SUMMARY

The Office of Regulation, Analysis, and Engagement, Division of Natural Gas Regulation prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the first quarter of 2020 (January through March).

Sections 1 and 2 contain quarterly summary charts, tables, and a map displaying U.S. LNG exports by vessel. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 are organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience.

First Quarter 2020 Highlights

The January through March months saw the lower-48 states export a total of 720.0 Bcf of LNG (including shipments of LNG in cryogenic ISO containers, not including re-exports) through the Sabine Pass LNG, Cove Point LNG, Corpus Christi, Cameron, Freeport, and Elba Island export facilities during the first quarter. The Countries of Destination Table shows the destinations for these 222 LNG by vessel cargos, not including ISO container shipments. The Countries of Destination Table also includes 40 smaller shipment cargos of LNG in cryogenic ISO containers to Barbados, Bahamas, Haiti, and Jamaica from Fort Lauderdale, Florida.

U.S. imports totaled 744.3 Bcf and U.S. exports totaled 1,460.5 Bcf, resulting in net U.S. exports of 716.2 Bcf. As usual, most of the imports by pipeline came from Canada, comprising 97.0 percent of the total imports. LNG imports (truck and vessel) and U.S. imports from Mexico made up the remainder, 3.0 percent of total imports. Mexico eclipsed Canada in total natural gas by U.S. pipeline exports, with 64.6 percent going to Mexico and 35.4 percent to Canada. Total U.S. exports by pipeline equal 50.7 percent of total U.S. exports, with the remaining 49.3 percent of total U.S. exports being very small volumes of LNG trucked exports to Canada and Mexico, as well as LNG by vessel cargos (including ISO containers) to the countries listed in the Countries of Destination Table.

First Quarter 2020 vs. Fourth Quarter 2019 - Highlights

As illustrated in the tables in Section 1, total imports increased 3.6 percent compared to last quarter. Pipeline imports from Canada increased by 3.3 percent, with pipeline imports from Mexico decreasing by 33.0 percent (although from a very small initial volume base). LNG imports by vessel increased 15.8 percent. Canadian imports by pipeline prices were down by 3.7 percent from last quarter while Mexican imports by pipeline prices were up by 13.0 percent from last quarter. LNG import by vessel prices rose by 41.3 percent.

Total U.S. exports were 1,460.5 Bcf, 8.4 percent higher than the fourth quarter 2019 total. A 0.6 percent decrease in U.S. exports by pipeline to Mexico which is complemented by a 5.7 percent decrease in U.S. exports by pipeline to Canada. Prices of U.S. pipeline exports to Mexico increased by 8.6 percent with prices of U.S. pipeline exports to Canada also having increased by 8.9 percent.

Additionally, there were 222 domestic LNG exports by vessel (not including re-exports) and 40 cargos by ISO container this quarter, with 720.0 Bcf in cargos being shipped to the countries listed in the Countries of Destination Table. Total trucked U.S. import volumes (for LNG and CNG) decreased by 4.2 percent while total trucked export volumes (for LNG and CNG) decreased by 11.5 percent in the first quarter when compared with the fourth quarter 2019. Total trucked U.S. export prices (for LNG and CNG) increased by 10.5 percent and import prices (for LNG and CNG) also increased by 7.1 percent, compared to last quarter.

First Quarter 2020 vs. First Quarter 2019 – Highlights

Total U.S. imports were down 7.2 percent from the first quarter of 2019. Pipeline imports from Canada decreased 7.0 percent, while pipeline imports from Mexico increased by 151.8 percent (although from a small base), and LNG imports by vessel decreased 13.9 percent. The average price of pipeline imports decreased by 32.7 percent and LNG by vessel import prices fell 7.9 percent. Trucked imports decreased 69.9 percent from last year (although from a small base), with those prices decreasing 25.8 percent.

Total U.S. exports rose 36.7 percent compared to the first quarter of 2019. U.S. pipeline exports to Canada decreased by 3.8 percent and U.S. pipeline exports to Mexico increased by 9.8 percent. Total U.S trucked exports increased by 28.8 percent. Overall, U.S. exports by pipeline increased by 4.6 percent while prices decreased by 17.1 percent, compared to the first quarter of 2019.

Imports and Exports of LNG by Vessel

LNG imports by vessel increased 15.8 percent compared to last quarter and fell by 13.9 percent compared to the first quarter of 2019. Eight LNG cargos (17.1 Bcf) were imported by vessel this quarter, compared to six cargos (15.6 Bcf) in the fourth quarter of 2019 and 11 cargos (25.3 Bcf) in the first quarter of 2019. LNG import prices by vessel were 41.3 percent higher than the last quarter and 7.9 percent lower than in the first quarter of 2019.

There were 222 exports of domestically-produced LNG (not including re-exports) and 40 cargos by ISO container in this quarter (720.0 Bcf), compared to 178 by vessel and 33 by ISO container in the last quarter (588.4 Bcf) and 105 cargos by vessel and 39 by ISO container in the first quarter of 2019 (360.4 Bcf). The U.S. re-exported two cargos of LNG in this quarter (0.6 Bcf), and re-exported one cargo of LNG in the last quarter (0.3 Bcf). No re-exports were shipped in the first quarter of 2019.

During this quarter, four LNG cargos were delivered to Puerto Rico (6.1 Bcf), compared to seven in the fourth quarter 2019 (17.1 Bcf) and six in the first quarter of 2019 (15.1 Bcf).

• In the first quarter of 2020, the U.S. imported 722.6 Bcf of natural gas by pipeline and truck.

• Nearly all imports by pipeline and truck originated in Canada, continuing a long-term trend.Mexico provided a very small 0.8 Bcf (<0.1 percent) of imports by pipeline and truck.

• Import prices averaged in the range of $1.98 per MMBtu from Canada to $2.14 per MMBtufrom Mexico.

• About 65 percent of U.S. exports by pipeline and truck of domestically-produced natural gas

during the first quarter were sent to Mexico, while about 35 percent were sent to Canada.

• Prices of exports by pipeline and truck to Mexico and Canada were $1.89 and $1.99 per

MMBtu, respectively.

• U.S. LNG exports by vessel to South Korea, United Kingdom, Japan, Spain and Turkey makeup over 51 percent of U.S. LNG exports during the first quarter, with a very small volume ofless than one percent being U.S. exports by ISO container to Barbados, the Bahama Islands,Haiti, and Jamaica.

• Prices of exports ranged from as low as $3.47 per MMBtu to Belgium and as high as $7.05 per MMBtu to Panama for U.S. LNG exports by vessel in the third quarter, while the U.S. LNG exports by ISO (Barbados, Bahama Islands, Haiti, and Jamaica) container averaged $10 per MMBTu.

• The total volume of first quarter imports is higher than the fourth quarter of 2019 and lowerthan the first quarter of 2019.

• The increase in imports from the fourth quarter of 2019 is due to an increase in imports fromCanada. Imports from Mexico remained at a very low level.

• Export volumes in the first quarter of 2020 were higher than the fourth quarter of 2019 and alsohigher than the first quarter of 2019.

• Exports to Canada by pipeline and truck were lower in the first quarter of 2020 than in thefourth quarter of 2019, and they were also lower than the first quarter of 2019.

• Exports to Mexico by pipeline and truck in the first quarter of 2020 were lower than in the fourth2019, but higher than the first quarter of 2019.

• Exports by LNG by vessel during the first quarter of 2020 were over 22 percent higher than thefourth quarter 2019 and were also 100 percent higher than the first quarter of 2019.

• Volumes of natural gas imported under short-term authorizations during the first quartercontinued to eclipse volumes imported under long-term authorizations at all entry points, withthe exception of Calais, Maine where long-term volumes are marginally higher.

• Eastport, Idaho experienced the highest volume of imports from Canada, at 31.1 percent of thetotal. Sherwood, North Dakota and Sumas, Washington had the second and third largestimport volumes, accounting for 17.2 percent and 14.1 percent of the total, respectively. Thesethree points, along with Sumas, Washington, Port of Morgan, Montana, Noyes, Minnesota,Waddington, New York, and Calais, Maine handled 91.6 percent of all imports from Canadaduring the first quarter.

• Continuing a trend of negligible imports from Mexico in recent years, only a small volume ofnatural gas was brought into the country from Mexico, through three entry points, during thefirst quarter.

• St. Clair, Michigan continued to handle most exports by pipeline to Canada – 52.8 percent forthe first quarter – with Niagara Falls, New York and Calais, Maine handling 32.9 percent of thepipeline exports to Canada.

• There were also a small volume of exports to Canada under long-term authorizations in thefirst quarter through St. Clair, Michigan, Portal, North Dakota, and Calais, Maine.

• The United States continued to export natural gas to Mexico through a large number of exit points using short-term authorizations during the first quarter. However, over 46.2 percent of the gas transited two points: Rio Grande City, Texas and Brownsville, Texas.

• There was also a smaller volume of gas exported through long-term authorizations through Roma, Texas.

• Rio Grande City, Texas is the largest point of export to Mexico.

• Trinidad & Tobago, Norway, and Nigeria were the three suppliers of LNG to the UnitedStates in the first quarter.

• Everett, MA and Cove Point, MD were the two U.S. terminals receiving LNG during thefirst quarter.

• Constellation LNG, LLC, Shell NA LNG LLC, and Pacific Summit Energy LLC were thethree U.S. importers of LNG during the first quarter.
