EXECUTIVE SUMMARY
The2015AnnualOcean,HarborandBayWaterQualityReportprovidesanupdatedanalysisofbacteriologicalwaterqualitydataforOrangeCounty’srecreationalwatersandincludesdataonsewagespillsandrelatedocean,harborandbaywaterclosures.Theannualreportalsodescribesyear-to-yearvariabilityandtrendsrepresentingthe16-yearperiod(2000–2015)thatAssemblyBill411(AB411)OceanWater-ContactSportsStandardsforbacteriologicalwaterqualityhavebeeninplace.Inaddition,theannualreportincorporateshistoricalsewagespillandassociatedocean,harborandbaywaterclosureinformationduringthemostrecent29-yearperiodfrom1987–2015.
Major findings of the 2015 Annual Ocean, Harbor and Bay Water Quality Report:
Sewage Spills and Ocean, Harbor and Bay Water Closures
• ThetotalnumberofsewagespillsreportedtotheOceanWaterProtectionProgramin2015was133,continuingasteadydeclineanddown67.4%fromthepeakrecordof408spillssetin2002.
• During2015,thetotalnumberofsewagespillsresultinginbeachclosures(10)remained53%belowthe29-yearaverageof19beachclosuresperyear.
• ThetotalnumberofBeachMileDays(BMD’s)duetosewagespillclosureswas18.9andis33%belowthe17-yearaverageof28.2BMD’sfrom1999through2015.
• Pipelineblockagescontinuetoberesponsibleforthemajorityofsewagespillsresultinginbeachclosures.Since1999,blockageshaveresultedin62%ofallclosuresandoverhalfoftheseblockages(56.5%)werecausedbyinfiltrationofrootsordepositionofgrease.
Posted Warnings Due to Bacteriological Standards Violations
• Anewunifiedregionalmonitoringplanwasimplementedatsouthcountybeachesatthebeginningofthe2015AB411period(April1toOctober31).Theplanrequires“pointzero”monitoringatlocationswhereurbanrunoffphysicallyenterstheocean.FirstyearmonitoringresultsduringtheAB411periodshowed20outofthe28pointzerostationswerein100%compliancewithoceanwaterhealthstandards.SeeAppendix6foradditionalinformationaboutpointzeromonitoringresults.
• TotalBeachMileDayspostedduetobacteriologicalwaterqualitystandardsviolationsduringtheAB411period(April1toOctober31)were36.2whichis90.1%belowtherecordhighof366recordedin2002.Thecontinuingtrendofrecordlowsoverthelast3yearsislikelyduetodroughtandlessrunoffimpactingthebeach.
• Duringthesummerof2015,HCA/EnvironmentalHealthpartneredwithStanfordUniversityandHealtheBayforaPredictiveModelingpilotstudy.OneofthethreechosenpilotlocationsinSouthernCaliforniawasatSanJuanCreekinDohenyStateBeach.Thepilotusedadailycomputermodeltodetermineifwaterqualityatselectedbeachlocationswouldexceedstatehealthstandardsandrequireposting.Sixty(60)sampleswerecollectedduringtheperiodtotracktheaccuracyofthedailypredictions,alsoknownas“nowcasts,”andresultsshowedthatthemodelaccuratelypredictedwaterqualitythemajorityofthetime.Acontinuationofthepilotstudyisplanned.
• BeachMileDaysatthemouthoftheSanGabrielRiverinSealBeachhaveincreasedoverthelast4yearsexceedingthelasthighpointrecordedin2000.Theincreasecoincideswithrecentdroughtyearsandmightbeinterrelated,however,additionalstudyisrequired.

AspartoftheCountyofOrangeHealthCareAgency,theEnvironmentalHealthOceanWaterProtectionProgramisresponsibleforprotectingthepublicfromexposuretooceanandbaywatersthatmaybecontaminatedwithsewageormaycauseillnessalongOrangeCounty’s42milesofopenoceancoastlineand70milesofharborandbayfrontage.Oceanandbaywatersusedforbody-contactrecreationalactivitiessuchasswimming,surfinganddivingmustmeetspecificbacteriologicalwaterqualitystandardstobeconsideredsafeforsuchpurposes.
In2015,theHealthCareAgency(HCA),theOrangeCountySanitationDistrict(OCSD),theSouthOrangeCountyWastewaterAuthority(SOCWA)andOCPublicWorks(OCPW)cooperativelytestedthecoastalwatersinOrangeCountyforbacteriathatindicatedthepossiblepresenceofdisease-causingorganisms.StafffromHCA’sOceanWaterProtectionProgram,OCSD,SOCWAandOCPWparticipatedintheweeklycollectionofwatersamplesat140ocean,harborandbaymonitoringlocationsthroughoutcoastalOrangeCounty.Lastyear,over8400ocean,harbor,andbaywatersampleswerecollectedandapproximately25,273analyseswereperformedtodeterminetheresultsforthreeindicatorbacteriausedforcompliancepurposes(i.e.,totalcoliform,fecalcoliformandenterococcus).
TheOceanWaterProtectionProgramstaffreviewthebacteriologicalsampleresultsdailyandwillissueocean,harborandbaywaterclosures,postingsandhealthadvisoriesunderthe

In1998,AB411(Wayne)waschapteredintolawandaddedSections115880-115915totheCaliforniaHealthandSafetyCode.Thelawauthorizedthecreationofbacteriologicaloceanwaterqualitystandardsthatareconsideredprotectiveofpublichealth(CaliforniaCodeofRegulationsSections7956-7962).
Thestandardsareinformallycalled“AB411standards”andincludethefollowing:
• Requiredtestingofthewatersadjacenttoalloceanandbaypublicbeachesfortotalcoliforms,fecalcoliformsandenterococcibacteriathatmayindicatethepresenceofpossibledisease-causingbacteria,virusesorprotozoa.
• RequiredmaintenanceandupdatesoftheOcean,HarborandBayPostingandClosureHotline.
• Establishedsinglesamplestandardsfortotalcoliforms,fecalcoliformsandenterococcibacteriawhichshallnotexceed:
• TotalColiforms:10,000organismsper100millilitersample.
• FecalColiforms:400organismsper100millilitersample.
• Enterococci:104organismsper100millilitersample.
• FecalColiformtoTotalColiformratio:>1,000totalcoliformsifratioexceeds0.1.
• Established30-daygeometricmeanstandards(offiveweeklysamples)fortotalcoliforms,fecalcoliformsandenterococcibacteriawhichshallnotexceed:
• TotalColiforms:1,000organismsper100millilitersample.
• FecalColiforms:200organismsper100millilitersample.
• Enterococci:35organismsper100millilitersample.
• Whenanywatersadjacenttoapublicbeachfailtomeetanyofthestandardsdescribedabove,thelocalhealthofficershallpostsignsonthebeachtorestrictaccesstotheaffectedwaters.
• WeeklytestingisrequiredfromApril1toOctober31ifthefollowingapplies:
• Thebeachisvisitedbymorethan50,000peopleannually.
• Thebeachislocatedinanareaadjacenttoastormdrainthatflowsinthesummer.
• Inthecaseofaknownreleaseofsewageintooceanorbaywatersadjacenttoapublicbeach,thelocalhealthofficerisrequiredto:
• Immediatelyclosetheaffectedoceanorbaywatersuntilthesourceofthesewageiseliminated.
• Collectbacterialsamplesfromtheaffectedwaters.
• Continuetheclosureuntiltestingresultsofwatersamplesmeettheestablishedstandards.

Contaminatedrunoffanduntreatedsewagereleasedintooceanandbaywatersmayresultinswimmerexposuretopathogenicbacteria,virusesorprotozoa.Thesedisease-causingmicroorganismsmaybepresentatornearthesiteswheredischargesenterthewater.

Indicator Bacteria Testing MethodsThedetectionandenumerationofdisease-causingorganisms(pathogens)identifiedwithwaterborneillnessisdifficult,time-consumingandcostly.Thus,mostwaterqualitylaboratoriesarerequiredtotestforfecalindicatorbacteria(i.e.,totalcoliforms,fecalcoliformsandenterococci)asameanstoascertainthelikelihoodthathumanpathogensmaybepresentinrecreationalwaters.Fecalindicatorbacterianormallyoccurintheintestinesofallwarm-bloodedanimals,areexcretedinhighnumbersinfeces,butcanalsobefoundinsoilanddecayingvegetation.Sincethereisnoidealindicatorgroup,testingisdoneformorethanoneindicator.TotalcoliformsareabroadgroupoforganismsthatincludefecalcoliformbacteriaaswellasE.coli.Theenterococcigrouphasbeendeterminedtobeagoodindicatorofwater-contactassociatedgastroenteritis.Themethodsmostcommonlyusedtodetectfecalindicatorbacteriainwaterinclude:
• MembraneFiltration(MF)• Multiple-TubeFermentation(MTF)• Colilert®
• Enterolert®
Allofthemethodsareculturebased,whichmeansthattheindicatorbacteriapresentinwatermustbeallowedtogrowinordertobedetected.Differencesbetweenthemethodsincludehowthebacteriaaredetectedandcounted,howsoontheresultsbecomeknown,andcost.Eachmethodhasitsadvantagesanddisadvantages.Mostofthelimitationsdependonfactorssuchastheothertypesofconstituentsinthewateranddensityofbacteriapresent,andallrequireatleastan18-hourincubationperiod.ThefollowingisabriefsummaryoftheMembraneFiltrationmethod,themethodusedbytheCountyofOrangeHealthCareAgency/PublicHealthLaboratory,theSouthOrangeCountyWastewaterAuthorityLaboratoryandtheOrangeCountySanitationDistrictLabora¬toryfortheanalysesoftotalcoliforms,fecalcoliformsandenterococciinoceanandbaywaters.DetaileddescriptionsfortheMembraneFiltration(MF),Multiple-TubeFermentation(MTF),Colilert®andEnterolert®methodsareavailableinthelatesteditionofStandardMethodsfortheExaminationofWaterandWastewater.
Membrane Filtration (MF)
TheMembraneFiltrationmethodinvolvesfilteringwaterthroughaporousmembranetoconcentrateortrapbacteriafromthewatersampleonthefiltersurface.Themembranefilterisplacedontoaculturemediumdesignedtoencouragethegrowthofthetargetindicator.Thefilterisincubatedfor22–24hourstoallowthebacterialcellstomultiplyintovisiblecolonies.Theoretically,eachbacterialcell(orclumpofcells)producesasinglecolonyonthemembrane.
Thecoloniesareviewedundera10Xmagnifyinglensanddistinguishedfromnon-targetbacteriabasedonthetype,sizeandcolorofthecolonies.Targetbacteriaareindicatedbypigmentproductionresultingfrombacterialenzymaticreactionstospecificsubstrates.Thenumberofcoloniespresentin100millilitersofwater,alsoknownas“ColonyFormingUnits”(CFUs),iscountedandtheconcentrationoforganismsintheoriginalsampleiscalculated.

PublicnotificationandriskcommunicationisacriticalcomponentoftheOceanWaterProtectionProgram.Publicawarenessandenhancingthecapacityforinformedpersonalchoiceareimportantfactorsinensuringpublichealthprotectionsareprovidedtorecreationalwaterusers.TheOceanWaterProtectionProgramhasestablishedandmaintainsanintegratedmanagementsystemtoinformthepublicofthepotentialhealthrisksassociatedwithwatercontactactivitiesincoastalrecreationalwatersthatdonotmeetapplicablewaterqualitystandards.Multiplecommunicationmeasuresarepromptlytakentonotifythepublicwhenocean,harbororbaywaterareasdonotmeetorareexpectednottomeetAB411OceanWater-ContactSportsStandards.TheOceanWaterProtectionProgramimplementsthefollowingtypesofpublicnotificationmeasurestocommunicateinformationregardingbeachwaterqualityandtoprotectthehealthofbeachusers:
• Beach Signs–Signsarepostedtonotifybeachusersofthecurrentstatusoftheocean,harbororbaywaterarea.Postedbeachsignsarelocatedwheretheyaremostlikelytobenoticedbybeachusersandprovideavisualnoticeatthepointofoceanwateraccess.

ThewarningsignwiththeredandblackborderispostedwhenaviolationoftheAB411OceanWater-ContactSportsStandardsoccurs.

SEWAGE WASTE DISCHARGES
Sewagewastedischargescommonlyknownas“sewagespills”occurwhenwastewaterbeingtransportedviaundergroundpipesoverflowsthroughamanhole,clean-outdrainorbrokenpipe.Sewagespillscancausehealthhazards,damagetohomesandbusinessesandthreatentheenvironment,localwaterwaysandbeaches.Untreatedsewagehashighlevelsofdisease-causingbacteriaandviruses.OrangeCountyHealthCareAgency/EnvironmentalHealthisresponsibleforprotectingpublichealthbyclosingocean,harborandbaywaterareasaffectedbysewagespillsandwillclosefood-serviceestablishmentsifasewagespillposesathreattopublichealth.
Common Causes of Sewage Spills:
Greasebuildsupinsideandeventuallyblockssewerpipes.Greasegetsintothesewerfromfoodestablishments,householddrains,aswellasfrompoorlymaintainedcommercialgreasetrapsandinterceptors.
Infrastructure problemscausedbytreerootsinthelines,broken/crackedpipes,missingorbrokencleanoutcapsorundersizedsewerscancauseblockages.
Infiltration and inflowimpactspipecapacityandiscausedwhengroundwaterorrainwaterentersthesewersystemthroughpipedefectsandillegalconnections.
Localandstateagencieshavelegaljurisdictionandenforcementauthoritytoensuresewagespillsareremediated.Allowingsewagetodischargefromahome,businessorpublicpropertymaysubjecttheresponsiblepartytopenaltiesand/orout-of-pocketcoststoreimburselocalandstateagenciesforclean-upeffortsandfornotreportingthesewagespill.AsmandatedbytheCaliforniaHealthandSafetyCode,anypersonwhocausesorpermitsasewagedischargetoanystatewatersmust immediately notifythelocalhealthagencyofthedischarge.

OCEAN, HARBOR AND BAY WATER CLOSURES DUE TO SEWAGE SPILLS
WhenaknownreleaseofsewageisreportedtotheOceanWaterProtectionProgram,theoceanorbaywaterareasthatmaybeaffectedbythesewagedischargeareimmediatelyclosedtowater-contactrecreationalactivities.Theclosureareaisbasedonmanyfactorsincludingtypeofsewage(e.g.,untreated,secondarytreated,etc.),volumeofspill,locationofspill,oceancurrentsandtides,historicalsewagespillsintheareaandotherpertinentinformation.Aftertheinitialclosureareaisestablished,theappropriateagenciesarenotified,theareaispostedwithclosuresigns,apressreleaseisissued,theOcean,HarborandBayWaterClosure&PostingTelephoneHotlineandWebPageareupdatedwiththebeachclosureinformation,anddailybacterialsamplingoftheaffectedareaisinitiated.
TheclosedoceanorbaywaterareawillbereopenedorreducedinsizewhenthecontaminationsourcehasbeeneliminatedandaftertwodailyconsecutivesamplingresultsindicatetheaffectedareameetstheAB411OceanWater-ContactSportsStandards.

UponimplementationoftheAB411OceanWater-ContactSportsStandardsinJulyof1999,theOceanWaterProtectionProgrambeganpostingtherequiredhealthwarningsignsatpublicbeacheswheretheocean,harbororbaywatersfailedtomeetstatemandatedrecreationalwaterqualitystandards.
FromApril1toOctober31bacteriologicalwatersamplesarecollectedaminimumofonceaweekatapproximately140ocean,harborandbaylocationsthroughoutOrangeCounty.SampleresultsarerevieweddailybytheOceanWaterProtectionProgramtodeterminecompliancewiththesevenAB411bacteriologicalstandardsestablishedbytheStateofCalifornia.EachyeartheOceanWaterProtectionProgramwillreviewbacteriologicalresultsofapproximately3800ocean,harborandbaywatersamplescollectedfromApril1toOctober31.

Duringandafterasignificantrainstormevent,stormdrains,creeksandriverscarryfloodwaterswithurbanrunoffintolocalocean,harborandbaywaters.Urbanrunoffmayincludefertilizers,roadoils,litterandlargeamountsofbacteriafromavarietyofsources,suchasanimalwasteanddecomposingvegetation.
Thelevelsofbacteriacanrisesignificantlyinoceanandbaywatersclosetodischargingstormdrainsandoutletsofcreeks,riversandstreamsduringandafterrainstorms.Toensurethatpublichealthandsafetyisprotected,theOceanWaterProtectionProgramstaffadvisesagainstbody-contactrecreationaluseofocean,harbororbaywaterswheretheremaybecontaminationduetostormwatercarryingurbanrunoff.Theelevatedbacteriallevelsinocean,harborandbaywatersmaycontinueforaperiodofatleastthreedaysdependingontheintensityoftherainandthevolumeofrunoff.
Swimmers,surfersanddiversshouldavoidbody-contactrecreationwithOrangeCounty’socean,harborandbaywatersduringandafterarainstormeventandallbeachusersshouldavoidcontactwithanystormdrainorcreekrunoffonthebeachduringdryorwetweatherconditions.

Permanentadvisorywarningsignscontinuetobepostedatalldrains,creeksandriversadvisingbeachgoerstoavoidurbanrunoffonthebeachandwhereitentersthewaterbecausewaterqualitycanchangesignificantlyatanytime.However,pointzeromonitoringservestoconfirmexceedancesofhealthstandardsatthereceivingwaterandallowsadditionalpublicnotificationwhichunderscorestheneedtoavoidurbanrunoff.
