ITEM 1 – Confirmation of minutes of the 16th Meeting of the PMC dated June 20,
2013
1. Minutes of the last meeting were circulated through e-mail to all members of the Committee. No comments have been received. The minutes are placed for confirmation by the Committee. (Annexure-I).
2. Action Taken Report on the minutes of the 16th Meeting is attached. (Annexure-II).

ITEM 2 – Course Review of the ongoing Round 8, 2013, Phase-IV of MCT Programme
1. Round 8 of the Phase IV of IAS Mid Career Training Programme is currently underway at
the Academy from 1st July to 23rd August, 2013. 76 officers are attending the course. In addition,
one officer of the 1993 batch who had missed a portion of his Phase-IV Programme also
attended the FST in present course
2. The design of the present round of the Phase IV Programme has drawn upon the broad
learnings of the past rounds. The significant changes are as follows:
2-week Public Policy Module has been delivered in-house by the Academy with assistance
from certain practitioners and domain experts.
Participation by in-house faculty has increased.
3. The Academy has attempted to deliver a healthy mix of lectures and presentations by experts and academics blended with Government practitioners and leaders with known expertise in specific domains. Various pedagogical methods, viz. lectures, panel discussions, case studies, films and experience sharing have been used for delivering inputs. The summary of the Sessional feedback for Weeks 1 to 6 may be perused below:

4. Like in the past rounds, the participants to write a Canada Paper, a Policy Memo in
cohorts of 3-4 participants and related Cabinet Note for evaluation purpose. This year, in
addition to these, the participants are required to share a particular experience with others
which has wider learnings.
5. As per the decision of the PMC, the destination for this year’s Foreign Study Tour was
Canada. The programme was organized in collaboration with the Institute of Public
Administration of Canada (IPAC). As a prelude to the visit, the Canadian Deputy High
Commissioner Mr. Jim Nickel visited the Academy for an interaction with the participants.

While the official feedback is awaited from IPAC, it is quite clear from informal interaction with
the participants that the overall experience has been reasonably good.

Objective of the Programme, inputs and eminent guest faculty
The objectives of Phase-III program were to enable participants to:
Equip for effective transition to program formulation and wider implementation.
Appreciate contemporary developments in political economy at the global and national
level
Design and improve public service delivery mechanisms
Demonstrate the use of concepts, methods and skills for program/project formulation
and implementation
Enhance domain knowledge
Strengthen communication, inter-personal and team-building skills and appreciate the
centrality of values in governance.
At the end of the course, the participants were able to:
Appreciate contemporary development in political economy at the global and national

Appraise public sector projects and understand the fundamental principles of PPPs and
Appreciate the centrality of values in governance.

eminent guest speakers comprising senior leaders, economists, both serving and retired civil
servants and well-acclaimed domain experts. The Academy faculty delivered over 55% of the

End-of –Course Feedback
The weighted average of the overall End-of-Course Feedback given by participants about the
course (based upon its usefulness, training experience, etc) was 94.37 %. Copy of the Feedback
report is attached at Annexure III.

Broad Learnings from the Program
The broad learnings from the program are as follows:
1. The ‘governance series’ of lectures in the first three weeks need to be structured better.
2. The Project Appraisal Module was received quite well. The project work done by the
participants was of good quality. The module needs to be continued with minor
improvements.
3. The PPP module was also very well received and should be continued with more field
level experiences.
4. The FST to Korea has been rated faily well by the participants. We may focus more on
field visit during Korea visit. The classroom lectures need to be trimmed removing
repetitive sessions.
5. Post FST day long modules need to be tweaked a little bit to get more field experiences.
6. Experience sharing from participants needs to be more structured.

ITEM 4 – Update of Phase-V, 2013
The Phase V Mid-Career Training Programme will be conducted from 16
September to 18 October, 2013. The programme will begin with a curtain raiser at New
Delhi on 14 September, 2013 after which the officers will proceed to USA for a 9-day
study visit. The schedule for the foreign study tour is enclosed at Annexure-IV.
The domestic component will begin at the Academy on 30 September, 2013 for a
period of three weeks. The schedule for the domestic component is enclosed at
Annexure-V.
Besides, each participant is expected to write a policy paper on one of the themes
which is being taken up for discussion in course of Phase V and submit the same by 31
August, 2013. Each paper will be peer reviewed and subsequently presented in small
groups. Selected policy papers will be published in the Academy journal and also
circulated to concerned Ministries.

Minutes of the 16th Meeting of Programme Management Committee (PMC) held at
LBSNAA, Mussoorie on Thursday the 20th of June, 2013 at 1600 hrs. in Conference Hall,

At the outset, the Chairman welcomed all the members to the meeting. Thereafter, the items listed on the agenda were taken up for discussion. The decisions taken were as follows: Agenda Item No.1 - Confirmation of the Minutes of 15th
Meeting of the PMC The minutes of the 15th
meeting of the PMC were confirmed. Action taken on the minutes of the 14th
meeting of PMC was perused by the members. With regard to hiring of Research Associates, the Committee suggested that an advertisement may be brought out in the Newspapers. The Academy may also explore the possibility of contacting Planning Commission, Ministry of External Affairs, Department of Personnel and Training and Ministry of Finance to seek names of the wait listed candidates of their intern programme, who could be hired by the Academy. It was also felt that the monetary compensation to the Research Associate may be reduced and in lieu bachelor accommodation offered. Agenda Item No.2 – Presentation of Course Design of Phase-III of MCTP Programme and engagement of Korean Development Institute for the Foreign Study Tour The Committee appreciated the efforts of the Academy and the course team in organizing the Phase-III Programme. Based on the feedback received from the participants, it was decided to retain the broad design with greater emphasis on: (a) Political economy and issues relating to equity and social justice

(b) Using technology in land management (c) Issues relating to urban management Agenda Item No.3 – Discussion on recommendations of sub-committee on the feasibility of two destinations for foreign study tour of MCTP The recommendations of sub-committee on the feasibility of two destinations for foreign study tour of MCTP were placed before the Committee (copy placed at Annexure-I). After detailed discussion, it was felt that the process should be gradual and scaled up in due course. It was proposed that the participants of Phase IV, 2014 may be divided between the two destinations: Brazil and Australia. However, Australia would be confirmed as a destination upon completion of the visit to Canada by Phase IV, 2013 and feedback received thereon. Dr. Rathin Roy volunteered to assist with organizing the visit to Brazil and suggested that the IBSA (India-Brazil-South Africa) Summit in July may be a good platform to forge network with Brazilian institutions. It was also decided to invite the Brazil Ambassador to India to address the Phase IV participants in July-August, 2013. Agenda Item No.4 – Any other items with the permission of the chair Dr. Rathin Roy gave an overview of the facilities available at NIPFP and offered to conduct customized training programme for IAS Officers. This was noted by members of the Committee. The PMC meeting ended with a vote of thanks to all the members.

Feedback of Phase-IV 2013 to Canada is awaited. The Ambassador of Brazil in India was invited to interact with the participants of Phase-IV Programme. In course of his visit the issue of taking the Phase-IV to Brazil in 2014 has been discussed. It has been suggested by the Ambassador that the proposed visit may be placed as an agenda item in the forthcoming visit of India’s External Affairs Minister to Brazil in October 2013. A proposal to this effect will be sent to DoPT shortly
