How to Login?

On the Internet type in www.bie.edu to open the BIE website.

On the BIE homepage, look to the far right hand side, and use the scroll bar to move the page down until you see NATIVE STAR: BIE’s tool for Continuous School Improvement and click on the first highlighted word here (see RED Arrow)

Welcome page to Native Star

• Enter the school Login and Password, then click on the LOGIN button.

Note: A Login and Password for the Native Star link has been provided to your School Administrator and Native Star Process Manager.

Tabs

After you login you will see the School Dashboard. Click on the “Complete Forms” tab (see RED Arrow). The Local Education Agency (LEA)/School IDEA 2004 Part B Application has the following components 1. The LEA/School IDEA Part B Application

a) Optional: Coordinated Early Intervening Services Plan and ident cation of students in NASIS for two consecutive years.

b) Optional: Signed and Uploaded Cooperative Agreement Unit Plan

2. Uploaded Appropriate signature page 3. Uploaded Special Education Spending

Plan (located on the Docs & Links tab). The submission of all documents is considered a complete application request. Funds will be dispersed when all required documents are uploaded into Native Star

LEA/School IDEA Part B Submission Statement

The school indicates their preference

NONE: the school has sufficient special education funds to cover cost of providing special education and related services for the school year. The school MUST submit an application & spending plan to demonstrate the school will follow the IDEA Regulatory requirements

PORTION: Must be less than the entire amount. Indicate in the Portion Amount the amount the school is requesting.

ENTIRE amount: The whole amount of IDEA Part B funds.

What are the buttons at bottom of documents for?

1. “Next and Save” button is used when you want to save the completed page and go to the next page.

2. “Save” button, is used when you start working on the document and want to leave and return back to the same page.

3. “Save and Preview” button is used to review and edit the documents.

4. “Save and Send for Review” button is used when the document is completed, and it will automatically push it for review by the ADD/ERC or Native Star Coach.

5. “Close” button will not save any entries you make. This button is used after you save the document.

LEA (BIE Funded School) Assurances for IDEA Part B

Ensure that your School Board members have a clear understanding of the set of assurances they are signing on behalf of the school. The school board is assuring that the school will meet the needs and in provision of services to Students with Disabilities (SWD).

OPTIONAL – Coordinated Early Intervening Services (CEIS)

If the school selected to participate in the CEIS on page 1. Page 3 must be completed in its entirety.

Eligibility Requirement:

• The school shall have a Level of Determination of Meets Requirements

• Voluntarily allocate up to 15% of current school year IDEA Part B funds

• Submit student data year in NASIS (2 consecutive years)

• Provide financial documents at the request of the BIE

• The school shall monitor and evaluate the program for 2 consecutive years upon receipt of the funds

• The school will not be eligible for Unmet Needs.

Complete the CEIS Plan . The CEIS plan should include the following components: 1. Identify CEIS Budget – can be up to 15%

of the current Part B funds the school received.

2. Identify personnel responsible for implementing the program (by title not by name).

3. Identify the type of intervention and describe the scientifically research-based activity program and progress monitoring process to be used (text is in expandable format)

4. Estimate anticipated number of students to be served. Student must be tracked for two consecutive years.

5. Describe the entrance and exit tools used to identify students who will participate in the CEIS activity (text is in expandable format)

FINANCIAL AND STUDENT DATA GETS REPORTED TO THE OFFICE OF SPECIAL

EDUCATION PROGRAMS

Optional – Cooperative Agreement Unit (CAU)

The school must select either to participate or not participate in CAU for Related Services or Education Program Specialist (Special Education).

If the school participates, the school must provide a completed Cooperative Agreement Unit. The school must upload the following requested documents in Native Star:

1. A Narrative that describes the purpose of the CAU

2. Scope of Work

3. The CAU Budget must be incorporated into the Special Education Spending Plan with justifications .

The School must provide:

the amount of Part B Funds allocated for CAU,

the Location Code and name of school or ERC where the CAU funds will be distributed to.

Click the Save and Send for Review button?

• The application will be sent into the ERC Coach or EPA queue for review in Native Star.

• The coach will provide feedback on the application and the spending plan

• The coach will do one of the following: – Accept

– Return with Revision

– Return with revision and submit

Upon approval from ERC coach or EPA

• Complete the information on page 6 then print (Ctrl + P)

– Check all relevant boxes

• Prepare all required documents to be presented and submitted to the school board.

• Upload school board minutes into Native Star

• Ensure the signatures of all 3 required individuals are signed after the school board meeting.

Special Education Spending Plan for SY 2017-18

The Special Education Spending Plan for SY 2017-18 is in Docs and Links Tab.

Click on the highlighted title to open the document. When the document opens click on “Save As”, add the File Name and click the Save button below. This will enable you to save the spending plan to work on in your computer.

What do we do when we complete the Application and the Spending Plan?

After you complete previewing all the forms for edits on the Part B Application and the Special Education Spending Plan, they are ready to submit to the Native Star Reviewer.

• Click on the “Save and Send for Review” button (see red arrow on image). This will automatically send it to be reviewed by the ADD/ERC or NS Coach.

Email your Native Star reviewer (ADD/ERC/Education Specialist) informing him/her that you have completed the application and uploaded the completed special education spending plan for review.

What is the role of the NS Coach/ERC or ADD Reviewer ?

To Review the LEA/School Schoolwide Program and IDEA Part B Application and Special Education Spending Plan for completeness and to ensure the justifications meet the intended purpose of IDEA. The Reviewer will either accept the application or return it back to the school for revisions. • By accepting the application the

ADD/ERC/NS coach is indicating to the SEA that the funds are allocable, reasonable and necessary

Or • Return to the school to:

o Revise & submit or o Return with revisions

Resource 4: Role of the Native Star Reviewer

What does the review choices mean?

The Reviewer will use one of these three choices as he/she reviews the school document.

• When the reviewer selects a Revisions Needed or Return with Revisions, the form will be returned back to the school’s queue.

• The school should continually check for the status of the application.

• Once you see the document in the school’s queue. The school will:

• review the feedback provided by the Reviewer.

• Update and make the necessary adjustment.

• Then click Send for Review

What do I need to do when the NS Reviewer sends the documents back to the school’s queue?

Do the following when you see one of the choice next to your title in Complete Forms tab:

• ACCEPTED 1. The school has uploaded the

signature page of the IDEA Part B application (page 6) and Spending Plan

2. The school has uploaded the optional CAU Plan

• REVISIONS NEEDED 1. Make the necessary revisions as

stated in the comment section on page 5 on the Application or the Spending Plan.

STEP 1:

Resource 6: Where to locate the CEIS Plan

STEP 2:

Enter the school Login and Password and click on LOGIN.

Note: The School Administrator has the responsibility to provide access to and completion of the documents. The Administrator:

• May log the special education staff member into Native Star to complete the CEIS plan.

• May provide the login and password to the special education staff member completing the report with a clear understanding that they must not write to any other reports in the system.

When you log in you will see the School Dashboard. On the school dashboard click on the “Complete Forms” tab (indicated by RED Arrow).

When you are at this page, use the Scroll Bar to the right and scroll down to the bottom of the page where you will see upcoming School Year Local Education Agency (LEA/School IDEA 2004 Part B Application. (see red arrow)

The IDEA Part B application includes the CEIS Plan is due May 31, 2017.

STEP 1: Log into Infinite Campus using your assigned Username and Password.

Resource 7: How to input CEIS Data into NASIS

BIE - CEIS Reporting Requirements Complete Flag on student(s) participating in CEIS in NASIS Module.

STEP 2: When you are logged in, ensure you are in the appropriate Calendar for the students you want to identify (Year, School, Calendar). Then, use the Search tab, to identify “Student” in the pulldown box. Next, press “Go.” Your list of all students in that Calendar will be visible. To identify a student receiving CEIS services, locate student in the list and click on the student’s name.

STEP 3: Find the “Flags” tab, and click on the tab.

STEP 4: Click “New” or the green box to open Student Flag Editor. NOTE: If a student has been flagged previously the information you input should appear below the Student Flag Editor. If you want to amend the document click on the highlight and open.

STEP 5: Click on drop down menu (see circle) in Flags and scroll down to click on BIE – CEIS.

STEP 6: Complete the Student Flag Detail. Use the Start Date as the day the student begin participating in CEIS activity. The student must be tracked for 2 years. The End Date could be the day student exited the CEIS program, at the end of the school year, or when they are recommended to be evaluated for special education and related services.

Type the following in this text box – The student does not have a current IEP.

D Describe the CEIS Activity being provided such as, by whom (position only), What, When, and Where.

Describe the Action recommended for the student within the Time Frame of participating in the CEIS activity, such as: • Did the student exit out of the activity? When?, Why?, and Where is student? • Was the student referred for special education and related services evaluation? When? And results

of evaluation. NOTE: If the intervention strategies are not successful, the team may determine that a referral to special education should be initiated

Q6. If the school selects to participate in CEIS, why cannot the school not apply for Unmet Needs?

A. The school has made the decision that there is enough IDEA Part B funds to support all the needs of its student with disabilities (SWD), therefore demonstrating to the BIE that the school is willing to give up to 15% of its current IDEA Part B funds to general education and indicating to the BIE that the school does not need any further funds to provide services to SWD.

B. If the school learns they have a high needs or additional SWD enroll the school can forgo CEIS (follow Q3 and Q4 ) and move the funds back into the IDEA account and then can apply for Unmet Needs. Contact DPA for further questions.

Continue – Frequently Asked Questions Q7. How does the school know what level of determination is for the school to determine if we are eligible for CEIS?

A. The BIE recommends that if the school is considering CEIS to check the box, and the BIE will inform the school whether the school can participate upon completing the Level of Determination in July 2017.

Q8. What if the school gets additional students in the fall?

A. The school may apply for Unmet Needs if the school has an increase in 10% or more of student with disabilities or

B. The school has an increase of high need students

C. And may also apply for Unique Circumstances

The school should review the student attrition and retention numbers

Q9. The school has IDEA carryover, what are we to do?

A. The school must indicate the carryover amount on the spending plan coversheet and in the budget pages. The school must follow the First In, First Out rule to expend these funds first.

The school shall consider not requesting All IDEA funds if the school has carryover.

Q. 10. When is the application due?

A. May 31, 2017, schools will be able to upload the documents in the SY2017-18 IDEA folder in Native Star beginning April 1, 2017.
