INTRODUCTION
Africa is a continent endowed with natural resources, but on the same time is facing the problems such
as basic facilities to the people, protection of flora and fauna and attaining a reasonable growth. There
is a growing realization that the future growth of Indian companies will be substantially driven
by the share they have in the global market. Indian companies are acquiring overseas assets to
establish their presence in foreign markets and to upgrade their competitive strength (Source

). An unprecedented decade of economic growth in Africa, coupled with a series of policy and
institutional reforms, has attracted emerging global powers into the continent, seeking to gain a
stronger foothold in the continent in their bid to reach more markets and forge new political
alliances.
Initially limited to Kenya, Nigeria and Uganda in the 1970s, Indias influence has expanded
geographically between 2000 and 2007 with Indian companies now doing business in over 20 African

). Africa, considered as one of the richest natural resource regions in the world today represents
one of the largest untapped potential for investment, thus becoming a very attractive market for
India as reflected by the increasing footprint and investments by India within the African
continent. Indias trade with Africa has doubled in the past four years, from US$24.98 billion in

Commerce and Industry Minister, Government of India announced the Focus Africa Programmewith a focus on seven countries of Sub-Saharan Region viz. South Africa, Nigeria, Mauritius,Tanzania, Kenya, Ghana and Ethiopia on 31st March 2002 along with the announcement of theEXIM Policy for the years 2002-07. With a view to further enhance India's trade with Africa thescope of this Programme was further extended with effect from 1st April 2003 to all the other
countries of the Sub-Saharan African region, where India has Diplomatic Missions i.e. Angola,Botswana, Ivory-Coast, Madagascar, Mozambique, Senegal, Seychelles, Uganda, Zambia,Namibia and Zimbabwe, along-with the six countries of North Africa viz. Egypt, Libya, Tunisia,Sudan, Morocco and Algeria. As many Missions in Sub Saharan Africa are concurrentlyaccredited to other countries in the region, the Programme in effect, therefore covers the entireAfrican continent.
Under this Programme, the Government of India extends assistance to exporters, ExportPromotion Councils, etc. to visit these countries, organize trade fairs and invite African tradedelegations to visit India. The initiatives taken under this Programme have received anencouraging response from the Indian exporting community
This steady upward trajectory on the trade front is being complemented by stronger investment
ties, with Indian investments in Africa totaling more than US$33 billion to date, with US$ 1.52
billion invested in 2009-2010 period alone (SourceFrontier India, 2011; India-Africa Invest).
Indian companies are active in a range of sectors, including mining, pharmaceuticals, machinery
and equipment, chemicals, textiles, paper and paper products, financial services, software,
refinery and printing.

ECONOMIC OUTLOOK
Regarded as the third-fastest growing economic region in the world, it comes as no surprise thatcountries are flocking and seeking economic and political relations with Africa.India is Africas fourth-largest trading partner behind the EU, China and the US, and a
significant investor across the continent. Bilateral trade hit USD 57bn in 2011, and is targeted toreach USD 90bn by 2015. At present, India accounts for 5.8% of Africas trade. While still smallcompared with Africas traditional partners (Europes trade with Africa exceeded USD 300bn in2011) the pace of growth in Africa-India trade and investment over the past decade is rivalledonly by China-Africa trade.Indias investments in Africa have largely been driven by state-supported private-sector
companies. Cumulative investment exceeds USD 35bn (compared with more than USD 70bn
from China), primarily in agriculture, oil, and telecommunications. Given the sectors India is
investing in, there is significant potential development impact for African countries. The
majority of the African population is involved in agriculture; new oil finds could drive economic
growth for several African countries; and Africa has the worlds second-fastest-growing mobile
telephone market.

Trade pacts and agreements
ANGOLA
Both the nations have agreed to grant each other the most favored nation status in terms of Custom
duties, formalities and all dues and charges, issuance of import and export license
Both the countries have agreed to the widest possible exchange of goods that has been given in the
following schedules
Schedule A specifies the goods and commodities originating in the Angola and may be exported
to INDIA
Schedule B specifies the commodities that are originating in INDIA and can be exported to
Angola
Goods supplied to one nation may not be exported to the third nation without prior advice to the
concerned organization or supplier in the exporting country.
All the payments between the two nations shall be effected in freely convertible currency through
normal banking channels in accordance to the foreign exchange laws in the country.
For the effective implementation of the agreement a joint Committee has been established which
composed of the representatives of both the nations.
The committee should meet every two years to review the effective implementation of this agreement
alternating between Iuanda and New Delhi.
Botswana
Both the nations grant to each other the most favored nation,treatment concerning trade between
them in accordance with the world trade organizationprovisions.
The definition of the products originating within the country is given as:
Products grown or completely obtained in the territory of each contracting party.
Products manufacturing in the territory of each contracting party.
All payments of goods and services between the two contracting parties shall be made freely
convertible .
If any product is being imported into the territory of the other party in such increased quatnities that it
threatens to injure the domestic industry in that territory , the parties are free to suspend in whole or in
part or to withdraw or to modify its obligation.
To ensure the aim of securing the full and effective implementation of the provisions a joint
committee has been set up which meets alternatively once in two years.
Cameroon
The nations have agreed to treat each other as NO LESS FAVOURABLE than that accorded to the
commerce of any third country.

However the status doesnt hold good in case of the advantages from any customs and EU or free
trade agreement that any of the parties be a part of. Also from any advantage accorded from any
scheme for expansion of trade and commerce amongst the developing countries which is open for
participation by all developing countries to which either of the govt. may not become a part of.
The products have been scheduled in schemes A and B.
Nationals from both the parties can enter, sojourn, travel or reside in the territory of the other party inorder to promote trade.
The merchant ships or the sailing vessels of any of the two parties shall enjoy, in respect of all matters
a treatment of no less than the treatment accorded to ships of any other foreign country, except that
any of the concessions accorded to the ships engaged in the coastal trade of either party shall not be
available to the other party.
The representatives of both the parties should meet at least once in a year at the request of either party
in a Joint Committee to review the implementation of this agreement.
Cote D Ivory
Both the parties have accorded each other as the most favored nations except the advantages thatresult from a custom union, a free trade zone, or a multilateral economic integration.
The following material are exempt from custom duty
Goods meant for fair exhibition and display
goods and instruments relevant to assignments carried in their own luggage
articles meant to be re-exported after repair and
Containers of durable nature.
The parties have agreed to co-operate to develop the ties in fields of maritime transport of cargos
generated by bilateral trade.
For reviewing the working a committee has been set up that meets alternately in both the countries
This is valid for three years
Ghana
Both the nations have granted each other the status of most favored nation to the goods originating in
the territory of either party.
The samples of no commercial value,proto-type of engineering goods with no commercial value and
trade catalogs etc. are exempt from import duty and other charges levied.
Both the nations, in order to promote trade should grant reasonable facilities, exempt from customs
duty goods and should confer duty free admission to equipment temporarily imported.
A joint committee from representative from both the countries has been established which shall
meet once in a year alternatively in Delhi and Accra All the payments relating to trade transaction and commercial service should be effected in any
convertible currency acceptable to the two countries.
Liberia

The contracting parties shall accord to each other the most favored nation treatment in respect of
import and export licenses, customs duties and all other charges and taxes applicable to importation
and exportation or transit of goods.
The contracting parties shall grant other in respect of import and export licenses or permission where
such licenses are required under their regulations treatment no less favorable than any other country.
All the payments for the goods and services should be made in freely convertible currency, inaccordance with the foreign exchange laws and regulations
If any product is being imported in the territory of that party in such increased quantities and under
such condition as or to cause hreaten serious injury to the domestic producers in that territory ,the
party shall be free in respect of such product and to the extent and for such time as may be necessary
to prevent or remedy such injury to suspend the concession. But, before the action a written notice
shall be provided to the other party.
All the payments should be made in a currency freely convertible.
A joint committee has been established that is responsible to review the implementation of
provisions of present agreement and shall meet once in two years alternatively in any of the two
countries.
Mauritius
Both the countries are part of the WTO and are thus bound for multilateral trade discipline as
enunciated by URUGUAY ROUND AGREEMENTS.
A Joint trade committee with representative from both the nations have been established which
meets once in a two year(at least)
All the payments made should be in freely convertible currencies as per the foreign exchange laws.
Mozambique
Both the nations have accorded to give each other the status of most favored nation in terms of
exports and import licenses, custom duties and all other charges and taxes applicable.
All the payments made should be in freely convertible currencies as per the foreign exchange laws
The contract is valid for one year and is then extended for one year unless one party makes some
changes
The trade catloges,proto type samples, samples of small values Imported solely for the purpose of
being shown are exempt from the duties.
Nigeria
Both the nations have accorded for the most favored nation treatment in respect to the various dutiesand charges.
The contracting parties reserve the right to subject the importation of any goods and commodities to
the submission of certificates of origin by the organization authorized on behalf by the govt. of the
country of origin.

The contract is limited to only the goods originally produced in the country, any good originating in
the third party can be considered only if the third party is an official trading partner of the
contracting parties.
Good and commodities exported should not be re-exported to a third country.

Senegal Both nations have accorded to provide each other the status of most favored nation in terms of the
duties, taxes, levies and the charges applicable to trade.
Payments between the contracting parties will be effected in any convertible foreign currency
acceptable to both countries.
With a view to facilitating their trade exchanges ,each contracting party undertakes to furnish ,at the
request of the other, selling and buying the possibility of goods from each country.
A joint committee has been established in order to review the progress made and to resolve
problems ad it should meet at least once in a year alternatively in Senegal and in India.
South Africa Both the nations have resolved to consolidate, strengthen and diversify the trade relations between
the two countries to the full extent of their growing capacity.
To meet each other on te basis of the mutual benefit founded on the most favored nation treatment
accordance with the principle contained in the GATT.
Payments of the goods and services arising from the implementation of this contract shall be made
in the freely convertible currencies I accordance with the foreign exchange laws.
A joint intergovernmental committee consisting of not more than ten South African and Indian
Representatives is established which meets at times agreed upon by the contracting parties.
Any disputes in the Interpretation and implementation of this agreement should be resolved throughnegotiations between the contracting parties.
Swaziland
Both nations have accorded to provide each other the status of most favored nation in terms of the
duties, taxes, levies and the charges applicable to trade.
Payments between the contracting parties will be effected in any convertible foreign currency
acceptable to both countries.
The contracting parties will hold regular consultations as may be necessary in order to facilitate
smooth implementation of this agreement.
With the aim of securing the full and effective implementation of the provisions of this agreement ajoint trade committee may be established which shall endeavor to meet once in a two year
alternatively in both the countries
Seychelles

contracting parties shall establish a Joint trade committee consisting of the representatives of both
the parties that shall endeavor to meet once in a two year alternatively in both the countries.
Any disputes in the Interpretation and implementation of this agreement should be resolved through
negotiations between the contracting parties.
Uganda Both nations have accorded to provide each other the status of most favored nation in terms of the
duties, taxes, levies and the charges applicable to trade.
Both nations have created a list of items imported and exported from both the nations.
Payments between the contracting parties will be effected in any convertible foreign currency
through normal banking channels.
For the effective implementation of the agreement a joint committee has been established which
meets at mutually convenient dates alternating between the capitals of the countries.
Zaire
Both the nations have accorded to give each other the status of most favored nation in respect of
trade between both the nations.
For the purpose of the following are considered
A product manufactured, mined, substantively transformed or manufactured in the territory of the
Republic of India.

A product cultivated, mined, substantively transformed or manufactured in the territory of the
Republic of Zaire
All the payments made should be I convertible currencies.
The contracting parties agree to exchange the commercial information as mutually agreed through
appropriate channels.
Zambia
Definition of the custom duty, imported duty, dumping and quantitative restriction has been given.
Notwithstanding the provisions of MFN treatment, contracting parties may impose safeguards, anti-
dumping and countervailing duties where it has been established that increased imports or goods
from other contracting parties are being dumped or subsidized causing injury to the domestic
industry of the importing country.
All payments between the contracting parties in pursuance of this agreement should be in any freely
convertible currency.
A joint committee which shall meet once in a year alternatively in both the countries capital.
Zimbabwe
A list A and B have been agreed upon where the list A is the list of exports from India to
Zimbabwe and list B designates the list of exports from Zimbabwe to India.
Both nations have provided each other the status of MFN
All payments made between the contracting parties in pursuance of this agreement shall be
effected in freely convertible currency through normal banking channels.
The contracting parties should give preference, when selecting transportation for commodities to
be exchanged, to their respective national carriers.
A joint committee composed of representatives of the contracting parties .This committee shall
meet at the request of either contracting party at convenient dates for both.
