1 1.1 Apologies for absence

• Paul Chatterton (am only) 1.2 Acceptance of the minutes from 13th July 2016 (Attachment A1) The minutes of the meeting held on 13th July 2016 were read and agreed as a true and accurate record. Proposed by CB and seconded by MF.

1.3 Matters arising (not on the agenda) – Attachment A2

1) Reordering AE to chase up LM re this bulletin article – sending out Monday so may be the next bulletin. There isn’t a big concern in Doncaster. Need processes in place re repeat ordering – MA reported that there are various reasons for problems with repeats – both sides. Need to have training put in place for pharmacy and reception staff so that all working together. Asked the CCG for this but will not invest in helping gp staff. AE to send LM the Derbyshire LPC position statement which may help with this.

Action: Bulletin article – top tips / best practice on reordering processors – LM to write this article – request for examples to members. AE to chase up this article.

2) Respiratory interest group

Information sent through to CW and RH - 2nd November 2016 – CW not able to attend as she is attending PSNC LPC conference. RH attending - need to contact Jackie Dale

Action: RH to contact Jackie Dale regarding attending the Respiratory Interest Group on 02.11.16

3) Contract responses

NH chased PCSE and NHS England regarding the Auckley controlled locality consultation and received notification that Auckley has been decided to be non-rural. Dispensing practice will have to stop some of their prescribing – should be a transition plan agreed by NHSE. From a pharmacy perspective while this may sound good news it opens up to having pharmacy contracts being applied for – already have one in Auckley - that is the reason why the rurality was reviewed in the first place.

4) Budget NH and AE have spoken with Jill Stirland, Ferring Area Manager, Jill looking into the Pentasa service and prescribing figures and will send through information to AE / NH. Further discussion about the service being restarted once received. AE has now cancelled the post office freepost licence as not being used for the Vesicare program and was costing £100 a year. Will review the service and how referrals are sent in future. One month levy holiday is set for September 2016. RH will send the budget through to NHS England – Karen Curran / Victoria Lindon.

Action: AE / NH to chase up Jill Stirland, Astellas / Ferring re Pentasa service and prescribing figures.

Action: RH to send through the LPC 2016/17 budget to NHS England.

5) Healthwatch query re stock of medicines

NH did contact Sheila Barnes from Healthwatch but has not received any further information through.

6) Media work across SYB Agenda item – Ask your pharmacist week RH has spoken to Dean Eggitt re producing some short videos promoting MAS and how to access pharmacy services. Keen to do this and do a joint promotion with the LPC – need volunteers. Also ask if he is interested in involving the CCG (Ian Carpenter - communications).

Action: RH / NH to discuss further promoting MAS through short videos with Dean Eggitt - Discuss with Dean Eggitt around working with professional company for advice on how / where to target. Need a few members to meet together to go through details.

7) RDASH working group

Resend the dates for the meeting to workgroup members – next meeting is 2nd October 2016 Still getting crossover prescriptions through at pharmacies. NH has contacted Helen Conway re attending the Harm Reduction and Prescribing Governance meeting but has not received any information through.

Actions: AE to send through dates for RDASH working group to members who have expressed interest in attending.

8) Move More Doncaster

Chase up the electronic poster to be added to the website and bulletin and also ask if available on the 1st week of October to attend the training session and promote Move More Doncaster

Actions: Linda Tyrrell will send through electronic version of poster and AE to send out to contractors and add a tab onto the LPC website – AE to follow this up

There have been a few issues with Capita regarding the notification of contracts – sent through the list for Lloyds 3 times as there were errors on opening hours and then email addresses. Need to recirculate the letter to contractors regarding Christmas and New year opening – originally sent this through by Matt Auckland and David Geddes as some members have not seen this in pharmacy and need to ensure that everyone is aware.

Action: AE to recirculate the NHS England letter re Christmas opening to contractors.

Simon Lister, SWYFT ➢ Stoptober

National Public Health England campaign 28 day challenge to quit smoking – evidence is that if can do 28 days then more successful in quitting. There is an app that can be downloaded with tips and motivation + link to national smokefree website which has a list of local stop smoking services. No adverts on the TV but through social media instead. SWYFT have purchased pharmacy dispensing bags with smokefree logo, tel no and etc – these will be delivered next week – 20th September – launch date. Also providing a poster for each pharmacy that have the service in place – there is a link to be able to get more resources on the SWYFT website. Photo – joint press release from SWYFT and Rotherham Council at Weldricks Maltby. SWYFT website – only service in the country with online quitter program / support. Online, clinics, pharmacies, telephone (7 days a week), National figures – 50% reduction in people attending – think due to lack of advertising, NHS reorganisation and e-cigs. Vaping – official advice – most contain nicotine – don’t use Champix at the same time as the e-cig. Can get behaviour support with reducing e-cigs. NHS England evidence is that 95% safer than smoking - European tobacco control directive. Champix PGD – exclusions still in – Drug and therapeutics committee were reluctant to take out. So still using IP to write prescription - £20 per prescription fee. Training event – joint with Rotherham LPC Stop smoking service – general update, Stoptober – beginning of October 2016. ???Funding from Pfizer

3 Governance Items a) Strategy Plan ➢ Complete review of the strategy plan – looking at the actions to see if these are still correct etc

(45 mins) Sustainability transformation plan – do not have a copy of this yet from Rotherham Council. Not sure how relevant it is at the moment. Pharmacy elements - workforce – collaboration and better use of community pharmacy Took out communication section on previous review of the strategy as felt that this was done all the way through the document. Relationships DCCG LPC have a good relationship with Doncaster CCG – meet recently with chair and chief officer and Laura Sherburn, APC, invited to events. Although CCG officers do not attend the Doncaster LPC meeting as they used to – check the invite list and ensure inviting the right people. Inhaler technique service – should have another training session to remind about the service GSK sponsor ?? Invite pharmacists and gp’s to train together on respiratory technique so gp’s are aware of pharmacy providing this service – already doing spirometry training as part of SY resp meeting. RH to raise this at the next meeting on 02.11.16. Pharmacists are not receiving the information from this group. Gp’s need to be made aware of the services pharmacy provide – want to set up group to discuss issues – clinical engagement forum? NH will talk with Laura Sherburn and if the CCG will not do this then will contact gp federations directly.

Added RDASH There are no identified lead members on some of the PH issues CB happy to attend the flu meetings. Not received any public health campaigns from NHS England or PH – worked with CCG on campaigns including pharmacy bags. They are useful to promote what pharmacy can do. No support or resources Intra-professional and inter-professional is more important at the moment NHS England LPN – Peter Magirr has stepped down as chair – part of Yorks and Humber – waiting for AT information. SYB workforce group being disbanded due to funding cuts. Community Patient complaint – it was about the out of hours service but was regarding prescriptions – writing of rather than dispensing – CCG are aware. Develop and delivery Facilitate training and attract funding Looking at putting on a training event in October Can’t put in any bids for HEE funding – needs to be NHS not LPC Work with commissioners Do we need any lead members – been more reactive than proactive recently. CW and RH lead for respiratory – need to be ready to react if needed. Governance These are set and all felt that these were fine.

These have all been completed and reviewed. There are no major concerns regarding members knowledge and skills overall.

c) Self-evaluation (on PharmOutcomes) – review each point and assess where we are as a committee) (45 mins)

These are to be included on agenda attachments and also set up another page on the members area for these to be kept for review – SYB respiratory group, EHC etc. Leave at amber and then move to green when review reporting process again. Chief officer and treasurer – DP reviews the accounts and spot checks the statements. Treasurer role is completely separate to chief officer role. Do think need someone else to review the accounts. RH to send through his own claims to DS and NH. Include on the website in members area so can access. DP, DS and RH meet - PURPLE LPC management and structure Operational capacity – PURPLE Capability – PURPLE Size – Reviewed constantly at PSNC Regional level – PURPLE Working – review of annual contract - PURPLE Members competency – last year there was training identified and members have attended courses – members day, treasurers day, media skills – GREEN PSNC regional rep – always invited to LPC meetings but often clashes with PSNC meetings – have organised meetings in the evening instead – PURPLE Discussed if may change the day of the meeting – maybe for a couple of meetings then move so as guests are able to attend if they struggle on a Wednesday. Regional meetings – always attend these meetings - PURPLE Financial management Budget – discussion at regional meeting on doing a zero-based budget – link budget to work programme – would need to put a high contingency into the budget due to the uncertainty of NHS etc – at the moment we look at what we spent last year and then uplift. Action: Change of day for LPC meetings – do for a couple of meetings then change back to Wednesday to enable other invited attendees to attend meetings.

d) Changes in membership

James Soar has left Weldricks Pharmacy so is no longer a member of the LPC - waiting for AIMp to agree another member. McGills are now an AIMp member – checked the number of members and contractor makeup – spreadsheet with formula to do this. The change reduces down to 2 ind members and increases AIMp membership to 7. Members agreed for the change of the committee to go to 2 ind, 7 AIMp, 5 CCA AIMP to decide if CB stays on the committee as a AIMp rep rather than Ind. Also waiting for replacement for JS to be notified.

4 Treasurer reports 4.1 Finances for July / August 2016 – Attachment F1 Levy holiday this month. Budget has been changed as per decisions last meeting and needs to be sent off to NHS England 4.2 PSNC invoice October 2016 – Attachment F2 Agreed to pay the PSNC levy in October 2016

5 Secretary reports 5.1 www.connect2pharma.co.uk For information - mainly useful for independents 5.2 Pharmacy Complete – Attachment G Mike Holden, previous Chief Officer for NPA, new company – if feel there are skills gaps then could purchase some training from them. Also pharma companies provide some of this. 5.3 NH + RW meeting with Dr David Crichton (Doncaster CCG Chair) and Jackie Pederson (Doncaster CCG Chief Officer) 27 July 16 Went well – relationship is very good. 5.4 Transfer of care / discharge summaries from DRI Andrew Barker contacted NH as interested in electronic discharge information. Liability issues with the information being sent to pharmacy – need to ensure that react to the information received. Need a contact number at the hospital so that there is a point of contact. Need to have a robust reporting system. PharmOutcomes is being used in other areas. NH will chase up Andrew Barker and report back to the November meeting.

Action: NH to contact Andrew Barker @ DRI regarding Electronic Discharge Summaries using PharmOutcomes.

6 Chair reports 6.1 OOD CD Destructions Update on previous discussion on destruction of CD’s – methadone bottles (rinsing bottles out in the sink) NH sent over an email and had no response (3 times) – there has been some correspondence from Query around T28 (environmental licence) exemption certificates – CCG not destroying controlled drugs NHS England think they have delegated the process but this is not being done – NH seeking clarification

7 Tenders and bids / Consultations / Service Opportunities / LPC future - update 7.1 nothing to report

8 Topics for discussion 8.1 Ask Your Pharmacist Week (7-14 November) - resources available to LPCs NPA have some free resources – criteria are that need to define what going to use them for. Resources are pull up banners, t-shirts etc. Need to get some activity around Doncaster – displays at the health centres – shopping centres charge for having displays up because it is commercial space – ask pharmacies in these centres if they can promote outside their pharmacy? Maybe collaborate with the CCG – tie in with Minor Ailment Scheme and self-care. Need volunteers to be involved Need to seek advice on how to promote pharmacy well during this week. Kirsten Howell – Could ask if she will do some work to get some PR exposure and press releases being issued. - Joint working with Rotherham CCG so that costs are shared. - CW and SI agreed to help NH with the work and meet with Kirsten Howell.

8.2 LPC News letter to GP practices Current out of stock products and alternatives (headline ones), products discontinued, highlight costs for certain items , AE to create a template newsletter to send to GP practices using Mailchimp Item on the LPC agenda each meeting – what needs to go on the newsletter to GP’s Promote MAS, Inhaler technique – most pharmacies in Doncaster provide these services –save

appointments and send through your patients etc Help with communication between pharmacy and gp surgeries – raise any issues that may encounter due

to stock shortages or switches. Asked member to send through suggestions for either newsletter – send a paragraph so can be added in

without too much work for AE and NH.

9 Members report 9.1 DRI - Patient has just been discharged from hospital after 487 days – CCG do not get billed until discharged so now will have to find this funding Secondary care running at capacity now – not sure what is going to happen at Christmas when the attendance increases. GP practices shut on Wednesday and there are links to a surge in A&E attendance.

b. Local Authority update

i. RDASH quarterly task and finish group meeting dates (AE as sent these through to the members who attend) ➢ Monday 3rd October 2016 ➢ Monday 12 December 2016 ➢ Monday 20th March 2017

ii. Doncaster Dementia Strategic Partnership (DDSP) - Meeting, Monday 15 August– Attachment P

Do the LPC continue to attend these meetings? RH will attend when he can.

iii. EHC PGD update – Attachment Q PGD expired on 11th September 2016 Emailed Steve Davies, John Bane and Andrew Barker – didn’t have any response back. When eventually spoke to John Bane he asked if he can extend the PGD again – mentioned that needs to be cleared by GPhC as they have picked up on PGDs on pharmacy inspections. Gone to drug and therapeutics committee today 14.09.16. NH has agreed the SLA for EHC so this should be being sent out to pharmacies asap. Sexual health partnership – NH usually attends but only if there is nothing else in the diary.

14 East Midlands Region 14.1 Regional Meeting – Friday 9th September 2016

Verbal update from NH Completely different discussion on Friday to the update from Garry Myers today. Things are still changing rapidly and hard to follow at the moment to be able to keep members and contractors informed.

15 Strategy Plan Any outstanding items not covered on the agenda

16 Any matters for discussion not on the agenda (AOB allocated to either open or closed session as appropriate) – to be informed to the chairman at the start of the meeting 17.1 MAS Patient information leaflets – could we have some produced – nothing to give to patients. NH to speak to Ian Carpenter at the CCG.

Action: MAS patient leaflets – ask Ian Carpenter, Doncaster CCG, if these can be produced so that pharmacies have these to hand to patients.

Why is infant paracetamol not included on the formulary? Have from 6+ but not younger. NH informed members that they had tried to get it rationalised and add more items / conditions when last reviewed by PC and NH. Vitamin D

• If deficient then would prescribe but if just come in and ask from government advice then refer to buy it themselves over the counter.

GP terms of service require them to provide treatment if deemed necessary.

Need to keep the same but change the January 2017 meeting to 18th January (check with those members not present and guests usually invite to the meetings. Plus also check room booking. After this meeting stick to the same time scale as before – 2nd Wednesday of odd number months (Jan, March, May etc)

Action: Move meeting from January 11th to 18th January – check with those members not present and also guests who usually attend the meetings plus check room booking. AE to then book the room for the same timescale as usual
