1. NextGen Partner ProgramATCA and the FAA are partner-

ing with NextGen vendors exhib-iting on the Hall floor to launch a new “Phases of Flight” exhibit that will demonstrate NextGen technol-ogy and procedures. A Welcome from Peter F. Dumont, President and CEO, Air Traffic Control Association

Welcome to ATCA’s his-toric 60th Annual. This is one of my favorite times

of the year. Not only am I celebrat-ing nine years as ATCA’s President & CEO, but ATCA itself is celebrat-ing a monumental anniversary – 60 years. What began six decades ago as a small group of air traffic control-lers wanting more from their – our – industry and community has grown into what you see today. I am proud to represent ATCA and hope you en-joy – and get a lot out of – your week at the Annual.

Once again, the association has co-located the ATCA Annual with our Civil/Aviation Military Confer-ence (CMAC). This year, for the first time, we are offering agenda pro-gram tracks. For each panel, key-note address, and free education presentation, there is a correspond-ing track.

While ATCA offers the same fea-tures you’ve come to expect from the Annual, it also offers more op-portunities around every corner. For

example, the Exhibit Hall features more booths than ever before – 104 exhibits total. The Hall is also where the NextGen Partner Program will be on full display. ATCA has taken its level of collaboration with the FAA to new heights with 42 partici-pating NextGen Partner exhibitors. It marks a new shift in the role our communications play. We’re thrilled to host many of the aviation indus-try’s top organizations and corpora-tions in the Exhibit Hall. One fun

Sixty Never Looked So Good: A Time of Reflection as the 60th ATCA Annual Begins

new feature in the Exhibit Hall this year are the UAVs, presented by Pre-cision Hawk, on display outside the double doors from the Hall. Another Exhibit Hall feature I’m looking for-ward to is stopping by today’s Art of the Airport Tower book signing in the Hall.

This year’s conference program focuses on the topics on everyone’s minds – such as privatization, re-mote operations, and UAS. We wel-come distinguished speakers like U.S. Secretary of Transportation Anthony Foxx and FAA Adminis-trator Michael Huerta as well as many others. The Exhibit Hall floor will also feature three presentation theaters – General Dynamics The-ater (including AeroMACS 2015), Aireon Fly-By Theater, and SWIM Connect – that will display the lat-est research and findings from in-dustry as well as multiple demos to help the ATC community grasp SWIM’s capabilities.

Aviation information-sharing is rapidly evolving through System Wide Information

Management, or SWIM. Attendees at the 60th ATCA Annual Confer-ence and Exposition can learn about the system at the FAA’s NextGen ex-hibit Nov. 2–4.

SWIM enables increased common situational awareness and improved National Airspace System (NAS) agility to deliver relevant, real-time aeronautical, flight and weather in-formation so users can respond to changing situations faster and more accurately. It also helps save money and improves air traffic control re-sponse to unexpected events.

The aviation community’s partici-pation in the SWIM program is vital in developing future information-sharing products that meet its needs. Partnerships span across air carri-ers, aviation service and equipment suppliers, trade groups and unions, research and development organi-zations, international partners and other domestic government agencies.

These relationships are enabling the SWIM program to provide the information technology infrastruc-ture necessary for NAS systems to share information, increase interop-erability, and encourage reusability of information and services.

Those looking to learn more about the system can visit the SWIM Con-nect 2015 Presentation Theater in the main Exhibit Hall. Subject mat-ter experts from the FAA and part-ner agencies will conduct three live SWIM events each day.

11:30 a.m. – Jon Standley will discuss an interactive approach to research and development. Stand-ley is the portfolio manager for On Demand NAS Information and NAS Separation Management in the FAA’s NextGen office of Portfolio Manage-ment and Technology Development.

12 p.m. – Representatives of United Airlines and Embry-Riddle Aeronautical University will talk about using SWIM in NextGen de-velopment.

er perspective as SWIM provides a common framework that connects users around the world.

10 a.m. – Jon Standley will re-turn to moderate a panel discussing the benefits of using global stan-dards for information sharing.

11 a.m. – Thien Ngo, FAA proj-ect manager, will present the topic of creating a global framework for infor-mation exchange. He will discuss the Mini-Global demonstrations and the global enterprise messaging service.

11:30 a.m. – Kevin Hatton, pro-gram manager for NextGen Space Vehicle Operations, and Dan Murray, manager of the FAA’s Space Trans-portation Development Division, are scheduled to talk about global appli-cations of information exchange for commercial space operations.

towers in 2006 towards the end of a former book project In Plane View: Abstractions of Flight (powerHouse Books 2007). At that time I was seeing and photographing aircraft as abstractions. On a trip to New York through LaGuardia airport to visit my family, the airport tower came into view outside of my airplane window and close-up, the tower looked like Swiss cheese! From there I wanted to explore the different forms of airport towers and my view was a natural transition into this project.”

Next spring, VSATS plans to begin the next phase of the project by going active and adding a mobile ATC tow-er staffed with certified controllers. “We’re going to have a deployed mo-bile tower that is used throughout the second phase of the project as a safety mechanism.” says McCrea. “It will run concurrently with the remote tower to compare remotely-accessed optical information vs. on-site optical information.”

It helps to answer the question if we can adequately transfer that field of vision, adds McCrea – can a controller do their job having this information provided via camer-as?” “Wonderful advancements in high definition cameras have made this all possible.” Of course, says McCrea, the team has had control-lers involved with the concept and participating in the project.

McCrea adds that it is unlikely we’ll find remote towers at high traf-fic airports in the future. “What I see with this technology is the ability to move the benefit of active control to lower activity airports that would never be on any ATC service candi-date list,” says McCrea. “The tech-nology may allow us to bring active control at some point to airports that warrant it without any traditional on-site brick and mortar.”

“Time will tell if [the project] bears fruit.” An end goal would be to eventually deploy this type tech-nology throughout the National Airspace System, adds McCrea.

VSATS has partnered with Saab and the town of Leesburg, VA (with heavy involvement from the FAA) to test the feasibility of tower ser-vices being provided remotely. The Leesburg Executive Airport (JYO) is set to become the first of its kind in the United States. “Leesburg is a perfect candidate. It’s a reliever

airport to Dulles and inside unique airspace,” says McCrea. “We have 66 licensed public-use airports in Virginia; all but nine don’t have any scheduled air service. One objective for the project is to understand the potential for this type technology to provide greater access for some of the other 57 airports. The aim then is for greater economic develop-ment potential for these airports.”
