Answer questions
3
Reissuance Background
Federal regulations: NPDES Permits cant be issued for more than 5 years
Current Permit expires Jan 1, 2015
Federal regulations: Facilities must re-apply 180 days before expiration Ecology sent instructions in May Electronic Applications Due date: July 5, 2014
4
Reissuance Schedule
May 7: Ecology released Draft Permit and Fact Sheet Began Public Comment Period
May-June: Public Workshops/Hearings June 20: Close Public Comment Period
Ecology reviews public comments Makes appropriate revisions
5
Reissuance Schedule
Nov 19: Issue Final Permit Response to Comments Permit coverage issued to facilities Appealable
Jan 1, 2015: Final Permit Effective Supersedes existing permit
7
Proposed Changes
Most permit conditions unchanged Revisions proposed to:
Improve clarity and reduce confusion; Implement new Federal Regulations; Streamline Level 3 Engineering Reports; Improve protection of Puget Sound
Sediment Cleanup Sites.

17
S4. Sampling
Sample Timing One sample per quarter Sample “1st Fall Flush” on or after Oct 1st Sample within 12 hrs of discharge
Sampling Locations All discharge points sampled unless
“substantially identical” If numeric effluent limits, must sample
those parameters at each discharge point.
18
S4. Sampling
“Consistent Attainment” of Benchmark – Suspend Sampling 8 consecutive quarters “No Discharge” quarters don’t reset the
consistent attainment tally
19
S4. Sampling
Quarterly Averaging Clarified If multiple samples collected – average
results and compare to benchmark Language added to clarify how to calculate
quarterly average when multiple samples are collected during a single day.

S5. Effluent Limits
New Federal Regulations 2012 Federal Effluent Limitation Guidelines and New
Source Performance Standards for Airport Deicing Airports with 1000+ annual jet departures
Daily Max Limit: 14.7 mg/L Total Ammonia (as N); or
Use “non-urea containing deicers”; certify in Annual Report
New Airports with 10,000+ annual jet departures Not eligible for ISGP Need Individual Permit

S8. Corrective Actions
Case by Case: Extensions and Waivers If not feasible to meet deadline, Ecology may
approve deadline extension (Permit Mod)
If corrective action is not feasible/necessary, Ecology may approve waiver (Permit Mod)
Require public notice & subject to appeal
32
Level 3 – Proposed Changes
Deleted requirement for “full” engineering report (Chapter173-240 WAC);
Replaced with checklist of 7 required elements
Operations & Maintenance (O&M) Manual due 30 days after construction
34
Level 3 – Proposed Changes
Reduce cost of engineering reports Streamline review/approval process Will not reduce the quality of treatment
systems
36
Level 3 – Proposed Changes
While a time extension is in effect, benchmark exceedances (for the same parameter) do not count towards additional Level 2 or 3 Corrective Actions.
