrees from May-2004 to
May-2011 examinations (Regular mode and Distance Education mode) were sent to the
concerned students through the respective Department and University Centre for Distance
Learning. Souvenir of the University was also released by His Excellency Governor-
Chancellor, Sh. Jagannath Pahadia during the Convocation.
