Special Youth Waterfowl Hunting Days

• Duck,goose,snipe,andcoothuntingopenfortwodaysonly,onSeptember25and26,2010.
• Federalmigratorygamebirdharvestinformationprogramvalidation– required.
• Federalmigratorybird(duck)stamp– not required.
• Dailyduck,goose,snipe,andcootbaglimits:Samelimitsstatewidethatareineffectduringregularseasons.
• Atleastoneadult18yearsorolderwithavalidhuntinglicense,mustaccompanyeachyouthhuntingpartyintothefieldatalltimes.Adults are not authorized to hunt.
• Allotherstaterulesandfederalregulationspertainingtothetakingofmigratorygamebirdsareineffectforthishunt.
What’s New?TheannualFishandGameharvestsurveyestimatedthatduringthe2009-2010season,20,200duckhuntersspentabout181,300dayshuntingandharvested350,700ducks.Additionally,anestimated11,200goosehuntersspentabout98,100dayshuntingandharvested79,400geese.Theharvestlevelsforducksandgeeseweredown7percentand14percent,respectivelyfrom2008levels.
Idaho’sfirstlightgooseseasonwasdeemedasuccess.Aharvestsurveyestimatedthat871huntersspentabout2,994daystoharvest1,925lightgeeseduringtheFebruary20toMarch10season.Themajority(52percent)ofthebirdswereharvestedintheSouthwestRegion,whiletheMagicValleyandSoutheastregionssplittheremainingharvest.
ElevenbandedsnowgeesewerereportedasharvestedduringthespringhuntandyieldedveryinterestinginformationabouttheoriginsofthesnowgeesethatpassthroughIdaho.Allofthebirdswerebandedonthebreedinggrounds--fiveoriginatedonthenorthslopeofAlaska,threeonBanksIsland,inCanada’sNorthwestTerritories,andthreeonWrangelIsland,Russia.
“WrangelIslandsnowgeeseundertakeoneofthelongestmigrationsofanygeesewinteringinNorthAmerica,”saidJeffKnetter,uplandgameandwaterfowlstaffbiologistfortheIdahoDepartmentofFishandGame.“Itisover3,000milesfromBoisetoWrangelIsland.”
FishandGameplanstohaveanotherspringhuntin2011andhasincreasedhuntingopportunitiesinArea3toinclude thatportionoftheUpperSnakeRegionwithinBinghamCountyingamemanagementunit63southofHighway20andwestofthewestbankoftheSnakeRiver,andthatportionoftheSoutheastRegionwithinBinghamandPowercountiesinGMU’s68and68AwestofthewestbankoftheSnakeRiverandAmericanFallsReservoir.

• Area 3 is that portion of the Upper Snake Region within Bingham County in Game Management Unit (GMU) 63 south of highway 20 and west of the west bank of the Snake River, and that portion of the Southeast Region within Bingham and Power counties in GMU’s 68 and 68A west of the west bank of the Snake River and American Falls Reservoir bluff. Purple loosestrife(Lythrum salicara)
Purple loosestrife is a semi-aquatic, hardy perennial that can grow over 8 feet tall. Stems are usually 4 sided and much branched, bearing opposite or whorled, 4-inch long, lance-shaped leaves. Crowded flower spikes develop at the stem tips in midsummer. Flowers are 1 inch in diameter with 5 to 7 reddish-purple, wrinkled petals that appear as if they have been crushed. A single plant may produce over 2.5 million tiny seeds per year.

Official shooting hours are from 1/2 hour before sunrise until sunset (Standard Time). Actual beginning and ending times are shown in the tables below and have been adjusted to actual shooting hours; no further adjustments are necessary.
Benewah, Bonner, Boundary, Clearwater, Kootenai, Latah, Lewis, Nez Perce and Shoshone counties and that portion of Idaho Co. north of the Salmon River (Pacific Time).
Ada, Adams, Boise, Canyon, Elmore, Gem, Owyhee, Payette, Valley and Washington counties and that portion of Idaho Co. south of the Salmon River (Mountain Time).
Blaine, Butte, Camas, Cassia, Custer, Gooding, Jerome, Lemhi, Lincoln, Minidoka and Twin Falls counties (Mountain Time).

Theseslow,low-flyingbirdsarevulnerabletoaccidentalandillegalshooting.Becausetheyarelargerwithlongernecksandadultbirdsarecompletelywhite,swansdonotcloselyresembleanylegalgamebird.Trumpetershaveaseven-footwingspanandweigh25to30pounds.SnowgeeseandRoss’geesearealsowhitebutaremuchsmallerandhaveblackwingtips.Youngswans(cygnets),areamediumgraycolorwithpalerbellyandwinglinings,weigh15to20pounds,havewingspansofalmost7feetandflywithaslow,distinctwingbeat.

MostofthewaterfowlharvestedinIdahoareproducedinCanada.SouthernAlbertaisespeciallyimportantforbreedingwaterfowlthatcometoIdahoduringthehuntingseason.Idaho’swaterfowlseasonissetwithinaframeworkdeterminedbytheU.S.FishandWildlifeServiceinlateJulyaftermeetingwithallstatefishandwildlifeagencies.
PublicopenhousemeetingsareconductedinallFishandGameregionsofthestate.Thetimeforcommentisnecessarilyshort,buthuntershaveanopportunitytobeheard.
License Requirements: Tohuntuplandgamebirds,waterfowl,suchasducks,geeseorbrant,commonsnipe,mourningdovesandsandhillcranes,smallgame,predatorsandunprotectedspeciesortopracticefalconryinIdaho,allhuntersmusthaveintheirpossessionanIdahohuntinglicensewiththeappropriatevalidationsandstamps.

TheU.S.FishandWildlifeServiceandallstatewildlifeagenciesarecooperatinginthisprogramtogatherbetterharvestinformationonmigratorygamebirds.Idahojoinedtheprogramin1996.
MigratoryBirdsarebirdsprotectedbyfederallawasaresultoftreatiessignedwithothercountries.ProtectedmigratorybirdsarelistedinTitle50CodeofFederalRegulations,Section.10.13.ThislistincludesalmostallbirdsfoundintheUnitedStateswiththeexceptionofthehousesparrow,feralpigeon(commonlycalledrockdove),Europeanstarling,Eurasiancollared-dove,muteswan,anduplandgamebirds(whichareprotectedbystatelaws).
Allmigratorybirdsareprotected.However,asubsetofmigratorybirdsclassifiedasmigratorygamebirdsmaybehuntedinaccordancewithStateandFederalregulations.Thelistofmigratorygamebirdsincludesspeciesofducks,geese(includingbrant),swans,dovesandpigeons,cranes,rails,coots,gallinulesandmoorhens,woodcockandsnipe,ifthereisanopenseason.
Stamps and ValidationsNopersonshallhuntmourningdoves,sandhillcranes,ducks,geese,brant,cootsorcommonsnipeanywherewithinthestateofIdahowithouthavinginpossessiontheappropriatehuntinglicensethathasbeenvalidatedfortheFederalMigratoryGameBirdHarvestInformationProgram(FederalHIP).Thevalidationcostis$1.75forresidentsand$4.75fornonresidents,andisavailableatanylicensevendor.ThisvalidationisineffectfromJanuary1throughDecember31ofeachyear.
TheU.S.FishandWildlifeServiceandallstatewildlifeagenciesarecooperatinginthisprogram,whichbeganin1992,togatherbetterharvestinformationonmigratorygamebirds.Idahojoinedtheprogramin1996.TheFederalHIPwillallowmigratorygamebirdmanagerstomoreaccuratelyestimatethe

• Withatrap,snare,net,rifle,pistol,swivelgun,shotgunlargerthana10gauge,puntgun,batterygun,machinegun,fishhook,poison,drug,explosive,orstupefyingsubstance.
• Withanyshotguncapableofholdingmorethanthreeshellsunlessitispluggedwithaone-piecefillerwhichisincapableofremovalwithoutdisassemblingthegun.
• Fromasinkbox(alowfloatingdevicehavingadepressionaffordingthehunterameansofconcealmentbeneaththesurfaceofthewater).

• Bydriving,rallying,orchasingbirdswithanymotorizedconveyanceoranysailboattoputthemintherangeofthehunters.

Wanton Waste:Nopersonshallkillorcrippleanymigratorygamebirdwithoutmakingareasonableefforttoretrievethebird,andretainitinhisactualcustody,attheplacewheretakenorbetweenthatplaceandeither(a)hisautomobileorprincipalmeansoflandtransportation;or(b)hispersonalabodeortemporaryortransientplaceoflodging;or(c)amigratorybirdpreservationfacility;or(d)apostoffice;or(e)acommoncarrierfacility.
Federal Limits:DailyBagLimit:Nopersonshalltakeinanyonedaymorethanonedailybaglimit.
Nopersonshallpossesswhileinthefield,haveincustody,ortransportmorethanonedailybaglimitbetweentheplacewheretakenandeither:

Tagging:Nopersonshallgive,putorleaveanymigratorygamebirdsatanyplaceorinthecustodyofanotherpersonunlessthebirdsaretaggedbythehunterwiththefollowinginformation:(a)thehunter’ssignature,(b)thehunter’saddress,(c)thetotalnumberofbirdsinvolved,byspecies,and(d)thedatessuchbirdswerekilled.Taggingisrequiredifthebirdsarebeingtransportedbyanotherpersonforthehunter,orifthebirdshavebeenleftforcleaning,storage(includingtemporarystorage),shipment,ortaxidermyservices(seeproxystatementonpage13).
Termination of Possession: Thepossessionofbirdstakenbyanyhuntershallbedeemedtohaveceasedwhensuchbirdshavebeendeliveredbyhimto:
• Anotherpersonasagiftwhenaccompaniedbyaproxystatement.
• Apostoffice,oracommoncarrier,oramigratorybirdpreservationfacility,andconsignedfortransportbythePostalServiceoracommoncarriertosomepersonotherthanthehunter.
(Note:Migratorybirdsleftinprocessingorstoragefacilities,homefreezers,etc.,arepartofahunter’s“possessionlimit”untilconditionsabovearemet.Birdsmustbegivenorassignedtosomeoneotherthanthetakerinordertoendorterminatepossession.)
SpeciesIdentification:NopersonshalltransportwithintheUnitedStatesanymigratorygamebirds,exceptdovesandband-tailedpigeons,unlesstheheadoronefullyfeatheredwingremainsattachedtoeachsuchbirdatalltimeswhilebeingtransportedfromtheplacewheretakenuntiltheyhavearrivedatthepersonalabodeofthepossessororamigratorybirdpreservationfacility.
Shipment:Nopersonshallshipmigratorygamebirdsunlessthepackageismarkedontheoutsidewith:(a)thenameandaddressofthepersonsendingthebirds,(b)thenameandaddressofthepersontowhomthebirdsarebeingsent,and(c)thenumberofbirds,byspecies,containedinthepackage.
Importation:Forinformationregardingtheimportationofmigratorybirdskilledinanothercountry,huntersshouldconsult50CFR20.61through20.66.

More than 30 states have entered into a “Wildlife Violator Compact.” This means if your hunting, fishing or trapping license is revoked by any of the member states, all the remaining states will revoke the same license or privilege for the same time period. In addition, any nonresident who does not satisfy the requirements of an Idaho citation will have his/her hunting and fishing license revoked in their home state until those requirements are satisfied.
