CII recently organized the 11th India Health Summit from 17-18 December 2014 at New Delhi. Mr Shripad Yasso Naik, Minister of State (Independent Charge), Department

of AYUSH, was the Chief Guest on Day 1 of the Summit. In his keynote address announced that the proposed National Health Assurance Mission (NHAM) would reduce out-of-pocket spending on healthcare by the common man.

Day 1 of the Health Summit, saw prominent government officials and Industry leaders deliberate on issues concerning challenges of providing sustainable, quality healthcare delivery, Future of m Health in health sector, New & Innovative technologies impacting access to care, Regulatory amendments required to empower the allied medical workforce as well as possible roadmaps to bridge the human resource shortage.

It concluded with 2 plenary sessions on the Importance of Make in India campaign for the Healthcare sector as well as Swacch and Swasthya Bharat as the foundation for a healthier India. These sessions discussed and debated the challenges of scaling novel innovations, the probable areas of public private collaboration, where stakeholders can complement government efforts in strengthening and maximising the impact of Swacch Bharat initiatives.

According to Mr. Lov Verma, Secretary Health, MoHFW, the NHAM has identified 184 districts (bottom 25 in each State) to ensure targeted interventions. He said that while the per capita expenditure on health has nearly doubled from 2004 -05 to 2010 -11, which is way below the global averages.

Dr. Naresh Trehan, Chairman CII National Committee on Healthcare, emphasized on the need to identify areas where private sector can complement government efforts in achieving ‘health assurance’ and called for a multi-stakeholder collaborative approach.

He also cited the CII Healthy and Education Programme in which Medanta is looking after delivery of medical services. 100 Villages have been adopted.

Day 2 of the summit was addressed by Dr. Mahesh Sharma, Minister of State (Independent Charge), Tourism and Mr Rajiv Pratap Rudy, Minister of State for Skill Development and Entrepreneurship (Independent Charge). The second day discussed and explored the potential of Medical Tourism in and from India, Impact of medical value travel originating from SAARC on Indian Healthcare sector, Mechanisms to enhance transparency & ethical practices in bridging the trust deficit as well as the latest provisions on up-skilling the medical workforce.

This is a CII Flagship Health Summit in its 11th year which involves sustained engagement of various related Ministries, senior government officials, policy makers, senior Industry leaders and experts along with a massive participation by various other stakeholders within the healthcare sector. This year the Summit revolved around the theme of “Health For All – Call to Action” with a focus on interventions that are based on partnerships with the government in areas of skill development, medical tourism and health for all.

✔ Private sector is looking forward to complement government efforts in achieving the mission of Health for All. For private sector, a viable and financially sustainable business models in healthcare is also essential to scale up the interventions

✔ Alternative tools like mHealth will be critical in taking healthcare to masses and best use of technology could improve country’s health challenges. However

we need to improve our technology and connectivity infrastructure to increase the penetration of mobile health, telemedicine services

✔ Shortage of skilled manpower is one our country’s biggest challenge. Upskilling the allied healthcare to an acceptable level of standards & quality will improve patient care. Short term courses needed for nursing to acquire skills for different specialty. Vast

pool of ASHA workers needs to be upskilled to frontline health workers and can then be better utilized in the health system

✔ Swacch Bharat program is a big cleanliness initiative from the government and will have positive impact in reducing majority of diseases. Healthcare stakeholders participation & contribution at all levels is essential to make this program a success

✔ Make in India program has all the components to develop India’s medical technology industry and a low cost manufacturing hub. We have to build an

ecosystem in the med tech industry. Also, fuelling innovation in medical devices and providing right incentives to the manufacturers will boost the prospect of the industry

✔ Medical tourism industry is growing at the rate of 30% growth and requires policy support from government to leverage its full potential. Government is cognisant of the growing potential and is proposing a separate agency to oversee the medical tourism sector. Additionally, government is also taking steps in streamlining the medical visa process to promote India’s medical tourism industry
