1.0 SCOPE OF SUPPLY (SOS)
This requisition covers the scope of supply of Transformer to be used for the Construction
of Oil Terminal at Hamriyah Free Zone (EPC-1) Project.
The scope of supply includes the design, manufacture, fabrication, inspection, testing,
preparation for shipment and documentation requirements of the Transformer, inaccordance with the requirements of this Requisition and the attached Specifications, Data
Sheets and drawings.

1.2 MATERIAL DELIVERY REQUIREMENTS
The finished equipment and materials are to be delivered by the SUPPLIER to Mina Zayed
Port in Abu Dhabi, U.A.E.
The SUPPLIER shall be responsible for all handling and transportation between the place
of manufacture and the PURCHASER’s nominated delivery point.
2.0 DEFINITIONS
To match the definitions, as used in this Material Requisition and the attached documents
listed in Section 13, the following terminology shall be used:

3.0 LANGUAGE
The governing language of the Contract shall be English language. All notices,
correspondence, information, literature, data, manuals and other documents required
under the Contract shall be in the English language.
4.0 ENVIRONMENTAL CONDITION
Unless stated otherwise, all the electrical equipment shall be suitable for the following
environmental conditions for installation and satisfactory operation on a continuous basis
without causing the harmful effects.

Extremely rare, but flash flooding may occur. Measurable rainfall usually occurs in an
average of about 10 days per year, these being confined to winter and transitional
months only; however, showers during thunder storms and flash flooding are not
unknown.
Note:
Occurrence of internal condensation shall be considered in the design.
Atmosphere shall be regarded as dusty, sulphurous, saliferous and corrosive
as commonly encountered in petrochemical/refinery installations.
5.0 SPECIFIC TECHNICAL REQUIREMENTS
The Specifications, Data Sheet and Drawing, which covers the design, manufacture,
supply, inspection, testing, factory acceptance test, certification, packing, supervision of
installation and commissioning of Transformer, are listed in Section 13 of this requisition.
5.1 RECOMMENDED SPARES & SUBMISSION OF SPIR FORMS
i. SUPPLIER shall separately list and quote for recommended spares for a 2 normal
years operation/ maintenance.

ii. Blank SPIR (Spare Part Interchangeability Record) forms as enclosed in Appendix B
SHALL be filled in and returned with the offer. Failure to do so would make the offer
"INCOMPLETE & LIABLE FOR REJECTION".
iii. SUPPLIER shall "CONFIRM AND WARRANT THE SUPPLY OF THE
RECOMMENDED SPARES FOR AT LEAST 10 YEARS FROM THE DATE OF
PURCHASE".
iv. Submission of filled SPIR forms with the quantities and prices do not constitute as an
order commitment.
6.0 SUPPLIER DATA REQUIREMENTS
The SUPPLIER Data Requirements are detailed in the Supplier Data Requirements List
(SDRL). The SDRL is provided as Appendix-A to this Technical Requisition.
6.1 SUBMISSION REQUIREMENTS
The number of prints required for each document, and submission period, are listed on the
SDRL.
All SUPPLIER drawings and data shall be submitted under cover of a transmittal sheet
bearing the enquiry or purchase order number indicating the applicable SDRL code.
SUPPLIER drawings and data, where relevant, shall be submitted in size A4, A3 and A1
paper only. All drawings and data shall be fully legible and in the English language.
One copy of the SUPPLIER’s drawings and data submitted for review shall be returned to
the SUPPLIER within Fifteen (15) working days of receipt by the PURCHASER.
Drawings and documents returned to the SUPPLIER with comments shall be re-submittedto the PURCHASER incorporating said comments within Ten (10) working days of receipt.
Operation and Maintenance Manuals (SDRL code J01) and Manufacturing Record Book
(SDRL code K01) where requested shall be supplied in A4 size hard backed ring binders
for the review and acceptance of the PURCHASER. One copy shall be submitted within
the time specified in the Suppliers Data Requirements List. Upon acceptance by the
PURCHASER six final copies and one reproducible shall be provided by the SUPPLIER
incorporating the PURCHASER’S comments.

require some clarification. Not all items are included here as most are self-explanatory in
the SDRL.

A.01 Suppl ier Document Register
Completed to show listing by category and by title of all documents to be
submitted by the SUPPLIER to meet the data requirements of this SDRL. List to
include SUPPLIER's own document numbers and PURCHASER’S requirements
for numbering of documents and date of submittal.
A.02 Fabrication/Production Schedule
Calendar dated and committed schedule for the manufacture by the SUPPLIER,
including procurement and delivery of sub-contractor items. Schedules to be A3
size maximum and presented in bar chart form.
The bar chart should consist of two bars for each activity - one for planned
progress and one for actual progress, to be updated regularly and submitted as
part of the progress report described in A.03 below.
A.03 Progress Reports
Regular submission of these documents is required in order to compare progresswith the A.02 Fabrication/Production Schedule. This report shall as a minimum
consist of the following:
1) Description of all work accomplished in the preceding period.
2) Comparison of the present work status with the original schedule.
3) Status
of
all
drawings,
procedures
and
any
other
documents
required
by
the
Purchase Order and anticipated issue compared to the Supplier Data Schedule.
4) Proposed
course
of
action
in
anticipation
of/or
in
the
event
of
any
delays
to
the
program.

Initial issues of tables of contents should be in sufficient detail to define contents
of subject manuals.
Typically all documents required under the SDRL will form part of either J-01
(the Operating and Maintenance Manual) or K-01 (the Manufacturing Record
Book).

SUPPLIER shall prepare an Operation and Maintenance Manual fully describing
the equipment and spares supplied and providing detailed instructions for the
operation and maintenance of the equipment.

Including commissioning and operating spare parts forms
Part 6: Drawings
Including parts list with relevant assembly drawings
Part 7: Calibration Schedules
Part 8: Fault Finding Correction
Part 9: Change out Time for Major Assemblies
All instructions shall cover start-up, normal operating, off-design operation,
emergency operations, shutdown and re-start. Maintenance Instructions shall
include recommended maintenance frequency.
Typically the above items are covered by Document Code No's. A, B, C, D, E, F,
G and J in the SDRL
J.02 Lubrication Schedules
Including grades, equivalent grades, system volume, change intervals.
J.03 Spare Parts for Commissioning and Start-up
Manufacturer shall identify, define and supply construction, pre-commissioning,
commissioning and start-up spare parts, lubricants, special tools and handling
gear for each item of equipment.
J.04 Spare Parts for 2 years of Normal Operation / Maintenance
Manufacturer shall identify, prepare and provide list of spare parts and lubricants
for each item of equipment for t two (2) years of normal operation / maintenance.

J.06 Erection Fasteners Summary List
Description, sizes, and materials of fasteners required for the installation of
equipment or components.
J.09 Warranty/Guarantee Documents
Any special instructions or procedures regarding handling, storage, preservation
or pre-commissioning work which are pre-conditions for the validation of the
Guarantee on the goods by the SUPPLIER.
K.01 Manufactur ing Record Book
Manual Format
SUPPLIER shall prepare a Manufacturing Record Book fully describing the
manufacturing procedures used, the material certification and test and
inspection reports.
The Manufacturing Record Book shall contain all the approved documentation,
all procedures, certificates and records of inspection and testing, as-built
drawings as requested by the SDRL form and Purchase order.
Typically the above items are covered by Document Code No's. H, K, L in the
SDRL.
7.0 SUPPLIER QUALITY PROGRAMME REQUIREMENTS
7.1 GENERAL
Supplier shall operate an effective Quality System which, requirements of ISO 9001:2000.
Where the SUPPLIER is registered by an accreditation body to ISO 9001:2000, a copy of
the Registration Certificate shall be provided. Where the SUPPLIER is not registered, the
requirements of the SUPPLIER Data Requirements List (SDRL) for the submission of the
Quality Manual shall apply.
The Quality System requirements of the Purchase Order shall be passed on to any sub-
SUPPLIERs as applicable to their Scope of Supply.
7.2 INSPECTION AND TEST PLAN
Where required by the SDRL, an Inspection and Test Plan (ITP) specifying quality controls
for the product shall be provided. The Plan shall address all applicable parts of the Scope
of Supply including SUB-SUPPLIER activities. Where SUB-SUPPLIER Inspection and

Test Plans are submitted such plans shall be approved by SUPPLIER prior to
submission to PURCHASER.
The detailed Inspection and Test requirements be as per Appendix C shall be included in
the inspection of Test Plan.
The PURCHASER reserves the right to modify the extent of his inspection surveillance as
he deems necessary, including the right to third party inspection.
The SUPPLIER shall also include within the Inspection and Test Plan (ITP) any inspection
and testing requirements identified in the technical specifications referenced in this
requisition.
7.3 GUIDANCE NOTES FOR THE PREPARATION OF THE INSPECTION AND TEST PLAN
Activi ty Numbers shall be allocated sequentially to each described activity within the
process.
Activi ty Descript ion shall briefly describe all inspection and test.Control Document Reference The qualification/procedure/written instruction reference
used to control the activity.
Verifying Record The document produced as objective evidence of satisfactory
completion of the activity conformance to requirements.
SDRL Document Reference Where the SUPPLIER is to submit a document in
accordance with the PURCHASER’S Supplier Document Requirements List (SDRL) the
reference letter and number shall be stated.
Hold Points (H). The PURCHASER will indicate on the Inspection and Test Plan all hold
points beyond which the SUPPLIER may not continue without written authorization from
the PURCHASER Quality Assurance Group. The PURCHASER shall receive six (6)
working days advance notice of the dates when these points will be reached.
Witness Points (WT) The PURCHASER will indicate on the Inspection and Test Plan all
witness points whereby PURCHASER shall receive six (6) working days advance notice of
the dates when these points will be reached. Manufacture beyond these points without the
PURCHASER’S approval may render the work unacceptable.
Review Points (R). The PURCHASER will indicate on the Inspection and Test Plan all
review point whereby manufacturer shall submit the quality records for Purchaser review
and approval.
Monitor Points (M). The PURCHASER will indicate on the Quality Plan all activities which
will be subject to the PURCHASER monitoring during his inspection visits.
Certification (C). The SUPPLIER shall indicate all certification required by technical
requisition documents or relevant legislation etc.

8.0 HEALTH, SAFETY AND ENVIRONMENT
8.1 GENERAL
SUPPLIERs are expected to maintain satisfactory Health, Safety and Environmental
performance.
Where in the performance of the SUPPLIERs obligations under this order, the SUPPLIER
intends to supply or to use any product which may or does contain a substance which is
hazardous to health or to the environment the SUPPLIER shall provide full details with bid.
In considering whether any product contains such substance the SUPPLIER shall include
any substance which may be released in the manufacturing process or by cutting, grinding,
spreading, burning, mixing or flushing etc.
When undertaking any work on site the SUPPLIER shall comply with all applicable site
HS&E regulations. The terms of such requirements shall be made available prior to any
site visits.
Note: ‘SUPPLIER’ includes all sub-SUPPLIERs/tradesman and contractors
8.2 INFORMATION WITH BID
The following documentation shall be provided with bid:
• A copy of any Health, Safety or Environmental accreditation certificates held.
• A statement detailing any plans to obtain any such accreditation.
A statement detailing any specific Health, Safety and Environmental accidents/incidences
which have occurred in the last three years.
9.0 SHIPPING REQUIREMENTS
9.1 PACKING INSTRUCTIONS
The packing instructions shall be as specified in the applicable sections below.
a Mechanical, electrical, electro-mechanical equipment such as, but not limited to
electric motors pumps, Pressure Gauges, gear motors, control/measuring equipment,
etc:
i. Shall be "shrink-wrapped" with a drying agent enclosed inside the package.
(Protruding parts shall be protected to avoid perforating the tight plastic wrap.).
ii. The item shall then be rigidly fastened inside a wooden case, totally immobilized
by being bolted down to the base, using carriage bolts and kept in a stationary
position by blocking, bracing or shimming. (Lag bolts not to be used for tie-down
or anchoring. If "shrink wrapping" not possible, the crate must be lined inside
with waterproof material and a drying agent enclosed.).

iii. Any case weighing in excess of 40kg must be so constructed as to have bottom
wooden skids of a thickness no less than 7 cm to permit handling by the crane.
iv. The case may be nailed or bound with steel strapping and must be made of
good quality wood, to withstand stacking of at least three (3) times its own weight.
v. One (1) copy of the packing list, release note and technical data shall be
enclosed in a sealed waterproof envelope and fastened to one (1) of the innersides of the case.
vi. One (1) copy of the packing list and release note shall be fastened in a sealed
waterproof envelope to the outside of the case and covered by a tin plate, on
which is printed "Packing List".
vii. Packing of items having different destination codes or Purchase Order numbers
in the same case is not permitted.
b Electrical, electronic, computer, control and regulation equipment of high fragility and
sensitive to shocks and vibrations.
i. Shall be "shrink wrapped" with drying agent enclosed; wrapped in
crepecellulose wadding or equally efficient cushioning material then placed in a
wooden case. This case will now be an inner case to a larger wooden case
having bottom skids as previously described in a) iv above.
ii. Between the inner and outer wooden cases there shall be a shock absorbing
system of springs, pneumatic cushions or mattresses calculated to withstand the
weight, volume and fragility of the Interior Goods;
iii. One (1) packing list and release note will be inside and another outside the
crate, as described in a) v and vi above.
iv. Packing of items having different destination codes or Purchase Order numbers
in the same case is not permitted.
c Pipe Fittings, Flanges and Valves:
i. Pipe fittings will be placed in waterproof lined wooden cases in such a manner
that movement within the case will be minimized to the greatest possible degree (as
in b. i and ii above). Weight of each case not to exceed 4.5 tonnes;
ii. Flange and valve flanges will have surfaces coated with an anti-corrosive varnish,
then they will be packed in waterproof lined wooden cases (as in b. i and ii above)
in such a manner that the flange faces will be separated from other metal by
wood or fiber board. Weight of each case not to exceed 4.5 tonnes;
iii. Each case will contain only one size, one grade and one kind of fitting, flange or
valve;
iv. Packing of items having different destination codes or Purchase order numbers in
the same case is not permitted;

v. One (1) copy of the packing list and release note complete with a mill certificate
shall be placed in a sealed waterproof envelope and attached to the inner side of
the case lid;
vi. One (1) copy of the packing list and release note shall be fastened in a sealed
waterproof envelope to the outside of the case and covered by a tin plate, on
which is printed "Packing List".d. Notification of Packaging:
See requirements of G.03 of SDRL.
9.2 AGREEMENT TO DELIVERY
Delivery shall only be accepted when the PURCHASER or his Representative has signed
a release note for delivery, or has waived this requirement in writing.
10.0 TRAINING REQUIREMENTS
VENDOR shall provide training at their manufacturing facility to OWNER’s engineers and
operators. Also on-job training shall be provided during commissioning for OWNER’s
engineers, operators and maintenance personnel.
11.0 START-UP AND COMMISSIONING SUPPORT
11.1 OPERATIONS INSTRUCTION AND MAINTENANCE MANUAL
VENDOR shall be responsible for providing manuals and other training aids such as
videos for operator training.
It should be noted that the working arrangement for all field-engineering services istwelve (12) hours per day, seven (7) days per week inclusive of public holidays. Supplier
shall provide all necessary special equipment and tools required for specialist supervision.
11.2 START-UP AND COMMISSIONING SUPPORT
The VENDOR shall also be responsible for providing Start-Up and Commissioning
Support at site on a per diem basis plus expenses, which will be reimbursed at cost.
Bidder shall provide a separate break-down for Start-Up and Commissioning Services
and Operator Training costs in their quotation. This information shall include a list of
personnel, required crew size, planned duration of in-services and a description of all
work to be performed.
12.0 DOCUMENT NUMBERING PROCEDURE
All drawings and documents shall be as per the ‘Project Numbering System’ 5368-EPC1-
PA-002’ listed under Section 13.

APPENDIX-B: SPARE PARTS AND INTERCHANGEABILITY RECORD (SPIR)
GUIDE FOR COMPLETION
COMPLETION OF THE SPIR FORMS BY THE MANUFACTURER/WUPPLIER
The SPIR form itself consists of a main sheet and continuation sheet produce on MS
EXCEL (A4) which can be electronically (and manually) completed. In accordance with thePurchase Order, the manufacturer/supplier is required to complete 1-13, 15, 17, 18, 20 &
22 as described below. All information on the form should be in the English language.
1) EQUIPMENT OR TAG NUMBER
Enter the unique equipment registration number or CLIENT tag number for each piece of
equipment (or unit) as stated in the Requisition/Purchase Order, Where necessary, one of
more Continuation Sheets may be necessary, particularly in the case of instrumentation for
example, when there are many identical models and different tag numbers or even slightly
different internals.
2) MANUFACTURERS SERIAL NUMBER
State the model, type, or other positive identification reference of the equipment,
instrument, valve, etc. It should NOT be, for example, a model number that covers a range
of differing models. The actual model supplied is the data that should be entered.
3) MANUFACTERERS SERIAL NUMBER
State the serial number (or other identification reference) of the parent equipment for
which the spare part(s) listed in col. 8 are required. For example, panels, pumps,
compressors, control valves/indicators, motors, turbines, gear-boxes, heat exchangers,
vessels, engines, etc., should all be included in the SPIR documentation package.4) NUMBER OF UNITS
Enter the total number of identical units as identified in 1, 2 & 3.
5) NUMBER OF UNITS
For each individual unit identified in 1, 2, & 3, enter the number of identical items that are
fitted to that unit, piece of equipment or instrument.
6) EQUIPMENT ORDER REFERENCE NUMBER
State the order or reference number assigned by CLIENT, their agents together with the

8) DESCRIPTION OF PARTS
List all parts which may be carried in stock for initial (commissioning) and normal (two
years) operations, insurance items such as spare pumps, motors, valves, etc., and capital
spares such as spare gas turbine, gas generator, compressor rotor, large couplings, etc.
that are supplied within the cost of supply of the parent equipment or package.
Note:
Listing capital items is imperative in order that availability of these spares is documented
(together all the normal spares) and should be indicated on the SPIR as being part of the
main order.
Line items listed should not be duplicated.
9) DRAWING NUMBER
For each part entered in Col 8, enter the manufactures part list and/drawing number. This
should NOT be a reference to a general layout where no detail is available.
Documents refered to shall always be attached to the SPIR by the manufacturer of
supplier.
10 A) MANUFACTURERS PART NUMBER
Enter the MANUFACTUREs unique full reference number or other information, which
specifically identifies each part in the manufactures organization.
10 B) SUPPLIERS PART NUMBER
Enter the suppliers full, unique identification number for items form third party
manufactures (“bought-out” items) such as bearings, oil seals, gaskets, couplings,
instruments, gauges, vibration/displacement parts, electrical components, contactors,fuses, relays, etc.
Notes for 10A and 10B
In view of the wide variety of systems in use for identification of parts, it is not possible to
lay down firm rules for the completion these columns. Manufactures /suppliers should
give whatever identification they use to positively identify parts and to show
interchangeability with other existing equipment.
Numbering that is unique only to the equipment on the SPIR being completed is to be
discouraged as it inevitably leads to an unnecessary increase in inventory levels
particularly for “bought-out” items. Of particular importance is the inclusion of the full
designation, especially those relating to electrical and instrument items, couplings,
mechanical seals, etc. Where the designation or code indicates something special,
details should be included together the options fitted on the material to be supplied that
are not part of the code or is not standard.

Although FINAL drawings may not always be available together with real part numbers,
this should not delay initial completion of the SPIR form. In such cases, for initial
submission only, general catalogue information, pamphlets, etc., will suffice. However,
as soon as the final drawings are available, a revision of the SPIR should be submitted
together with the relevant drawings.
11) MATERIAL SPECIFICATION
Enter the material specification in terms of full, recognized International standards and
accepted conventions. Manufacturer or sub-vendor references are not acceptable. The
manufacturer or subvendor address and fax number, moreover, should be provided on
additional document.
12) REMARKS
Any specific remarks particular to the equipment or spare part shall be indicated.
13) INITIAL SPARE PARTS RECOMMENDED BY MANUFACTURER
Enter the quantities recommended by the manufacturer for commissioning and initialfirst year of operation.

22) CLASSIFICATION OF PARTS
The completion of this field is very important and should be done by the manufacture/
Supplier of the line item. Codes are as follows:
Y- Capital items supplied as a spare with the original package, the cost of which isincluded in that of the complete activity i.e. rotor assembly, spare gas turbinegas generator, large load coupling, etc. No normal consumption of these vitalitems is foreseeable.
I- Spare parts or complete assemblies (usually, but not necessarily, of high value)which are not normally required for ordinary maintenance and, at the time ofpurchase, there is no foreseen consumption. However, they may be required inthe event of unforeseen breakdown to avoid a lengthy shut-down of a vital ofequipment.
R- Items that can be economically repaired (NOT spares for insurance items).
C- Spare parts for which there is a regular requirement and consumption, for normalday to day maintenance, due to the normal wear and deterioration. This may alsocover items that support a system that is duplicated in the plant design to affordredundancy without jeopardizing or compromising the plant, it is deemedessential to be held so that full availability can be restored within a reasonabletime.
