Introduction
Thisplanisoneof12actionplanswhichsupporttheOpenSpaceStrategyandshouldbereadalongsidethemaindocument.Thisisavailablefromwww.edinburgh.gov.uk/openspacestrategy The Strategy sets standardsfordifferent typesofopen space, estimatesneeds for certain typesofopenspaceandproposessiteswhichcouldhelpaddressthoseneeds.
ThisActionPlansetsoutdetailsofactionswithinAlmondNeighbourhoodPartnershipareawhichwillhelptoaddressthoseneeds.
ThecentralareaaroundCramondisdominatedbygolfcourseswhicharenotclassifiedasaccessible,resultinginlowaccessibilityforsomeareas.
Actionsproposedinthisplanwillnotimpactonthenumberofdwellingsthatmeet the standards setout in theOpenSpaceStrategy. Theplancontains actions to improve the green network and proposes sites forpotentialallotmentuse.
Actionswillbe carriedoutby theCouncilanddevelopers. Theactionsrepresent medium and longer term aspirations. Progress will bedependant on the rate atwhich development proposals come forwardand are approved and implemented and the availability of Councilresourcestoinvestinopenspace.
The strategy and action planswillbe reviewed andupdated every fiveyears.

Description: Scottish Planning Policy (West Edinburgh PlanningFramework 2008) identifies this site for the development of anInternational Business Gateway (IBG). A strategic design framework(WESDF) has been approved by the Council which sets out designprinciples to guide the development of the IBG. TheWESDF aims tocreate multi functional, strategic green spaces and corridors whichprovideasettingfordevelopment,canbeusedforrecreationandactivetravel and create habitat for wildlife. Masterplans and developmentproposals should accord with the principles set out in the WESDF.PrinciplessetoutfortheIBGstatethatearlyprovisionshouldbemade
foralandscapeframeworkandopenspacenetworkforrecreation,activetravel and biodiversity purposes and to create an attractive setting fordevelopment.

SectionsinEdinburghsareawhicharecurrentlyusablearedesignatedasCore Paths. Development of the missing sections is a longer termproposition which will be dependant on detailed negotiation, siteinvestigation and funding. Within the Core Path Plan they have beenidentifiedasalongertermopportunity.
Description:This route follows longstretchesof theRiverAlmond fromitsintersectionwiththecityboundarytothesea.Atpresenttherouteisnotcomplete.

PortEdgar
Description: The Port Edgar site is identified as a housing/economicdevelopmentproposalintheRuralWestEdinburghLocalPlan2006.Theproposalisforamarina,relatedbusinessesandhousing.AdevelopmentbriefforPortEdgarwasapprovedbytheCouncilinSeptember2008.Thisstates that development should provide an area of open space to thesouthofthebay(ref3onmap)andconsiderationshouldbegiventothepossibilityofprovidingaccesstotheopenspacefromexistingresidentialareas to the south. The provision of this open space is subject to theredevelopmentofthisarea.

RathoStationPark
Description: Raise Park Quality Assessment (PQA) grade from fair togood.
RathoStationParkismanagedbytheCouncilasaCommunityPark.PQAisagradinggiventoCouncilparksfollowingassessmentagainstanumberof criteria. The assessment is carriedout annually. TheOpen Spacestrategyuses2009PQAgradesas thebasis for identificationofactions.At 2009 the park was assessed as fair. The most recent assessmentcarriedoutin2010resultedinaPQAscoreofgood.The quality of the park will continue to be the subject of annualassessmentaspartoftheoverallPQAprocess.Theremaybescopeto
make further improvements in the future should development comeforwardinthewiderarea.

Description:Theentiresitehas thepotential toprovide559allotmentplots. The proposed action is to carry out further communityconsultation for allotments at a much smaller scale. Communityconsultationwillbeundertaken,inpartnershipwithlocalNeighbourhoodteamstolookatthesiteindetail.Thiswillhelpshapethedesignoftheallotmentsite,assessinglocalissuessuchasrequirementsforcarparkinganddesiresforcommunalgrowingandtheresourceimplications.
The site is currently farmland locatedwithin theGreen Belt in Councilownership.Duetoitsfarmlanduseithasnotbeenincludedintheopenspaceauditthereforedevelopmentasallotmentswouldhaveno impactontheopenspacestandardssetoutinthestrategy.
There are environmental designations which cover the site which willrequire to be taken into consideration: Greenbelt, Area of GreatLandscapeValueandLocalNatureConservationSite.Thesitealsoformspartofthesettingofalistedbuilding(LauristonCastle).

Anallotmentsiteisnottobepursuedatthistime,howeverthesitehasnotbeen ruledout for futureallotmentdevelopment. The lossof thisareafrom accessible open spacewould have no impact on the open spacestandardsassetoutinthestrategy.
Thereareenvironmentaldesignationswhichcoverthesitewhichwouldrequire to be taken into consideration if the site were to be takenforward in the future for allotment development: Greenbelt,Area ofGreatLandscapeValueandLocalNatureConservationSite.
