DOI MSP RISK MITIGATION/WAIVER PROCESS SCENARIO

Who receives the Non-Clearance letter?

The WLFF will receive the non clearance notification at the time of the exam.

Who Makes The Clearance Decision?

The Annual Exam has a Clearance page that the clinician at the local clinic makes the clearance determination.

The Agency always has the option to have an Exam from a clinic sent to the DOI MSP for a Medical Review Official (MRO) to review the exam and potentially amend the clearance determination.

SHRO Smith has five days to send WLFF Skeebo the Initial Letter.

Once WLFF Skeebo receives the Initial Letter, she then has five days to complete

and return it to SHRO Smith.

WLFF Skeebo has the opportunity to submit additional medical information to

DOI MSP at any time while she’s Not Cleared. This could potentially upgrade her

status to Cleared.

If there is an issue with gathering the required paperwork and submitting

information, WLFF Skeebo could request a 15 day extension from her FMO.

If the WLFF chooses to participate in the Risk Mitigation/Waiver Process, they

must submit the following information to their SHRO:

An in depth narrative going into detail about the WLFF experience history, training, work experience and how the medical condition is currently mitigated.

Copy of qualification/red card.Responder Master Record from IQCS.

Interactive Risk Assessment Process

WLFF is responsible for providing all required information (qualifications, training & mitigations).

FMO is responsible for facilitating the Interactive Risk Assessment.

All are responsible for drafting the Risk Mitigation or Waiver memo together.

SHRO is responsible for sending the draft RM/W memo to the agency WFSPM.

Review, analyze and discuss the following subjects:

Medical condition and ability to safely and efficiently perform the tasks.

Qualifications, experience and training.

Significant threshold shifts in medical conditions.

Review, analyze and discuss the following subjects:

Medical condition is static and stable

Body stature and PPE

Physical limitations

Work conditions

Anytime assistance is needed during the Interactive Risk Assessment Process,

Once the draft Risk Mitigation/Waiver is completed through the Interactive Risk

Assessment, the SHRO must forward the draft to the agency WFSPM member.

The Wildland Fire Safety Program Manager (WFSPM) analyzes the information in the draft RM/W memo, completes the recommendation document and then sends it to FMO Rosenberg and SHRO Smith within five days.

The SHRO, FMO and WLFF review the advice they receive from the WFSPM. It’s the decision of this team to use the

WFSPM recommendations.

SHRO Smith emails the Risk Mitigation Waiver draft and the

WFSPM recommendation memo in an attached document to the

designated Management Official (MO).

MO reviews the draft Risk Mitigation that was developed in the Interactive

Risk Assessment and the recommendation from the WFSPM.

MO selects one of three decision alternatives:

Acceptable Risk Decision

Acceptable Risk w/ Condition(s) Decision

Unacceptable Risk Decision

The Management Official (MO) completes the Decision Memo and

emails it to the SHRO.

Once the SHRO receives the Decision Memo the WLFF is informed of the

MO’s decision within 5 days.

If the Non-Clearance issue isn’t resolved within 60 days the WFSPM is

alerted by DOI MSP.

SHRO must email a PDF attachment of the Risk Mitigation/Waiver

decision memo to the DOI MSP within five days.
