1. INTRODUCTION
1.1 Background
1. This report is the 4th internal quarterly monitoring report (January - March 2017) on the implementation of LARP for the National Motorway M-4 Gojra-Shorkot-Khanewal Section Project (Additional Financing) (hereinafter referred to as the Project) co-financed by ADB, AIIB and DFID.
2. TheProject starts at chainage120+268 at Mouza Kakki Kohna, crossing through various rural settlements, and ends at chainage184+487 km in Mouza Shamkot (near Khanewal city). Civil works include the construction of a four-lane dual carriage way with four (4) interchanges located at chainage 148+400 km (Abdul Hakeem Interchange), 166+00 km (Makhdoompur Interchange), 178+070 km (Kabirwala Interchange) and 184+00 km (Khanewal Interchange). The project is located in the districts of Jhang and Khanewal. The location map of the project is given in Figure 1.
Figure 1: Location Map of M-4

3 Pending Payments
3.1 Reasons
17. The main reasons contributing towards the delay in payments are narrated below while number of unpaid DPs against each reason are sumarized in table 3.1:
Delay in land awards: As per the LAA, land is considered legally acquired once the land award has been notified and compensation payment has been made. Land award for the remaining 22.46 acres of interchanges ROW in three villages is still under process and delayed due to the demobilization of the LAC for M-4 since Feburary 2017. Civil works are on hold in areas where land award has not been notified and efforts to pay compensation have not been made. Compensation for around 122 DPs for recently issued land award for 30.2 acres4 at the interchanges is still being processed, while land award for 121 DPs for 22.46 acres is still not notified.
Inheritance mutation issues: Heirs of deceased land owner DPs can be compensated after recording of inheritance mutation in the land record. For 106 DP (heirs), the inheritance mutation has not been not recorded in the land records and land has not been transferred to the legal heirs. After inheritence mutation has been completed, heirs of deseased DPs will receive their payments.
Living out of project area: As per LAA 1894, DPs have to submit their claims and receive compensation after due verification of their documents. Currently, there are 159 absentee landowner DPs living in other places/cities in the country and are not following up to collect compensation.
Living overseas/abroad: There are 13 Landowner DPs who have migrated to other countries who have not come forward or designated an attorney to submit their claims and receive their compensation payments.
Meager compensation amounts and other reasons: About 1318 DPs living in the affected or nearby villages have not showed up to claim compensation either due to meager compensation amounts5 (593 DPs), lack of interest to submit claim or some other reasons well known to them (725 DPs).
Title Disputes/court cases: 112 Landowners/DPs have title disputes that have not been resolved. The compensation could not be paid to them until land title issues are resolved/decided by the competent revenue authorities/courts.
Underage DPs (Juvenile) or DPs lacking CNIC6: There are 24 DPs who are either of underage (juvenile) or lack identification documents like computerized national identity card (CNIC).
5 Compensation amount up to Rs. 5000 is defined as meager amount and it is likely most of the DPs in this category may lack
interest in claiming compensation following prevalent payment mode under LAA 1894. 6 CNIC, Computerized National Identity Card.

5 CONSULTATIONS, PARTICIPATION AND INFORMATION DISCLOSURE
5.1 Community Consultations
23. During the reporting quarter, the tasks performed by the LAR management team are discussed below:
5.1.1 Community Consultations with Male and Female DPs
24. The SSMC social mobilization team conducted consultation meetings/field visits in project affected villages of M-4 section-III. The purpose of these consultation meetings was to disseminate information about the project (including the grievance redress mechanism and role of DPCs), facilitate disbursement of compensation payment, collect updated status of DPs and to find out contact numbers & addresses of DPs who are out of the project area. A total 106 (75 M, 31 F) consultation meetings were held in which 662 (543 M, 119 F) DPs, members of DPCs, and local community residents were met.
25. The participants of the consultations meetings included, 461 DPs (395 male and 71 female), 117 DPC members (89 male and 28 female) and 79 (59 male and 20 female) local community representatives. The participants were informed about compensation payment process and DPs were motivated for submission of their claim and receiving compensation for the lost assets including land, crops, trees, and structures etc. These DPs were also informed and motivated to receive their income/livelihood restoration allowances as per LARP provisions. Besides LARP disclosure and information on compensation delivery mechanism, the DPs were also informed about grievance redress mechanism and role and functions of DPCs were elaborated during consultations. Table 5.1 below summrizes the consultations carried out during reporting period.

revenue authorities for early mutations to facilitate
DPs with inheritance mutation issues, however, the
legal heirs of the DPs will have to submit request for
mutation and follow the procedures under law. The
compensation payment could only be paid when
legal heirs of diceased DPs can submit their claims
with valid title after inheritance mutations of land.
2. A number of DPs avoid to get
their entitled compensation.
SSMC is trying to locate, contact such DPs. In some
cases, they met the DPs and motivate them to get
the compensation.
3. Migrated DPs Many DPs have been shifted to other places.
Population in affected villages of section-III is
scattered. So it is time taking to locate the migrated
DPs. In some cases team find addresses and
contact numbers of DPs through village headmen,
notable persons and their relatives. In some cases
local community could not provide addresses and
contact numbers. Efforts are continued to locate and
disburse their payments.
4. Some contacted DPs do not have CNIC and are too old to go back and forth to the NADRA office to provide the prerequisites of CNIC.
Clarified that they have already coordinated with NADRA office and will facilitate the submission of required documents for DPs missing CNIC records.
28. Consultation plan for the succeeding quarter: The PIU and SSMC will continue consultation in all identified villages to facilitate processing of claims, delivery of compensation for land award and R&R allowances in all project villages. Under the supervision of a resettlement specialist, two teams of social mobilizers will coordinate with the unpaid DPs in all affected villages. The DPs will be guided on the submission of claims and supporting documents. DPs with legal and administrative impediments will be identified, and certification statements and whereabouts of DPs will be recorded. The future plan of field activities by the social mobilization team is given in Table 5.3.

8 CONCLUSIONS& RECOMMENDATIONS
8.1 Conclusions
33. Overall, 1,368.86 acre (91.7%) of the acquired land has been compensated, with 4509 DPs (70.86%) having received their compensation payments. Compensation for the remaining 123.31 acre (8.3%) of acquired land has yet to be disbursed to the 1,854 DPs (29.14%) due to legal and administrative impediments. For the interchanges, 22.46 acres of land owned by 121 DPs remains to be acquired mainly due to an error in the documentation and the temporary demobilization of the LAC team during the reporting period. Legal process for announcement of land awards for these remaining land for the interchanges is expected by June 2017.
34. Slight progress was achieved in the payment of R&R allowances. By close of the monitoring period, 78.77% of the allowances have been disbursed. DPs who already ollected their land compensation are being assisted to receive their claims for R&R allowance. Those with impediments are assisted in resolving their issues.
35. Site possession of the interchanges ROW land where land acquisition is not completed is not been issued to the contractor. However, some preparatory works like construction of pipe culverts at existing water courses and underpasses for farm tracks is is neededto ensure affected persons and local community can access and benefit from their land without any interruption during execution of project works.
