Preface
Welcome the 2020 Election Campaign Season!
The Political Action Committee (PAC) of the Long Island Contractors’ Association, Inc. has developed this
guidebook to assist our members and supporters in deciphering which candidates and political races are most
important as we approach Election Day. We hope you find this information useful as you decide who will
receive your vote on November 3rd, as well as any campaign donations you may choose to contribute.
Most of the media attention has been focused on the upcoming Presidential Election. We are inundated
constantly with information, thoughts and views on the Trump/Pence and Biden/Harris tickets. This guidebook
will not add to this onslaught of presidential campaign overload. Instead, we will draw your attention to the 35
more localized races taking place in the Long Island community. This year’s ballot will include 69 candidates
seeking legislative seats to represent us in our federal and state capitols. Long Islanders will vote for candidates
in four U.S. congressional races, nine New York Senate races and 22 New York Assembly races.
Traditionally, one of LICA’s most popular annual events is our Fall legislative breakfast. Due to the COVID-19
pandemic limitations, regrettably, we are unable to hold the event this year. This has always been a wonderful
opportunity for members to personally engage with our elected officials and candidates to get a true sense of
where they stand on issues important to our industry. While we are unable to hold the event this September, as
an alternative, we are providing this guidebook to offer a perspective of candidates’ history and views pertaining
to the heavy construction industry.
The COVID-19 pandemic has also generated political debate regarding voting by mail. Although we will not
weigh in on whether the United States Postal Service has the capacity to adequately handle the anticipated
mailed ballots, we do know that many of these same candidates have not waivered in their confidence of our
postal carriers’ ability to deliver their campaign solicitations to our mailboxes. Before responding to any
donation requests, we strongly recommend you review the information we offer you in this booklet.

Engagement and Accessibility
Who should I support? That is a core question everyone should ask themselves before considering making a
campaign contribution or casting a vote. In the past, the LICA PAC has only contributed to candidates who have
attended and participated in LICA events, demonstrating accessibility to our leadership in order to learn our views
and opinions on matters affecting the infrastructure and transportation issues of Long Island. We suggest you do
the same with your personal and corporate political donations. LICA also strongly recommends that any
contributions you offer, be based on the candidate’s support of the overall industry and the issues it faces.
Support True Leadership
Long Island and its construction industry have been blessed in the past with strong legislative leadership that
always held our issues in the forefront. The powerful former Chairman of the New York State Assembly Ways and
Means Committee, Jerry Kremer, was famously quoted to begin annual state budget deliberations asking, “How
much is in it for Long Island schools and roads?” On the Senate side, we had a string of iconic Transportation
Committee chairmen hailing from Long Island, including John Caemmerer, Norman Levy and Chuck Fuschillo,
who would not come back home without the necessary funds for our roads and rails. They were backed up by
Senate Majority Leaders Ralph Marino, Dean Skelos and John Flanagan.
Sadly, these Long Island legislative giants no longer roam the halls of our state capitol. Today, we have not
realized any legislators willing to take up the mantle and become the infrastructure champion for Long Island. A
void exists and a clear opportunity is present for someone to seize the leadership role. Until that happens, we are
hindered in recommending a specific candidate who has earned industry’s unequivocal support.
Seniority
The historical culture of our federal and state legislature rewards seniority with increased roles in the decision-
making process. Currently, Long Island does not enjoy the gift of long-serving incumbents, thereby stifling the
sway our region holds in Washington and Albany. Of the federal representatives on the ballot come November, the
maximum service on the Hill is three terms, by both Congresswoman Kathleen Rice and Congressman Lee Zeldin.
In Albany, serving as a minority member, Senator Phil Boyle has four Senate terms under his belt, while the
majority member, Senator Todd Kaminsky, leads his side of the aisle in leadership with only four years. On the
Assembly side, only four majority members have served more than five terms, Assemblymen Englebright, Lavine,
Ramos, and Thiele. Of all these leaders, only Englebright chairs a committee (Environmental Conservation) that
directly addresses our industry’s issues. We share these facts with you so that you are clear when an official tries to
persuade you of their perceived influence in the capitol.
Incumbency
Since incumbents have identifiable voting records and history interacting with leaders of our industry, LICA
traditionally has supported the re-election of most current officeholders. However, there have been exceptions
based on the challenger’s passion, understanding and support of our agenda. During the last state election, LICA
supported the campaign of Jim Gaughran, then the chairman of the Suffolk County Water Authority and former
Suffolk County Legislator, over a sitting State Senator. That decision proved beneficial with the successful
election. Senator Gaughran graciously acts as LICA’s “go-to” legislator for information and feedback. Although
incumbency provides an edge, we suggest you also consider any advantages a fresh legislator may provide.

Open Seats
Long Island’s deficiency in seniority within our legislatures is bound to increase. Due to retirements and some
officials seeking different offices, nearly 23% of our legislative races will have no incumbent this year. The open
seats will result in sending eight freshmen to office in January.
Following popular Congressman Peter King’s announcement to retire at the end of this year, two sitting
Assemblymen, Andrew Garbarino and Mike LiPetri, gave up their seats to primary against each other to become
the Republican candidate to succeed King (Garbarino bested LiPetri in the race). Another Assemblyman, Anthony
Palumbo, is vacating his seat to run for the Senate seat now held by retiring Senator Ken LaValle. Assemblyman
Tony D’Urso is also retiring at the end of this session. Finally, two existing vacancies which will be filled on
Election Day, were created when former Assemblyman Andrew Raia was elected Huntington Town Clerk and
Senate Minority Leader John Flanagan resigned to accept a position in the private industry. LICA recommends
responsible scrutiny of candidates in open seats, as they will represent the future.
Influence
Every candidate will tell you why they should be elected. They will espouse the influence they will bring to the
table and how they will accomplish your mutual goals. While all these pledges may be made with ultimate
sincerity, LICA has formulated a checklist to assess which state incumbents are positioned to exert the most
influence on our industry’s behalf.
In our analysis, we make note if they:
1) are a member of the legislative house’s majority (Democrat in both state houses)
2) serve on or chair an industry-related committee (Corporations, Authorities & Commissions, Environmental
Conservation, Finance, Labor, Rules, Transportation, Ways & Means)
3) hold a legislative leadership position.
This list only indicates what their influential capabilities may be, not necessarily how they perform. But it is a
helpful tool. Following is our list of state incumbents with related notes:

Bad Deeds Should Not Go Unnoticed
Former New York City Mayor Ed Koch once said, “If you agree with me on 9 out of 12 issues, vote for me. If
you agree with me on 12 out of 12 issues, see a psychiatrist.” Sharing that sentiment, LICA does not expect every
elected official to support our positions 100%. However, we contend that we deserve the respect and consideration
to be heard on matters that seriously impact our industry. If our views and input are outright ignored or rejected,
LICA cannot consciously support the officials who intentionally slight our industry.
During the current state legislative session, a bill (A.10001 Thiele/S.3026 Kaminsky) passed both houses which
could cause irreparable harm to not only Long Island’s historic sand mining industry, but the entire downstate
construction industry and organized labor community. Prior to the bill’s passage, LICA met with both
Environmental Committee chairs (11/6/19) and the Assembly lead sponsor (3/12/20) to voice our concerns with
the legislation. We also set up a legislative briefing and sand mine tour (12/16/19) to educate the officials about
potential consequences of the bill. None of the bill sponsors accepted the invitation. In addition to rejecting our
invitation and ignoring our concerns, they failed to consider any bill amendments or hold any public hearings or
forums on the legislation before advancing the bill for approval.
For this reason, the LICA PAC will not approve any campaign contributions to the bill sponsors this election
season. We recommend our members and supporters do likewise, and not respond to any financial solicitations
from the bill’s prime sponsors or co-sponsors: Senator Todd Kaminsky or Assembly Members Joseph
DeStefano, Steve Englebright, Michael Fitzpatrick, Judy Griffin, Charles Lavine, David McDonough,
John Mikulin, Anthony Palumbo, Edward Ra, Douglas Smith, Steve Stern, and Fred Thiele, Jr.
Campaign Contribution Limits
Should you wish to make a generous contribution to any candidates of your choice, please be aware that there are
campaign contribution limits:
• Congressional candidates: Individual donation limit of $2,800 per election cycle
(Note: Corporate contributions are prohibited for federal elections)
• New York State Senate general election limit is $11,800 per election cycle
• New York State Assembly general election limit is $4,700 per election cycle
• Corporations and LLCs/PLLCs may contribute up to $5,000 TOTAL in a calendar year
(Note: $5,000 is the maximum total for ALL contributions – not per candidate or per race)
If you have any concerns, we recommend you contact the Board of Elections before contributing to assure you are
within the legal requirements.
Detailed Profiles on Specific Political Races
For your convenience, we have also provided key information for each of the 35 legislative races taking place
on Long Island this year. In each district, we offer comparative information on the two major-party candidates
(information regarding minor party candidates, including voting history & voter enrollment is excluded). We also
provide contact information for each candidate, their respective fundraising account balances, the district’s voter
enrollment and the past voting history for previous elections in each district. Record of recent LICA PAC
contributions (since 2018) is noted for each candidate as well. Lastly, we have included LICA commentary to
help you reach a conclusion on who may be the best choice in each race.
We hope you appreciate the abundance of information provided herein, to ensure your participation in the
democratic process is done with objective knowledge and facts. Most importantly, regardless of how you decide

LICA Commentary:
Congressman Lee Zeldin has represented this district since defeating incumbent Tim Bishop in the 2014 election.
He previously served in the New York State Senate as a member of the Senate Transportation Committee, where
he spearheaded the effort to repeal the MTA Payroll Tax. In Congress, he initially served as a member of the
House Transportation & Infrastructure Committee. Zeldin was dogged in securing federal dollars to support the
planned Hospital Road replacement project. His challenger, Nancy Goroff, is a first-time candidate. A professor
and the chair of the Chemistry Department at SUNY Stony Brook, she won a five-way primary in June to
challenge Zeldin. She is pushing for national economic stimulus money for infrastructure, particularly green
projects to fight climate change.

LICA Commentary:
Assemblyman Andrew Garbarino and former Babylon Town Councilwoman Jackie Gordon are battling to succeed
retiring Peter King in one of the nation’s most closely watched open races. Both candidates lean toward the centrist
side of their respective party platforms. Gordon, a decorated war veteran, served on the Babylon Town Board for
twelve years, a municipality that has responsibly invested in its highway infrastructure. Garbarino, a state
assemblyman since 2013, has supported improvements to the Oakdale Merge, joining LICA at a press conference
earlier this year. He wants funding included in congress’s next comprehensive plan to include this as well as other
major Long Island infrastructure needs. Gordon has not shared with LICA her vision regarding infrastructure
should she be elected to Congress.

Geographic Location: It includes most of the north shore of Long Island. It expands from northwestern Suffolk
County, across northern Nassau County and into far northeastern Queens.

Congressman Tom Suozzi, a former mayor of the City of Glen Cove and past Nassau County Executive, has a
long working relationship with LICA. Since joining Congress, he has positioned himself as a non-partisan voice,
serving as co-chair of the Congress Problem-Solvers Caucus. A member of the powerful House Ways & Means
Committee, if re-elected, his participation in crafting the next transportation capital program will be essential for
our region. His challenger, George A. Devolder-Santos, has not shared his views with LICA regarding
infrastructure or construction issues.

LICA Commentary:
Congresswoman Kathleen Rice was actively engaged with LICA when she previously served as the Nassau
County District Attorney, focusing on our labor enforcement issues. Since entering Congress, she still considers
prevailing wage issues for the labor movement to be a priority. Rice recently took up the effort to coordinate our
legislative delegation’s advocacy to extend federal funding expenditure deadlines for federal disaster relief grant
programs so we can implement the Suffolk County sewer expansion projects. Her challenger, Douglas Tuman, is
an attorney and professional engineer. Tuman has served the last 3.5 years as the Commissioner of Engineering at
the Town of Hempstead, managing a $30M+ capital construction program and the New York Storm Recovery
effort in that municipality, clearly demonstrating his knowledge and commitment towards our industry. He cites
the importance of the Bay Park Conveyance project as a priority.

candidate to succeed retiring Senator Ken LaValle. He will face first-time candidate Laura Ahearn who
successfully battled a five-way primary to be the Democratic choice this November. Palumbo supports the $60M
Innovation and Discovery Center at Stony Brook University’s Research and Development Park and the $5 Million
Enterprise Park at Calverton (EPCAL) project. Ahearn lists among her project priorities the continuation of Route
347, fixing the Oakdale Merge and expanding the Sagtikos Parkway capacity.

LICA Commentary:
Senator Phil Boyle, now becoming the senior member of the Long Island Senate delegation, certainly knows his
way around the legislative halls of Albany, serving there since first being elected to the State Assembly in 1994.
Known for his calm demeanor and bi-partisan approach, Boyle has a reputation for quietly accomplishing many of
his legislative goals. He has been a primary fighter in the Oakdale Merge effort and a proponent of funding for
sewers and other environmentally sensitive projects for our community. He is being challenged by former
Assemblywoman Christine Pellegrino, who served briefly after winning a surprise upset special election victory in
2017. She lists Oakdale Merge, Sunrise Highway and the Robert Moses bridge as potential projects she would
support.

LICA Commentary:
LICA’s 2018 PAC honoree, Jim Gaughran, successfully won his second successive race against an incumbent
State Senator that November. Since taking office the following January, Senator Gaughran has remained accessible
and responsive to the issues and concerns of our industry. The former chair of the Suffolk County Water Authority
and Suffolk County Legislator now concentrates his attention on calling for additional electrification of branches
of the Long Island Rail Road, upgrading our sewer systems to protect our water quality and considering the
expansion of the Northern State Parkway. Huntington Councilman Ed Smyth, a former United States Marine Corps
staff sergeant and a small business owner, wants to return this Senate seat to the Republican side of the aisle and he
is expected to provide a vigorous challenge. Smyth, to date, has not provided his views regarding issues facing our
industry in the state capitol.

Hempstead Town Councilman Dennis Dunne, Sr., an original member of the Nassau County Legislature when it
was formed in 1995, is a popular, well-known community figure. He is expected to give freshman Senator Kevin
Thomas a competitive race. Thomas, who singles out the Grumman plume and the continuation of the LIRR Third
Track on time and on budget as his priorities, will have to effectively articulate his accomplishments to stave off
the challenge of a long-time public official whose history includes years of service on the Nassau County
Legislative Public Works Committee, increasing Hempstead’s capital budget expenditures and support of the
Belmont and Nassau Hub projects.

LICA Commentary:
Senator Anna Kaplan has quickly proven to be an effective and reliable member of the Senate’s Transportation
Committee. A careful watchdog of the Belmont Raceway development and the LIRR Third Track Expansion
project, she brings comfort to both the community she represents and the workers on those sites, knowing these
projects will be performed effectively and safely. Infuriated that LICA was compelled to conduct an independent
pavement condition report, she introduced legislation requiring the NYS Department of Transportation to prepare
and submit to the legislature, certain highway pavement and bridge condition reports annually. Her opponent,
David Franklin, a former Police Commissioner in Port Washington, wants to fund antiquated infrastructure on
Long Island and in New York City.

Freshman Assemblyman Joe DeStefano, one of the Republican’s staunchest union supporters, has intentionally

highly supportive of LICA’s recently released drainage study. His challenger, Steve Polgar, is an advocate for

Assemblyman Steve Englebright is the senior member of the Long Island legislative delegation. As chairman of
the Assembly Environmental Conservation Committee, he has been instrumental in passing clean water initiatives
that benefit water and sewer programs. He has participated in many LICA advocacy efforts, including support for
funding to complete the Route 347 reconstruction project. Englebright’s challenger, Michael Ross, an attorney in
private practice located in Patchogue, has not offered LICA any positions on his campaign’s platform.

Assemblyman Steve Stern is a former member of the Suffolk County Legislature. Arriving in Albany after being
elected in a special election, he made a significant impact passing more bills than many of his colleagues with
greater seniority. He has been very supportive of LICA and remains in contact during legislative sessions. This
session, he sponsored a bill to increase penalties and enhance the enforcement oversight of illegal dumpers who
have wreaked havoc on the law-abiding members of the construction industry. Moving forward, Stern is pushing to
rehabilitate and improve the Sagtikos Parkway. His challenger is Jamie Silvestri, a communications professional
who is viewed as a potential rising star in the political arena. She claims Long Island’s organized labor workforce
is essential in maintaining and expanding our region’s roadways, railways and water systems.

the position of Huntington Town Clerk. This race between Democrat Michael Marcantonio and Republican Keith
Brown will be among the most closely watched races in our region. Both candidates emphasize the need for
additional sewers in Suffolk County. Brown points to the benefits of creating jobs and addressing the
environmentally sensitive water quality issues. Marcantonio shares these views, but adds funding for other
infrastructure needs, namely Route 347 and the Long Island Rail Road, are also needed.

Assemblyman Charles Lavine is typically the proverbial “adult in the room” whenever important issues tend to get

accessible to LICA, Lavine’s legislative office is usually among the first stops whenever lobbying efforts are
necessary for issues facing our industry. If we need a straight, honest answer about where something stands in the
Assembly, he is our source. He is facing a rematch this year from Andrew Monteleone, who charges that the
Democratic-controlled Assembly is favoring New York City with infrastructure funding over Long Island. He
wants more money for Oyster Bay roads.

Five-term Assemblyman Michael Montesano knows what the people of his district want. Infuriated over the
deplorable condition of Route 109 in Farmingdale, he was tenacious in calling for the DOT to include that
roadway’s resurfacing in the recently awarded contract. He says he will continue to advocate for state dollars to
maintain our sewer systems, repair our highways and replace our bridges. His challenger, Joseph Sackman, wants
to build wind farms off the south shore, build infrastructure to clean up the Bethpage plume and bring in clean
water to Nassau County from New York City.

LICA Commentary:
This open seat has been created by the retirement of Assemblyman Tony D’Urso at the end of this legislative year.
Gina Sillitti, a respected long-time local government official, is expected to win the seat once held by New York
State Comptroller Tom DiNapoli. Now serving as the Human Resources Director of the Nassau County Board of
Elections, she has previously served as North Hempstead Supervisor Jon Kaiman’s Deputy Chief of Staff and
director of legislative affairs as well as the legislative assistant to Nassau County Legislator Dave Mejias. Sillitti
believes the post COVID-19 era requires investment in our roads, bridges and sewer systems to reinvigorate the
economy. The Republican challenger, Ragini Srivastava, is an owner of two food service businesses who lost her
bid last year for a seat on the North Hempstead Town Board. She supports the Belmont Raceway, LIRR Third
Track and Nassau Hub projects.

LICA Commentary:
Assemblyman John Mikulin won a special election in 2017 to fill a vacancy created when former Assemblyman
Tom McKevitt was elected as a Nassau County Legislator. Mikulin was re-elected later that year and now seeks
his second full term. Since his special election, he has regularly attended LICA events and often seeks our advice
and standing on various matters considered before the legislature. His current interests are in advancing
improvements to the Northern and Southern State Parkways. His challenger, Mark Engelman, does not appear to
be actively campaigning.

LICA Commentary:
Assemblywoman Taylor Darling (formerly Taylor Raynor) won an upset primary victory over the Assembly
Deputy Speaker Earlene Hooper in 2018 and then went on to win the general election. Following her primary
victory, she reached out to LICA seeking our knowledge regarding the infrastructure needs within her Assembly
District. Once elected, she sought and received an appointment to the Assembly Transportation Committee.
Darling has used this position to help advance the agenda we collectively share. Her Republican challenger,
Cherice Vanderhall, is focusing her attention on the infrastructure needs relative to the Nassau Hub project. She is
calling for improvements to Meadowbrook Parkway, Hempstead Turnpike and the connecting ramps and
interchanges.

LICA Commentary:
Assemblyman Ed Ra is the ranking member of the powerful Ways & Means Committee. Though he is a minority
member, he sits at the table for every budgetary matter the legislature considers. His insight and ability to raise
concerns over fiscal issues is vital, especially for any transportation capital proposals expected to be advanced
soon. Locally, he is focused on the funding needs of the Nassau Hub project and other necessary infrastructure
improvements in the community. Ra’s opponent, Gary Port, appears to be focusing on social justice issues for his
campaign and he has not addressed construction industry issues.

Representing Long Beach and the south shore area, Assemblywoman Melissa Miller is sensitive to the resiliency
needs in the community. She has told LICA it is necessary to repair/harden our main highways such as the
Southern State Parkway, Meadowbrook Parkway and Long Island Expressway, and enact flood mitigation and
interchange redesigns. Her Democratic challenger, Gregory Marks, views infrastructure projects as a way to create
jobs, offering that he favors proposed offshore wind farms.

If you ask freshman Assemblywoman Judy Griffin to name important construction projects, expect her to rattle
off a big list: Bay Park Conveyance Project, Belmont Raceway, the LIRR Third Track, offshore wind turbines,
expansions at Farmingdale College, Stony Brook University and Brookhaven Labs, as well as many road and
bridge projects. Her Republican challenger, Patricia Canzoneri-Fitzpatrick, an attorney and Malverne Village
Trustee, understands the intricacies of local government and is also capable of ticking off preferred projects,
including the Bay Park Conveyance Project, replacement of 100 year-old water mains and other projects along
the south shore of Long Island to protect communities and infrastructure along Nassau’s bays, waterways and the
Atlantic Ocean.

LICA Commentary:
Assemblywoman Michaelle Solages is a refreshingly different type of public official. The normal course of
business is for a stakeholder to contact its elected officials to seek their support of an issue or position. It usually
doesn’t work the other way around. But it does with Solages. She is not shy to contact LICA and ask us to support
one of her endeavors, such as her passion to address the unsafe condition of the Southern State Parkway. Solages
wants to redesign the antiquated roadway, and we, of course, support her effort. Her Republican challenger,
Nicholas Zacchea, does not appear to be engaging in an active campaign and has yet to share any positions on
issues.
