Head of the Uruguayan Presidency’s Human Rights Secretariat (SDH) since 2016. Heholds a bachelor’s degree in philosophy from Uruguay’s University of the Republic(UdelaR), is master’s candidate in political science from UdelaR’s Faculty of SocialScience, and holds a certificate for an Inter-American Development Bank course ofthe Development Effectiveness Programme. Villarreal was—between 2005 and2010—political and technical consultant on development strategies andmanagement for development results for Uruguay’s presidency Planning andBudgeting Office, and, in that capacity, he was general coordinator of the UnitedNations’ “Delivering as One (DaO)” approach pilot (2007 –2009). Faculty member ofthe Catholic University of Uruguay (UCU) since 1997, and of UdelaR since 2012. Aspart of UdelaR’s Topical Network for Development Studies [Red Temática deEstudios sobre el Desarrollo], Villareal does research on philosophy, ethics, anddevelopment. He also belongs to the Ibero-American Network for DevelopmentStudies [Red Iberoamericana de Estudios de Desarrollo, RIED], and the LatinAmerican Studies Association (LASA). Has been international consultant for theInter-American Development Bank (IABD), the United Nations DevelopmentProgramme (UNDP), the United Nations Population Fund (UNFPA), and InternationalLabour Organization (ILO). Between 1990and 2004, he took part in non-governmental organisations’ advocacy activities in favour of children, environmentand development, human rights and citizenry participation.
