PRESIDENT'S REPORT
Season 2007 -2008 has again been a challenge for the board. The exceptional drought has caused manyproblems for the association and the clubs and watering of ovals and preparation of wickets has been successful
with co- operation of councils, schools, colleges etc. The permits obtained from SA Water enable our cricket to
continue throughout the summer.
Unfortunately junior Grand Finals were abandoned because of the heat policy which was extremelydisappointing for our young members. I am sure the Board will approve a strategy to enable all finals to be
played in the future.
The pre - season activities of the Board were again hampered by being unable to complete the programme before
the season commenced. Problems arose with team nominations and ovals and was compounded withwithdrawal of teams at the last minute. Rick Darling, David Heyzer and Ron Barber spent many hoursaddressing the problem.
The Board was altered to increase members from 5 to 7 along with new chairman (Ron Barber) and newtreasurer (Brad Weidenhofor). The Board consisted of David Heyzer (Vice Chairman), Peter Smith, RobGordon, Tim Sargent and returning to the Board Greg Gade and new members Chris Jones and Tom Cane.All have worked tirelessly in many areas to help achieve a successful and well organised Association.
Our new Board members Chris, Brad and Tom are proving to be a real asset and along with the addition ofrule guru Greg Gade, the Board is in a strong position.
Chairman Ron Barber who moved from the Board to the position has been like pepper and salt and hasworked like a beaver on all areas and is doing a fantastic job.
Rick Darling who completed his two year contract in May 2008, made giant strides for the Association in the
area of sponsorship and arranged a major sponsorship with Bianco Building Supplies which has benefited the
clubs as well as the Association.
The Board advertised the General Managers position as is required and had a huge response. The Boardappointed John Winter, Jeff Emmell and David Heyzer to narrow the field and the Board after considerableconsultation appointed well known cricket identity, Wayne Phillips for the next two years. I would likepersonally thank Rick for his endeavor as his tenure was through an extremely difficult era and unfortunately it
has been hard for him to please the whole Association. I wish Rick well in his future employment.
Juniors have again progressed well and easing of qualification rules is making it easier for some clubs tosponsor junior teams. At time of writing (June) moves are under way for the juniors to be under the control of
SACA within four geographic areas. The ATCA is still determining their response.
The ATCA held its 751 Anniversary Dinner in February, and while the response from some clubs wasdisappointing (obviously not interested in ATCA History or its future) the function, the venue, food and guest
speaker Matthew Elliot was excellent and was brilliantly handled with his usual consummate skill by Jeff
Emmell.
Congratulations to all team and individual winners and to the countless workers and supporters from all clubs
who give up so much of their spare time to provide the best possible facilities for their clubs. These people are
the life blood of Amateur Associations and without them clubs and the ATCA would soon struggle to maintain
its standards.

CHAIRMAN'S REPORT
This season, 2007/08 was my first as Chairperson of the Adelaide Turf Cricket Association (ATCA) Board ofManagement. It was also the 75th Anniversary of the Association, which was celebrated with a dinner on 6February 2008. This enjoyable night was attended by Life Members, past and present players, officials andsupporters of the Association. Our President, Barry Fry and his sub committee are to be congratulated onorganising a very successful event.
As Chairperson, I have found the position challenging, rewarding and vastly different to being a Boardmember. I thank my predecessor, Andrew Sinclair for leaving the Association in such a strong position.
Prior to the commencement of season 2007 /08, the Board of Management resolved to continue with theumpires being sourced from the Adelaide Turf Cricket Umpires Association (ATCUA), and not have anarrangement with the South Australian Cricket Association (SACA). There will be ongoing discussionsregarding this and the Association is keen to keep the lines of communication open through the ATCUAUmpires Director. The ATCUA has an ongoing recruitment programme. Together with this and the trainingschool, it is hoped there will be more umpires to officiate in the coming seasons. We continue to enjoy a goodworking relationship with the ATCUA and I thank the Umpires Executive and Sub Committee for theircooperation throughout the season.
After a somewhat indifferent start to the season due to compliance issues, I believe the Association has had asuccessful year. Player behaviour continues to be a cause for concern. The Board will continue to stress to allclubs /players that unsportsmanlike behaviour is unacceptable.
Although the Association teams did not win this year's CUSA Cup, planning will begin early in the nextseason, to ensure the best teams will be available to participate in the 2008/09 competition.
Sadly, the low point of the season was the tragic death of Para Hills player Anthony Barnes during a match.
Our thoughts are with his family and club.
The financial position of the Association remains sound and as always, the Board is working very hard to keepaffiliation fees to a minimum. Again we will be endeavouring to retain our sponsors, raise the level ofsponsorship and seek new sponsors. We were able to pay a rebate to clubs who displayed our major sponsor,Bianco's logo on their playing shirts. I thank all of our sponsors for their support throughout the season.
During the off - season, the Board will be having discussions with SACA regarding the Jeff Dry report andreview of community cricket in SA. Questionnaires were sent to various clubs and we look forward to whatrecommendations are made in this report. All stakeholders in our Association will be kept fully informed on
developments.
The presentation night held in conjunction with ATCUA was successful. Congratulations to all award winners
and premiership clubs.
Thank you to all clubs and committees for their participations and support during the season.
To the President and all members of the Board, I thank you for your contribution throughout the season. Yoursupport on various sub committees has been invaluable. We look forward to promoting the ATCA as anexcellent Community Cricket Association open to all players and umpires.

GENERAL MANAGER / EXECUTIVE OFFICERS REPORT
I have much pleasure in tabling this report, my first as General Manager/Executive Officer of theAdelaide Turf Cricket Association Inc.
Since my recent appointment, I have endeavoured to make contact with all of the clubs to gain a feel forthe issues most important and relevant to their particular circumstances. This has been a most interestingand beneficial process and I am now much better informed as we move forward.
For those of you who are not aware, the office of the ATCA Inc has relocated and we now have our ownhome base in the western end - northern grandstand of the Memorial Drive complex. The offices haveundergone the necessary refurbishments and now fully meet the immediate and proposed futurerequirements of the Association. My sincere thanks to those who were involved in the relocation,particularly SACA and Tennis SA. Both of these organisations were very accommodating during theprocess and their ongoing support is much appreciated.
We move into the 2008/09 playing season with high expectations with the Association on sound financialgrounds and the promise of quality umpiring to enhance the playing of the game.
My thanks to the members of the Board of Management who have made my transition into the role a verysmooth process and to Sarah Fry who continues to provide valuable administrative assistance to theAssociation and has been wonderful support to me since my appointment. I would also like to record theefforts of Rick Darling during his time as General Manager of the Association and sincerely wish him allthe best for his next innings.

UMPIRES DIRECTORS REPORT
In early July 2007, I started with preparatory work associated with the Umpires Winter Academy,comprising five training lectures covering the 42 Laws of Cricket and the Association By -Laws. Thesewere held in August & September. The method of education was designed to combine the new umpirealong with the experienced umpire and encourage interaction. Some laws had the additional visualteaching aid of a video presentation covering the facets of the corresponding law. I conducted the lectureswith help from Klaus Plumeier at Flinders Park on Monday evenings, and Ken Greenwood conducted thesame to a small group on Tuesday evenings at Ingle Farm. I also compiled a test paper for umpires tocomplete covering the Laws of Cricket and the By -Laws in preparation for the oncoming season.
A total of 49 registered umpires officiated during the 2007/2008 season, comprising of 9 new umpires.Of the 9 new umpires, 7 of these were recruited under the club sponsorship system generated by theATCA. In Round 3, we had only 35 umpires officiate, whilst in round 7, we had 42 umpires officiate.Additional to this, we had umpires who officiated at 9 Under 17 matches each week. Five of our umpiresregularly umpire College matches, but were available to us for Rounds 1,7,8 and the Semi- Finals.Unfortunately, we lost 6 umpires from last season for reasons of ill health or transfer to country areas.In the Semi - Finals, we had the services of 5 club umpires and 12 SACA umpires, and this let us have 2umpires available to each match.
Our Selection Committee comprised of Doug French, Ken Greenwood and myself as Chairman, meetingat Doug's house on the Monday evening before each round of matches. With the unusual amount of newand in- experienced umpires, we had to juggle the umpires into pairs and seek a blend of experience within- experience capabilities officiating on the field. The quality of umpiring achieved from our newumpires was above expectations, and after four completed rounds, we were able to mix the umpires moreevenly with good results. By the end of the season, we had promoted three of our new umpires to AlPremier Grade, with good results. After a few initial matches, Ken had to retire as an umpire due to healthproblems. He was able to keep in the game as a scorer for Pooraka Cricket Club and provided valuableinput to the committee as an independent observer. Thanks to Doug and Ken for their time andcommitment given during the season.
During the winter break, the By -Laws were revised and the umpires appreciated the revisions madewhich made them overall easier to follow. Umpires appreciated the changes made. During the winterbreak, further changes will be required.
During the season, the umpires met at the ATCUA monthly meetings held at the Lutheran SportsClubrooms at the comer of Goodwood Road & West Terrace. At these meetings, various umpiring topicswere covered. A practical LBW and positioning session was held out on the adjoining pitch area, and acouple of sessions were held relating to the handling of reporting procedures. Before the finals, thechanges in the By -Laws for finals were covered.
We had to provide 56 umpires for the Senior Semi - Finals matches plus enough to cover 12 Juniormatches on Sunday afternoons. With the help of some non- participating club members and SACAumpires, the objective was achieved and each match had two umpires appointed. The heat complicatedmatters on the Sunday as the temperature forecast was above 40 degrees. We managed to supply a thirdumpire to games envisaged to be completed late in the day (11 matches in total). This required a lot oflate and quick organisation, but proved satisfactory overall as our umpires were able to have a breakduring the days play and keep refreshed and re- hydrated so as to apply full concentration.Congratulations to Klaus Plumeier and Peter Smith who officiated in the A! Premier Grand Final. Allother umpires who officiated in Grand Final matches are to be congratulated also. The whole groupappointed officiated excellently.

Nine umpires volunteered their services for the Masters Games played during a week in January, held inconjunction with SACA. Two umpires volunteered their services to the Mableson Cup match held atPembroke Oval in February. Five umpires were appointed to CUSA cup matches held on Sundays, andseven umpires officiated at the CUSA Under 15 mid -week Cup matches. Two umpires were appointed toeach 20/20 ATCA match held during the season.
The umpires were able to support the ATCA by wearing and promoting the "Bianco" logo. A new matchreturn form was developed with numerous changes in conjunction with Rick Darling, and umpiresreported if teams were wearing the logo.
Numerous reports were made by umpires during the year for bad behaviour. It is pleasing to report that onmost occasions stiff penalties were applied to the guilty players, but I feel that a couple of players weretreated lightly with suspended sentences. I have appealed to our umpires to be vigilant on the reportingmatter for bad behaviour, as it is not part of our game and is bad for ATCA cricket in general.
Overall, I believe that the standard of umpiring this season was above that of last season.The standard of our recruits was very good, and with further experience to be gained next season, ourofficiating level should be of a higher level again. I endeavour to get our umpires to be continuallyworking as a team both on and off the field, with consistency and concentration as their main constituent,with a thorough knowledge of the Laws of Cricket and the ATCA By -Laws. This leads to an umpiregaining confidence within himself and most importantly gaining the respect from all involved in the gameof cricket.

COMPLIANCE REPORT
Season 07/08 commenced with the ATCA receiving adverse media coverage due to a charge of physicalassault being laid during a Premier Grade Round 1 match. This resulted in the offending player beinghanded a 15 month sentence. This incident although being abhorent in itself unfortunately was but theprecursor to a series of events that were a blight on the Association.
We saw Premier Grade Captains being disciplined for inappropriate language and showing dissent atumpiring decisions. Another A Grade Captain being censured for the actions of his team who decided thatit was okay for his players to fly the flag and a junior Captain also reported for using abusive languagetowards opposition players.
If that was not enough we saw a Premier Grade club being fined and banned from conducting fmals at itshome ground for two years as a result of the actions of its players and spectators at the 20/20 Final. Thisgame also saw a player receive a 12 month ban for his abuse of umpires and opposition players. Finallythe season culminated with a parent involving himself in a melee on the field during a junior semi final.
I will not bore you with paragraphs of verbal outrage pointing out the responsibility of clubs and playersas I have covered that in previous reports but I would just signal that in response to the above the ATCAwill look at the following for the upcoming season:
1. Stricter enforcement of Bylaw D 34 Captains Responsible for Players i.e Captains will berequired to appear before the Commissioner and may be subject to any penalties imposed.
2. Changing the Code of Conduct to tie in loss of match points on a sliding scale as a supplement toplayer /club penalties.
I am sure that if clubs were to have match points deducted as a direct result of player behaviour then theymay fmally give serious consideration as to the type of person they want at their club.
The one pleasing aspect was lower grade Captains being prepared to report instances of inappropriatebehaviour because for too long certain players considered themselves immune from being reportedbecause they were playing in unumpired grades.
The season also saw the ATCA place a greater onus on holding clubs responsible for the unavailability ofgrounds or non preparation of pitches. The ATCA unless exceptional circumstances apply are no longeraccepting the age old excuses of sprinklers etc and will basically give the clubs one chance and anythingthereafter will result in matches being awarded to the opposition.
In closing I would like to thank all those club officials who gave of their time to assist me in mynumerous enquiries in particular I would like to acknowledge the support given by the Umpires DirectorMalcolm Green. Finally to my fellow Commissioners and Tribunal Members thank you for your timeand commitment in ensuring that the reporting system functioned to the expected level.

TREASURERS REPORT
FOR THE TWELVE MONTHS ENDED 30 JUNE 2008
Please find accompanying this report the fmancial statements for the Adelaide Turf Cricket Association Incorporated( "ATCA) for the year ended 30 June 2008.
At 31 May 2007 the Association had achieved a level of financial reserves that provided appropriate security as wellas allowing for the development of the Association and its members.
The Board set a budget for the 2008 year of a net deficit of $5,000. The accompanying financialstatements report a net deficit of $300, a position better than budgeted.
The following points are noted in addition to the above:
The ATCA office was able to upgrade its computer facilities by purchasing a facility to allow both theGeneral Manager and casual staff member to have computer access at the same time. The printer, photocopierand fax machine was also upgraded towards the end of the year.
Increases in affiliation fees have been minimal to ensure the continued financial viability of members. Anaffiliation fee rebate was implemented by the Board to allow cost savings to clubs that complied with thewearing of Bianco logos. Whilst the uptake of this rebate was disappointing, congratulations to those clubsthat complied. A further rebate was available to clubs for umpire recruitment. This scheme attracted sevennew umpires to the Association and is likely to continue next year;
Fines incurred by clubs were significantly less this year;
Sponsorship revenue increased substantially this year, largely as a result of a new major sponsor in BiancoBuilding Supplies;
The Association also incurred additional costs to increase our media exposure, particularly in conjunctionwith The Messenger and continued to contribute to the management cost of the ATCUA and for the cost of a3rd umpire at matches when the heat policy was in operation;
The Association is now operating a Community Fee Saver Account which means that the Association willincur minimal bank fees in future.
The Board considers that the Association's Funds are adequate in order to allow the Association to:
Operate during the off- season;
Operate with an appropriate level of financial security; and
Take advantage of any opportunities that may arise. One such opportunity may involve the possiblerelocation of the ATCA office early in the 2009 financial year.

AUDITORS REPORT TO THE MEMBERS
SCOPE:We have audited the financial statements of the ADELAIDE TURF CRICKET ASSOCIATION
INCORPORATED for the year ended 31 May 2008 comprising Balance Sheet showing
Members Funds of $88,138, and Profit & Loss Statement showing Net Loss of $285. The
elected Committee of the Association is responsible for the preparation of the financial
statements. We have conducted an independent audit of these financial statements in order to
express an opinion on them to the members.
The audit has been conducted in accordance with Australian Auditing Standards to provide
reasonable assurance whether the financial statements are free of material misstatement. Our
procedures include examination, on a test basis, of evidence supporting the amounts and other
disclosures in the financial statements, and the evaluation of accounting policies and significant
accounting estimates. These procedures have been undertaken to form an opinion whether, in all
material respects, the financial statements are presented fairly in accordance with Australian
Accounting Standards, other mandatory professional reporting requirements and the provisions
of the Associations Incorporation Act (SA) so as to present a view which is consistent with our
understanding of the Association's financial position and the results of it's operations.
The audit opinion expressed in this report has been formed on the above basis.
