From the District President
What a wonderful year of Scouting we have all enjoyed in the Salisbury
and South Wilts District.
One only needs to browse the District website, our Face-Book page at
Salisbury & South Wilts Scouting or read the District’s monthly Newsletter
to appreciate just how varied and exciting so many of the activities and
programmes have been and, for some, that even included a trip to
Wyoming, USA to experience the total eclipse of the sun. I believe that
for all Beaver Scouts, Cub Scouts, Scouts and Explorer Scouts it has
been a year with a lot of excitement and a great deal of fun which is the
reason they come back for more week after week.
I give my special and sincere thanks to all Commissioners, Warranted
leaders, Young leaders, Section Assistants and Parent helpers for their
dedication, creativity and enthusiasm in working together so diligently in
providing an excellent and varied Scouting programme ensuring that the
activities for our young people are enjoyed in a safe environment.
Dave Waspe will soon be retiring as our District Commissioner, he has
worked very hard in building the District to the fine standing it is today. On
your behalf I would like to wish him every success in whatever Scouting
role he undertakes in the future.
I am confident that our District will continue to
grow its membership as we have done over the
past years. I hope too that we will be able to
encourage more adults to volunteer to take a
leadership role. Overall I wish everyone, no
matter their role, good Scouting for the year
ahead.

District Chairman 2017 - 2018
Our District is forever evolving and it is thanks to the dedication of the Salisbury & South Wilts
District Executive and the Regional Development team who give their support and encouragement
for the growth of the District.
This past year has been filled with activities throughout the District which is evidenced by the
Salisbury and South Wilts Scouting Facebook page which is available for all to see.
The annual Scout pantomime, Robin Hood, again professionally delivered by a young cast in the
Studio Theatre was a roaring success giving many young Scouts and Guides the opportunity to try
out acting and singing.
I had the privilege of attending the St Georges Day Queens Scouts Parade at Windsor Castle with
a Silver Acorn awardee on a blistering hot day in April. It was a wonderful day starting with the
service followed by the parade and then the review by HRH Princes Beatrice of York. I was very
proud that some of the Queens Scouts were from our County.
Well done to the St Georges Day 2018 working party who organised a wonderful day on the
Wyndham Park Open Space in Salisbury with many stalls and activities. Despite the bitter cold
there was a large turnout of groups and parents to support the event.
This year the Mayoral Scout, Tim Baker and Guide, Mere Makasiale, supported the Mayor at
various events throughout the year. On the 19th May at Mayor Making day they received their
badges and the new Mayoral Scout, Lilah Khan and Guide, Scarlett Brooking were appointed to
support the new Mayor, Cllr Michael Osment, for the next year.
Being a Mayoral Scout or Guide is a wonderful opportunity to be a part of the City celebrations and
is a valuable addition to your CV. If you would like this opportunity please talk to your leaders or

I wish to give my thanks to the hundreds and thousands of hours that are given free by all the
leaders, assistants, helpers and parents for the benefit of our District Scouts and Scouting.
That leads me on to give my grateful thanks to both our retiring District Secretary, Paul Prince and
our District Commissioner, Dave Waspe. Paul, who has pulled the secretariat of the executive
from the dark ages of paper filing into the electronic age and has greatly improved this District
Review over the years that he has been in office. My final thanks goes especially to Dave who
has relentlessly supported, promoted and gently directed the District to where it is today, a
vibrantly expanding District. Dave’s personal crusade has been to purchase a campsite and this
project will carry on and hopefully in the not too distant future we will have our own campsite to
support generations to come.
And finally, a quote from our chief scout, Bear Grylls, “...you don’t
need to go to the ends of the earth, you don’t need to climb Everest
to have a great adventure, it’s invariably on your doorstep”… and
your local Scouting is here to give you that opportunity.

District Commissioners Report
I am often asked “Why do you do Scouting?” Very often I give a glib answer saying “when I grow up I will give up Scouting”. However, if I sit and think about it, it’s a good question and one many of us no doubt asks from time to time. Do I do it because I like to strut around in uniform, looking important, having a grand title and having people thank me for all the time I put in? “I hope not”. Do I do it because I get a buzz out of seeing a young person do their best and achieve something they thought impossible? “Yes I do” but do I do it because I enjoy being a member of the Scout Movement and having fun, and the answer is “Yes”.
These last two are why I carry on in Scouting. The Scout Movement is unique and its aims, objectives and values align with my own. I am proud to be a member of this world-wide organisation and stand alongside my fellow Scouters especially those from Salisbury and South Wiltshire and say “I am a Scout”. I am proud to stand alongside Beavers, Cubs, Scouts, Explorer Scouts, Network Scouts, SASU members and all the adult volunteers and make my Scout Promise. I am proud to see young people achieving the top awards from their sections but especially proud when I see those young people develop into adults and knowing that we have provided some of the skills they will need, setting off on life’s journey full of confidence.
As we head into the next Scouting year the Scout Association has released the plan to prepare better futures. They have stated that, “As Scouts, we are committed to preparing more young people with skills for life, supported by amazing leaders delivering an inspiring programme. We will be growing, more inclusive, shaped by young people and make a bigger impact on communities”.
As a District we are delivering on these requirements but there is always room for improvement. Our youth membership is the highest it has been in almost 20 years 1,129. Our programme continues to improve with more adventurous activities being provided by more qualified leaders. The number of top awards being attained is growing. The youth led element of Scouting is growing. Even so we can do more. The young people have voted with their feet and come to join us, now we need more adult volunteers in all of our 18 groups. If after reading this, you feel you would like to join in you will find the contact details at the back of this review and a warm welcome when you volunteer.
In 2013 I took on the role of District Commissioner and now in 2018 it’s time for me to pass on the role to a new person and move on to something new. I have had a
brilliant five years working with you all to provide Scouting to our youth members. I have met some fantastic, dedicated, hardworking volunteers and some brilliant young people. It has been an honour and pleasure to lead this team of amazing leaders. Thank you for your support, help and friendship. I know that you will make the new District Commissioner welcome and help them continue to make Salisbury and South Wiltshire flourish and grow to the benefit of the young people of the future.

SALISBURY and South Wiltshire Scouts launched their Campsite Quest during their St George’s Day Celebrations. Beavers, Cubs, Scouts, Explorers, Network members and their families braved the cold to conduct a parade to celebrate St George’s Day, followed by a fair. The event also saw the official launch of the Campsite Quest, a fundraising drive by Salisbury and South Wiltshire Scouts to allow them to buy and establish a campsite, accessible to all Scouts in the local area. Campsite Quest committee member Ian Hecks said: “We aim to raise £150,000 and find a piece of local land where we can set up a campsite for all the local groups.” “It’s a huge task, but it just makes sense that Scouts should be able to camp in the local area and we are going to make it happen,” added fellow committee member Dan Bavister. Treasurer’s Report 2017 – 2018
What has happened to the last 12months! It just seems like a few weeks since I was writing
this report. I am pleased to report that the finances of the District are still healthy.
The major source of income for the District comes from our Scout Shop.
Sales during the year have decreased by £1,154.83, compared to last year (FY 2016/17
there was a few large sales to groups). Purchases have fallen by £2,211.68, which has
resulted in a profit, on purchases, of some £6,545.40 (FY 2016/17 was £5,488.55).With a
reduction in the value of the closing stock together with a reduction in sales the Gross
Profit for the year is showing a decrease of £815.23 from last year. However, a small
increase in expenditure (£500 contribution towards PJ Overseas travel Fund) has resulted
in the Net Profit decreasing by £1,432.02.
Big thanks must go to the small band of people who keep the Scout Shop running at a
profit to the District, However, they are only a small band and would welcome anyone
who has a few hours on a Monday night or Saturday morning to join them and keep up
this good work. Come and have a go, you might enjoy it!
Dennis Marsh House, our HQ, has unlike last year reported a small deficit of income over
expenditure of some £195.95. Thanks to Peter Handford and his small Committee who
keep our HQ up and running. This is a small committee and new members will be required
in the near future as a number of this committee are retiring, after many years of service.
The District Explorer Section has reported, like last year, a deficit of income over
expenditure of some £5,704.86. This is mainly due to the Bourne Valley Explorer Unit paying
for their trip to the Poland Jamboree this August.
The role of District Explorer Scouts Treasurer could be over, as a volunteer has come
forward.
All Specific Funds are still in the black. The District Scout Minibus Fund is continuing to hold
its own and has again increased its funds from last year. All donations from users of the
minibus go towards the up keep and running costs.
The Great American Eclipse Camp 2017 Fund - The balance of monies in this fund will be
transferred to the PJ Overseas Travel Fund, so that future trips aboard can be supported
by the District.
New District Camping/Activities Site Fund. During the year this fund has shown a large
increase from £2662.42 to £11,145.44. This is mainly due to a couple of leaders from the
23rd Scout Group attempting and completing the Devizes to Westminster canoe race,
raising just under £4k.
Also, the DC has sold anything that is not bolted down and a large donation of £1k was
received from the Salisbury 5-4-3-2-1 event for help received by the District (thanks Ludo).
Any ideas or help in fund raising will be gratefully received. New people bring new ideas.
I would like to end by thanking the members of the District Executive Committee for their
support during the year and also my fellow “money people”, in Groups, Dennis Marsh
House, Scout Shop, and Explorers who do this vital job, behind the scenes, diligently and
without fuss and I am grateful for the hours (only two a week) that they put into Scouting.

SALISBUY DISTRICT BEAVERS REPORT 2018
Once again it is time for me to write my report on what the Beavers have been doing over the past year and as always it seems to have been a very short 12 months We now have 19 Colonies in the District plus the Bemerton Heath Colony who are a satellite group of the 14

and since my last report 43 Beavers have gained their Bronze Awards
During the past twelve months all Colonies have been busy attending County and District events and events organised by their own leaders. These have included visits to the Fire Station, Pets at Home, Gecko Climbing, Yeovilton Fleet Air Arm Museum and some went to see Jack and the Beanstalk at the Salisbury Playhouse. Some Colonies have been Camping, held Sleepovers have been learning about Cycling and Archery during their weekly meetings as well as doing craft and other activities and tackling the new badges which includes the new Book Reader Badge.
Last September several Colonies attended our Badge Skills day at Wilton to enable Beavers to obtain their Camp Skills Badge activities carried out during the day included Putting up Tents, Cooking on a Camp Fire and Pioneering and in October 3 Colonies joined in the County visit to Legoland.
Instead of our usual trip to the Nuffield Theatre and our Annual after Christmas Party this year we held a Beaver Film afternoon when over 80 Beavers plus leaders and helpers sat and watched the Batman Lego Film and enjoyed Popcorn and Drinks.
We have 3 events planned for the next few months which are a Football Skills Day on the 3
rd of June, a Hike in July and a Sleepover on the 29
th of
September at the Winchester Science Centre.
As always I would like to thank everyone who has helped in anyway with the Beavers during the last year and also Sharon Cottrell ACC Beavers for her continued support.

Cub Annual Report May 2017 – April 2018
June 2017 District AGM – This year it was our Cub Section who provided entertainment and
refreshments and opted for “Badge Bingo” introducing those playing to the array of
activity, staged and challenge badges Cubs can currently participate in.
Athletics – unfortunately on the wettest day for weeks this event had to be cancelled
despite all the pre-event planning!
Oct 2017 Downton Scout Group kindly hosted the District’s Challenge Flag where Packs run a
station where teams of Cubs participate and are scored. The team with the highest
score holds the flag for 2 years. Stations on this occasion included Backwoods
Cooking, Fire lighting, Scouting Knowledge, First Aid, Map Work, Pioneering and
erecting a tent. Congratulations to Bourne Valley who won overall. Many Packs
entered relatively young teams, and all enjoyed a great day
Jan 2018 Our annual Scrapheap Challenge was held in DMH and organised, again, by Rob
Morgan with this year’s theme of a “day at the beach.” Overall winners were Tisbury.
Feb 2018 Tisbury then went on to represent our District at the County Scrapheap Challenge at
WSC, Potterne. Although working hard as a team we didn’t bring the County trophy
back to Salisbury and South Wiltshire on this occasion but well done to those Cubs
competing as I know the competition was difficult.
5-a-side football, Chafyn Grove School. Our annual competition was well
represented this year. Many thanks to Tisbury for organising and to Pete Cross and
Andy Bazen for refereeing the afternoon. Congratulations to 14th Salisbury
(Bemerton) for winning the Malcolm Tapper memorial shield this year.
March 2018 The Rotary Club, Kay and Bev organised another successful, well attended, Chess
Competition at DMH. Congratulations to Winterslow as overall winners this year.
April 2018 This year’s annual swimming gala attracted fewer entries this year but nearly 80
Cubs enjoyed cheering on their Packs at 5 Rivers Leisure Centre and watched as
23rd Salisbury won the overall competition. Thanks to Tony, Nell and all those who
organised and supported the event. As our Sections’ contribution towards the District
Campsite Fund we asked for donations towards gala programmes and over £90 was
raised.
St George’s Day Celebrations were supported by Groups and parents who observed
Cubs renewing their Promises on a bitterly cold afternoon!
Visiting Packs, looking at Programmes and chatting to Leadership teams allows me to understand
why the number of Cubs in Salisbury and South Wiltshire is growing. I am aware though, that
without strong leadership teams, the support of their Group executive committees, the District and
parents that Packs can find themselves in a more precarious position. I am grateful to Groups who
have offered and will continue to offer support to Groups who need help as none of us should be
complacent about our Group’s future.
The number of Chief Scout’s Silver Awards (CSSA’s) in this last year was 62 – a huge
achievement for those young people having earnt them but also to the team providing such a
diverse, exciting and engaging programme for them
Many Packs have taken Cubs away on Camps, sleepovers, outdoor activity centres and even
sleeping amongst helicopters and gliders at the Museum of Army Flying to gain their night’s away
component of Scouting.
In addition, we are also fortunate to increase our District resources including “cycling in the dark”,
indoor archery and darts and I am grateful to Paul Hardiman for leading on this and being a point
of contact for these activities.
I would like to thank all those Leaders, helpers and Young Leaders who organize and deliver such
varied activities and opportunities to those 8-10½ year Cub Scouts in our District.

ADC SCOUTS REPORT
Thanks to all of the excellent activities that are put on both by individual Scout Troops and District the numbers in the Scout section continue to rise. I think that this is a credit to all of the dedicated Scouters that we are fortunate to have in Salisbury & South Wilts. A round up of the District activities over the last year is below:
District Scout Camp: This was an excellent camp at Lyons Copse near Southampton from the 19th - 21st May. Around 60 Scouts attended and took part in activities such as backwoods cooking, wide games, a camp fire and it’s a knockout.
District Kayaking / Canoeing Day: This took place on Sunday 28th May with around 60 Scouts, Cubs and Explorers taking part over the three sessions.
The District Scout Raft Races: Were held on 2nd July and were attended by 12 Troops. Congratulations to 2nd Bulford and Bourne Valley Idmiston for winning their respective age ranges.
Bear Grylls Survival Race 29 Sep to 1st Oct Many thanks to Richard Pearce for co-ordinating on behalf of the District with Anna Humphries from the 3rd Worcester and Bear Grylls Team. Scouts from 1st Amesbury, 1st Downton, 8th Salisbury, 1st Wilton, 1st Laverstock and Bourne Valley attended the race weekend at Trent Park, London. The Scouts manned check points, activity stances, parked cars and the entrance gate amongst other tasks before running the 5 or 10 km race later in the day. Bear Grylls made an appearance on Saturday lunch time and a number of Scouts got 'selfies' and autographs. The Scouts received great feedback from the public and the Bear Grylls Team.
Grose Trophy Grose Trophy 8th Oct Congratulations to the 23rd Salisbury Cobras who won the event held at Downton. Thanks to Mick Chalke for organising. Many thanks to all those who ran checkpoints and helped on the day.
Cooking Competition
Was held on Saturday 25th November 2017. Congratulations to the 3rd Salisbury who won the
competition and the 6th Salisbury who were a close second. I know that the 3rd Salisbury went on
to represent the District in the County Competition on 25th February 2018.

On the 4 - 6 May 2018 there was a County PL and APL Training weekend. A number of Scouts from the District attended this.
Jamboree on the Trail The annual day in which all Scouts are encouraged to hit the trail took place on 12 th May and many Troops from our District took part walking many different routes in places like the New Forest, Avon Valley Path and the Cotswolds.

SCOUT ACTIVE SUPPORT ANNUAL REPORT 2018
It has been another busy years for the members of the SAS units in the
District, We have been involved in many of the District events for
Beavers, Cubs and Scouts. Explorers and Network are capable of
looking after themselves.
The Service and Social Unit have had a wide and varied programme,
besides what they have done for the District. They have been on trips,
held dinners, quizzes, and social evenings, all under the watchful eye of
their co-ordinator, Barbara. The events run by this Unit are open to all,
whether they are in the SAS or not.
The Panto, Scout Shop and Dennis Marsh House Units continue to
function well under their respective co-ordinators.
The Adult Support Unit under Olwen are now offering one off
programmes for sections who find themselves short of a leader on a
particular night, as well as offering support to old and new leaders alike.
They are not able to supply full time leaders.
Activities on offer still include Archery, Cycling and Riffle shooting.
We are open to anyone over the age of 18 whether they are a leader or
not.
We are here to help, but we cannot guarantee to meet your particular
request, but we can do a lot of things. If you need to know if we can assist
you JUST ASK.

RECRUITMENT REPORT 2017-2018
Hi it’s me again, time for my report. Recruitment has been slower this past 12 months mainly due to a house move that took forever. People
are coming forward to help on committees and in Groups. The DC has followed up many new leads and the result is groups are continuing to grow.
The recruitment equipment is available to use at any of your events, please contact me to arrange its collection.
The best way to recruit new leaders is to ask your people to help and
take a more active part in the group spending more time with the young people you care for.
I would like to thank everyone who has help in recruitment, with a personal thank you to Dave who has been a great support to myself and
the recruitment team during his time as DC and wish him all the very best in his next Scouting role.

What is the role of a District Youth Commissioner?
My role in Scouting is to ensure that young people from the District aged 6 – 25 are involved and engaged in every decision that shapes their scouting experience. I also aim to empower young people to share their ideas and have a meaningful voice in planning, implementing and reviewing their programme and opportunities.
So far I have visited a few sections and run games which encourage the young people to come up with their own programme ideas. I have also been sitting on the District Executive Committee in order to represent the young people and have attended other District-level meetings.
My aims for the District in the next year are to encourage youth shaped scouting throughout the sections. To do this I will be providing guidelines and ideas to the leaders in order to make their sections more youth shaped. This involves all sections looking at the youth shaped pledge and using it to include more feedback and programme ideas from the young people.
I will also be encouraging all young leaders from our District to attend a county-run
young leader camp on the 3rd-4th of November at Potterne, details of which will be

Network
My name is Dan Bavister, and I am the new District Network Commissioner for Salisbury and South
Wiltshire. Below, I have written a small section about how got the role, and my plans for the next year.
Before leaving Bourne Valley Explorers in 2017, the leaders mentioned the possibility of re-establishing
the Network group in Salisbury. I finished Explorers in July and after a couple of months, I decided to take
on the role of District Network Commissioner.
For those who are not aware, Network is the last section in the Scouting Movement, for adults aged 18-25.
It provides a place for younger leaders and others who have not previously been involved with Scouting, to
socialise and enjoy new experiences.
Since our first meeting in February, we have selected a regular meeting place and time, and are starting to
plan a rough programme for the next few months.
My aim for the coming year is to get more young people involved with Network, and to focus our
programme on community projects, social evenings and gaining the top awards such as Queen’s Scout
and Gold DofE. I will also try to encourage the older Explorers at local units to sign up for these awards as
early as possible, so when the join Network, they are already half way there. As well as this, we will be
participating in many adventurous activities such as rock climbing and archery.
