1 Development of the Project Highway
Development of the Project Highway shall include construction of the Project Highway as described in this Schedule-B and in Schedule-C.
1 Development of the Project Highway
Development of the Project Highway shall include construction of Four-Lane from Ch. Km.10.911 to Ch. Km. 206.7 and Two-Lane with paved Shoulder from Ch. Km.206.7 to Ch. Km. 217.0 Project Highway comprises
the section of State Highway 57 i.e. the Delhi-Saharanpur-Yamunotri (upto Uttarakhand border) section in the State of Uttar Pradesh as described in this Schedule-B and in Schedule-C.
2 Four-Laning
2.1 Four-Laning shall include the Four-Lane Project Highway as described in Annex-I of this Schedule-B and Annex-I of Schedule-C.
2.2 Four-Laning shall be completed by the Concessionaire in conformity with the Specifications and Standards set forth in Annex-I of Schedule-D.
2 Four-Laning and Two laning with Paved Shoulder
Four-Laning and Two-Laning with paved shoulder shall include the Project Highway as described in Annex-I of this Schedule-B and Annex-I of Schedule-C and shall be completed by the Concessionaire in conformity with the Specifications and Standards set forth in Annex-I of
Schedule-D.

Description of Four-Laning
Provision in DCA Revised Addendum
1 Width of Carriageway
1.1 The paved carriageway shall be 17 metres wide:

4.3 Six - Laning

4.3.1 The Concessionaire shall provide a Six - Lane divided carriageway in all built-up areas. It shall also undertake Six - Laning when the total traffic exceeds the design capacity specified in Clause 29.2.3 of the Agreement.

4.3 Six –Laning

traffic of 60000 which is design capacity of this four-lane project is reached, thus necessitating up-gradation to six-lanes, the provision of the said clause 29.2.3 shall be invoked.

The Concessionaire shall adhere to the prescribed standards for improving the existing road geometrics which are deficient with respect to the minimum requirements, subject to the availability of ROW. However, where additional land can not be procured, the Concessionaire shall improve the geometrics to the extent feasible within the existing ROW. The locations where sufficient ROW can not be provided for improving the geometrics to the minimum
requirement in accordance with the Manual are specified below:

The Concessionaire shall widen all the existing culverts so that they are equal to the roadway width of the approaches in accordance with the provisions of sub-paragraphs 7.3(iii) (b) and (c) of the Manual. ii. Between km. 119.000 to Km 120.000 in homogeneous section II from
CH 93.00 to Ch 155.000, Length= 62.00 Km)
iii. Between km. 199.000 to Km 200.000 in homogeneous section III from
CH 55.000 to Ch 217.000, Length= 62.00 Km)
For the purposes of tolling, the entire Project Highway is divided into three sections. The Toll Plaza shall be constructed as per standards set-forth in Schedule-D.
(b) Road side furniture: -
Road side furniture should be in accordance with Section 9 of the Manual.
2 Description of Project Facilities
Each of the Project Facilities is briefly described below:
(a) Toll Plaza: -
Three toll plazas are proposed at the locations between the following existing chainages:
i. Between Km 19.600 and Km 20.600 for the elevated structure at Loni Border (Length=5.289)
ii. Between km 30.000 and Km 31.000 in section I from
(Length= 86.711 Km)
iii. Between km. 119.000 to Km 120.000 in section II from
(Length= 51.0 Km)
iv. Between km. 199.000 to Km 200.000 in section III from
(Length= 63.0 Km)
For the purposes of tolling, the entire Project Highway is divided into three sections and one for the structure. The Toll Plaza shall be constructed as per standards set-forth in Schedule-D.

FEE NOTIFICATION
Provision in DCA Revised Addendum
The Fee Rules/Notification issued by the State Government shall constitute Schedule-R of the Agreement.
Note: The draft of Fee Notification to be issued under the Act for levy and collection of Fee shall be included in the Draft Concession Agreement to be provided to the bidders before inviting bids. The Notification is of critical importance to the Concessionaire and lenders as it would determine the authority for collection of Fee that would constitute the revenue stream for the Project.
The Notification, either by itself or through a separate set of Rules, must address the following:
a. The Rules/ Notification should specify the Fee payable for each category of vehicles using the Project Highway. The Fee should be escalated to reflect the increase in WPI as specified therein.
b. Vehicles should be categorised for the purpose of levy and collection of Fee. Car, LCV, Bus, Truck and Multi-axle Truck have, therefore, been defined in the Agreement and the Fee Rules. A fixed amount of Fee, based on the length of the Project Highway, should be levied for each category of vehicles.
c. The Rules/ Notification should specify that the Fee shall be modified once every year to reflect the variation in WPI as stipulated in the Fee Rules.
d. The Rules/ Notification should provide for rounding off of the Fee to the nearest five rupees.
e. Discounted Fee rates for frequent Users should be specified in the Rules/ Notification.
f. Additional Fee for over-loaded vehicles should be specified in the Rules/ Notification.
g. Fee exemption for Local Users and Exempted Vehicles should be specified in the Rules/ Notification.
h. The Rules/ Notification should specify that in the event of construction of service roads for free use by Local Users, such traffic shall not use the main carriageway except upon payment of Fee.
i. The Rules/ Notification should provide that upon construction of service roads, all slow-moving vehicles including tractors, three-wheelers, bullock-carts, rickshaws and bicycles shall not be entitled to ply on the main carriageway.
