Setting directions for the future work of MAS Center in light of the changes that have taken place in the
tourism sector in the Kingdom, so that the experience of the center since the establishment and the strategic
directions was documented until 2022.
Preparing of the application requirements to apply for the ISO certificate, and now the Center received the
ISO 20252 in the field of research.
Involving MAS Center to conduct Demand and Supply Surveys for Umrah and Hajj. The program will be
funded by an estimated budget of SR 50 million by 2020. This initiative will help the financial independence
of the Center.
The MAS Center was faced with the challenge of unbalanced financial allocations and the financial section
of MAS considered as part of the non-continuing projects in the fourth chapter of the Financial Regulations
in the budget of the Commission, which led to the suspension of some of the basic and fundamental studies
and researches of the Commission. We have succeeded in converting the financial section of the Center for
Information and Tourism Research (MAS) from the fourth chapter (the chapter of projects) to the second
chapter which is more stationary by the approval of Ministry of Finance.
Formulate a new vision for the research program of the Commission through the establishment of the
specialized research unit in the center of the satellite Lab, in order to bring together those interested in
scientific research in the field of tourism and heritage in the Kingdom, and the formation of a database of
research and researchers. The proposal was prepared in preparation for its adoption, adoption and
commencement of implementation at the beginning of next year 2019.
Extend statistical coverage to include aspects of heritage rather than tourism-only studies.
The establishment of a scientific methodology to review the historical data of the main indicators of tourism
in the Kingdom during the period from 2004 to 2017 in order to modify any deviation in the time series of
data sets.
Accomplishments attained during Dr. AL-BABTAIN’s tenure as a part-time consultant in the Information and Tourism Research Center (MAS) at the Saudi Commission for Tourism and National Heritage

The establishment of an integrated research proposal within the joint work program between Mas Center and the
Council of Tourist Chambers that will help to develop a precise plan to attract investment in the Kingdom's tourism
sector and enhance the internal environment to attract visitors from inside and outside the Kingdom.
In the area of innovation in the activities of the Center, the electronic portal (MAS) 2018, e-commerce platform and
e-payment, and the launch of Dashboard, which is an interactive electronic platform to display tourist indicators in
a dynamic manner that is easy for the user to handle and extract Statistics and reports on the demand and supply of
tourism in the Kingdom.
The creation of new statistical products and the development of a distinctive image for each statistical product or
issue in order to market it and enhance the financial benefit of the outputs of the projects implemented by the
Center.
Sign cooperation agreement with the General Organization for Statistics to ensure consistency of data and
standardization of methodologies.
Nomination of the MAS Center for the membership of the International Committee of Experts of the World Tourism
Organization for the preparation the compilation guide for the preparation the compilation guide for Tourism
Satellite Account.
Mas Center has become a member of the World Tourism Organization Committee within the Statistical
Measurement of Sustainable Tourism Project to support the provision of sustainable development indicators for
the United Nations 2030.
Provide technical support to the Tourism and Exhibition Authority in the Kingdom of Bahrain in the field of tourism
statistics.
Drafting of the MAS project to build the capacities of the GCC countries in the field of tourism statistics and the sub-
tourism account to serve the overall vision of joint tourism work in the GCC countries.
Support the human resources of the MAS Center and attract specialized national talents.
Develop the proposal of the training plan for the employees of the center, taking into account the various levels of
skills, in order to raise their skills and ensure the transfer of experience from the consulting companies executing
the Center's projects.
Cooperation with the Custodian of the Two Holy Mosques Institute for Hajj and Umrah Research at Umm Al-Qura
University to implement the strategic studies on the “KSA as a First Muslims Destinations” initiative.

Dr. AL-BABTAIN has been involved in the development and quality system at King Saud University since 2008.
He was chosen as the Head of the Quality Unit at the Faculty of Science. In 2010 he was appointed as Vice Dean
for Development and Quality. He was appointed Dean of Development and Quality at King Saud University
since 2013. During his leadership positions, he made several achievements as follows:
I. During his tenure as the Head of Quality Unit and Vice Dean for Development and Quality
Supervising the preparation of the strategic plan for the College of Science 1432/1436 H in coordination with the
preparation committee and the Dean of the Faculty until its leave from the Deanship of Development at the University.
Supporting the scientific departments in the Faculty of Science to qualify their academic programs (11 programs) to
obtain international academic accreditation.
Coordinating the process of training some faculty members to be members of the BOA for Quality Management System
(KSU-QMS) at the University (knowing that Dr. Abdul Hakim is a member of the Council of Al-Muqaimin (BOA) of King
Saud University).
Spreading the culture of quality, academic accreditation and strategic planning at the Faculty of Science through lectures,
channels and various media at the College.
Initiating the building of a quality management system in the Faculty of Science in accordance with the international
standard ISO9001: 2008.
The Deanship of Science for Development and Quality implemented a project titled "Study and develop career
opportunities and sowing the culture of initiative for graduates of the Faculty of Science" with the support of the Ministry
of Higher Education under the supervision of the University Agency for Academic and Educational Affairs.
Within the project "Study and Development of Career Opportunities and Sowing the Culture of Initiative for Graduates
of the College of Science", the Graduates Unit at the Faculty of Science was established and approved by the College
Council for Administrative Decision No. 44819/2/3 dated 17/2/1433 AH.
Within the framework of the project "Study and Development of Career Opportunities and Sowing the Culture of
Initiative for Graduates of the College of Science", the establishment of the Al-Mubadron (initiators) Club in the Faculty
of Science was established and approved by the College Council.
The “Profession Day” was organized for the first time at the university in College of Science, and a companion exhibition
was held annually, beginning in 1430H, and the result of this is increase in private sector employment.
Consultations, assessment and lecturing: Work has been carried out in the field of comprehensive development, quality,
consultancy, auditing and evaluation of development offers to various bodies such as Qassim University, Majma
University, Shakra University, and others.

II. During his tenure as the Dean of Development and Quality
Supporting colleges to qualify their academic programs to obtain national academic accreditation: Several faculties
were supported, including the Faculty of Business Administration, the Institute of Arabic Linguistics, and the Faculty
of Engineering. Seven academic programs were awarded to the national academic accreditation.
Implementing the KSU-QMS (Quality Management System) on Academic Programs in Colleges: The system has
been implemented. 21 academic programs have been evaluated in faculties of Applied Medical Sciences, Science,
Arts, Engineering, Computer and Information Sciences, Business Administration, Institute of Arabic Linguistics.
Completion of the training of BOA members for the KSU-QMS: This course was completed through the training of
(15) accredited certifies, and the total number become (42).
Developing effective criteria for measuring the outputs of the programs which leads to the dissemination of quality
culture on their applications in the academic and administrative practices of the university: The current situation
has been assessed: The current status of the impact of quality programs in the development of the university
performance.
Quality Management System for the University ISO9001: 2008: A proposal has been prepared to implement the
ISO system at the institutional level, and communication with companies and sending bids to the Procurement
Department to complete the procedures. Some units have also continued to receive ISO certification, renewal of
certificates and training in accordance with a previous contract with the executing company.
Completion of the implementation of the UNDP projects related to the Strategic Plan KSU2030 and the Executive
Office: Contact with the United Nations Development Program (UNDP), the approval of the University and the
Ministry of Foreign Affairs. The project was ready to commence implementation by signing the contract.
The draft risk management plan has been prepared and implemented. An awareness campaign has been prepared
and updated, the risk management manual updated, communication with the university's units has been completed
to nominate liaison officers, a risk management liaison workshop has been conducted in terms of definition of tasks
and responsibilities, Awareness raising in risk assessment at the scientific, humanitarian and health faculties,
completion of the technical specification for the consultancy project, and addressing the university risk assessment
units.

King Saud University's KSU2030 Strategic Performance Management System (KSU2030), an electronic system
called EPM-Suite, was transferred to the Itqan system to better serve the University, thereby eliminating the annual
amounts that the executing company would receive ( SR141,000 ) annually for maintenance and modernization.
Completion of the project leads to activating the developed identity of the university. The manual was developed
and completed, a series of field visits was carried out, the media awareness campaign was implemented, and a
workshop entitled "Identity innovations and applications" was carried out.
Qualifying the staff of the Development Planning Department to prepare the reports.
Develop a project document forms and models to follow up and review the projects and initiatives of the strategic
plans of the various units of the University and KSU2030 and update them according to the time period specified
for them.
Continuing media campaigns and visual presentations on the strategic plan, which includes (vision - message
(Mission) - goals).
Activation of the strategic initiatives of the KSU2030 Strategic Plan, follow-up of the development ideas system.
Preparation and completion of the integration of the development and quality pillars: The current status of the
development and quality pillars has been studied. A new vision for the Deanship of Development and Quality was
prepared, and a vision, mission and organizational structure were prepared and followed up until the merger
decision was issued and submitted to the senior management for approval.
KSU Excellence Model: A committee has been formed for this subject, several meetings have been held, and a
preliminary vision has been formulated for the purpose of the model and the benefits that the university has been
identified.
In the field of Advising, Assessment and Lecturing: Development work has been carried out, including consultation,
auditing, and the evaluation of development proposals for various bodies such as the General Education
Assessment Authority, King Abdulaziz University, Prince Sultan bin Abdulaziz University, the Strategic Plan for
Higher Education, Afaq and others.
Appointment as supervisor of Alumni Center at the University by Administrative Decision No. 374089/1/1 dated
28/10/1435 H for one year and renewal of the mandate for another year. The target has been changed, to Building
a database of graduates as a first stage. A website was launched to connect graduates with each other and with the
university and with the companies which need employment, in addition to providing the required database. And
