ARIZONA ROADMAP TO OPPORTUNITY AND FREEDOM

Dear Fellow Arizonan:

Its the question I get asked the most. As governor, what will your agenda be?

Here it is. This Roadmap to Opportunity and Freedom is designed to give voters a clear explanation of what the states priorities are; how a Ducey administration would approach these key issues; and what you could expect in my term as governor.

At Cold Stone Creamery I learned how to set priorities and get results. Running a government is different than growing a business, but many of the same principles apply. Our next governor needs to:

Promote policies such as lowering taxes and spending less that spur private sector job creation and restore economic growth to our state.

Improve education. Its a moral imperative. Every day that our kids spend in under-performing schools is limiting their future. This isnt about money its about quality choices and accountability, and I address those in detail in this booklet.

Help Arizona chart its own path by getting out from under the thumb of the federal government. From Obamacare to the IRS to all the new regulations on small businesses, the level of control thats coming from the Obama administration is unprecedented, and we need to push back on it at every opportunity.

Safeguard the lives and liberties of our citizens. We must defend against infringements on the constitutional right to keep and bear arms; fully enforce the rights of crime victims; and make the protection of Arizona children from criminal abuse and neglect the first priority of our laws.

Promote a just and compassionate society. We need to encourage across our state a culture of life in which the most vulnerable and needy are not viewed as a problem, but as a priority.

POLICY SOLUTIONS:

Reform the tax code.Arizonastaxcodeneedstobesimplerandtaxesneed tobelower.Therearetoomanyrates,toomanyexceptions,andoverthe yearstheresbeentoomuchtinkeringwiththetaxcode.Thetaxclimateisa primaryconsiderationwhencompanieschoosewheretolocate.Wewillhave anenvironmentthatcreatesmorejobsbothfromlocalbusinessesthat growandnewbusinessesthatcomehereifwereformthetaxcode.

Iwillsubmitlegislationtoreducetaxeseveryyear,withthegoalofpushing incometaxratesasclosetozeroaspossible.

Change laws that are anti-Arizona.Forexample,therequirementswe imposeonbanksthatdobusinesswiththestatefavorToo-Big-To-Fail banks,noneofwhicharelocatedhereinArizona.Wehavemanyfinelocal banksthatwouldbecapableofmanaginglargestateaccounts.Letsgive themthechancetocompeteandgrowinArizona!

Recruit from California and Illinois.The8th-largesteconomyintheworldis rightnextdoorinCalifornia,anditsbusytaxingandregulatingemployers andsmallbusinessestodeath.Illinoisissobadthatwerepracticallyalready Chicagosfavoritesuburb!GivenmybackgroundgrowingColdStoneCreamery, Icanhelppersuadeemployerstheyshouldbeexpandingandcreatingjobs hereinsteadofenduringtheheadachesofhigh-taxstatessuchasthese.

Eliminate unnecessary regulation.Asksmallbusinesspeoplewhatmakes theirlivesdifficult,andaftertaxestheyinevitablysayitsthecost anduncertaintyofcomplyingwithsomanyregulations.Regulatory compliancealmostalwaysrequireshiringalawyerorsomeotherspecialist, anditcostsmoneyandtakestime.Weneedagovernment-widereviewof regulations,includingstrengtheningandbetterpublicizingtheregulatory reviewmechanismthatquantifiesthecostsofnewrulesonArizonaemployers. ByexecutiveactionIwilleliminatebureaucraticregulationsthatare unreasonableandunfairtobusinessownersandemployees.

Stop lawsuit abuses.Iwillsendtoourlegislatureacivil-justicereformbill designedtoendfrivolouslitigation,harassment,andexcessivefeecollection bytriallawyers.

GOVERNMENT WASTE AND SPENDING

PROMOTING CHOICE AND EXCELLENCE FOR ARIZONA SCHOOLCHILDREN

The Issue: The Issue:Were spending way too much. Our states general fund budget is marching past $9 billion, and thats bigger than Arizona needs or can afford for what were getting in return.

Too many Arizona schoolchildren are graduating without skills they need. For their sake and ours, Arizonas schools need to do better.

POLICY SOLUTIONS:

Agency audits.Ourstategovernmentneedsatop-downreview.Thereare over80separateagencybudgetsthatallreportdirectlytothegovernor. Weneedataskforcethatconductsinternalreviews,researchesotherstates bestpractices,andthendeliversareportonproposedcutsandefficiencies. Thiswouldincludeareviewofstateassets,includingvehicles,aircraft,and repairshops.Realsavingscanbeachievedandpassedontotaxpayers.

Reduce duplication and overlap.Itsnotintentionalstateemployeesdont lookforwaystowastemoney.Butheresoneexample:Arizonahasat leastfiveagenciesthatissuedebtwithoutanycoordinationbetweenthem. Theyeachhiretheirownbondcounselandfinancialadvisorinsteadof consolidatingthatfunctioninoneplace.Pasteffortstostreamlinethis havegonenowherebecausenoagencywantstogiveupcontrol.Thereare manyexampleslikethiswherecostscanbecutandtaxpayerswillbenefit.

Look for technology-driven savings.SomepartsofArizonasstate governmentaremodernizedforinstance,oursafetynetprogramsthat distributetaxdollarsbutfartoomanyofficesandprogramsarestuckin the20thcentury.Overthelonghaul,technologycansavesubstantial amountsofmoneyforthestate.

Private sector solutions.Whereverpossible,governmentservicesshouldbe outsourcedtogivelocalArizonabusinessesthechancetoprovidetheservice moreefficiently.Governmentcanpayforthings,butitshouldntattemptto doeverythingwhentheprivatesectorcandoitcheaperandbetter.

Restore spending discipline.Wemustholdstatespendingincreasesbelow theratesofinflationandpopulationgrowthexceptinrealemergencies.Iwill signintolawwithoutnewtaxesabalancedbudgeteveryyearthatIserve asgovernor,andvetoanybillthatviolateseitherofthesecommitments.

Shrink government.Bytheendofthenextgovernorsfirstterm27percent ofthestatesworkforcewillbeeligibletoretire.Wecanreducethesizeand costofgovernmentthroughtechnologyanddisciplinedjustificationofany newhires.Asmallsavingstodayyieldslargesavingstomorrow.

POLICY SOLUTIONS:

More choices for parents.Parentsneedtomakethechoicesthatarebest fortheirchildren,andshouldhavetheoptiontogettheirkidsoutoffailing schoolswithconsistently-poortrackrecords.Arizonaleadsthenationin charterschoolexcellenceandtheycanbeagreatalternative.Unfortunately, manyofthemalsohavedauntingwaitinglists.Asgovernor,Iwillsubmit legislationtoeliminatewaitinglistsforexcellingschools,whileadvancing broadandbipartisanreformstoapplythebestpracticesofhigh-performing charteranddistrictschools.

Money needs to be spent in the classroom.Eachyearsince2004,school districtshavedecreasedthepercentageoftheirresourcestheyallocatetoour classrooms.Withalmost250schooldistrictsandover40percentofthe employmentindistrictschoolsnotbeingateacherorateachersaide,the amountofmoneybeingspentonoverheadismuchtoohigh.Moneyshould gowhereitwilldothemostgoodrewardingsuperiorteachers,andtoproviding materials,supplies,andtechnologythatwillenhancelearningforallstudents.

More accountability at all levels.Principalsneedtobeallowedtoruntheir schoolsandteachersneedtobeabletocontroltheirclassrooms.Give themtheauthoritytheyneedandtheresultswillbeastounding.Andifthey dontmeasureup,thensomeoneelseshouldtaketheirplace.Schoolsshould begradedandparentsshouldbeinformedaboutthequalityoftheschools theirchildrenareattending.Itsbasicaccountability,anditworks.

Higher standards and higher expectations.Arizonahasmanygreatteachers andsomeofthehighest-performingschoolsinthecountry.Weneedtotake theirsuccessesandreplicatethemacrossthestate.Wealsoneedtoinclude morerigorouscivicseducationstandards.Arizonakidsshouldgraduate knowingthebasicsregardingAmericanhistoryandwhatitmeanstobea U.S.citizen.

State control, not federal.Iwillresistoverreachfromthefederalgovernment, includingCommonCore,andprotectourschoolsfromfederalintrusioninto thestateandlocalresponsibilityofpubliceducation.

Its not about the money.Betweenfederal,state,andlocalmoney,Arizona spendsmorethan$9billioneducatingmorethanonemillionchildren.Thats around$8,700perchild.Weneedtomakerealreformsandgetbetterresults fromthemoneywealreadyspend,ratherthansimplythrowingmoneyintoa systemthatsunder-performing.

BORDER SECURITY AND IMMIGRATION

DEFENDING LIBERTY AND SECURITY

The Issue: The Issue:The federal government doesnt get it. Arizonans live with the consequences of a porous border every day. It has to stop.

Arizona must protect the liberty and safety of its citizens.

POLICY SOLUTIONS:

It all starts with securing the border.Anyprogressonillegalimmigration startswithcontrollingourborderandstoppingtheflowofillegalimmigrants here.Itisgovernmentsmostbasicresponsibility,andyetitsonethefederal governmenthascompletelybotched.

I will protect Arizonas citizens.Iwilluseeveryauthoritygrantedtothe governortoholdthefederalgovernmentaccountableforitsconsistentfailure tomeetthisurgentlaw-enforcementobligation.Iwillalsocommitsignificant newstateresourcestothepreventionandprosecutionofviolentcrimesby personshereillegally.Leadershipisallaboutsettingpriorities,andensuring oursafetyisatthetopofthelist.

Our immigration system is badly broken.Thefederalgovernmentmust begintodoitsjobandgetitsprioritiesstraight.Legalandthoughtful immigrationisgoodforourcountryandpartofwhatmakesusdifferent andexceptional.Weareanationofimmigrantsandweneedthisfixed.

POLICY SOLUTIONS:

Child Protective Services.Weneedtocommitourselvestobeingthesafest stateinthecountryforchildren.Weneedtohelpandprotectthosewho cantprotectthemselves,andasgovernorIwillensurewehavethetoolsand theresourcestodothejobright.

Defend the most fundamental right of any person the right to life. Weneedtoencourageacrossourstateacultureoflifeinwhichthemost vulnerableandneedyarenotviewedasaproblem,butasapriority.

Emphasis on mental health.Arizonahassolidprotectionsforgunowners, hunters,andsportsmen.Andyetwheneveraviolentactoccurs,theknee-jerk reactionistocallformorecontrolsonguns.

ThetragediesthathaverecentlyoccurredTucson,Aurora,Newtown wouldnothavebeenavertedwithstrictergunlaws.Thecommonthread inthesetragediesisthatmanywarningsignswereoverlookedorignored. Ensuringbettercooperationbetweenmentalhealthagenciesandlaw enforcementistherightapproach.

Protecting our fundamental freedoms and keeping our communities and children safe.Iwilldefendtheconstitutionalrighttokeepandbeararms.Iwill alsofullyprotecttherightsofcrimevictims,maketheprotectionofArizona childrenfromcriminalabuseandneglectthefirstpriorityofourlaws,andwork withthefederalgovernmenttoensureArizonasveteransandmilitaryheroes receivetop-levelcareandservicesasthanksfromagratefulnation.

Appropriate punishment for criminals who commit crimes with guns. Theconnectionneedstobecrystalclear:Ifyoucommitaviolentactwith aweapon,thenyouregoingtobeseverelypunishedforit.

Conservative judges who respect individual rights.Inourlegalsystem, themenandwomenwiththegavelmatter.EnsuringArizonascourtsare populatedwithpeoplewhounderstandtheimpacttheirdecisionshaveon ourevery-daylivesandfreedomsisessential.

GOVERNMENT REFORM

The Issue: Government hasnt kept pace with the private sector, and there are many things government can do to better serve taxpayers.

POLICY SOLUTIONS:

End the reliance on special districts.TheArizona Republicdidastudylast yearandfoundthatMaricopaCountyalonehasalmost1,500specialtaxing districts.Asaresult,peopleinthesameneighborhoodcanpayhundredsof dollarsmoreintaxesdependingonhowmanyspecialdistrictstheirhouse isin.Governmentneedstobetransparentandaccountabletocitizens,and thecurrentsystemisneither.Reformingtheproliferationofspecialtaxing districtswouldbeagoodfirststep.

Review existing practices.Heresanexample:AttheTreasurersoffice wefoundtheformulafordistributingmoneyfromthePermanentLand Endowmentwasflawed.Someyearsschoolsreceivedmoney,andsome yearstheyreceivednothing.Weworkedwiththelegislature,gotvoter approval,andchangedtheformulatoensureasteadier,morereliable streamoffundingforeducation.Therearemanycommon-sensereforms thatcanbeimplemented,buttheyrequireconsciouseffortandamore business-likeapproach.

Changing government hours and making government more accessible via the Internet.Governmentgenerallyworks9-5,MondaythroughFriday. Thatmayhaveworkedyearsago,butwithmanyArizonafamiliesworking morethanonejob,theymaynothavetheabilitytogettoagovernment officeinthosehours.Flexiblehours,aswellasmakingmoreinformation andservicesavailableovertheInternet,arebothwayswecanbemore responsivetotaxpayersandbetterfittheirneeds.

Repeal old, unnecessary laws.Arizonajustturned100yearsold.Ourstatutes have49titlesand10,500pagesoflaws.Thegovernorandlegislatureshould reviewhoweachtitleofourlegalcodecouldbesimplified.Beingingovernment shouldntbejustaboutaddingnewlaws;itshouldbeaboutrepealingoldand outdatedonesaswell.

HEALTH CARE

The Issue: Obamacare is a monumental failure and has made a royal mess of health care.

POLICY SOLUTIONS:

State Control.Theresnoreasonweneedtobestuckwiththepolicy optionsthefedswanttoimposeonus.StatessuchasArkansasand RhodeIslandhavesoughtandreceivedwaiverstodothingsdifferently. InIndiana,then-Gov.MitchDanielsenactedinnovationslikeHealthSavings AccountsintoHealthyIndiana,thestatesMedicaidprogram,inawaythat hasnotonlypromotedpersonalresponsibilitybutalsokeptcostsdown whilehavinga96%satisfactionratingamongparticipants.Itwillbeatop priorityoftheDuceyadministrationtolearnfromthebestpracticesofother statesandtogetoutfromunderthefederalgovernmentsthumb.Iwilllead theefforttonegotiateaMedicaidwaiverforArizonaandtoprotectourstate fromObamacare,oneoftheworstlawseversignedbyanyAmericanpresident.

Controlling the cost of Medicaid expansion.TheexpansionofMedicaidas partofObamacarereceivessignificantfederalmoneyforthefirstthreeyears. Afterthattheruleswillchange,andArizonataxpayersmayneedtopay considerablymore.AsgovernorIwillprepareforallscenarios,andIwillnot allowamassivenewentitlementtogrowintoahugefinancialburdenforfuture generationsofArizonans.Wewillkeepalidonhealthcarecosts,period.

Helping those who truly need it.Wewanttocareforourmostvulnerable andneedycitizens,andwewantourhealthcareoptionsinArizonatobethe bestinthenation.Medicaidisaprogramoriginallydesignedtotakecareof thedestituteanddisabled,butitsnowbeingexpandedasamiddleclass entitlement.Weneedtofocusoureffortsonpeoplewhogenuinelyneed thehelpandcantdowithoutit.
